He commended NBTE for the prudent management of the little fund released to it and urged the Board to continue in this manner in line with the policy trust of the President Buhari's administration on prudent and transparent management of resources. Cont’d from front page was a budget performance of 30 and 35 per cent in most government agencies, but what we have seen here and in other agencies was not more than 20 to 25 per cent”.The law maker said the situation was disturbing especially as the year 2018 was getting to an end, stating that people have not felt the impact of the budget due to delay in the release of funds to implement g o v e r n m e n t p o l i c i e s a n d programmes.He gave the assurance that the National Assembly will ensure that necessary steps are taken to address the ugly trend.In the same vein, the Senate Committee on Tertiary Educationand TETFund has commended the NBTE Board and Management for ensuring accountability and transparency in the management of the affairs of the Board. The commendation was given by the Chairman, Sen. Barau Jibrin when he led a delegation of the Committee on an oversight visit to the Board.Sen Barau said the visit to the Board was in line with the statutory role of the Senate and the mandate of the Committee to carry out oversight function and see things for themselves. He said that they were impressed with the Board for its transparency and urged that they continue in line with the current government's policy on transparency and accountability in management of government resources . He r e i t e r a t e d t h e F e d e r a l Government ' s commi tment towards increasing funding to the education sector and providing quality education to Nigerians particularly in the area of technical education.In his response, the Executive Secretary of the Board, Dr. Masa 'udu Adamu Kazaure

learning programmes, including

a p p r e n t i c e s h i p s , m u s t b e

underpinned by teaching, learning

and assessment that are good. He added that employers must be conf ident tha t the i r fu ture employees receive good quality training and assessment so that they have a solid foundation of skills that they can build on as they progress through their careers.

Also of worry to the Board according to the Executive Secretary, is the issue of recruitment and promotion of unqualified staff especially in the academics in clear violation of the rules. The Executive Secretary t h e r e f o r e w a r n e d t h a t t h e appointment and promotion of staff should not be at the whims and caprices of those in authority but based on the laid down rules, stressing that “Anything contrary will only water down standards and make our products half-baked.”The Executive Secretary also called on the Chairmen to look into the issues of non-payment of staff salaries and allowances running into several months and victimization of union leaders by management, stating that the problems are capable of creating unease on the campuses.He called on the Chairmen to come together and form a forum like that of t h e i r f e d e r a l p o l y t e c h n i c s counterparts as a mechanism for peer review and the development of the sector.In his goodwill message, the former Executive Secretary of NBTE and Chairman of Governing Council of Kano State Polytechnic, Prof. A. T. Abdullahi commended the NBTE for organizing the meeting stating that it is a good idea to discuss problems facing the State Polytechnics to ensure that standards are maintained

in the institutions. He expressed the hope that the meeting will open up a forum for state polytechnics to meet at frequent intervals to resolve issues of common concern.Also, the Chairman of Council of Heads of Polytechnics and Colleges o f Te c h n o l o g y i n N i g e r i a (COHEADS) and Rector of Kwara State Polytechnic, Ilorin, Alh. Masud Elelu said a forum for Chairmen of State Polytechnics is necessary to address the gap that may exist between operators.The President of Academic Staff Union of Polytechnics (ASUP) Comrade Usman Dutse while thanking NBTE for convening the meeting lamented that most states have abandoned funding of their institutions to TETFund, which he referred to as “TETFund Institutions” The Chairmen who commended the Executive Secretary of NBTE for convening the meeting agreed to the proposal to form a forum of Chairmen of Governing Councils of State Polytechnics where issues of common concern could be discussed. They also agreed on Abuja as venue for the next meeting as well as the secretariat of the forumIt was agreed that election of leader will be carried out in the next meeting while the Executive Secretary will coordinate the affairs of the forum until the election of its leaders.

Kazaure met with Rectors and Chairmen of Governing Councils of State Polytechnics in Nigeria to trash out issues that are critical for the maintenance of standards in the institutions.Dr. Kazaure stated that the Board was becoming worried by the prevalence of certain developments in the institutions that impact negatively on standard in the system.He listed some of the issues to include; non accreditation of e x p i r e d p r o g r a m m e s , o v e r enrolment, poor funding profile, inability to mobilize statistical data, r e c r u i t m e n t / p r o m o t i o n o f unqualified staff, poor employer-employee relationship and delay in holding convocations.The Executive Secretary decried the worrisome level of expired programmes in most of the state –owned polytechnics, noting that if the situation is not addressed it could affect standards. He added that the problem is further compounded by the menace of over enrolment, which according to him, is solely driven by the desire to generate revenue, noting that “While there is the need to complement government revenue subvention, education remains a social investment that is quality conscious”.Dr. Kazaure further bemoaned the difficulties faced by the Board in getting statistical data from state institutions, stating that request for statistical data from institutions are either responded to late or not respond to at all. He called on the Chairmen to emphasise the need for a change of a t t i tude f rom management of their institutions, explaining that the failure to provide required data greatly hampers the Board academic planning activities.

Unleashing the Potential of Young

People to Drive Economic

Growth” T h e E x e c u t i v e S e c r e t a r y disclosed that the workshop will expose the leadership of TVET i n s t i t u t i o n s a n d m a j o r stakeholders to the operation of the international organization and national skills competition. “This workshop marks the beginning of the mentoring and exposure of the country to the operations of the in te rna t iona l organiza t ion i n c l u d i n g n a t i o n a l s k i l l s

Dr. Kazaure further noted that the educational training acquired in TVET institutions are tilted towards hands-on experience thereby making the assessment of students based on the quality of technical skills they possess and demonstrate. This he said will enable trainees showcase their competences beyond the shores of Nigeria.The facilitator, Dr. Yemisi Akinrinade said that the workshop was aimed at bringing together

key TVET leadership in Nigeria to deliberate on developing a sustainable, sealable and replicable framework for a successful world skilled Nigeria. She noted that the first step to achieving this is the establishment of a national skills competition & TVET exposition.

registrations, 70:30 technology-non-technology enrolment ratio as w e l l a s i n c o r p o r a t i o n o f entrepreneurship education into the institution's fully established EDC.The Executive Secretary explained that a rating of 0-5 was used to score each criteria and weight of 1-3 was applied according to the relative importance of the criteria to arrive at the total score obtained in the percentage score. The result of the ranking revealed that forty polytechnics scored 50% and above, eleven 60% and above and three had 70% and above. This was disclosed by the Executive Secretary of the National Board for Technical Education, Dr. Masa'udu Adamu Kazaure in a report released by the Board for the pilot Institutional Ranking of Nigerian Polytechnics for the 2015/2016 and 2016/2017 academic years. Dr. Kazaure who stated that the exercise covered 27 Federal Polytechnics, 42 State and 43 Private Polytechnics disclosed that ins t i tu t ions tha t have not c o m m e n c e d o p e r a t i o n b y 2015/2016 academic year were not included.He noted that the ranking was based on eleven criteria consisting of total number of programmes with full accreditation by NBTE during the last two years, percentage of programmes with full accreditation by NBTE, proportion of academic staff showing the right mix at the departmental level for institutions, that is, Chief and Principal Lecturer levels and its equivalent down to the Assistant Lecturer or its equivalent, and the ability of i n s t i t u t i o n s t o i n t r o d u c e programmes in new and emerging fields.Others were; Capacity building of staff both within and outside Nigeria, teaching quality-ratio of full-time to part-time staff, availability of current campus master plan, strategic plan and academic brief, percentage of academic staff with relevant higher qualifications and professional

(NBTE) Dr. Masa'udu Adamu Kazaure has charged the Management and Principal Officers of the Technical, Vocational, Education and Training (TVET) Institutions to shun all forms of corrupt practices and related vices that are inimical to the progress of the sector.He gave the charge at a training programme organized by the NBTE in collaboration with the Anti-corruption Academy of Nigeria (ACAN) and the Bursars' Association of Polytechnics and C o l l e g e s o f Te c h n o l o g y (BURSCON) on Anti-Corruption and Fraud Prevention for Bursars and Registrars and other relevant officers of Polytechnics at the ACAN Headquarters in Keffi, Nasarawa State.Addressing participants at the event, Dr. Kazaure commended the efforts of the agency and the BURSCON in organizing the training workshop which he noted as a patriotic move to join the fight for the eradication of corruption in the TVET sector.Dr. Kazaure who was represented at the occasion by the Board's A n t i - C o r r u p t i o n a n d Transparency Unit Chairman, Arc. In a keynote address, the facilitator and Managing Director, Projectlink Konsult, Mr. Adetunji Adepoju said that the workshop would address causes of the incessant industrial conflicts bedeviling the TVET sector with a view to overcoming them. He noted that participants would be equipped with requisite measures that would help prevent industrial conflicts in the TVET sector. He further enjoined participants to always show high sense of responsibility, maintain integrity, transparency and accountability at all times so as to maintain industrial harmony in their institutions. NBTE Holds Sensitization Workshop on Ranking of Nigerian Polytechnics and Monotechnics

Oyebode, Deputy Rector, Academic, Kwara State Polytechnic said that the workshop has shed more light on some aspects of ranking criteria which institutions must take seriously to do well in the next ranking.He commended the efforts of NBTE in positioning the technical education sector as a critical part of the nation's education system.Papers presented at the workshop i n c l u d e : “ I m p o r t a n c e o f Ins t i tu t ional Ranking”, by Executive Secretary NBTE, Dr. Masa'udu Kazaure; “Institutional Ranking as a Catalyst for P r o m o t i n g A c a d e m i c a n d Administrative Excellence in TVET”, by COHEADS Chairman representative, Engr.(Dr.)Y.O. inadequate funding, inadequate tools and equipment for practical, inadequate facilities, weak support f r o m t h e i n d u s t r i e s , a n d administrative bottlenecks.The participants commended NBTE for facilitating the workshop and resolved that all institutions should have campus networks and ICT infrastructure to facilitate teaching and learning using world class tools. They also agreed that all institutions should have fully functional websites and virtual campuses as well as appropriate Domain Name Selection (DNS) and consistency of portal.In addition, they called on institutions to develop the culture of updating their websites and portals, ranking be carried out once in two years, institutions to develop their own criteria that would improve their ranking, Rectors to organize training workshops for secretaries and administrative assistants to work with the website directorates to enable them access and respond to information on the institutions website timely and appropriately and NBTE to accompany ranking with plagues or c e r t i f i c a t e s t o d e s e r v i n g institutions and

other technical institutions, the NISLT has concluded plans to upgrade the quality of Science Laboratory Technologists and therefore solicited the NBTE's support to conduct professional e x a m i n a t i o n s f o r S c i e n c e Laboratory Technologists.She also drew the attention of the Board to fraudulent cases of having criminals impersonating and presenting themselves as the Executive Secretary of NBTE. Musa Hadeja tendered apology for the failure of the executive committee to convene the meeting before now. He thanked the members for the confidence they reposed on the Exco and expressed gratitude for the opportunity given them to serve. Going down memory lane, the President recalled that the association started as Senior Staff Club (TEBCLUB) in 1983 with the objective of presenting a common front on aspect of welfare that needed to be addressed. He added that a constitution was drafted and

thadopted on 16 November, 1983.He also recalled that a decision was taken 1996 to unionize the TEBCLUB and affiliate it with the Senior Staff Association of Universities, Teaching Hospital, R e s e a r c h I n s t i t u t i o n a n d A s s o c i a t e d I n s t i t u t i o n s (SSAUTHRAI) but the move was resisted by the then Management of the Board which led to the banning of union activities in the Board in June 2008.The President further said that Management latter unbanned union activities and the chapter was successfully inaugurated by the then President of SSAUTHRIAI but noted that the association has even with that failed to function as an affiliate of SSAUTHRIAI.He informed members that on assumption of office by the present Executive committee, a committee was set up to study other sister
