Overview of Special Activation Precincts

• SAPs are unique to regional NSW and bring together planning and investment to stimulate economic development and create jobs in line with the competitive advantages and economic strengths of a region

• SAPs adopt a place-based solution to economic development and are being delivered through the $4.2-billion Snowy Hydro Legacy Fund

• The NSW Government announced the Snowy Mountains SAP on 15 November 2019, which evolved from the former Go Jindabyne Masterplan

• The new Activation Precinct State Environmental Planning Policy (SEPP) sets the planning framework through which SAPs will be delivered

Objectives of Special Activation Precincts

Whole-of-government collaboration

• SAPs are a “whole-of-government” approach to regional economic development and planning, bringing together the local Council and relevant agencies across the NSW Government

“The town needs more than a facelift – It needs a complete structural overhaul”

“A multi-use cultural facility that celebrates and educates about the region’s history”

“Community facilities, youth activities, and aged care are needed for our residents”

“As a young person living in Jindabyne, housing is one of the most important issues”

“Does anyone have a good explanation for why successive governments have not supported and appropriately resourced hospital?”

“The arts are known for their contribution to wellbeing yet have been left out of the vision”

“Ski resort operation should be subject to the provision of staff housing”

“Rural and environmental zones don’t allow for breweries, distilleries, cafes, etc. Change zoning along Alpine Way and we’ll open bespoke galleries, local produce markets, etc.”

“Complying development removes any need for design of character considerations”

“There has been a lot of focus on tourism and it seems the community is not a priority”

“Build scenic lookouts/viewing platforms around Lake Jindabyne, the dam, and mountains”

“An airport makes sense, but only if Qantas and Virgin will use it”

“Create a park-and-ride facility with government funded public transport to the resorts”

“A new airport is a waste of time and money – Investigate an upgrade of Cooma airport”

“The most worrying aspect is appeasing the ski resorts by permitting expanded roads and carparks for the short peak season – A more intelligent transport system required”

“The ridiculous situation allowing day trippers to drive to the resorts has to be resolved”

“A by-pass of Jindabyne is madness – We are only busy for a few weekends of the year”

“Cost of ski tube is obscure - Public transport needs to be affordable”

“Free buses to the resorts so I can shred the gnar without mum and dad driving me”
