EXERCISE LOCATION• Cilegon City, Banten Province

• 8 sub-districts and 43 villages

• Located in the coastal area

• Higher risk to earthquakes and tsunami (IRBI 2013)

• Total population 418.705 people (sensus BPS 2016) 432.210 people total

population projected in 2018

• Catastrope of 1883 when the Mount of Krakatau erupted around 36.417 people

died because the impact of earthquakes and tsunami (Baseline Kegunungapian

BNPB 2012)

• Industrial estate 6 million ton of steel annually produced

• 78 petrochemicals factory pusat industri kimia di bagian barat Banten (renkon

2017)

• State vital object e.g. Merak, electric stream power plant

EXERCISE SCENARIO

• Consist of 2 parts, strategical scenario and tactical scenario

• Strategical scenario is disaster chronological incidents and the impacts

as a basic development of tactical scenario*

• Tactical Scenario is the sequel of strategical scenario that provide the

details of disaster and the effects*

• Strategical scenario consist of 2 part: Disaster scenario dan Impact

scenario

• Disaster Scenario based on scientific based, renkon Cilegon 2017 dan

BMKG modelling, akademics and related institution

• Impact Scenario is made in purpose to developing exercise situation as

closed as possible to the real situation

• Bimtek TTX 2016 BNPB

DISASTER SCENARIO

• On 1 November 20xx, at 09:00 WIB, earthquake occured with 8.7 Scala

Rickter

• Earthquake epicenter 10 km with shakemap scale VI-VII of MMI.

• The earthquake shake can also be felt in Banten Province (Cilegon City,

Serang Regency, and Pandegelang Regency), West Java Province

(Pangandaran, Pelabuhan Ratu dan througout the south coastal line of

west Jawa), DKI Jakarta Province, and Lampung Province.

• After 5 minutes from earthquake, BMKG (Indonesian Metereological,

Climatology and Geophysical Agency) states early warning tsunami

information. A potential tsunami is expected will be hit to the most the

coastal areas of western and southern Banten Province and Ilegon City.

DISASTER...

• Tsunami arrival time 1 hour 16 minutes after the occurrence of an earthquake.

• Information from BMKG states that most of the South coast of the province of

Lampung, West Java province and Banten Province would be hit by a tsunami

with a height of waves varies from 3 up to 10 meters.

• Tsunami early warning sirene activation delivering evacuation orders

• Activation of hazard warning The leaders of the various companies of the

chemical industry with Standard Operating Procedure (SOP)

• “shutdown plan for control system” preventing from hazardous material

spilling

• the ship that was unloading hazardous chemical to immediately sail away from

port as far as 20 km.

DISASTER....

• Most of the chemical industries faced and located to the Sunda

Strait exposed by tsunami. Most areas in the Cilegon City e.g.

subdistrict Ciwandan, Citangkil, Grogol, Pulo Merak, Cibeber,

Cilegon and Purwakarta Jombang, also hit by the tsunami.

• Severe damage occured explosion and leak as well as the

spread of harmful chemical substances

• The material carried by the tsunami hit the chemicals pipelines

distribution

leakage of liquid chemicals are toxic and combustible (flammable

liquid and toxic chemical). Lacing the tsunami also have an impact

on gas storage tanks (flammable gas) broke out and experienced

a blast to burn.

Ciwandan Region.

• After 2 hours the tsunami struck, ultimately BMKG issues a statement that the

threat of a tsunami has ended.

THE IMPACTS....

• The demise of electricity generation facilities and telephone communication

during the first 24 hours.

• The pipelines are leaking causing undelivered clean water from PDAM. It

leads to unmet needs of clean water for the citizen.

• Many factories are burning due to leakage of gas and the combustible

chemical material. Liquid hazardous materials release out from the factory

border.

• The Government of Indonesia takes an important step in handling the

emergencies. Outside the City of Cilegon, the emergency response is handled

by the local and national Governments with the power of national resources.

On the other hand, the emergency response on Cilegon, involves the

international resource because of the magnitude of the impacts including the

possibility of dangerous chemicals disaster

TACTICAL SCENARIO (D+0)1. BMKG informs the Government and the local Government about the earthquake

and tsunami early warning.

2. Local Government is activating the tsunami siren and appealed to all the citizen

along the coast for immediate evacuation shelter that already preprared by the

Government.

3. After 2 hours of tsunami struck, BMKG issued a statement that the threat of a

tsunami has ended. But the local authorities appealed to the Cilegon citizens not

to return to their homes because of information from the Association of the

chemical industry about the potential for leakage of dangerous chemicals and

explosions.

4. The Local impacted government do a quick assessment and handling an initial

emergency response.

5. The Government of Cilegon convenes coordination and defines the status of the

disaster emergency response.

TACTICAL SCENARIO (D+1)

6. Local government activates emergency response command post.

7. Local authority carry out emergency response operations include a quick

assessment, search and rescue, the fulfillment of basic needs, improved

infrastructure, and network communication.

8. The massive and extent of disaster impacts with approximately 1,274 people

trapped in ruins must soon be addressed within a relatively short time, and if not

immediately treated can cause secondary hazards, then BNPB reports to the

President about those situations.

TACTICAL SCENARIO (D + 2 UNTIL D +4)

9. 48 hours after the earthquake, tsunami, and the industrial disaster, the President

decides to accept the international aid comprise of Assessment, USAR, medical

(EMTS), and handling of hazardous materials disaster impact and fire industry.

Also, foreign military assisstance allows to enter Indonesia

10.Although the local and national medical team of hazmat have mobilized to the

disaster area, Indonesia still needs international health resources (EMT) in the

handling of hazmat, based on the report of assessment team.

D + 2 UNTIL D +4.....

11.BNPB requests AHA Center and ASEAN Member State in order to focus more in

Cilegon, especially in helping the Government of Indonesia to handle things as

follows:

a. Assessment of the impact of the disaster through mobilizes ERAT team

b. Assissting on rescue victims in the ruins (the Collapsed Building) through

ASEAN'S USAR team (USAR Team)

c. Medical response of earthquake and hazardous materials disaster

(Emergency Medical Team)

d. Responding on fire emergency and hazmat through mobilized Teams

(Hazmat Team)

e. Foreign Military assissting

D + 2 UNTIL H +4....

12.The Government of Indonesia implements mechanism of CIQ-P (Custom,

Immigration, Quarantine and Port) and establishes the RDC (Reception

Departure Centre) assisted by ERAT in facilitating the entry of international

humanitarian assistance to Indonesia.

13.The Government of Indonesia requests AHA Center and ERAT to facilitate the

coordination of international assistance. To simplify the coordination, the

Government of Indonesia expects the entire regional responders maximizing the

use of WebEOC and setting up JOCCA.

14.Activating the Secretary-General of ASEAN as AHAC (ASEAN Humanitarian

Assistance Coordinator).

14.The Government of Indonesia requests the ERAT team to help assessment

together with TRC in the Cilegon region especially in the disaster areas that has

not been done and reporting the results and recommendations to BNPB. These

activities include flash environmental assessment, reviewing the impact of the

disaster, basic needs and the information management of assessment results.

15.Especially for transportation accident in transporting of flammable liquid

chemicals, the National Government assigns the NUBIKA team in handling. On

the other hand, ERAT team undertakes flash environmental assessment

coordinating with NUBIKA and ERT industry association.

D + 4 UNTIL D +11....

16.The Government of Indonesia and the international assistance conduct meeting

coordination about the report of assessment, USAR, EMT, the visiting agenda of

ASEAN Secretary General as well as responding emergencies in the impacted

field.

17.The visiting of ASEAN Secretary General accompanies the head of BNPB to

affected locations. ASEAN Member States offer assistance to the Government of

Indonesia in advanced response of emergency covering of human resources,

logistics, and equipment.

TACTICAL SCENARIO (D + 12)

19.The National Government assesses the condition of impacted areas

already conducive and announced in two days the entire international

assisstance should be demobilized. The Central Government

arranges everything for the demobilization process of the international

assistance.
