Assumptions

• 25000 - 30000 residents

• High incomes, possibly single households or double income no kids.

• Younger demographic (25-44).

• Mixed Commercial-Residential

Township level amenities

• Single identity card for all city level amenities- transportation, access to wifi, library, theatre and municipal parking lots etc.

• Single response dial in number for complaints.

• High Speed Fibre Optic Network connecting to all buildings, then extendable to individual apartments. Free wifi for limited time (30 minutes) at municipal facilities. Unlimited free wifi with identity card.

• Tele Health Centers and Digital Libraries at community levels.

• Township App for community participation and reporting.


Urban Design and Urban Form

• 30-40% dedicated to open spaces (hierarchical open spaces - city and neighborhood and adjoining forest). Maximum accessibility distance to any open space max 400 m.

• More public open spaces then building/private open spaces.

• Building facing the streets. No dead walls blocking the pedestrian experience. Ground floor to be commercial.

• Design based or form based codes rather than traditional zoning.

• Disable friendly design of network infrastructure and internal spaces within blocks.

• Storm water management through SCADA system.


Transportation

• All major arterials to have dedicated bicycle lanes. Some streets would be dedicated to only pedestrians/bicycles (connected to schools, colleges and transit stations). Wide sidewalks (footpaths) upto 25% of right of way.

• Seamless multi-modal door to door mobility.

• Circulator Bus Routes to minimize transfers within township. Either electric/hybrid buses and/or possibility of light rail along main commercial strip. Bus information system digital displays (along with commercial ads for revenue generation)

• Bike share/car share program using id card.

• Parking Maximum (0 Parking requirement near transit station) else underground parking lots. Very Limited On street parking - metered parking. ITS used for displaying parking availability, possible automated parking


Transportation

• Maximum commute time - 15 minutes using mixture of NMT/public transport.

• Smart Traffic Lights to prioritize buses, school children and bicyclists.

• Recreational bicycling, walking, jogging tracks (around the neighboring forest).

• Safe connected pedestrian routes to schools, colleges and nearest transit station.

• Bus Stops equipped with CCTVs and digital displays.


Building and Energy Use

• All municipal and commercial buildings to be powered through rooftop solar panels.

• Building Information Modeling as key tool.

• Water treatment, waste treatment and sewage treatment plants should be self reliant for the energy using waste to energy technologies.

• Energy efficient street lightning.

• LEED /GRIHA standards for buildings.

• Universal design for all built infrastructure.

• Smart home automation systems.

• Wireless lighting controls.


Water and Sanitation

• Conforming to Swachh Bharat Mission

• All households to be metered and telescopic rates for water usage

• Three different streams of water : freshwater, sewage and treated gray water for irrigation and toilet flushing

• Solar powered trash compactors at street level

• Rainwater harvesting systems

• Organic waste converters


Governance/Open Data

• 3D Model based monitoring

• City Dashboard - > Similar to London Dashboard for showing weather, traffic conditions at specific junctions through CCTVs, air pollution data and bus movements , electricity and water consumption.

• Online GIS Linked Land Status Data

• Ability to pay property taxes, water charges and service charges through online or kiosks

• Multi-use kiosks and display information

• Interactive information centers displaying city information for communities


Public Safety/Emergency

• Police and emergency response agencies to store, manage and share data through online databases and cloud management systems

• Safety and accident data to be published online

• Priority signaling for emergency and safety response vehicles

• 24x7 CCTV camera feeds of most vulnerable locations to be publicly monitored

• Online registry of all individuals with government ID validation
