February: Consensus on packaging of improvements into projects for pre-application process• May have application with multiple projects

March: Pre-Application period• Maximum of 5 pre-applications per applicant• A valid pre-application is required for all candidate projects

June 1st to August 1st: Application period• Maximum of 4 applications per applicant (one of the 5 pre-applications will not advance to the application stage)• Any scope change to a pre-application will require VDOT approval• FAMPO-GWRC and Locality resolutions of support• FAMPO approval of all applications within region for all applicants
