COST REDUCTION STRATEGIES FOR BROADBAND NETWORK DEPLOYMENT The SIVA consortium (www.siva-project.eu ) sets forward a series of recommendations that policy makers and national authorities in South East Europe are invited to consider in their efforts to promote broadband network deployment and diminish deployment costs. A brief summary of the recommendations is provided as follows. Recommendations on the mapping and sharing of broadband infrastructures Governance and strategic planning Limit the planning-to-implementation process gap. Authorize a central body to facilitate the coordination of civil works. Establish a centralised infrastructure data management platform. Spread knowledge among public officers and decision makers on the potential of infrastructure mapping and sharing. Legal and regulatory framework Transpose the relevant EU regulations and directives into national legislation. Establish control mechanisms to deal with high sensitivity infrastructure data. Pricing scheme that will provide the right incentives for incumbents to open up their facilities. Enforcement tools to ensure compliance with mapping and sharing regulations. Approaches to finance
