Dickens’ opening line from “A Tale of Two Cities” comesto mind describing Sacramento in 2009. Even as the worsteconomic slump since the Great Depression struck withfury, the State raided local tax funds and property and salestax revenues continued to decline, we nonetheless manageda few highlights in our quest to be the
most livable city in America.
District 3 Highlights
(Strong Neighborhoods and
Business Districts)
East Sacramento/River Park/
Sacramento State • Staged 14th Annual Pops in the Park concert series,
and 5th Annual Screen on the Green outdoor movieseries.
• Mediated stakeholder compromise on Master Plan forMcKinley Rose Garden.
• Adopted amendment to East Sacramento “McMansion
Ordinance” to address front yard setbacks.• Partnered with stakeholders to save Corti Brothers.• Installed measures proposed by neighbors in Meister
Terrace Neighborhood Traffic Management Plan
(NTMP).• Partnered withneighborhoods,community groupsand businesses toraise funds to save
pool hours at GlennHall, BerthaHenschel WadingPool and CluniePool.
• Partnered with East Sacramento Chamber, MENA andESIA to install seven“Welcome to East
Sacramento” signs.• Raised funds for
River Park youth
baseball and soccer,
East Sac Little
League and Soccer,
and East Sac Babe
Ruth through Popsin the Park and othergrants.
Midtown/Central City
• Opened Sutter’s Landing off-leash dog park, rivertrail and small boat launch.
• Partnered with Alley Activation Committee totransform select Midtown alleys from garbage bins andcrime magnets to vital living and retail spaces.
• Sponsored alley naming standards for the CentralCity.
• Raised funds for back to school supplies to 250students at Washington Elementary.
• Partnered with AT&T to adorn their 14th&J buildingswith historic photos.
• Partnered with neighbors to approve back-in angled
parking in Alkali Mansion Flats historicneighborhood.
• Staged Screen on the Green, outdoor movie series andpartnered with NAG on Jazz Concerts.
Hagginwood/Ben Ali/Swanston Estates/Sierra Oaks/
Campus Commons
• Installed measures proposed by neighbors in
Hagginwood NTMP.• Partnered with SHRA to develop Ben Ali and
Hagginwood Strategic Neighborhood Action Plans.• Secured $330K in City funding and Council approved
Agreement with Twin Rivers USD to construct park/
playground at Plover School in Ben Ali.• Screen on the Green in Babcock Park.• Partnered with Nepenthe Neighborhood Association
and City’s Urban Forest staff to develop policy forassessing, pruning and removing diseased trees.

Councilman Steve Cohn
Councilmember District 3
Steve Cohn was first elected to the Sacramento City Council in
1994. He was re-elected in 1998, 2002 and 2006, and was
elected as Vice Mayor by his peers in 1998 and 2008. Steve
also serves as the Chief Assistant General Counsel for the
Sacramento Municipal Utility District, where he has worked
since 1992. Steve and his wife Catherine Travers have two
children, Nicole and Adam. They live in McKinley Park
neighborhood of East Sacramento.

CITYWIDE HIGHLIGHTS
• As RT Chair, adopted Transit Master Plan for fullydeveloped regional transit system, with light railextensions to Airport and Elk Grove, streetcars/shuttlesystems connecting Central City, West Sac, SacState/65th St, and Point West, bus rapid transit on
major corridors, and neighborhood shuttle service.• Started SACOG rail working group.
• Charter member of Central Valley rail work group toaccelerated Sac’s High Speed Rail connection.
• Broke ground on Phase I “Green Line” light rail fromDowntown to River District.
• Secured $20 million in federal funds for track
relocation and expansion of Sacramento Valley
Station; $8 million for City road resurfacing; and $20million for RT’s transit operations.
• City opened 2-way street conversions on 9th & 10th(E to I) and N Street (21st-28th).
• Secured $12 million in Federal funds for 35 new City
police officers for 3 years and $2.5 million in newequipment.
• Significant progress on modifying Folsom Dam to
attain 200-year protection, while new Folsom Dambypass road opened.
• City opened new library in South Sacramento.
• Mayor’s National Education Summit.
• Partnered with Sac Youth Commission to found VIBE
afterschool lounge.
• Council adopted first City General Plan in 20 years, a
blueprint for sustainable growth.• Secured $4.7 million in Federal Energy Efficiency
funds, in partnership with SMUD which received$127.5 million in Smart Grid funds, to complement“Sacramento Solar Access” program, and bolster City’sClean TechIncentive Zonenear Sac State.
• Council adoptedCity’s firstcomprehensiveWater
ConservationOrdinance.
• Secured $21 million in federal funds for PublicHousing, homeless prevention and Block Grants.
• City/County increased Homeless shelter beds by 219.• City completed several new libraries, community
centers, parks, streetscape and waterfront projects.• Mel Rapton Honda opened on City-owned property
along Business 80 at Fulton.
• Nearly completed work on Crocker Art Museum expansion, while adopting financial plan to expand anrenovate Community Center Theater with no newtaxes.
• Sponsored the 8th Annual French Film Festival, 11tAnnual Jewish Film Festival at the Crest Theater,Annual Jazz Concert at Grant Park and Arts in
River Park.• Second Saturday and Midtown art galleries and
restaurant scene featured in New York Times Sunda

• Closed $50 million budget gap and adopted balanced
budget with no new taxes and without reducing sworpolice officers or firefighters.
• Reduced city utility rate hike to 9% (vs. staff recommendation of 20+%).
• Chair of Council’s new Audit Committee, overseeinthe hiring and operation of City’s first independent
Auditor. • Council established a Charter Review Committee to
advise Mayor/Council and public on need foramendments to City Charter.
• Full year of “311” call center with 24/7 customerservice.
