Maintaining Good Social Order and Traffic Order

1. Raising Enforcement Levels of Regulations and Service Quality

( 1 ) To Es tab l i sh S tanda rd Opera t i ng Procedures

For law enforcement on duty, and to enhance the service attitude and quality of policemen, 3,984 scenario-training sessions were carried out in 2018 in accordance with the “Compilation of Common Duty Implementation Procedures for Police Stations” and

the “Language to be Used by Policemen on Various Assignments.” As a result, the professional ability and service attitude of policemen has been effectively enhanced.

(2) Strengthening Crime Reporting Systems and D ive rs i f y ing Cr ime Repor t ing Channels

Taipei City Police Department (TCPD) Command and Control Center responds to crime reported by citizens 24 hours a day. Through the command system, after a report of a crime is received, police precincts and stations in the area of jurisdiction are immediately requested to send police to the scene while, at the same time, mobile police units are commanded to proceed to the scene. With receiving, reporting, sending and dispatching closely, the goals of rapid interception and deterrence are achieved.

Maintenance of public order and social safety are the cornerstones of city development. Taipei City Government (TCG) actively works to raise the level of professionalism of law enforcement and public participation, to closely connect the city government and citizens, and also has enhanced advocacy of the concept of safety. TCG has not only proactively cracked down on illegal activities, but it has, moreover, adopted preventive measures to protect the lives and property of citizens. In the 2018 Evaluation of National Building Public Safety Inspection Operations conducted by the Ministry of the Interior, Taipei City placed first nationwide and was rated as “Excellent”, indicating the safe living environment created for citizens.

advocacy events are held comprehensively and in stages. In 2018, 1,811 crime prevention advocacy activities were held. Various advocacy events were held on important festivals, during the summer vacation, and on the day of Chong Yang Festival etc. Some of the tasks achieved are covering fraud and theft prevention, safeguarding of cash when withdrawing large sums from a bank, and home security. The Police “Caring Questions” anti-fraud practice films provide QR-code and links, allowing them to be easily and quickly viewed.

(2) Implementing Youth Protection MeasuresThe “Reinforced Youth Protection Measures”

were applied in 1,568 cases; 1,062 juveniles with problematic behavior were reprimanded and recorded; five people were referred to the TCG Department of Social Welfare or the Department of Health for their respective involvement in five offences; and 12 people were referred to summary courts or the Department of Health for their involvement in 12 offences.

(3) Maintain Campus SafetyA. The “Campus Tour of the Crime Prevention

Campaign Group” held 291 sessions, and one large-scale crime prevention advocacy activity was staged. In addition, to enhance counselling work counseling was given to 830 juveniles who had been in trouble with the law, as well as

93 dropouts and 32 high-risk juveniles, totaling 955 juveniles, by the Juvenile Affairs Division’s Counselling Section of TCG.

B. 11,130 campus visits were made and 168 truants found.

(4) Safeguarding the Protection of Women and Children

A. A one-stop-service was provided in 204 cases in 2018, making use of the internet to give complete protection to give sexual assault victims.

B. In 2018, the police handled 10,022 domestic v io lence cases and ass is ted in 1 ,246 applications for civil protection orders.

C. With regards to prevention and appropriately handling child and adolescent protection cases, in 2018, 96 cases of sexual exploitation of children and adolescents were uncovered.

D. Awareness promotion activities and personal safety seminars aimed at the protection of women and children were conducted on campuses.

3. Refining Traffic Regulation Enforcement Effectiveness and Professional Capability

(1) To Enhance Regulation Enforcement Professional Training and to Increase the Level of Service Quality

During the period of September 4-7, 2018, the 2018 Police Officer Traffic Accident Handling and Enforcement Skill Training Course was held across four sessions with 200 officers taking part. The course has effectively shortened the time it takes to handle

traffic accidents at the scene, enhanced service effectiveness for increased public convenience, and raised the level of enforcement skills, protecting the rights of the parties involved.

(2) Campaigns to Prevent Dangerous DrivingImprove motorcycle riding order, curb speeding

and running red lights, promote gravel truck safety, and stamp out DUI continued to be implemented to promote traffic safety and smooth flow. In 2018, action was taken against drivers for dangerous driving in 50,989 cases, action taken to improve motorcycle riding order in 596,560 cases, action taken for speeding or running a red light in 607,074 cases, action taken against gravel truck drivers for rule violation in 22,987 cases, and action taken against drivers for driving under the influence in 12,692 cases.

(3) A Concerted Effort is Made to Disperse Traffic to Allow Traffic to Flow Smoothly

duty planning, they help maintain traffic order and keep intersections clear. On any week-day, during the rush hours in the morning and in the afternoon, 364 police officers and 423 auxiliary traffic police officers are dispatched to 632 traffic directing posts. During weekends and national holidays, a total of 166 traffic directing posts are set up, and 99 police officers and 98 auxiliary traffic police officers are deployed to facilitate smooth traffic flow.

(4 ) S t rengthened Advocacy, Crack ing Down on Drivers Failing to Give Way to Pedestrians and Violation of Traffic Rules by Pedestrians

To improve pedestrian safety, the TCPD and the Department of Transport and civil groups jointly hold traffic safety advocacy events. 23 such events were held in 2018, attended by around 25,000 people. Advocacy of regulations for crossing the road for pedestrians, regulations relating to drivers giving way to pedestrians and key items of traffic regulation enforcement was strengthened. Group meals for seniors were arranged 235 times and were attended by around 8,000 people; and officers were sent to disseminate safety and accident prevention concepts to seniors to effectively reduce pedestrian injuries and death and build a “pedestrian friendly” traffic culture.

4. Cracking Down on Crime to Maintain Social Order

(1) Cracking Down on GangstersGangs assembling their members to engage in

street fights with guns and knives, violently intimidating storeowners and openly challenging government authority causes severe disruption to public security and order. TCPD launches programs targeting

organized crime groups and gang violence that are causing trouble on an irregular basis; and evidence to apprehend criminal elements is actively gathered in accordance with the Organized Crime Prevention Act. In 2018, 53 main culprits and 362 of their accomplices were taken into police custody under the Gang Buster Program.

(2) Strengthening Crackdown on Illegal DrugsA. A program to seal off the city to clear up drugs

was launched in 2015. In 2018, two waves of the Peaceful Living Anti-Drug Program were launched in coordination with the Executive Yuan’s new anti-drug strategy; in the first wave, 29 illegal drugs cases were uncovered and 34 drug dealers arrested; in the second, 123 cases were uncovered and 169 dealers arrested.

B. In 2018, 5,552 drug-related cases were uncovered, 5,782 suspects arrested, and drugs weighing 8,268.1kg were confiscated. Compared to the numbers of 2017, there was an increase of 145 drug-related cases, 204 suspects arrested and 7,021.6kg drugs confiscated.

C. On April 16, 2018, Taipei Police Department and Pingtung County Police Department jointly uncovered the largest amphetamines factory ever in Taiwan, seizing 243 kg of finished product, and 7,447 of semi-finished product, effectively suppressing drug crime and preventing drugs reaching Taipei City.

(3) Cracking Down Hard on Fraud: To strike a heavy blow against fraudsters, the

and Enhancing Investigation on Fraud Offences” has been adopted. In 2018, 54 cases of telecommunication fraud were uncovered, involving 636 members of fraud gangs and 1,224 drivers. In addition, 254 fraud attempts were successfully foiled and NT$151,776,813 was saved, effectively reducing people’s loss of property.

(4) Cracking Down on Illegal Firearms:The Crackdown on Illegal Guns program was drawn

up in early 2015 to suppress illegal gun modification workshops, reduce the number of crimes involving firearms and to prevent gangsters being emboldened by possession of guns. In coordination with a national crackdown on illegal guns by the National Police Administration, areas prone to shooting incidents, venues with concerns about public safety and specific persons were subject to spot checks, investigation and search. In 2018, the TCPD seized 364 firearms and 3,205 rounds of various ammunition, an increase of 168 firearms (increased 85.71%) and 1,000 bullets (increased 45.35%) from the previous year, an excellent achievement.

(5) The TCPD implement the “Vice-Free Program”, “Clean City Anti-Prostitution Program” and “the Third-party Policing” to crack down on illegal activities.

As well as offenders being prosecuted according to the law for prostitution, drugs and electronic gambling machine offenses, businesses can be subject to suspension of water and electricity supply if the criteria set out by TCG are met. Furthermore, at business premises where gangsters provide protection, business

handed out by each administrative organ in line with its responsibility, as a way of jointly maintaining social order.

5. Using the Surveillance Camera System to Increase the Effectiveness of Crime Prevention and Investigation

(1) Installation of the First and Second-Phase CCTV Monitoring System:

Surveillance cameras have been installed at crime and traffic hotspots. The first-phase installation of the CCTV Monitoring System set up 13,699 surveillance cameras at various locations. The Second-Phase CCTV Monitoring System installation began in 2014, and 1,717 additional surveillance cameras have since been installed. The average density of cameras combined is 60 cameras per square kilometer. This provides a strong public security protection network, increasing the crime-solving rate and improving the services given to the public. The CCTV system has made an outstanding contribution to maintenance of social order.

(2) Results of Crime Prevention Efforts: Comparison of crime figures in 2018 and 2017: The

number of thefts committed in 2018 was lower by 90 incidents, with the resolution rate standing at 85%. The number of violent crimes was reduced by 34 incidents, with a resolution rate of 100%. 13 robberies happened and 14 of them were solved, thereby giving a 107% resolution rate.

Part2

Fire Safety and Disaster Prevention and Rescue

Taipei City Government (TCG) has proactively promoted all kinds of fire safety and prevention measures, organized disaster prevention advocacy even t s , and enhanced t he t echn iques and effectiveness of disaster prevention and rescue and emergency medical care. The occurrence and impacts of disaster have been reduced, making Taipei a livable and sustainable city.

1. Fire Casualty StatisticsIn 2018, there were 2,163 fire incidents, resulting in

16 deaths and 46 people injured. Compared with 2017 figures, there was a decrease of 558 fire incidents, a decrease of six deaths, and an increase of 17 people injured.

2. Fire Safety

(1) Promoting and Subsidizing the Installation of Household Fire Alarms

A total of 355,091 households in Taipei City that are legally required to install fire alarms have done so, an installation rate of around 73.7%. TCG subsidized in full the installation of fire alarms by 132,556 households in 2018. 236 households safely escaped when a fire set off their alarms.

(2) Setting of the Self-governance Article on Safety Management of Mass-Gathering Events

T h e S e l f - g o v e r n a n c e A r t i c l e o n S a f e t y Management of Mass-Gathering Events was passed by Taipei City Council on October 22, 2017 and approved by the Executive Yuan on May 17, 2018. It was announced by TCG on May 24 and became effective on November 24, 2018. The Article requires that a safety and traffic maintenance plan must be drawn up and public liability insurance taken out etc. and TCG permission must be obtained, before large-scale gatherings take place. It also requires that the organizers carry out effective safety management during such events to ensure public safety. In 2018, Taipei city held 157 mass-gathering events; 91 cases required permission and 66 cases were required to make an application for filing.Installation of the First and Second-Phase CCTV Monitoring System

3. Disaster Prevention and Rescue

(1) Hualien February 6 Earthquake Disaster Rescue Mission

In support of the search and rescue mission, on February 7 to 11, 2018, TCG mobilized a total of 525 individuals, five water trucks and two search dogs from Taipei City Fire Department (TCFD), Public Works Department of TCG Taipei Water Department and Taipei City Volunteer Firefighter Corps, successfully rescuing one trapped South Korean visitor and retrieving four bodies.

(2) Establishing the Volunteer Firefighter Special Service Team

In response to the return of responsibility for catching snakes and removing hornets’ nests to the city’s animal protection unit, at the behest of Taipei Animal Protection Office, TCFG formed the Volunteer Firefighter Special Service Team on April 4, 2018, manned by volunteer firefighters. The Team is responsible for daytime catching of snakes and removal of hornets’ nests to ease the burden of TCFD. In 2017, 8,305 cases of snake capture and hornet removal were handled.

(3) Disaster Prevention Awareness CampaignA. Holding 119 hotl ine disaster prevention

awareness activities and agency and group disaster education and prevention awareness activities On January 20, 2018, a 119-hotline disaster prevention awareness activity was held, with the main theme being “Installation of Household

Fire Alarms for Safety at Home.” About 4,800 people participated in the activity. In addition, 94,437 disaster prevention activities were held, reaching 784,848 people.

B. Organizing Firefighting Camps and City-Wide Elementary School Firefighting Experience Day Activities In 2018, 16 firefighting camps were organized for students from the first to fourth grades, with 1,600 students participating. 170 Taipei City Elementary School Firefighting Experience Day activities were organized, with 23,309 participants.

C. Organizing a series of National Disaster Prevention Day activities (A) On September 21, 2018, an earthquake

evacuation drill, which was accompanied by the use of a real-time strong earthquake alarm system, was carried out involving all students from elementary to high school level at schools in Taipei City.

(B) On September 29, 2018, at the Zhongshan Park of the Sun Yat-Sen Memorial Hall, a disaster education and prevention awareness ac t i v i t y w i th the theme “Everyone Stand Together to Prevent Disasters” was organized, attracting about 4,800 participants.

(C) From September to October 2018, drills involving large scale earthquake fire prevention and rescue, simulation of a compound disaster in the MRT system, and evaluation of crucial transportation infrastructure were held. A disaster prevention themed walking activity was held and educational lectures and drills on earthquake disaster at social welfare organizations and various agencies were organized and carried out.

(4) Important Disaster Prevention and Rescue Drills

A. Taipei City 2018 Disaster Prevention and Rescue Drills. A series of simulations and actual drills were held to test the readiness of various units for disaster. This included the first unscripted volcano disaster simulation and onsite actual evacuation drill held nationally. The 66 Brigade of the ROC Marine Corp and M3 pontoon bridges were also involved in a drill for the first time. The drills included:(A) A flood disaster prevention drill was held on

March 15, 2018.

(B) On March 19, 2018, rescue drills were held for a major road accident and for a malfunction of the Maokong Gondola.

(C) On March 21, 2018, a historic site cultural heritage rescue drill was held.

(D) On March 26, 2018, a volcano disaster simulation was held.

(E) On March 31, 2018, an earthquake and volcano disaster rescue drill was held

(F) A business disaster prevention drill was held on April 13, 2018.

(G) A flood disaster no-warning drill was held on April 24, 2018.

5. International Exchange

(1) Implementing International Workshop on Search & Rescue

The International Workshop on Search & Rescue was held on March 29, 2018. Search and rescue teams from Tokyo, Yokohama and Seoul were invited to share their search and rescue experience. Hualien County Search and Rescue Team shared its experience of the February 6 Hualian Earthquake. 12 cities and counties including New Taipei City and Taoyuan City sent personnel to attend the Workshop.

(2) Participating in the 30th general conference of International Fire Chiefs' Association of Asia (IFCAA) Held in Tokyo

TCFD Commissioner Jun-Hung Wu attended the International Fire Chiefs' Association of Asia in Tokyo May 30-June 2, 2018.

(3) At the 11th Urban Network Disaster Team Meeting and International Conference

During the period of August 2-4, 2018, the Fire Department took part in the 11th Urban Network Disaster Team Meeting and International Symposium in I loi lo City, Phil ippines. Disaster prevention experience was shared between Asia-Pacific cities during the event.

(4) Participating in the 2018 Comprehensive Disaster Prevention Drill held in Tokyo

The Taipei City Search and Rescue Team was invited to participate in the Tokyo Comprehensive

30th General Conference of International Fire Chiefs' Association of Asia (IFCAA)

B. A joint disaster prevention drill was held at Taipei Main Station Special Zone on June 28, 2018 together with the Taiwan Railways Administration, MOTC.

4. Emergency Medical Care

(1) 945 Cardiac Arrest (OHCA) Patients Recovered and Were Released from Hospital

From its establishment on June 1, 1999 through to 2017, the TCG Golden Phoenix Rescue Team has succeeded in saving 945 OHCA patients who were later released from hospital after full recovery. In 2018, 121 OHCA patients were saved.

(2) Promoting the Stroke Reporting and Medical Treatment Integration Plan and Non-Hospital Based 12 -Lead ECG Transmission Plan

The Stroke Reporting and Medical Treatment Integration Plan continues to be promoted, shortening the treatment time of stroke patients. In 2018, rt-PA was administered to 13.22% of patients with an ischemic stroke. In addition, 411 patients had pre-hospital 12-Lead ECG transmission, and 22 patients were diagnosed with acute myocardial infraction.

(3) Strengthening Mass Casualty Disaster S c e n e Tr e a t m e n t a n d C o m m a n d Response Capability

TCFD has purchased two mass casualty vehicles (medical supply vehicle and mobile medical station), thereby enhancing the mass casualty emergency medical treatment capability of the service and allowing treatment to be provided in a timely way, thus improving patient prognosis.

(5) Building a Greater Taipei trauma systemIn accordance with the Greater Taipei Trauma

System Zoning Dispersal Implementation Plan, major trauma indicators have been formulated and trauma areas also delineated to help implement the “bypass principle.” An online trauma registration system has also been established, carrying out trauma registration together with hospitals. In 2018, the rate of direct delivery to a suitable hospital was 93.65%.

Part3 Labor Safety

In the ROC capital, Taipei, the city government actively conducts labor inspections to raise the level of occupational health and safety to make Taipei a leading city for occupational health and safety internationally, aiming to give citizens a first-rate working environment and make Taipei City a place for happy and safe working.

1. Building Safe and Comfortable Workplaces

(1) Strategy of “Strict Enforcement, Severe Punishment and Thorough Inspection” to Ensure Labor Safety

In 2018, a total of 21,978 labor inspections were carried out. Labor inspections focused on businesses in violation of the Occupational Health and Safety Act, businesses about which complaints had been received, and businesses subject to special inspections.

(2) Innovative Labor InspectionA. Continuing to promote the “Taipei Four-Year

Labor Peace of Mind Project”: The overall goal is to lower the occupational accident death rate per million workers by 40% in four years (2015 to 2018). The actual average mean was 6.92

Disaster Prevention Drill that was held from August 29 to September 3, 2018. The event has been held between 2007 and 2018, and the team has been invited to participate in the drill on all 12 occasions.

(5) Hosting the 2018 International Workshop on Emergency Medical Care Training and Personnel Nurturing

TCFG and National Fire Agency, Ministry of the Interior jointly organized the 2018 International Workshop on Emergency Medical Care Training and Personnel Nurturing held September 5-6, 2018. Overseas and domestic experts and scholars were invited to share their practical experience, and international exchange was promoted.

in four years (2015 to 2018), 0.85 less than the target.

B. Carrying out the 2017 Labor Health Inspection Program: From July 1, 2018, when the amended Labor Health Protection Act came into effect, when the number of employees of a company is 200- 299 persons, it is required to employ or engage medical personnel to provide on-site health services. As building security companies often employ middle aged and elderly workers and the work is characterized by long hours, the industry was subject to the Program. 96 companies were inspected in 2018.

C. Handling the Labor Conditions Inspection Program under the Labor Standards Act for businesses with flexible operations: In light of the fact that in 2018 the Labor Standards Act was amended and regulations on leave, the gap between shifts and the limit on single-month overtime were relaxed for some industries, and labor inspection was enhanced. In 2018, 100 business were inspected in order to protect the basic rights of workers.

D. Implementing the “Taipei City Autonomous Regulations Governing Reporting of Lightweight Roof, Scaffolding and Hoist Operations”: The occupational accident strategy comprises of advance awareness promotion, guidance and inspection. Random checks are carried out; and in 2018, 2,618 reports were received. In none of the reported cases had major occupational accidents occurred.

E. Partnerships with natural gas companies: On July 27, 2018, partnerships with four natural gas

companies, The Great Taipei Gas Corporation, Yang Ming Shan Gas Co., Ltd., Shin Shin Natural Gas Co., Ltd., Shin-Hu Natural Gas Co., Ltd., were renewed to jointly ensure occupational safety.

2. Increasing Safety Awareness of Workers

(1) Continuing to Provide Education and Training

To establish Taipei’s “Occupational Health and Safety Academy” system, the TCG DOL, based on the idea of sharing resources, has established partnerships with respect to labor safety education and training with related associations (societies) in Taipei City. In 2018, 1,584 such training sessions were held and 64,902 people benefited.

(2) Producing Occupational Health and Safety promotion teaching materials

The occupational health and safety micro movies “Let Love Flow” and “Building Site Lunch Box War” used friendly reminders about construction site safety and an action-packed thrilling battle between two Internet celebrities, respectively, to highlight the health and safety aspects of time-restricted delivery operations and the construction industry.

3. Extending the Scope of Occupation Health and Safety Advocacy

On September 28, 2018, representatives from the security service industry, food service industry and short-stay accommodation industry (hotel) were invited to discuss on-site guidance for the establishment of TOSHMS, and discussions with senior managers of businesses were held. Furthermore, to assist businesses with establishing such a system, 15 onsite guidance visits were made by experts in 2018.

with education and training to allow workers to experience the possible hazards. Our aim is to build a high-quality operating environment and make Taipei a city based on technology combined with social care and humanistic aesthetics.

Part4

Public Safety of Buildings

1. Building a Comprehensive Building Public Safety NetAs Taiwan’s leading city, Taipei City is continuously

developing higher, larger-scale, and more complex buildings. As such, it is faced with stiffer challenges than other cities. To make Taipei City a safe, livable city, TCG, through constant education, training and awareness promotion, has increased independent management of building disaster prevention and safety, and has also carried out regular checks and random inspections to ensure the comprehensive public safety of buildings.

2. Implementing Building Public Safety Inspections

(1) Implementing the Public Safety Inspection Certification and Reporting System

According to the reporting cycle, the competent authority takes the initiative to remind the owners of buildings with an obligation to make a report that they should indeed make such a report. Anyone who is found to have failed to make a due report or is judged to have written a substandard report is put on a watch list to ensure that the safety net is airtight. In 2018, 8,926 owners of buildings used by the public filed such reports.

(2) Re-inspection after Public Safety Inspection Reports are Submitted by Owners of Buildings

On-s i te re - inspec t ions o f a p ropor t ion o f buildings whose owners have filed a report, along with certification of the safety of the building, are

carried out. In cases where certification was not issued according to facts, a fine can be imposed on the issuing organization or person of not less than NT$60,000 and not more than NT$300,000 in accordance with the Building Act, depending on the seriousness of the situation. TCFD, upholding the principle of “fewer random checks, stricter reviews, and heavier penalties,” makes every effort to ensure accuracy by the organizations or persons conducting inspections and f i l ing reports so as to ensure certification quality. In 2018, 2,252 re-inspections of various types of building were made, accounting for 25% of all filed reports.

(3) Carrying Out Surprise Mobile Safety Inspections

Places where people converge, such as large department stores, hypermarkets and wholesale stores, movie theaters, hotels, karaoke bars, restaurants on high floors, pool halls, internet cafes, and video game arcades are targeted for mobile safety inspections. Any violation of regulations is subject to a fine of not less than NT$60,000 and not more than NT$300,000 in accordance with the Building Act, and those who are held responsible are required to make improvements within a set period of time. In 2018, 2,369 surprise mobile safety inspections were conducted, with a 3.9% failure rate.

3. Strengthening advocacy of building public safety regulations

(1) Printing Promotional Materials and LabelsA. We promoted the “Taipei City Building Public

Safety Self-management Inspection Reporting Conformity Label,” making it easy for consumers and citizens to identify buildings with good public safety, and implemented the building public safety inspection reporting system.

B. “Keep Fire Escape Doors Closed” stickers were printed and provided for the use of business premises and apartment buildings to enhance fire prevention awareness.

C. 3,000 stickers with the warning “Watch out for Falling Objects!” were printed. The sticker message is easy to understand and promotes public safety management and maintenance of buildings.

D. “Collection of Taipei City Existing Public Building Barrier-free Access Facility Substitute or Improvement Plan Cases” and “Collection of Taipei City Building Barrier-free Access Facility Laws and Orders and Interpretations” were compiled and printed for the reference of ordinary citizens, residents’ committees and building and interior operating personnel.

(2) Education and Guidance Meetings A. Guidance meetings on Laws and Orders

Orders Governing Type B Commercial Building Barrier-free Facilities, and Guidance Meeting on Laws and Orders Governing Existing Residences’ Barrier-Free Facilities were held for the general public and residents’ committees. These events helped to promote laws and orders regulating barrier-free environments and were attended by 581 people in 2018.

B. “The Guidance Meeting on Laws and Orders Governing Commissioned Checks on the Public Safety of Taipei City Buildings”, “The Guidance Meeting on Laws and Orders Governing Commiss ioned Re- inspect ion o f Ta ipe i City Building Public Safety”, “Improvement Consultation and Re-Inspection Personnel of Barrier-Free Facilities Training Course”, “Consultation and Review Team Barrier-Free Facilities Practice Course” and “Taipei City Public Building Barrier-free Facilities Inspection Practice Course”, were respectively held, aimed at practicing architects, technicians and professional operators. These activities offered an opportunity for further exchange on building management practices, and were attended by 802 people in 2018.

4. Reinforcing Joint Inspection of High-risk Public Places

(1) Objectives and StructureOn May 1, 2011, TCG started to implement

inspections according to the “SOP for the Operational Guidance of the Public Safety Inspection Teams.” The teams (composed of officials from the Department of Government Eth ics, Department of Urban Development, Taipei City Fire Department, Department of Information and Tourism, Department of Education, Taipei City Police Department, Taipei City Office of Commerce, and Taipei City Construction Management Office) carry out regular and irregular comprehensive inspections on high-risk places. In 2018, 1,261 public safety joint inspections were carried out.

(2) Building Management Inspection ItemsA. Corridors and hallways are inspected to see if

they are sealed off without permission, blocked, or cluttered with miscellaneous articles that might hinder emergency escape.

C. Fire escapes ( including exhaust rooms) are inspected to see if they are sealed off without permission, blocked, or cluttered with miscellaneous articles that could hinder emergency escape.

D. Fire escapes are inspected to see if they are removed, sealed off, or locked without permiss ion, or whether thei r automat ic shutdown devices have been damaged or have not been installed.

E. The area beneath automatic fireproof roller shutters in the fire compartment is inspected to see if it is cluttered with miscellaneous articles or whether the automatic roller shutters are so changed or altered without permission that the fire compartment is damaged.

F. Emergency entrances are inspected to see if they are sealed off without permission or so blocked that they do not meet the requirements.

G. Checks on annual public safety inspection reporting are done to see if the required report has been filed, or whether the deadline for improvement has passed but the report has not been filed again.

ConclusionTo expand services provided to the public and

make them more effective and increase quality of life, TCG maintains social order with a service-oriented approach, and pays attention to fire, occupational and building safety, enhancing effectiveness of enforcement of regulations; and, with a diligent and service-oriented attitude, accepts a wide range of opinions from citizens and integrates the power of the city government team, with the overall aim of making Taipei a safe, happy and healthy place to live.
