Smarter  environment  aims  to  achieve  a  green  and  sustainable  urban  ecosystem.    It  has  the  capability  to  reduce  carbon  dioxide  emission  while  increasing  sequestra9on  towards  a  low  carbon  city.    It  also  refers  to  a  disaster  resilient  city  that  has  the  capability  to  cope  with  disaster  and  recover  from  its  impact.

1.   Ins9tu9onal  Management.  defined  as  any  legisla9ve  and                      administra9ve  tool  that  may  be  used  in  implemen9ng  projects.This  can  be  in  the  form  of  ordinance,  resolu9on,  master  plan        and    investment  program.    

 2.   Human  Capital.  the  social  component  (availability  of      human        

services,  ci9zens  and  other  stakeholders  that    contributes  to            the  success  of  a  certain  plan,  etc.)  affec9ng  the  city’s                                    development  processes.  

 3.   Technology.  refers  to  the  usage,  modifica9on  or    development  

of  hard  infrastructures  or  systema9c  processes  that  eases  the      flow  of  work.  This  can  be    physical  machines,  virtual  or  digital        infrastructures  or  logical  methods
