FROM CHAIRMAN’S DESK
The second half of the current year 2018-19 was a period of significant
consolidation for the Council, as we strove to meet key targets in
Curriculum, Content Development (CCD) & Train the trainer (TTT),
Skilling, Placement, Apprenticeship and RPL. As a consequence, I am
pleased to state that in four of these metrics (CCD, Skilling, Placement
and Apprenticeship), the Council was able to achieve or exceed the
targets for the year. Over 15,000 freshly skilled candidates were
assessed across 12 major job roles, across India, with focus on all the
major centres of Life Sciences activity. The Council also facilitated placement of those certified and
by the end of the current year over 7,500 candidates found placement in various organisations,
representing an effective placement rate of about 70%. In the process, LSSSDC exceeded its
Placement Target for the year. The job role of Drug Regulatory Affairs fetched a salary of over Rs.
24,000 pm— perhaps the highest in the entire skilling ecosystem. It is also worth noting that the
15,000 assessed were a balanced blend of job roles funded by Central Govt (PMKVY) and non- funded.
Though falling short of target in assessment and certification of existing workforce (RPL), it is
significant that our assessments at over 16,000 numbers were 50% over previous year, with numbers
registered for this initiative being over 22,000.
Special mention needs to be made regarding Apprenticeship, well recognised as perhaps the best way
to skill the fresh entrants. To further boost our efforts in this field - our CEO took on an additional
mantle of ‘Joint Apprenticeship Advisor’ earlier in the year. The Council worked ceaselessly in Q3 to
create awareness of the revamped Apprenticeship scheme (NAPS), hand in hand with the NSDC, and
duly supported by Industry Associations such as the IDMA, BDMA, and FOPE etc. This was achieved
through participation in NSDC sponsored events, setting up sector specific workshops, and face- to-
face meetings with major companies. Despite the numerous challenges that the sector faces in this
regard, including stringent USFDA and EU regulations, and reduced hiring due to headwinds being
faced by the Pharma industry, the efforts produced good results in Q4. I am pleased to share that
the Council met its target of 2000 apprenticeship contracts—with companies such as Sun Pharma,
Dr.Reddy’s, Zydus, Lupin, Mankind, Cadila Pharma, Strides, Macleods, USV, Hetero and others
participating enthusiastically.
The second half of the current year also witnessed significant activity and in- roads being made in
skilling of youth for Bio Pharma. This was done through a two pronged approach. One was through a
partnership forged with KBITS, Karnataka, where as many as 18 colleges under KBITS have started to
offer modules in 7 major job roles of Bio Pharma. The second was through close bonds established
with DBT, with 10 colleges selected by DBT offering modules, aligned to NSQF, focused on Bio Pharma.
The Council was delighted to hear that Shri Sudhansh Pant, Joint Secretary, MHFW, had been
nominated to be part of the Governing Body. We welcome Shri Pant to the Council and we look
forward to his valued guidance and advice to give further impetus to our activities.
Concluding, on a more sombre note, it was with deep regret that we heard of the sad and untimely
demise of Shri Dilip Shah, DG, IPA. He had been involved closely with the Council from the very
beginning and his presence will be greatly missed.

WELCOMING MR. SUDHANSH PANT, JOINT SECRETARY, MINISTRY OF HEALTH AND
FAMILY WELFARE AS LSSSDC’S GOVERNING COUNCIL MEMBER
Ministry of Health and Family Welfare (MoHFW) has nominated Sri Sudhansh Pant, Joint Secretary,
MoHFW as the Governing Council Member of LSSSDC, effective Jan 1, 2019.
Shri Sudhansh Pant holds a B. Tech (Hons.) degree
from IIT Kharagpur. He joined the Indian
Administrative Service (IAS) in the year 1991 in the
Rajasthan Cadre.
Currently, Mr. Sudhansh Pant is Joint Secretary,
Ministry of Health and Family Welfare. Before this, he
was working as Joint Secretary in the Department of
Pharmaceuticals looking after Pharmaceuticals Policy,
Planning, Development of Pharma Industry, Research
and Development in Pharma sector, Pricing and
International Cooperation issues.
Mr. Satish Reddy, Chairman, LSSSDC and all the Governing Council members welcomed Mr. Sudhansh
Pant and expressed full confidence that his presence in Governing Council as nominee from MoHFW
will act as a strong catalyst in LSSSDC’s growth

EVENTS UPDATE
70TH INDIAN PHARMACEUTICAL CONGRESS, NOIDA, 21-23 DEC 2018
70th Indian Pharmaceutical Congress event was
held at Amity University, Noida from 21st-23rd Dec
'2018.
LSSSDC participated in Panel discussion (alongside
NSDC), exhibition and the Mega Pharma Job fair.
Event was inaugurated by Honourable Vice
President of India, Shri. Venkaiah Naidu.
Main focus was to create awareness of the
revamped Apprenticeship program (NAPS) and
encourage students to enrol for apprenticeship.
More than 200 candidates from PAN India visited our stall and experienced use of Virtual Reality
Technology by LSSSDC for skilling in pharmaceutical manufacturing job roles Candidates were very
enthusiastic to get trained in the job roles offered. Many faculty members of different colleges also
praised the initiative
2ND BIOSIMILAR WORKSHOP 2018, MUMBAI 29 NOV – 1 DEC 2018
During the 2nd Biosimilar Workshop held by ICT, Mumbai, an Industry leadership conclave was
organized by ICT to discuss skill development, entrepreneurship and infrastructure development for
biopharmaceutical industry.

along with Industry leaders, to name a few— Mr

ICT Mumbai is expected to launch a few skill development programs aligned to LSSSDC qualifications,
based on demand expressed by Industry during this conclave.
8TH CII GLOBAL SUMMIT ON SKILL DEVELOPMENT, LUCKNOW 23 NOV 2018
LSSSDC participated in the event and had a designated booth, showcasing VR/ Simulation based
skilling module for manufacturing job roles. The event provided an opportunity to showcase
significant progress made by LSSSDC on various fronts— fresh skilling, existing workforce certification
via RPL and Apprenticeship in Life Sciences sector.

over 25 other employers more than 100 students
were offered jobs in roles like Medical Sales

15TH CII NATIONAL PHARMACEUTICAL CONCLAVE 2018, NEW DELHI 19 NOV 2018
Mr. Satish Reddy, Chairman, LSSSDC and Chairman Dr. Reddy’s Laboratories, was Keynote speaker in
15th CII National Pharmaceutical Conclave 2018, and shared his views about emphasis that needs to
be given to Skilling and Apprenticeship, in order to meet the ever growing need for skilled workforce
in the sector and further raise quality and productivity in the sector.
In the same event Mr Ranjit Madan, CEO, LSSSDC participated as moderator in a Panel discussion on
“capacity building in pharmaceutical sector”, which served to showcase aims, activities and
achievements of LSSSDC.
SKILL DEVELOPMENT PLANNING WORKSHOP FOR KARNATAKA
To formulate a suitable path to set skill ecosystem
in Karnataka as per National Standard and Industry
demand, LSSSDC and NSDC PMKVY PMU team,
organized a Planning workshop with Potential
Skilling Institutions and Industrial training
consultants in Bengaluru, Karnataka. Many leading
academic institutions like M S Ramahia college of
Arts science and commerce, Acharya Group, Oxford
Group, Pharma Training Institute, Green Miles
Consultancy and Apollo Med Skills Limited
participated in workshop.
Discussion was held on forging closer bonds between Industry and Academia in formulating skill and
training plan for Karnataka, and implementation of NOS based curriculum. Train the Trainer's

programs for academics, PMKVY components of state and process and PMKK schemes of Government
of India and Government of Karnataka were discussed. Academics participated during the meeting
proposed to align NOS and NSQF based qualification in their academic sessions as soon as possible to
enhance employability of candidates.
19TH AND 20TH GOVERNING COUNCIL MEETINGS- LSSSDC, MUMBAI & NEW DELHI
LSSSDC’s 19th Governing Council meeting was held
on Nov 4, 2019 in Mumbai and was hosted by IDMA,
with key Industry members of IDMA invited and
participating.
The 20th Governing Council meeting was held on 14th
Feb 2019.Meeting was attended by most of
governing council members who reviewed progress
of projects and provided useful suggestions to bring
further scale and speed to Council’s operations.

LSSSDC & MICRO LABS INAUGURATES LIFE SCIENCES SECTOR’S FIRST CENTRE OF
EXCELLENCE IN BANGALORE UNDER SKILL INDIA PROGRAM
Micro Labs (Mr Dilip Surana, CMD) and LSSSDC (Anshul Saxena, Director- Standards and Training
Advisory) inaugurated a skilling centre in Bengaluru, in presence of leadership team of Micro Labs
and Mr. Alok Kumar Jha, State Coordinator- Karnataka, LSSSDC. Designated a ‘Centre of Excellence’,
Mr. Dilip Surana shared that this centre may be opened soon for colleges in the cluster to impart
skilling to support Industry as a whole in and around Bengaluru. Skilling will begin with Sales based
job roles, and manufacturing job roles are expected to be added in the near future.

APPRENTICESHIP IN LIFE SCIENCES SECTOR
Since mid- 18-19, with CEO, Mr. Ranjit Madan, CEO, LSSSDC being appointed Joint Apprenticeship
Advisor by Ministry of Skill Development and Entrepreneurship for Optional Trades of Life Sciences
Sector, LSSSDC has been working ceaselessly to catalyse Apprenticeship. Series of Apprenticeship
workshops were held in major Pharma clusters such as Hyderabad, Uttrakhand, and Ahmedabad—
enlisting support from Life Sciences Associations such as IDMA, FOPE, BDMA, and NSDC. LSSSDC Team
and Industry members, also attended workshops organised by NSDC, focused on Apprenticeship. Many
targeted meetings were also held with Pharma and Bio Pharma majors.
Through these industry workshops, followed by one-on-one clarifications provided to Industry experts
and HR team by LSSSDC state team members, industry has sensed a value addition and feasible
proposition in the Apprenticeship program offered by Govt. of India under LSSSDC’s optional trade.
Industry seems to have started making modifications in their policy, processes and hiring plans to
provide opportunities for more apprentices.
Industry has, since, enrolled over 2000 apprentices under 9 optional trades aligned to the NSQC
approved National Occupational Standards published by LSSSDC for occupations in Sales & Marketing,
Manufacturing, Engineering/ Maintenance and Quality.
Major organisations currently participating in the initiative are Dr. Reddy’s Laboratories, Mankind
Pharmaceuticals Limited, Zydus Healthcare Limited, Cadila Healthcare Limited, Cadila
Pharmaceuticals Limited, Macleods Pharmaceuticals Limited, Sun Pharmaceuticals Limited, Lupin
Limited, Hetero Labs Limited, Granules India Limited, Micro Labs Limited, Strides Emerging Markets
Limited.

RPL PMKVY BEST IN CLASS EMPLOYER
Earlier this year, Ministry of Skill Development & Entrepreneurship had approved the funding support
for a set of employers who qualify as ‘Best in Class’ for Life Sciences Sector. Fund was approved
under Pradhan Mantri Kaushal Vikas Yojana (PMKVY).
Project was well received by Industry. Over 27 employers participated in the initiative resulting in
22000 employee registrations and over 16000 assessments done by end of March 2019— in 26 job
roles.
There have been some interesting successes. One such case is of Micro Labs for assessment of its
salesforce, spread PAN India, as per the skill criteria set by ‘National Occupational Standards’ for
Medical Sales Representative. The assessment of around 4000 salesforce was completed in a record
time of 7 days under PMKVY RPL “Best in Class Employer” project. Following such assessments,
offered through multiple modes (including mobile app based), LSSSDC is providing a detailed Skill
Gap Report for each employee assessed by LSSSDC for Micro Labs, which then will be used to re- Skill
/ Up Skill their salesforce.
Another case relates to Sun Pharmaceuticals where PMKVY- RPL Best in Class Employer program and
Sun Pharma’s reward and recognition initiative for its approx. 6000 salesforce have been successfully
merged. The qualified workforce have been awarded with the LSSSDC qualification co-branded with
Sun Pharmaceuticals during the annual Business meetings, in addition to the Sun Pharmaceuticals
rewards.
In yet another instance involving Asia’s largest contract manufacturer Akums Drugs and
Pharmaceuticals, LSSSDC team has assessed the manufacturing and quality workforce in 24 hours
cycle without any consequential loss of productive time in its manufacturing operations. This has
given Industry confidence that working with LSSSDC in this initiative will provide value addition,
without bottle necks or loss of productive hours.

JOBS CREATION IN LIFE SCIENCES SECTOR
LSSSDC is constantly working towards enabling fresh students with appropriate skills required by Life
Sciences Sector via its Skill Development Program PAN India, aimed at youth from schools and
colleges. It becomes imperative to facilitate placement of those freshly Skilled and Certified, for
which LSSSDC had launched its job portal WWW.SKILLStoJOBS.IN in the month of April 2018.
In the Year 2018-19, LSSSDC conducted and participated in several Job Fairs (ROZGAR MELA) across
India for bridging gap between job aspirants and employers. Employers from Life Sciences Sector
came forward to participate in the Job Fairs in their respective locations and surrounding areas and
have provided employment opportunities to the ‘Right Fit’ candidates. LSSSDC has been commended
by Industry for adding real value to the job aspirants through its short term skill development
programs.
LSSSDC assessed over 15,693 candidates across
almost 15 major job roles in current year. With
support of Associations and Industry partners,
LSSSDC has been able to raise its fresh skilled and
certified candidate’s placement percentage to
almost 70% of those certified.
Further, LSSSDC is working with various
universities and colleges for mobilizing passing out
graduates and post graduates as Apprentices in the
Industry for Job roles like Production Chemist,
Quality Control Chemist, Quality Assurance
Chemist, Medical Sales Representative, and
Research Associate.

PARTNERSHIPS
SKILLING OF BACKWARD CLASS UNEMPLOYED YOUTH: MOU SIGNOFF WITH NATIONAL
BACKWARD CLASSES FINANCE & DEVELOPMENT CORPORATION (NBCFDC)
LSSSDC has been taking every step forward for
enabling Skill Development of youth from every
segment of society.
To support inclusion and enhance employability
among students and unemployed youth coming from
‘Backward Class’ section of society, a MoU was
signed with signoff with ‘National Backward Classes
Finance & Development Corporation (NBCFDC)’.
Under the agreement NBCFDC will support LSSSDC
training centres for training fee as per common
norms laid down by MSDE— focused on youth from
Backward Classes. Target will be agreed between LSSSDC and NBCFDC, based on Industry employment
demand.
MOU SIGNOFF WITH APOLLO MEDSKILLS FOR ENHANCING THE PRESENCE OF SKILL
CENTRES FOR LIFE SCIENCES SECTOR
LSSSDC is committed to provide skilled and certified human
resources to the Life Sciences industry. It is therefore important to
increase coverage of LSSSDC Skill Centres PAN India for salesforce,
and establishing cluster focused Skill Centres for technical job
roles.
Towards this LSSSDC has joined hands with Apollo MedSkills,
through a MoU. Apollo MedSkills will get its PAN India based Skill
Centres equipped with required Skilling infrastructure for Life
Sciences Sector based job roles, and will have them accredited by
LSSSDC.
This partnership is targeted to generate appx. 10,000 skilled and
certified workforce, aligned to Industry demand.
