As my predecessor, Jim Jensen, wraps up his tenure as the Chairman of TSI’s Board of Directors, I would like to thank him for his exceptional leadership and congratulate him on TSI’s extraordinary achievements over the course of the past two years. Jim’s legacy includes Siouxland’s simultaneous appearance at the top of the national economic development rankings by both Site Selection and Area Development magazines, as well as realization of an unprecedented amount of capital being invested in the Siouxland Metropolitan Statistical Area (MSA).

As the staggering $2 billion expansion at CF Industries nears completion, other extraordinarily significant regional projects representing an additional $600 million in capital investment have begun to take center stage locally. Those projects include the $264 million pork plant at Seaboard Triumph Foods located at Bridgeport West in Sioux City, AGP’s $128 million investment in Sergeant Bluff, and Royal Canin’s $100 million state-of-the-art facility in North Sioux City.

Among the challenges associated with this robust economic activity are ensuring both an adequate labor force as well as housing for these employees. To address this, TSI added a full-time Director of Workforce Solutions position to its staff one year ago.

Furthermore, there are several significant housing initiatives now underway in each of our three states. Among them, Ho-Chunk, Inc.’s Flatwater Crossing residential and community development project in South Sioux City which could top $100 million in capital investment.

Remarkably, recent private sector expenditures are being matched by historic allocations for our transportation infrastructure from the public sector, including $400 million for Interstate 29 and $300 million for the long overdue four-lane initiative for Highway 20.

While all indicators suggest that Siouxland’s economy is growing stronger, we have much work to do and we will not rest on our laurels. Thank you for supporting TSI with your hard-earned dollars and I look forward to working with you as we build a brighter future for our entire tri-state region.

The Siouxland Initiative continued its ongoing support of entrepreneurial development efforts throughout the tri-state region, including new partnerships with several northwest Iowa counties and Monona County.

Iowa’s West Coast Initiative was founded in partnership with the Iowa Economic Development Authority, The Siouxland Initative, the City of Sioux City, Woodbury County, Plymouth County, and Monona County to promote greater Siouxland as a destination for entrepreneurial activity. Through digital and social media marketing across several platforms, the organization has supported entrepreneurial events such as Base 3, Entrepalooza, Innovation Market, Launch Week, and Dream Big Grow Here.

The Siouxland Initative continued its support of the regional grassroots entrepreneurial advocacy group Startup Sioux City, as well as continued support for business plan competitions such as Briar Cliff University’s Swimming with the Sharks, Sioux City Growth Organization’s Innovation Market, Dream Big Grow Here, and the University of Iowa Venture School. Participants and winners in these competitions gained valuable exposure and experience in turning their dreams of business ownership into a reality. Recognizing the community’s commitment to entrepreneurial support, the City of Sioux City accepted the International Economic Development Council’s 2016 Silver Award for Startup Sioux City.

Downtown Sioux City was the beneficiary of two studies by nationally-recognized downtown experts that TSI assisted in supporting. Roger Brooks International performed an in-depth “secret shopper” assessment of downtown Sioux City, the results of which were delivered in a community presentation in April. Comprehensive and detailed, Roger Brooks International’s assessment provided an extensive list of short, intermediate, and long-term suggestions for continuing downtown Sioux City’s transformation into a regional employment and entertainment destination.

Progressive Urban Management Associates, led by downtown expert Brad Segal, assisted Downtown Partners in developing an action-oriented strategic plan that builds upon the results of Roger Brooks International’s assessment. TSI is playing a key role in implementing the action steps from both studies through its partnerships with regional businesses and economic development organizations.

• Sponsored a variety of employer engagement events including career expos, management development training, workforce recruitment workshops and employee upskilling/reskilling roundtables.

• Launched the new mysiouxcityjobs.com website. More than just a simple jobs board, this regional site contains links to an array of other valuable community data from current events and housing to recreation and entertainment.

• Partnered with higher education institutions in an effort to retain recent college graduates by alerting them to the many internship and career opportunities within the Siouxland area.

• Actively participated in efforts to ensure all students have the opportunity to pursue and complete a college degree or other postsecondary credential, and to help build a postsecondary culture within the Siouxland community.

• Served as a leading advocate for the establishment and expansion of technical and career training programs in our local schools, as well as efforts to encourage young people to pursue in-demand skilled labor professions.

• Provided our regional businesses with strategic tools to help enhance their current workforce recruitment efforts, including a comprehensive “how-to” digital recruitment user’s guide.

• Initiated an aggressive communications initiative with the goal of helping to retain as many of the skilled labor professionals as possible from the completed CF Industries expansion project.

• Identified opportunities to further engage Siouxland’s diverse racial and ethnic populations into our ongoing workforce development efforts.

• Joined with Iowa Workforce Development’s Regional Research Bureau to complete an update to the laborshed employment study for the Siouxland tri-state region.

• Worked to help foster a creative, culturally-vibrant community, as well as build upon the region’s many existing quality-of-life attributes in an effort to help recruit and retain young families and new employment prospects.

In order for the Siouxland area to maintain a pattern of continued economic progress, it is vital that we both grow and train our local labor force through recruitment and educational initiatives. The Siouxland Initiative (TSI) has played an integral role in addressing regional workforce challenges by facilitating and overseeing a Strategic Workforce Action Agenda with tangible actions and objectives. The Workforce Solutions position at TSI is not intended to function as a substitute for the employee recruitment activities and human resources responsibilities of individual companies. TSI’s role in serving as a conduit between public and private stakeholders, as well as a resource for emerging talent recruitment tools and information, will prove critical to the success of the Siouxland region’s ongoing workforce solutions efforts.

As the search for qualified labor has become increasingly challenging, TSI and the Chamber have stepped up to coordinate recruiting and marketing efforts to support companies across Siouxland. In bringing large and medium sized employers together, TSI has been able to identify the most significant labor shortages and generate creative solutions that benefit all Siouxland employers. The battle to increase our labor market continues, but TSI has been a leading voice to combine our collective resources to increase the labor pie, versus cutting the pie into smaller pieces.

The Siouxland Initiative and MidAmerican Energy, along with economic development partners in Iowa, Nebraska, and South Dakota performed 73 business retention interviews with Siouxland employers during the first half of 2016 to identify trends in the tri-state economy. Information provided was combined with data collected throughout the state of Iowa to produce the comprehensive “Best of Iowa” report, which provides a comparative look at business and economic trends in Siouxland, the Midwest, and the U.S.

Building upon general industrial growth in 2015, the 2016 results suggest optimism in capital investments and job growth, though the downturn in the agricultural sector continues to be a factor. Of the 73 companies interviewed in 2016, 64% cited capital expansion plans totaling $836 million over the next three years.

Survey responses indicate a strong commitment among Siouxland businesses to innovation. Seventy-four percent (74%) of companies introduced products or services within the past five years, while 77% of businesses anticipate introducing new products and services to the market over the next two years. Sixty-four percent (64%) of firms reported R&D expenditures between 1% and 6% or more of sales, with investments made in product and production improvements or new product development.

Company sales remain strong, with 69% of companies reporting an increase in sales compared to 2015. Goods and services produced in Siouxland are distributed throughout the region, the U.S., and markets around the world, including key markets in Mexico, Canada, the Caribbean, Australia, Brazil, and the E.U. Firms reported strong market shares, with 97% reporting either an increase or no change in market share.

Workforce issues continue to be of concern for Siouxland businesses, echoing similar concerns in markets across the U.S. Scores from surveyed firms suggest little change in quality and stability of workers in the area, and productivity scores remain relatively strong. Availability of workers in the area, however, is of growing concern to employers as the average ranking for the availability of workers declined from 2015. Additionally, 77% of firms reported difficulties recruiting for specific positions or skills, with skilled production, licensed professionals, and scientific employees cited as particularly difficult to recruit.

More comapnies pointed to recruitment problems being limited to the community than to their respective industries, suggesting that employers may view workforce challenges in Siouxland as more problematic than in other markets.

Investments in employee training remain strong, as two-thirds of firms interviewed reported an increase in new jobs skills, proficiency, and remedial training.

Upgrades to Siouxland’s transportation system have been completed, or are scheduled for completion in the coming years. Together, these transportation projects will improve Siouxland’s connectivity to deep water ports in the U.S. and Canadian markets, air connections to major international hubs, and rail connections to the South as well as both coasts.

Once again, Siouxland employers expressed a solid level of satisfaction across several measurements. Employers continued to rate emergency services, education, and business associations very highly, while basic infrastructure such as streets, local and county roads, and traffic control were generally rated lower. Of note, the addition of daily airline passenger service to Dallas/Fort Worth was often cited as a positive, resulting in the largest percentage increase in satisfaction scores among all measurements from 2015. Street light synchronization on major corridors, such as Hamilton Boulevard, was repeatedly cited as an area in need of improvement. General recognition of economic growth and development in Siouxland was often cited in strong scores for the Siouxland Chamber of Commerce, The Siouxland Initiative, and local economic development organizations in all three states.

THE SIOUXLAND INITIATIVE STAFF

Founded in 1988, The Siouxland Initiative (TSI) is a private sector, not-for-profit regional economic development organization focused on increasing and enhancing employment opportunities in the tri-state region of Iowa, Nebraska, and South Dakota. Dedicated to a triangulated strategy of business recruitment, business retention, and the promotion of entrepreneurship, TSI works closely with the public sector economic development professionals who represent the states, municipalities, and counties that comprise our Metropolitan Statistical Area (MSA). The public / private alliance that has been developed between TSI and the regional economic

development partners has proven invaluable to Siouxland’s ability to achieve our shared objectives.

TSI receives 100% of its operational budget from voluntary donations. The organization has no taxing authority and as such is totally dependent upon the financial support of our investor partners. From these investors, approximately 75% of TSI’s funding comes from private sector businesses that recognize the important role the organization plays in shaping and improving the Siouxland economy and quality of life initiatives. The remaining 25% of TSI’s funding is generated from financial commitments from our public sector partners.

ABOUT THE SIOUXLAND INITIATIVE

As we were looking to site a facility, The Siouxland Initiative was important in helping us identify a location that suited our needs. After we selected a site for our facility, TSI helped us connect with the regional business community and were a valuable resource in establishing our presence in the Siouxland market.
