SITE PLAN REVIEW COMMITTEE December 9, 2019

The Site Plan Review Committee met on the above date at 1:30 P.M. in Room 2044 of the Municipal Building. The following members were present: Jacob Maas, Emily McFarland, Randy Johnson, Ben Olsen, Jaynellen Holloway, Ritchie Piltz, Joe Lehner, Tim Gordon and Jennie Fox. Also in attendance were Nikki Zimmerman, and Steve Board.

1. Call to Order The meeting was called to order at 1:30 p.m. by Chairperson Jacob Maas.

2. Approval of the Site Plan Review Committee Minutes Dated November 25, 2019

Motion was made by Jaynellen Holloway to approve the November 25, 2019 Site Plan Review minutes as submitted. Motion was seconded by Randy Johnson. Unanimously approved.

3. Watertown Area Chamber of Commerce – Discuss 100th Anniversary Events

Steve Board was present representing the Watertown Area Chamber of Commerce. The Watertown Area Chamber of Commerce would like to close Main Street for a two-day celebration to celebrate the 100th Anniversary of the Watertown Area Chamber of Commerce. The dates would be 08/21/20-08/22/20 with a dinner Thursday, 08/20/20. The intersections of 1st, 3rd, and 4th would remain open. They are also proposing 10’ x 10’ booths for vendors on one side of the street within the parking stall areas, a display of vintage cars, and perhaps horse drawn carriage rides. There would also be a kid’s area up toward the Washington Street side of Main Street and a band toward the area of the Chamber offices. The following was discussed by the various departments:

Police Department Suggests leaving the bridge area open and starting the closure to the east of the 1st Street intersection instead. A band could be in the 1st Street parking lot. Also, have contingency plans in place on Main Street for emergency personnel access and have individuals manning the barricades in case they need to be moved. Verify if vendors will be leaving items overnight and, if they will, will there be a security team hired to patrol the area.

Have the overall area of closure of Main Street be N. First Street to Seventh Street with the intersections of 1st, 3rd, and 4th open. If the event is brought to a one day closure, many concerns may be resolved. The event would have to stop at 11 p.m. but the tear down could continue to occur until morning traffic arrives. A more definitive plan for the location of vendors, etc. will be required.

Fire Department First Street definitely has to be left open for access. Agrees with Police Department on

other concerns. Engineering Department Once the detour/barricades are in place, they should be left for the entirety of the event.

They shouldn’t be moved except for emergency access purposes otherwise travelers will be confused.

Mayor Suggests a one day event and not overnight. Food and drink regulations will have to be

discussed with the Health Department.

No action was required for this item. 4. Adjournment

Motion was made by Emily McFarland, seconded by Tim Gordon to adjourn. Unanimously approved.
