NOTIFICATION

New Delhi, the 22ndjune, 2015

G.S.R. 517(E).-ln exercise of the powers conferred by sub-section ( :) read with clause (t) and (k) of sub-section (2) of Section 25 of the Jniversity Grants Commission Act, 1956 (3 of !056), and in supersession of the University Grants Commission (Returns of Information by Universities) Rules, 2004 except as respects things done or omitted to he done before such supersession, the Central Government hereby makes the following rules, namely:-

1. Short title, and commencrment.-(l) These rules may be called University Grants Commission (Furnishing of Information by Universities) Rule!,, 2Cl5.

(2) They shall apply •o every university established or incorporated by or under a Central Act, a Provincial Act, a State Act and every iustituticm declared as deemed to be University under ~ec:tion 3 of the University Grants Commission Act, I 956.

(3) They shall come into force on the date of their publication in the Official Gazette.

2. Returns and Information to be furnished.-Every University shall, on or before tne date specified by t•!.: UniversHy Grants ( ·:::.Tu>.!ssion every year in this behalf and in the format specified by the Commission by notification in the Gazette, furoush the fc'\lowmg returns and information to the Commission, namely:-

(a) Up-tn-date copies of-

(i) ti1e Ac:r, Statutes and Ordinances;

(!i) wles :!'::~~;:;rant-in-aid t,) the :::~lieges belonging to or recognized by or affiliated to it;

(iii) rules of the inspectlon of colleges belonging to or recognized by or affiliated to it;

(iv) n•h;<•'ftecognitil:i"ti cir affiliation of~oil~es; and

(v) total number of colleges,- tintained or re..:ogruLcJ by or affiliated lo the university.

(b) Repons on the inspection of colleges oelonging to "r recognized by or affiliated to it.

(c) Minirntim working days in the university. period ol v;..cation~. examination days and the nun~bcr o!' days when actua! teaching is conducted ·~xcluJing the days for the preparation for examination.

(d) Where there are admission tests a note indicating the minimum criteria laid down al Jng with admission policy and variations, if any, from 'h~ basis specified for admission.

(e) The statistics of the stuc'ents 'ldmltttd below the minimum qualifications referreu to in clause (d! and justification for the samr.

(f) Residential acc0mmodatiol! for student~.

(g) Residential accommodation for staff.

(h) The annual account~ ·JI the univer~ity shall be prepared on accrual basis as per the "Formats of Accounts" approved by the l\:inist;·y of Hurwn Re~ource Development, including the Audit Report.

(i) The total staff strength in diffe1..:ni r.ategories with qualifications and research experience. This could be intimated by the university once in e.-cry three years, with changes, if any, to be intimated every year

(u) Confo.mity with norms and requirements or reg11lations of various professional Councils.

(v) Grants received from University Grants Commission or Crntral Agencies, scheme-wise during the last financi<c~ year and position of l!tilization.

(w) Pendin.s utiliz'!tion certificate in respect of University Gran<s Commission grants, if any.

(x) Programmes of study being offered in collaboration with any foreign university, with details thereof.

3. Every univerdty and its affiliated colleges shall, on or before the date specified by the All India Survey 0:1

Higher Education every y<:or in this behalf, upl,md complete and correct data, as required by the All India Survey on Higher Education, on the Survcj Portal (www.aishe.goY.in). The ultimate responsibility of correct, complete and timely uploading or the data annually on All India Survey on Higher Education portal in respect of university, college shall be of the Registrar or Principal of the University or college respectively.

4. Failure to upload ..iato or information on the All India Survey on Higher Education or for any other purpose for which University Grants C,•IP"D.ission directs fumishine of data may entail reduction of grant-in-aid upto 25 per cent. of the annual grant-in-aid and oth~r punitive action as the Universit)· Grants Commission or Central Government may deem fit. Order of the Central Government or University Grants Commission •hall be. notified in the web-page. Furnishing of inaccurate or wrong data or information shall attract similar ouniti vt! al:tion.

5. Establishing and proving the authenticity and accuracy of the informatior, shall be responsibility of the Registrar or Prir.cipal of the University or C<;Jllege _£qncg'!~cL
