Project objective & expected output
The main Project objective is to facilitate a inclusion of people with disabilities in the open labour market in order to safeguard their equal rights and opportunities.
The expected Project output is strengthening the institutional capacity of the State Employment Service (SES) and its partners in provision of employment of people with disabilities.

Challenges
The economic recession in Ukraine leads to increasing
unemployment and decreasing of vacancies. In this situation it is
more difficult to attract attention of employers to the issues of
people with disabilities.
Low motivation of employers to give jobs to people with disabilities.
Most employers have a biased attitude towards them as effective
workers.
Low level of SES staff members qualifications and lack motivation
among them require considerable efforts for implementing the new
SES Methodology.

Results (1)
The UN Convention on the Rights of Persons with Disabilities
was promoted and ratification by the Parliament of Ukraine
was ensured.
Amendments to 17 legislative documents aimed at
harmonisation national legislation regarding employment of
people with disabilities with international norms were
developed.
Public awareness on job placement and employment of
people with disabilities through various media-publications,
advocacy and communication events was raised.
Project assisted cooperation between key stakeholders of the
process of employment of people with disabilities.

Results (2)
The Model of Job Placement and Employment of People with
Disabilities developed and piloted in seven administrative units of
Ukraine.
The Methodology of Provision of Social Services to People with
Disabilities by employment centers developed and piloted in 7
employment centers (2010), and is currently step-by-step replicated in
all employment centers in Ukraine, as first step in 83 employment
centers in 2011.
The results of piloting the Methodology of the provision of social
services to people with disabilities in 90 employment centers:
– near 3 000 persons with disabilities were employed;
– more than 18 500 employers covered by information and advisory
measures;
– approximately 40000 representatives of employer companies
involved in Model testing.
