I choose for my area New York City, NY, (NYC). NYC has over 8 million residents and covers 302.64 miles spread among five counties, two of them islands (New York, better known as Manhattan, and Richmond, better known as Staten Island), two sections of a third island (Kings, better known as Brooklyn, and Queens) and part of the continent (Bronx). Public health services are offered by the NYC Department of Health and Mental Hygiene (DH&MH) (http://www.factmonster.com/ipka/A0108570.html)

I called the Fort Greene Immunization Center (FGIC) and it sent me an information sheet. This center is one of DH&MH’s three walk-in immunization clinics.

Comprehensive Free Health Services Provided by the NYCFC
Free services currently offered by the NYCFC:
The only requirement to receive care at the NYCFC is that you must be an uninsured adult age 18 or older. Those insured and private pay, the pricing varies according to their insurance coverage and co-pay i.e. $5.00 - $20.00.

It is safe to assume that anyone can get a flu shot at any medical facility. Also, from my personal observation, virtually every pharmacy strenuously promotes its readiness to offer the vaccinations.
Disaster Planning
The NYC Office of Emergency Management has detailed plan preparing for a disaster, which seems to meet the suggestions of the World Health Organization. Office of Emergency Planning (OEM) develops contingency plans and protocols that guide NYC’s response to natural and man-made emergencies, from extreme weather to power outages. The plans focus on 3 components of a disaster: preparedness, initial response, and recovery.
Cont. Disaster Planning
Each plan and protocol describes a coordinated, flexible response to the hazards:
• Defines agency roles and responsibilities
• Guides agencies through key decisions and actions to mitigate effects on people, critical infrastructure, and City operations.
The purpose of these plans is to minimize the effect of hazards on NYC and following a disaster, to return residents to their daily routines as
quickly as possible. When the plan is activated, OEM coordinates the actions of City , state, federal and nongovernmental agencies to ensure the plan is effectively carried out.

The community has always notified me when the disaster has occurred or, if possible, when one might occur. All news media have been successfully stimulated by state or federal agencies to offer warnings, alerts, etc..
