    1 Opening Remarks

    The meeting was opened by Pak Imbang Muryanto(Bappeda) and which then continued by Bu Asri(CPMU) thanking Bappeda and other agencies for coming to the meeting.

    Bu Asri (CPMU) : introduced the Team Leader of the Makassar City PISC team; and conveyed that if there isa plan for socialization in Makassar City to please inform CPMU and PISC team to assist in the preparation of the socialization materials

    Head of Land Agency:

    In the future, we will have the city regulation on the site plan on the housing development which shouldconsider the integrated septic tank, the individual septic tank is not allowed.Makassar City needs WWTPSuggest that the coordination meeting should be attended by the heads of the agencies who can make decisions on the land acquisition process The land certificate is completed, but there arose afamily conflict not yet resolved until now.No land acquisition budget allocation for year 2019

    2 Overview of Safeguards Policy and LARP

    Bu Vicki (PISC); introduced the PISC Jakarta team member (Vcki and Budi Prati) and presented the ADB Requirement on Social Safeguards/LARP. The power point presented was in Bahasa Indonesia. She informed that based on the meeting with ADB Social Safeguards Officer and CPMU on 5 October 2018 in ADB Office inJakarta, LARP document is required for WWTP Makassar City

    3 Detailed Discussion on the Table of Content of LARP and Data Needed

    Bu Vicki (PISC) presented her presentation on the content of LARP document. It is mentioned that:

    - In lieu of LARP, Due Diligence and Corrective Action Plan (CAP) of WWT Makassar City was conducted by ADB in 2013 in order to check if ADB social safeguards policy was observed in the WWTP land acquisition and compensation.

    - The definition of terms in the LARP document needs to be understood by the participants in order for them to have basic understanding about social safeguards

    - The LARP document will consider the ADB Policy and GOI Policy

    - The CAP in the Due Diligence report presented 2 issues that need closure : (i) complaint from 2 land owners claiming they got low price for their land

    Pak Nirman (PU) expressed about the land acquired issue andon land conflict issue;

    WWTP land was acquired in year 2015 2.3 ha land acquired will not be used for WWTP ,

    this should be mentioned in the LARPIn Pump Station A; no street vendorsIn Pump Station B; 2 street vendors are seasonal (food seller and cap seller) located close to the Mato Angin Sport Center Gate entrance

    Bu Vicki responded that based on the schedule from ADB, LARP document should be submitted to ADB at the end of November 2018, so we need support from Bu Asri

    Pak Imbang (Bappeda) respond that land appraisal wasconducted before the land compensation; the land certificates have been collected (land certificates of: Ratna, David, Najamiah, Prili); tranfer of land tittle hadbeen submitted to BPN; the land complaint during the landfill had been cleared ; the history of land complaint and land certificates are available with Pak Nirman; the temporary house in the fish pond is not permanent; BU Asri added that GOI Policy may differ from ADB Policy which will need assessment of the situation and adopting options that will satisfy ADB requirements.

    Muh Adnan (Kecamatan Mariso) : The issue on mitigation measure for street vendors will be handled by Kecamatan through Kecamatan approach system. In relation with the vulnerable households issue, they needto be included in the future housing site plan; pipe instalation will require Housing Development Plan Permits.

    Participant from Local Government: suggested that BPN should put a mark or signage on land used for public facility; the land acquisition process should take the permit from BPN;

    4. Alternative Route to WWTP

    Pak David and Supianto: Presentation the WWTP Plan Map and update the road access plan in the WWTP project

    Bu Asri (CPMU) question is the red line line on the map (David/PISC Makassar presentation) the alternative route to WWTP

    And Bu Asri asked to provide the Statement Letter from the communities.

    Bu Asri confirmed, that the alternative route is the best based on social and technical aspects, and PISC Makassar Kota will provide the drawings/plan, especially in the critical point on B1. And needs the detailedmeasurement; also draft letter for BWWS crossing river.

    Pak Nirman (PU): comments:

    During the visit with the consultant at the site, he found that Dahlia Housing Complex is located in B1 WWTP Area. PU have no problem on alternative route as presented on the WWTP map (David/PISC Makassar presentation). He informed that during the site visit found the narrow road. The most important is the statement letter from the communities that they support this route and have no complaint from them.

    Pak Supiyanto (PISC Kota Makassar): the meeting with PU was conducted on August 2018

    And he informed that based on the communitiesinformation during the site visit, the existing access road and the temporary sanitary landfill are not being managed by the housing developer.

    A consensus was reached during the meeting to use the alternative route as presented and discussed. This will need formal letter from the City Government which will be facilitated by the Satker and PPK

    The draft Letter have been prepared by PISC Makassar City and submitted to LC

    9 Muh Adnan (Kec. Mariso) suggested :the APs in Pump in Kecamatan Mario should join in the Public consultation in Stadium Mato Angin.

    9 Bu Budi (PISC) explained one by one on the acronym and term definition in LARP document, and bu Vicki continued on LARP content, include the LARP budget preparation, social impact , and socialization process and LARP monitoring

    - Pekanbaru is one of the cities with a fast and high population growth so that it has the potential to cause environmental damage due to the impact of development- With the density of the population very vulnerable to groundwater pollution due to the activities of the city population.- With the rapid economic growth and community activities, the use of ground water has also increased, besides the presence of septic tanks, there are also many who are not healthy.- Not up to 5% of city residents have impermeable septic tanks and periodic suctioning is carried out.- Losses due to domestic wastewater are also very high so it must be anticipated.- The government has a Universal Access 2019 program. In this program, 100% access to sanitation will be achieved for all communities.- The construction of the Pekanbaru City sewerage system will build 11,000 SRs. It is hoped that the invited kelurahan

    2 Ibu Asri (CPMU) explained:- The beginning of MSMIP activities initiated together since

    2012 consisted of 7 cities (being competed to observe the activeness of the city government). Pekanbaru includes the 2nd most ready LG or the 3rd most committed LG. The loan was signed in 2014 and the DED was discussed since 2013 up to 2014.

    - Nowadays, Indonesia is the 2nd or 3rd rank of the worst sewerage sanitation all over the word. In it is all our responsibilities.

    - On October 31st, it was the day for signing up the contract between contractor with PPK and CPMU in correlation with IPAL projects in Pekanbaru.

    - - He also conveyed the sources of funding for the IPALD-T Development activities, namely ADB, the Central Government and the Regional Government. Presentation related to the Domestic Wastewater Management Systems (see PPT) all parties must be involved so that the sustainability of this project keeps ongoing.

    - Waste water to be treated in WWTP is the Domestic Wastewater (whether it comes from Houses, Hotels, Restaurants, etc.).

    - This has been regulated in Law 23/2014.- The processing Waste water is not only from the toilet

    (black water) but also grey water (from drain). - Based on the latest news, Indonesia is the 2nd Winner

    that has the poor sanitation- The impact of poor sanitation indirectly causes diarrhea,

    typhoid, etc. - Target: 100% access to sanitation.- National Agenda 100-0-100 RPJMN 2015 2019.- Feb 2018: New Government Regulations SPAM (PP No.

    2 Year 2018) minimum service standards water supply, housing, wastewater.

    - The Minister of Public Works and Housing Regulation (Permen PUPR) for implementation, monitoring, etc. will be issued in 2018.

    - Only 6% of safe / proper access.- Black water and grey water will flow into the piping

    system.- As the legal basis for Domestic Wastewater

    Management, there will be PERDA in Pekanbaru which stipulate that all residents who passed by the pipeline must be connected.

    - This WWTP will be the responsibility of the city government (as the initiator of activities) such asenvironmental permits and other permits.

    - This grease trap will be very important because people usually dispose oil in the sink and this can disrupt the processing of WWTP.

    - Reference for the wastewater treatment WWTP output is the Minister of Environment Regulation 68/2016 regarding the quality standard of waste water.

    - 1000 house connections will be funded by the National Budget.

    3 Bu Jasmiati (Dinas LHK Kota Pekanbaru) explained as follows:- Regarding to Pekanbaru sanitation access data

    (wastewater, waste, drainage and drinking water) in Pekanbaru there are still many problems. Due to if rain falls one day, there are still many areas that inundated because the drainage exceeds the capacity, because domestic wastewater is still flowing into drainage (over capacity).

    - Then continued with the screening of the film titled Indepth: Bad Sanitation in Our Home and at the final session asking participants who attended, whether the events in the film that had been played could occur in the city of Pekanbaru.

    - Then continued with explanations about the profile of Sanitation in the city of Pekanbaru by displaying poor sanitation photos in the city of Pekanbaru.

    - Then the speaker asked the participants about the Black Fonomena which some time ago happened in Jakarta could it happen in Pekanbaru ??

    - Then the presenters presented data on the results of research on Pollution Index Value and Status of the Children of the Siak River in 2018 consisting of Sail 1 River, Sail 2 River, Sail 3 River, Sungai Limau, Sago River, Umben River, Air Hitam River, Tenayan River, Sinapelan River, River Developer, Sungai Sibam. carried out by the 1st Monitoring in March 2018 and 2nd Monitoring in July 2018 the results All of the Rivers mentioned above are LIGHTWEIGHT POLLUTED.

    - Research was also carried out by taking samples at Siak 2 Bridge, Siak 1 Bridge, Around AFR, Pelita Pantai and Pelindo. The results of laboratory monitoring and examination stated that all the rivers above areLIGHTWEAR POLLUTED.

    - Then the speaker conveyed about the new SPALD Access Coverage in the city of Pekanbaru which reached 1.03% (2,685 households), SPALD Local in the form of latrines with septic tanks reaching 89.8% (233,001 households). But there is a problem that with SPALD-Local when suctioning of toilet is done by officers because IPLT has not yet functioned, it is dumped into rivers and gardens so that it pollutes rivers and ground water.

    - In Pekanbaru city there are 1.5% (3,943 households) accessing basic sanitation with WC Cubluk and 7.6%

    - The speaker began by conveying the planned development of the city of Pekanbaru's IPALD-T and the Regional Map of services through which the pipeline was carried out. The person concerned also explained about which villages to be served, namely:

    -District: Kampung Melayu Village, Central Kampung, Jadirejo, Karomah Island, Sukajadi, Kedungsari and Harjosari.

    Bambu Kuning Sub-District as much as 12.7 H and at this time the land is being matured.

    - IPAL technology that will be used with the Conventional Accurate Mud Method, the land area needed is only 2.5 H with service areas for SC1 and SC2, namely Sukajadi District, Senapelan District, Limapuluh District and Pekanbaru Kota District. Whereas the WWTP is in Tenayan Raya District.

    - The speaker explained about IPAL Technology and WWTP Working Process by screening films on parts to be built such as Aerated Tanks, Clarifiers, Clorine Contact Tanks and Pres Sludge Belts. The relevant one also displays the IPAL Layout and Pump House.

    - Speakers also convey about Piping Systems, and how to install piping. There are two installations of piping systems, namely open cut or open cut and jecking system. The speaker explained the process of pipe installation using the open cut and jecking method by playing the film. He also explained about soil compaction after excavation.

    - Then explained also by the speaker related to house connections. Gray Water and Bleck water will be connected to the IPal network via mainhole and flowed to IPAL.

    - The shallow pipe will be excavated as deep as 1 meter in the final and deepest sub-district as deep as 8 meters in the location near the WWTP.

    a. ADB's Mission Kick-off was held on November 9th2018 in Jakarta. Missions are also conducted in Jambi and Pekanbaru.b. The purpose of the review mission is to get confirmation regarding pending issues, namely environmental permits, land maturation, status of the pump station land, socialization of technical matters, and other matters.

    2 ADB Project Officera. Mission is conducted twice a year with the aim of updating progress of activities.b. MSMIP activities are considered very late (it was planned on2014)c. Pekanbaru and Makassar have already contracted.d. CDTA is ready to help the City Government regarding regional regulations, tariffs, fees.e. The CDTA contract will be completed in June 2019.

    3 CDTA Consultant - MSMIPa. Regarding the re-establishment of the UPTD, has there been a document Decree from the Mayor of Pekanbaru?b. Regarding the drafting of the Wastewater regulation, CDTA is ready to help.c. During the follow-up socialization to the community, it is better for City Government to have answers regarding the amount of fees, not only with the answer "not burdening the community".d. The community must be given a detailed explanation regarding the development mechanism, such as the construction of the SR from where, how to reduce congestion, and so forth.

    Responses from Pekanbaru City PUPR Office and Bappeda:a. The formation of the UPTD has been carried out, just waiting for the inauguration (estimated at the end of December - early January).b.     5 Pekanbaru City Land Agencya. Payment of a shortage of land compensation for the pumping station has been carried out on November 6th,2018 so that the BPN can conduct land measurements.b. On November 7th, 2018, the Department of Land has made initial measurements.c. On November 23rd, 2018, the BPN has made initial measurements.d. The allocation of the pumping station land compensation amounted to Rp. 900,000,000

    6 CPMU - MSMIPa. The geotechnical results at the WWTP site are very low, which is 20 meters deep until we found hard ground. To build a road, ± 100 billion is needed, and structurally it has exceeded the budget.b. Related to this, the PISC Consultant proposes IPP technology using the FBAS.

    7 PISC Consultant - MSMIPa. Regarding the meeting on technology selection options, it has been conducted five months ago, but at that time the geotechnical results were not final yet.b. Reports on geotechnics show peat soil as deep as 9 meters (left side), while the side near the road is 14 meters deep. This will cause a large increase in costs at locations near road access.c. With FBAS technology, the costs for maturation of the land can be reduced because it only requires one third of the previous WWTP land area.d. FBAS can accommodate a limited area.e. Road access to WWTP is inadequate for heavy equipment mobilization.f. The FBAS technology's CAPEX value is greater, but the OPEX value is smaller than the activated sludge.g. The construction of the WWTP will be funded by a loan, while the O & M will be financed by the local government.Responses from the Pekanbaru Public Works and Spatial Planning Office:The PUPR Office in Pekanbaru City is in the process of maturation on WWTP land. If the WWTP land to be used is only one third, the Pekanbaru PUPR Office does not need to budget funds for maturation of land for next year, which is about 17M.Response from ADB Officer:a. If there is damage to the FBAS equipment and cannot be repaired, what is the follow-up to this?b. Reliable human resources are needed to operate the FBAS.c. Budgets related to training, internships will be funded by ADB.d. City Government must know clearly related to maintenance of the technology.Response from CPMU - MSMIP:a. In FBAS technology there is a guarantee that the technology will be maintained and run well.b. If necessary, it will be added to the contract that within 4 - 5 years the technology can operate properly.c. FBAS technology has been implemented in Jakarta, and after 2 years it still operates well.

It is better to choose which one pays and which does not need to pay?Response from CPMU - MSMIP:a. In PP No. 2 of 2018 Article 15 paragraph (3) states "In the implementation of fulfillment of Basic Services, Regional Governments can free up costs to fulfill basic needs for Citizens who are entitled to obtain Basic Services at a minimum."based on this, the exemption depends on the ability of the region, adjusted to the MBR or the social level of the community.

    9 ADB Project Officera. Regarding institutional status, should LPMU and LPIU be merged or what? With one structure it is easier and more efficient.Response from Bappeda Kota Pekanbaru:The LPMU decree already exists, but not with LPIU because it is not mentioned in the PKS for the formation of LPIU. The City Government agreed to merge LPMU and LPIU, because LPMU had covered all relevant agencies

The DED Final pipeline and WWTP will be delivered soon for the benefit of the UKL / UPL process;d.     2 Pak Imbang (Bappeda): Discussing the EIA issue, the EIA of Losari WWTP has been compiled twice, namely in 2011 and 2016, now the design changes is still undergoing, which initially will occupy 5.1 Ha and lastly 2.7 Ha, the remainder is WWTP land, but its location is not physical only, there are some routes that have undergone changes related to this EIA; whether we will revise?Environmental Agency:

    a) Regarding the EIA of Losari WWTP which has been carried out 2 times, namely in 2011 and last 24 November 2016, the scope of this EIA covers 6 sub-districts covering 40 sub-districts, an area of 5.14 hectares with debit 19 million 100 thousand meters, coverage 14,405 meter.

    b) If there are additional area coverage and/or technological changes, an EIA revision will need to be made. If the changes that we make do not

    c) The Public Works Agency has budgeted the process of making an EIA in accordance with the directives of the letter from the Environmental Agency.

    3 Head of Regional Infrastructure and Development Division:a) The Mayor of Makassar has sent a letter concerning

    changes in tariffs (Regional Regulations/Perda on Tariff), previously there were no tariffs on sanitation, namely one Perda on waste levies, we would like to have a separate Regional Regulation related to this tariff especially to prepare Losari WWTP, the 2nd onealready has WWTP.

    b) It takes separate time to discuss with the PU regarding this tariff, because it has also received tax assistance from IUWASH and has been included in the changes related to this Perda.

    c) There is already one area that has been operating and while there is no tariff, the status is an institution-based WWTP but while still using community contributions.

    d) After this meeting, we will meet with the IUWASH Team.

    Pak Clause (CDTA):a) There must be a concept of calculation and the

    most important thing is not to burden the residents/community, it should start from the cost of OR how much it takes and divide, if it is still too heavy then provide subsidies.

    b) Further discussion is needed regarding the concept of tariffs, preferably is not in the form of a Regional Regulation/Perda so that it is not difficult to revise.

    4 From the results of the meeting, there were still obstacles because we were not ready with the existing LARP compiling team (the MSMIP Team coordination team), of course, it took time for the preparation process to need assistance during the preparation of the LARP document so that the results were better, regarding the impact and its follow up.

    5 Ibu Sani (ADB): reminded that the package that had begun in principle could run while preparing the LARP document, but the contract could not be issued before the LARP was clear, so it must be accelerated. To make sure that the contract can be approved, because this LARP document is one of the requirements.

    6 Related to street vendors at Mattoangin Stadium (Pump Station B):

    a) The socialization will be held in December for all SKPDs, Heads of sub-districts/Lurah, Heads of

    b) For the next meeting, we will try to present the PPMU due to it will lead to the budget.

    7 Conclusiona) It has agreed that for the street vendors around the

    The PISC team was invited as speaker at sessions 4 and 5 which explained the profile of the MSMIP Makassar along with the construction plans and methodologies which would later be implemented for both sewer and WWTP packages.Some important questions that arise during the Q & A session are as follows:

    1. When will the implementation of the MSMIP construction be carried out considering that similar socialization has been carried out several times but there is still no realization?

    2. How to guarantee that the constructed of WWTP is in accordance with the standards, considering that previously constructed ones are very bad and some are no longer running.

    3. For the connection to the house the residents will be financed by the community or by the local government. Will the condition of houses affected by piping be repaired according to the initial conditions?

    4. Does this WWTP also serve areas that have been served with Communal WWTPs whose conditions are currently poor.

    5. What about the people who are not willing to connect to the Losari WWTP, are there sanctions? do community have to pay?

    6. What is the levy rate set by the Regional Government to subscribe to this wastewater system ?

    1 Introduction

    1.1 The Project

    The Palembang City Off-site Wastewater Collection and Treatment System (the Project) is located

    in Palembang City, South Sumatra Province, and is one of five subprojects which have been assisted

    by the Asian Development Bank under TA 7993 INO: Metropolitan Sanitation Management

    Investment Project (MSMIP). The Project, financed through an Australian Grant, national and

    municipal budget allocations, has two components: (i) the Wastewater Treatment Plant (WWTP)

    Component and (ii) the Wastewater Collection System (WCS) Component. The WWTP shall be

    located on land at Kelurahan Sei Selayur in Kalidoni District. The effluent shall be treated in the WWTP prior to discharge into the Musi River. The WCS shall be constructed along roads and alleys

    in the center of the City to collect wastewater and bio-solids from business establishments, public

    markets, and households through the sewers to be treated in the WWTP.

    For the construction of the WWPT, the city of Palembang has acquired 5.82 ha of land in 2012-2013.

    The land acquisition affects a total of 24 households including the three land owners who do not live

    on the location. 16 houses and a part of a drier barrack of a timber factory are affected.

    1.2 Background of The Report

    The Land Acquisition and Resettlement Plan (LARP) document for the Project originally prepared in

    2013 was updated by the CMC Team and was approved in May 2017. The LARP was publicly

    disclosed on the ADB website in June 2017.

    In accordance with the Direct Funding Arrangement (DFA), the Land Acquisition and Resettlement

    Palembang City Sewerage Project is categorised as Involuntary Resettlement Category B under the

    SPS because there are only 16 Affected Households on the WWTP site. In addition, there is 1

    household, located just outside the boundary of the site, that wanted to move along with its

    neighbors.

    The key objectives of post relocation, social impact assessment are to: (i) assess whether

    resettlement objectives have been met; (ii) assess resettlement efficiency, effectiveness, impact and

    sustainability, drawing lessons as guide to future resettlement policy formulation for forthcoming

    DFAT-assisted project in DGHS; and (iii) the need for futher mitigation measures. The CMC will

    conduct a post-relocation socioeconomic survey six months after the relocation by interviewing AHs

    who were relocated from the WWTP site as a basis for potential corrective actions to be decided by

    LG in consultation with DFAT, and to assess the success and/or failure of the resettlement program.

    Contract package A1, which includes a provision of compensation payment for the affected

    households and an affected business, was signed on 13th

    September 2017 after a Objection

    issued by DFAT was received.

    Implementation of the LARP started after the signing of the construction contract for the Stage 1

    Earthworks at the WWTP site.

    During the implementation preparation for the WWTP, the LPIU, assisted by the CMC has carried out

    the following activities:

    (i) Provide timely information to the AHs about the commencement of the contractors landfill activities by conducting consultation meeting;

    (ii) Update the SES at the moment of compensation provision and verify that AHs have secured new

    places of residence and are ready to move;

    (iii) Monitor and document the realization of compensation payment; and

    (iv) Provide additional assistance, such as transport and workers to assist with moving household belongings and salvagable building materials.

    The CPMU, PPIU and LPMU will have joint responsibilities in the internal monitoring of LARP

    Implementation with results to be reported to DFAT (and discretion to ADB) on a monthly

    basis.

    All activities are time bound and the progress of implementation obtained by the CMC from the field

    on a monthly basis and forwarded to the CPMU for assessment, and adjust the work program if

    necessary. Indicators for the internal monitoring will be those related to process and immediate

    outputs and results, such as the following: (i) further consultations with APs, if required; (ii) resolution

    of complaints; (iii) status of payments of compensation; (iv) relocation of AHs; (v) monitoring and

    reporting on income restoration.

    2 Scope Of Impact

    2.1

    For the construction of the WWPT, the city of Palembang has acquired 5.82 ha of land in 2012-2013.

    The land acquisition affects a total of 24 households including the three land owners who do not live

    on the location. 16 houses and a part of a drier barrack of a timber factory are affected, only

    9 houses were still occupied and 5 of the 16 structures had been abandoned or dismantled. All AHs

    that have moved, or whose abandoned structures have been dismantled, will receive compensation

    and treatment consistent with operational guidelines.

    The resettlement will impact the 9 remaining houses and other structures, about 200 trees and a

    timber mill which has encroached onto 0.4 ha of the site. Two households operating small shops on

    the site will be affected by a loss of business income and so will be provided with additional

    assistance. Twelve vulnerable households, comprising 6 households below the poverty line and

    another 6 female headed households, will receive additional assistance over and above their

    entitlements for compensation and assistance. All relocating households will be provided with

    transport allowance and a transition allowance for three months.

    Following a mission in January 2017, the LARP document was updated and approved by ADB in May

    2017. Public Consultation took place on 14th February 2017 after which each AH, including the

    timber mill, individually accepted the compensation offered and agreed to the resettlement.

    Palembang City Government provided a budget allocation to cover the compensation for the

    Affected Households under their 2017 APBD, through the counterpart budget for the WWTP Stage 1

    earthworks contract.

    2.2 Vulnerability status of the affected people/communities

    The ADB Safeguards Policy Statement defines Vulnerable Groups as follows: are distinct

    groups of people who might suffer disproportionately or face the risk of being further marginalized

    due to the project and specifically include: (i) households that are headed by women with

    dependents, (ii) household heads with disabilities, (iii) households falling under the generally

    accepted indicator for poverty, (iv) elderly households who are landless and with no other means of

    support, and (v) landless

    Based on these criteria, the SES result in September 2017 identified the following vulnerable AHs:

    Mr. Sulaiman: The household comprises five persons. Mr. Sulaiman is a construction laborer, his

    wife sells fried snacks. The monthly per capita income is Rp 360.000 (below the povert line).

    Mr. Tobing: widower, 71 years old. The household comprises nine persons, one son in law works

    in a shrimp processing factory, another as construction laborer. The monthly per capita income

    is Rp 488.888 (close to the poverty line).

    Mrs. Darjuni: daughter of the late Mr. Abbas, 63 years old. The household comprises 12 persons,

    7 of whom are working. The monthly per capita income is Rp 900.000.

    Mrs. Nisa: widow of the late Mr. Isa, 82 years old. The household comprises nine persons, with

    only her son-in-law working as a construction laborer. The monthly per capita income is Rp

    285.714, far below the poverty line.

    Mr. Sumanto: The household comprises six persons. Mr. Sumanto works as a construction

    laborer, one of his daughters works in a shop. The monthly per capita income is Rp 357.796

    (below the poverty line).

    Mrs. Turinik, widow of the late Mr. Samsuri, 60 years old. The household consists of 12 persons.

    Two of her sons and two of her sons-in-law work as construction laborers. The monthly per

    capita income is Rp 267.857 (far below the poverty line).

    According to the LARP report 12 HHs Head (23 vulnerable HHs) affected by the project are defined as

    vulnerable, with a total of 76 family members. All compensations have been based and provided on

    the basis of the May 2017 LARP report.

    According to the September 2017 updated SES data 6 HHs Head, with a total number of 53 family

    members, are defined as vulnerable (see list above).

    2.3 Entitlement matrix

    Guided by the Project policy commitments, the Entitlement Matrix (EM) in Table 1 below

    summarizes the entitlements of APs based on the impacts of land acquisition for the WWTP.
