1. Networked Content Development Grant

(NCDG)

1.1. Introduction

1.1.1. The National Policy Objectives outlined in the CMA 1998 envisages that the Commission should work towards:-

a) establishing Malaysia as a major global centre and hub for communications and multimedia information and content services;

b) growing and nurturing local information resources and cultural representation that facilitates the national identity and global diversity; and

c) promoting the development of capabilities and skills within Malaysia’s convergence industries.

1.1.2. In furtherance of the national policy objectives, the MyICMS 886 strategy which is the blueprint for industry growth has also identified content development as one of the growth areas to be focused on in the next 5 years (2006 – 2010) with the expected results from the MyICMS 886 strategy are, among others:

a) adequate local content, reflecting the culture and values of the

nation, which is digitally available and accessible; and

b) local content will be a sizeable export revenue contributor for Malaysia.

1.1.3. The 9th Malaysia Plan (RMK9) also stressed that digital content development as one of the new sources of growth for the industry in accordance with the emphasis on broadband ICT infrastructural deployment.

1.2. Objectives

1.2.1. The NCDG is a fund established by the Commission to render assistance in the form of grants towards achieving the above national aspiration on the development of local content for a networked environment.

1.2.2. The NCDG aims to facilitate and encourage Malaysians involvement in the creation, production and distribution of highly creative, original and marketable networked content for domestic and international markets.

1.3. Definition of Networked Content

1.3.1. The term “networked content” for the purpose of the NCDG is “all text,

audio, audio-text, still pictures, moving pictures and software that is accessible over publicly accessible electronic networks which includes

broadcasting (TV), moving pictures (exclude cinema distribution and VCD/DVD sales), online content, mobile/wireless data services (3G, Mobile TV etc) and interactive digital TV and other content which can be created, manipulated, stored, retrieved and communicated through the use of a network facilities and services”. This is in accordance with the definition of Content in the CMA 1998.

1.4. Focus area of the NCDG

1.4.1. For the purpose of the NCDG, the focus areas for development are Mobile Content (for 2.5G and 3G) and TV Content. The types of content

are:

i. Information based content – content created based on

information such as tourist attraction locations, nearest hotels with ratings and prices etc

ii. Entertainment – content created for entertainment such as multiplayer gaming, folklore music and jokes, funny video clips etc.

iii. E-commerce – transactional based content such as m-shopping, interactive advertising etc.

iv. Education – content utilised for educational purpose such as quick notes and formulas; interactive education content etc.

1.5. Eligibility

1.5.1. The following criteria will be considered in determining the eligibility of the applicant for the grant:-

a. Applicants must be a Malaysian individual or registered business or small and medium company as defined by Small and Medium Industries Development Corporation (SMIDEC);

b. Applicants have yet to be given grants or subsidies from other Content Development Funds;

c. Applicants are not blacklisted or have records of failure in their past project implementation upon receiving similar types of grants from other Government agencies; and

d. Applicant’s proposal is in line with objectives and focus areas of the NCDG.

1.5.2. The amount of funding available from the NCDG will be up to a maximum of 70% of the total project cost.

1.5.3. The procurement of infrastructure (consisting of hardware and software) is allowed up to 20% of the approved grants.

1.5.4. At any time, only one grant can be extended to one applicant. The applicant can apply for subsequent grants but not more than three times based on the successful commercialisation of the first project

funded by the grant.

1.6. Assessment of application

1.6.1. The following criteria will be considered in assessing the viability of the project:-

1.6.1.1. Concept of the content should be:

a. Creative and appealing;

b. Unique value proposition; and

c. Demonstrate export potential/universality

1.6.1.2. Business potential of the proposed content, among

others, is its ability to be exploited through different platforms/channels, market size, marketing strategies,

potential revenues and subscribers.

1.6.1.3. Operational capacity of the applicants, among others, is key manpower experiences, technical and technology knowledge and strategic collaborations with any third parties and financial commitments and investments.

1.7. Information and documents required for processing

and evaluation

1.7.1. Eligible applicants will be invited to submit project proposals to the Commission for consideration. Companies shall submit the application form duly completed, together with the following documents and/or materials to support the evaluation of the proposals, to include, but not limited to:

Concept

a. Full description of the content’s concept and its unique value proposition; and

b. The focus areas that the content wishes to address i.e. education, information-based, education or e-commerce.

Business Potential

a. Business model, target market;

b. Potential revenue and number of subscribers;

c. Marketing plans/ Product Development Strategy;

d. Anticipated market sizes;

e. Cost breakdown i.e manpower, hardware, software, IP licensing fee, training etc; and

f. International collaborations if any.

Operational Capacity

a. Track record (if any), experience and profiles of key manpower;

b. Project timelines i.e. trial, launch etc;

c. Technology and technical arrangements/agreements if any’

d. Strategic collaborations with the third parties if any; and

e. Financial commitments and investments

1.8. Projects Selection Criteria

1.8.1. Selection of projects will take into consideration the eligibility of the applicants, viability of the project and the extent to which the project

meets the objectives of the NCDG.

1.9. Disbursement Guidelines

1.9.1. Payment will be disbursed based on the terms set by the Commission and mutually agreed milestones. The proposed terms are as follows:

1.9.1.1. The initial 30% of the grant to be disbursed upon approval; and

1.9.1.2. the balance of 70% of the grant to be drawn down in phases based on delivery and acceptance of deliverables as agreed by both parties.

1.9.2. Funding period will not exceed 12 months. An extension will be

considered on a case-by-case basis upon approval.

1.9.3. Effective funding period will commence from first drawdown to last drawdown within a calendar period based on proposed milestones.

2.0. Project Monitoring and Reporting

2.0.1 Monthly progress reports are to be submitted to SKMM’s NCDG Secretariat and monthly meetings shall be held to evaluate progress in

terms of timeliness and quality.

2.0.2 Site visit for auditing purpose will be carried out as and when necessary.

2.0.3 Monthly progress reports will be presented to the NCDG Management Committee to update and recommend next step actions to be taken to

ensure successful completion of the projects

2.1. Intellectual Property

2.1.1. If more than one party is involved in the project, a binding letter of understanding between project partners, setting out existing and proposed ownership, disposition of intellectual property rights associated with the project, and exploitation of the project result must be submitted to the SKMM before funds are disbursed.

2.1.2. The IP shall be owned by the content developers with SKMM being recognised as a partner in the development of the content and would be allowed to use the content for other purposes except for commercial use.

2.2. Confidentiality

2.2.1. All information provided by the applicants shall be treated as strictly confidential.

2.3. Other Terms and Conditions

2.3.1. Successful applicants shall enter into a contract with SKMM upon approval.

2.3.2. SKMM shall seek full reimbursement of funds disbursed in the event of the incompletion of the project or termination due to contravention of terms or failure to meet milestones satisfactorily.

2.3.2.1 The full amount is to be repaid based on zero interest rate.

2.3.2.2 Repayment period is to be determined on a project basis, but, the proposed repayment period as below:

2.3.3. SKMM shall be acknowledged in the credits upon successful distribution/ commercialisation of the product.

2.4. Submission Procedure

2.4.1. Applicants have to use the application form (See appendix I) provided by

the SKMM. Forms are available on the website.

2.4.2. All fully completed applications will be processed and applicants will be

notified within 2 months of submission of COMPLETE APPLICATION.
