Situation Overview Emergency Observation Report: At around 1400H on 23 May 2017, a fire fight incident transpired between the Armed Forces of the Philippines (AFP) and members of the Maute Group and Bangsamoro Islamic Freedom Fighters (BIFF) who have pledged allegiance to the Islamic State of Iran and Syria (ISIS). The incident has affected all residents of Barangays* Marawi Poblacion (Sarimanok Road), Basak Malutlut, Bangon, Tuca, Calocan East, Marinaut West, and Kilala of Marawi City. Residents of the city were not allowed to go out from their respective houses for security reasons. Exchange of gunfire in Barangays Tuca, Caloocan, and northern Marinaut has not stopped and roads leading to the city are being blocked both by government forces and Maute militants. REGIONAL COMMAND AND COORDINATION CENTER (RCCC): in the morning of 27 May 2017, at RED ALERT status, the First Coordination Meeting among the Marawi Siege responders was held at Tomas Cabili Gymnasium, Iligan City. In the afternoon of 27 May 2017,the RCCC of ARMM and Region X was set up at the 3rd Floor of Frostie Bites, Iligan City upon national directive to have a centralized reporting and gathering of relevant information as well as efforts in responding to the prevailing situation in Marawi City thru the activation of Inter-Regional Response Clusters. Likewise, the RCCC Logistics Hub was also established on this day in Iligan City. NDRRMC EMERGENCY OPERATIONS CENTER (NEOC): on 17 June 2017, the NEOC was set up in Mahogany Hills, Kaplag, Brgy. Pala-o, Iligan City and at 4PM of the said date, held the First NDRRMC Coordination Meeting. Situation Overview

Emergency Observation Report: At around 1400H on 23 May 2017, a fire fight incident transpired between the Armed Forces of the Philippines (AFP) and members of the Maute Group and Bangsamoro Islamic Freedom Fighters (BIFF) who have pledged allegiance to the Islamic State of Iran and Syria (ISIS).

NDRRMC Cluster Response

Camp Coordination and Camp Management & IDP Protection

Needs:

Most of the Camp Managers have been complaining and requesting for relievers as Camp Managers considering that they have been on duty for 24 hours without relievers since Day One and that if possible, relievers should be from ARMM as they are also having difficulty in verifying if people come and claim that they are IDPs from Marawi City.

Need for hygiene kits in Maria Cristina Evacuation Center, including disposable diapers, sanitary napkins, bath soap, dishwashing soap, laundry soap, and other toiletries

Need for firewood for cooking and cleaning materials, trash can / bags for comfort rooms in the evacuation centers of Iligan City, Baloi, Pantao Ragat, and Pantar are still unmet.

Need for blankets, bed sheets, clothes for kids

Home-based IDPs are complaining why there is unequal distribution of Family Food Packs between them and those sheltered in Evacuation Centers: they are receiving less compared to IDPs in ECs.= come up with localized communications in all ECs, “that all IDPs will be served with equal assistance”

Responses:

Deployed FO Caraga QRT augmentation are very helpful in hastening the assistance in the ECs

Gaps & Constraints:

Need for firewood for cooking materials (already addressed in Sta. Elena EC. Further, Ginggay Hontiveros of Go Negosyo will be donating LPG gas to ECs: coordination on progress) and cleaning materials, trash cans / bags for comfort rooms in the evacuation centers of Iligan City, Baloi, Pantao Ragat, and Pantar still unmet: reiterated directive: buy them now, c/o FO 10

Guampong Gym, Balo-i – new IDPS with no access cards = FO X to provide standard DAFAC forms to ARMM

Language barrier - difficulty of camp managers in communicating with some IDPs who cannot speak or understand Cebuano or Tagalog

Camp Managers augmentation (both for FO X & ARMM): requirements = concrete figures needed; they should know how to speak Maranao; to organize / pool resources for their transportation to and from the ECs; CCCM Cluster Meeting tomorrow, to include all CSOs also engaged in CCCM to discuss on this need

LGUs in Northern Mindanao facilitates the hauling of relief goods from the hub to their respective localities.

DSWD Field Office opened additional hubs to cater to the immediate needs of the IDPs: Linamon Hub, Baloi Hub, and Tubod hub

Responses: Public Health / Medical

A total of 12,824 IDPS received medical and public health consultations, treatment and management in ECs and health facilities (8,854 public health consultations, 355 hospital consultations, 1,529 persons immunized and 95 were provided with vitamins and mineral supplements). This includes pre-natal of pregnant women.

A total of 908 cases were reported from 5 ECs in Iligan City as a result of the Active disease surveillance. The cases are due to URTI (346 cases), skin diseases (253 cases), ARI (128 cases), HPN (91 cases) and AWD (90 cases). Most cases were identified inside Sta. Elena EC.

Continuous provision of health teachings, management and treatment.

Continuous vaccination of children and pregnant women.

Augmented drugs, medicines and medical supplies in IPHO Lanao del Sur, PHO LDN and GTLMH.

Provided 7 TV sets to major ECs for health promotion – with Crisis Comms

A total of 4,703 IDPs and responders were counselled

Continuous conduct of Psychological First Aid, Psychological Processing and Stress Management to IDPs and responders

Nutrition

A total of 3,961 IDPs were provided with nutritional supplements including IYCF

Continuous breastfeeding and nutritional counselling to mothers

Conducted health teachings on IYCF and breastfeeding as mandated by Islamic Law in Pantar, Lanao del Norte.

Logistics Support

A total of PhP 51,313,026.90 worth of logistical support was provided to Regions X and DOH ARMM; of which PhP 30,000,000.00 was financial assistance for the government and private hospitals in Lanao del Norte and APMC. Various drugs, medicines, and medical supplies worth PhP 21,313,026.90 was included in the said logistical support.

The Philippine Charity Sweepstakes Office (PCSO) provided PhP2M worth of medicines.

Casualties

There are 24 validated casualties were reported.

Gaps & Constraints:

Safety and security of responders

Mobilization needs including vehicles, fuel, escort: DOH 11 & 13 brought their vehicles

Overcrowding of evacuation centers: to be discussed in the CCCM Cluster Meeting

Delay in the delivery of limestone (Buru-un EC) for sanitary backfill due to strict inspection

Access road for the disposal site needs to be repaired in Balo-i

Tie wire for the mosquito nets in (Tibanga EC)

Conducted 1st Logistics Cluster Meeting with DSWD ARMM, DPWH, UNICEF, WFP, and Iligan City DRRMC.

Coordinated 1st inter-cluster coordination meeting with the Food and Non-Food Cluster (F/NFI), Camp Coordination and Camp Management Cluster (CCCM), and Protection Cluster (IDPP). Highlights: Logistics Service Request Form to be filled up to determine required logistics needs to be provided / coordinated. Likewise, to provide Logistics Cluster with Distribution Plan

Coordinated with the Provincial Government of Lanao del Norte for the provision of dump trucks/wing vans for the transport of humanitarian assistance

Two (2) dump trucks from DPWH Region 10 arrived and checked-in at the EOC, on standby.

Two (2) Mobile Storage Units (MSUs) from the World Food Programme (WFP) intended for DSWD ARMM with 300sqm available for deployment. Currently searching for available site. Upon coordination with CAAP for Balo-i airport, they are asking if the purpose is for establishment of camps vis-à-vis security issues.

Coordinated with the Department of Energy (DOE) for the provision of 1,000L Diesel Fuel for the generator set used at the Amai Pakpak Hospital.

Coordinated with the Philippine Disaster Resilience Foundation (PDRF) for further transportation services needed.

Management of the Dead and Missing

Needs:

For Response Clusters: • Request CCCM to provide appropriate and strategically located space for Ante-Mortem

Data Collection Points Area to Identified Evacuation Centers: • Request AFP-EOD to first inspect and clear any dead body or human remains from

booby traps; • Request Law and Order Cluster for security for Retrieval and DVI Teams once clearance

is given and on DVI Working Area; • Request Logistics Cluster for vehicles (preferably 6x6) with POL and operators for

Search and Retrieval Operations; • Request Logistics Cluster for the construction of appropriate fences around the DVI

Work Area in order to keep the dead bodies and human remains away from public view and from stray animals; and

• Request the NIMT and Crisis Communication Committee to deliver the General Message from the MDM Cluster.

For MDM Cluster:

• Provincial LGU to assign an appropriate and adequate space/area in public cemeteries which will be used as Temporary Burial Sites as well as for the financial considerations;

• Conduct consultations with the communities in order to sensitize them on the DVI process, including the methods of temporary burial

• Coordinated/Request for BFP Personnel for Search and Retrieval Teams; • PNP CL to establish and maintain Identification Board; and • The DSWD, PRC and LGU to provide psychosocial support services to the families of

dead victims and missing persons at the Family Assistance Centers.

Coordinated with the Philippine Mortuary Association for possible assistance to the DVI Process

The MDM Cluster (DILG, PNP CL, NBI, PRC and ICRC) convened and developed an Action Plan in relation to the Marawi Crisis last June 17, 2017

The PNP CL if Iligan City has started the process of DVI (finger prints, DNA samples, etcs), in addition, the PNP CL NHQ also provided support by conducting odontology examination to the retrieved cadavers

Gaps & Constraints / Priorities / Concerns:

Claiming at the funeral home and suspicion of being a terrorist: fear to be subjected to interrogation = AFP to convey this concern to their director on how this issue / concern will be treated. Suggested also that the MDM cluster resolve this: discuss this issue on how to provide psycho-social also; consider making clear messaging… Re-evaluate your plan, re, setting-up of DVIs / collection points in the ECs. Protocol should be clear with the camp managers. Meet your cluster ASAP (next week) to discuss other concerns raised relative to this sensitive matter.

Updates on the Concerns / Reminders:

1) Re: Public Information PIA clarified that they are not circulating fake news. PIA can field their writers to the NEOC to cover needed info for dissemination

Refer to PIA all necessary press briefing / releases

2) CCCM and Protection Cluster to meet @ the NEOC tomorrow morning.

General Coordination Coordination meetings continue daily at the NDRRMC Emergency Operations Center (NEOC) at at Mahogany Hills, Kaplag, Brgy. Pala-o, Iligan City. This EOC offers essential services to humanitarian partners, such as internet and work stations. Reiterating the agreement during the First Meeting on the Activation of the NDRRMC Response Cluster (RC) at Iligan City on 17 June 2017:

1) Each Cluster should have a representative at the NEOC on a daily basis from 8AM to 6PM – in consideration of the set curfew hours of Iligan City – to facilitate needed coordination. As much as possible, there should be a representative from the National Office sine this is a

national activation. Secretariat to prepare a memo for the non-represented clusters, to be signed by Usec. Jalad.

2) The Response Cluster shall meet daily at 1600H (4PM) here at the NEOC for updating and coordination

3) Response Cluster Reports by each RC Member have to be sent not later than 2PM to [email protected] for consolidation into the NDRRMC Disaster Response Pillar

Situation Report, and shall be reported by each Cluster Member during the daily meeting.
