Setting the stage - Florida
• Florida Strategic Highway Safety Plan (SHSP)
• Zero Fatalities • Florida Data Trends • Highway Safety Manual

Setting the stage – Florida SHSP
Florida Department of Transportation
Setting the stage – Zero Fatalities
• FDOT Mission, Vision, and Values – …provide a safe
transportation system
– …has the goal of being congestion and fatality free
Florida Department of Transportation
Setting the stage – Florida Data Trends • Florida Data Trends – Statewide Total Serious Injuries
and Fatalities 2012 through 2016
Florida Department of Transportation
Where we started
• Request Management’s Approval • Establish a Core Team
– Systems Planning – PD&E (NEPA Review) – Roadway Design – Traffic Operations – Safety
• Develop a Plan
Florida Department of Transportation
Setting the stage – Highway Safety Manual
• Highway Safety Manual Implementation – FDOT Policy No. 000-500-001, April 2016
Florida Department of Transportation
Where we have been • Policy developed • Multiple offices onboard • Training conducted • Data compiled • Research completed • Models developed

HSM In Action • Systems Planning
– IJR, IMR • PD&E (NEPA Review)
– Alternatives Analysis and Purpose and Need • Traffic Operation
– Roadway Lighting, ICE, SPICE • Roadway Design
– Design Exceptions and Variance

HSM In Action • Systems Planning
– Interchange Justification or Modification Request (IJR and IMR)
• The safety analysis shall include the analysis of existing conditions using historical data and quantitative analysis of the proposed modification based on the Highway Safety Manual (HSM).
• Tools that support the HSM procedures and methodologies may be used to perform the safety analysis. Commonly available tools that can be used to quantify highway safety include: Safety Analyst, Enhanced Interchange Safety Analysis Tool (ISATe), Interactive Highway Safety Design Model (IHSDM) and Crash Modification Factors (CMFs) Clearinghouse.

HSM in action • Project Development & Environmental
(PD&E) – Safety Analysis
• Depending on project context, safety assessment of the project may use HSM methodologies and tools according to the Highway Safety Manual Implementation Policy, Topic Number 000-500-001.
– REF FDOT PD&E Manual part 2, Chapter 2, Traffic Analysis
• The engineering analysis may also use national publications such as: AASHTO Highway Safety Manual (HSM)
– REF FDOT PD&E Manual Part 2, Chapter 3, Engineering Analysis

HSM in action • Traffic Operation
– Manual on Uniform Traffic Studies (MUTS) • Roadway Lighting Justifications
– In Florida, the predictive methodologies contained in Part C of the Highway Safety Manual (HSM) are given priority and should be used for the lighting justification crash cost analysis where applicable.
– REF FDOT MUTS, Ch 14, Roadway Lighting Justification Procedure
– Intersection Control Evaluation (ICE) and Safety Performance Intersection Control Evaluation (SPICE)
• Includes HSM analysis for safety performance
Florida Department of Transportation
HSM in action • Roadway Design
– Design Exceptions and Variance • For areas with crash histories or when a benefit to cost
analysis is required, provide a time value analysis between the benefit to society (quantified in dollars) and the costs to society (quantified in dollars) over the life of the Design Exception. The benefit to society is quantified by the savings associated with the projected reduction in crashes.
• Both Historical (HCM) and Predictive (RSAP and HSM) methods are acceptable for performance of a benefit/cost analysis.
