• Skill Development Capacity upgraded from 3.1 million persons per annum to 12 million persons.

• India has 638365 Villages, 4378 towns, 35 cities and 640 Districts. Demand side strong in cities and some districts, supply side is strong in villages and towns. • 89% of the skillable force does not receive vocational training whereas from the balance 11% who received vocational training only 1.3% have received formal training.

• 37% population are BPL. So training is their last priority.

• Skill v/s Jobs is the real fact where as its designed to be Skills for Jobs.

•Unlike IT industry, the fraternity believes skilling is government mandate and a social initiative. Expects skilled resources to be made available.

•Unskilled resources reduces productivity and skilling costs reduces profits.

•Believes availability of Trained Manpower is government responsibility. Upskilling is theirs.

• Adopt Match Makers Thought Process - Localized Demand assessment should precede skilling topics.

•Localized view - Import of resources from other states leads to cost enhancement. Choice of plants based on skills availability visavis many other factors . Eg Gujarat.

• NSDC–NATIONAL SKILL DEVELOPMENT CORPORATION was set up in 2009 with a vision to train 500 million Indians by 2020

• NVQF & NVEQF - bodies formed for promotion of Vocational Education & link it with multiple entry and exit options with vocational choices.

• SECTOR SKILL COUNCILS – 17 SSCs have been formed encompassing the core areas of skills identified through different studies.

• Formation of Skills Ministry –

• Separate Budget for Skills training thus separating it from the education fold.

• Demand Side High. Policy Side High – Why is it still very difficult to get skilled resources on Ground. ??

• Rural Discourse - Demand Side heavily skewed towards manufacturing zones, whilst the supply side is available all over India. Absence of last mile connect to Rural India ( BHARAT) is still missing.

• Skills Providers - Metro Centric, For government it’s a socio economic initiative, but for skills provider its mere business. Intent - Student & the Skills Provider

• Mapping – Talent, IQ and interest of the student to the ability of the skills provider and availability of local jobs.

• Monitoring – An Effective mechanism is absent. Currently heavily relied on Assessments.

Mobility - Demand for skilling projects are high in Rural Markets. However due to underdevelopment Jobs are an issue in Rural India.

Balanced Geo Growth – Jobs are centered in City but unskilled resources reside in India.

Rural Infrastructure for Training. Local Support from local leaders.

•Trainers – Due to non willingness for good trainers to go to Rural India to teach, training quality suffers.

Regional Skills Demand – Certain areas known only for certain Skills.

Skewed Demand for certain skills.

MOBILIZATION – A KEY CONSTRAINT

Aspiration Quotient - low Aspiration, key challenge. Articulating value to them, creating interest. Expectation Setting - Mismatch between wants & availability . Disconnect in Job expectation.

Communicating the scheme. – last mile challenges.

Social Recognition - Need high for skilled jobs viz masons,

welders, drivers etc but few takers due to social recognition.

Mobility - Untrained resources in Rural India, skilled workers

Needed in Urban India. Mobility a key challenge.

Subsidy Raaj - A segment of India over relies on subsidies –

making it a way of life.

Low Aspiration - Due to low education and contented way

of life.

•Collaborative Platforms Need to be created .. Institution, skill provider, employers, Industry bodies need to assemble at the same platform.

•Identification of skillable resources . – Status of a community service. Who to Train Is more important than how to train.

• Collaborate with Industry to indentify specific demand and train rather than giving students multiple choices.

•Social Recognition for Vocational Training through collaboration with the university. Blend education with skills at a later date. NVEQF .

•Co-Exist and create collaborations

DESIRED MODEL – AN INTEGRATED MODEL

An integration between different sectors need of the hour.

Policy framework should focus on create specialized skill zones. Eg for Infra skills, develop few districts in every state, for automobiles develop another few districts, state etc.

Telecom, Power, Banking and few other core areas to be integrated in to all skilling projects thus facilitating local plant set up etc.

Recruitment of skilled labors for their 1st job should be allowed as a part of their CSR budget.

Organziations should be encouraged to have decentralized plants ( whereever possible). Government to incentise such a move.

• Need Not a Desire

•Realistic Targets Need of the Hour.

•Engage Private Sector to create a Robust Ecosystem

•Create Multiple Stake Holders in the process to adchieve

•So as to exploit the potential and also serve their own need.

•Government will be the new and perhaps biggest spender.

•Skilling has the potential create an ecosystem of its own.
