Dear Members,

Welcome to the 2015 Market Report and the 2016 edition of the Members Directory. It’s the first time we are combining the Market Report and the Members Directory to bring together two of our flagship publications. The new format provides the details of all our members alongside the key numbers for 2015 to give visibility to both the evolution of the market and the key solar players in Europe. We hope you like this new format and encourage you to provide your feedback to us on the new style.

Firstly, examining the figures, 2015 marked a good year for solar in Europe with an annual growth of some 15%. This is the first time the sector has grown year on year since 2010‑2011, so we should celebrate this achievement. Europe’s solar two‑digit growth in 2015, however, was primarily based on the UK market. Most other European solar markets are still in a transition phase.

Globally 2015 was another record year for solar with a growth of over 25% on 2014, with more than 50 GW connected to the grid – up from 40 GW in 2014. The two biggest markets are located in Asia – China and Japan, while the USA ranked third. China not only added more than twice as much solar as Europe, it also exceeded 40 GW of total installed capacity as a country, taking the number one rank from long‑time leader Germany. At the global level solar is booming with new markets appearing across the globe, all presenting their own unique opportunity for our sector.

With nearly 100 GW of installed capacity, Europe is still the most solarized continent. No other region can boast solar shares as high as Europe – on average nearly 4% of electricity demand comes from solar, and in its most advanced solar markets around 8%. The challenge is now to quickly master the transition phase – from solar markets that grew on feed‑in tariff incentive schemes to new, market‑based frameworks, where prosumers use solar power for self‑consumption in residential, commercial and industrial sectors. In that sense, Europe again is the pioneer of solar. After developing solar, Europe now has to quickly create a smart electricity market design that builds on the strengths of solar power technology to be able to profit from the low cost solar has achieved.

In 2016 policy makers in Europe will play a key role in setting out the future of solar in Europe, with the legislative initiatives on electricity market design and renewable energy targets for the post 2020 period due to be brought forward. These need to build a stable and ambitious investment climate for solar to ensure that growth continues and that solar reaches its potential in Europe.

There is still a lot of work to be done to see a sustainable level of growth achieved in Europe, but the work of SolarPower Europe in 2015 has begun the process to see that objective achieved. The foundation stones laid in 2015 have strengthened the association tremendously in comparison to previous years and with a new dynamic approach in place the successes of 2015 stand us all in good stead to make a difference in 2016.

In relation to this, it is important to reflect on the key achievements of 2015. These are listed below to give you an overview of the increase in delivery and influence of SolarPower Europe:

• The re‑brand of the association to a modern forward looking corporate approach.

• The agreement to allow association members to stand for election to the Strategy Committee

and to vote in the AGM, finally giving full inclusivity to all members.

• On policy, the European Commission initiative on solar self‑consumption, fully reflected the asks of SolarPower Europe.

• The successful engagement with the European Commission to see the direction of the electricity market design consultation moving in line with some of our most important ideas on flexibility and increased liquidity in the energy market.

• The adoption of a position on the trade case, one of the largest issues at the European level impacting the sector, where we previously had no voice.

• The instigation of member led taskforces: Operations and Maintenance, a tendering

taskforce and a BIPV taskforce to address the challenges and opportunities in our sector in Europe today.

• The recruitment of around 50 new members, membership rising from 97 in January 2015 to 132 in January 2016.

• The production of country information fiches, supported by national associations, to provide up to date and timely information on regulatory changes to members.

• The completion of the Sophia project, which strengthened and optimised research capabilities in the European solar sector.

• The agreement on the expansion of the Board to reflect more interests in the leadership of the organisation.

These key achievements are by no means an exhaustive list, but provide a flavour of the type of work that has been successfully undertaken in 2015. There will be more to come in 2016.

Following on from the first strategic plan devised for 2015, the Board endorsed the approach for 2016, ensuring that the main focus of the association would be on consolidating in the European solar sector, to create a truly reflective membership fit for solar in Europe today. The plan also highlighted the key importance of advocacy success on the key dossiers already in front of us in 2016: Electricity market design, renewable energy targets for 2030, potentially ending the trade case and opportunities for solar in energy efficiency and buildings initiatives all coming out of the European Commission in 2016. As ever the Board and the Team continue to engage with the highest levels of European policymaking ensuring that your views are well represented on the issues of importance to you.

In 2016 SolarPower Europe will continue its ethos of customer service orientation and innovation to make sure we are leading on the issues that matter to our sector today. Already we have instituted a storage and solar taskforce, aiming to identify the ways in which solar and storage can be promoted to be mutually beneficial. We will also continue to take forward our projects, with three particularly looking at new ways to provide finance for solar in Europe – PV Financing, Solar Bankability and CrowdfundRES. Innovative means will be needed to drive the sector forward as the age of traditional Feed‑in‑Tariffs (FIT) schemes comes to an end. This work is also backed up by the work we are undertaking in the Tendering Taskforce, to make sure that tenders better reflect best practice and a more harmonised approach across Europe.

Solar Market Report 2015Executive Summary

2015 was an extraordinarily successful year for solar power worldwide. The capacity of new global grid‑connected solar photovoltaic (PV) systems increased by 25% year‑on‑year, while solar in European countries grew by around 15%. In total, the world has so far grid connected an impressive 229 GW of solar capacity.

Globally, for the first time over 50 GW of solar power was connected to the grid in a single year, 25% up from 40.2 GW in 2014 (These numbers refer to grid‑connected solar and are generally lower than data for installed capacities).

In 2015, China, Japan, and the USA were the 3 global solar markets, in the same order as the year before. China was not only again the world’s largest market, adding 15.1 GW capacity, it also took over the helm for the country with the largest total installed solar capacity, reaching 43 GW by the end of 2015. This title had been held by Germany previously.

Europe experienced a first growth year in 2015 for the first time since 2010‑11. It added about 8.1 GW of new on‑grid solar power, a 15% increase over the 7 GW that went online in 2014. With nearly 100 GW of solar installed, Europe was still the world’s largest solar continent in 2015.

The European solar sector is in the middle of a transition phase. Last year’s market growth should not distract from the big solar picture on the Continent: Without the contribution of the UK, with about 3.7 GW, the European solar market would have remained roughly at the 2014 level.

This report, unlike most others, is based on grid‑connected capacities, as this is a better metric to characterize the role of solar in energy systems than installed capacities or shipments. While around 50 GW were grid‑connected in 2015 (research status: March 1, 2016), estimates for installed capacities are as high as 59 GW. The estimates mainly differ because a number of systems were installed towards year’s end, but not grid‑connected or reported.

1. Solar Market Evolution in Europe until 20152015 marked a strong growth year for the European solar market. With 8.1 GW newly grid‑connected solar power, demand grew 15% year‑on‑year. This is the first upward trend since 2011, when annual grid connection peaked at 22.4 GW, following a strong growth period in the first decade of the century that was triggered by Feed‑in‑Tariff programs in Germany, Italy, Spain and a few other countries. On the heels of the

boom cycle and its unsustainable peak, a strong market consolidation followed, with European countries progressively transitioning from Feed‑in‑Tariff driven solar investments to more market‑driven solar installations. Between 2011 and 2014, volumes of new PV grid‑connections in Europe declined each year, reaching a 5‑year low, at 7.1 GW, in 2014.

The base for Europe’s solar power demand in 2015 stems mainly from 3 countries – UK, Germany and France. In 2015, these top 3 markets counted for 75% equal to 6 GW, the year before their share was also 75% but 5.3 GW (see figure 2).

The order of the top 3 European markets has remained the same in 2015: The UK took again the first place with an estimated 3.7 GW newly online (official number at the time of writing was 3.5 GW), a number that could be even higher if all systems installed by the end of last year were also connected to the grid in time. Germany stayed on rank 2, installing less than 1.5 GW, significantly missing the official annual target range of 2.4 to 2.5 GW. The long‑time European solar leader’s market was impacted by a new pilot tender scheme for systems above 1 MW. The third largest European market remained France, which installed less than 0.9 GW in 2015, driven by tenders granted in the past and a slightly growing distributed market. France also commissioned the largest PV power plant in Europe last year, a 300 MW utility‑scale system (see figure 3).

All European markets other than the top 2 each added less than 1 GW solar power in 2015. Italy, once a European leader, continues its transition mode, and installed around 300 MW, that’s nearly 100 MW less than in 2014. The Italian example shows how difficult a transition from a high Feed‑in‑Tariff (FiT) to a market‑based environment is, despite the fact that Italy is blessed with high irradiation, high retail power prices, and a regulatory framework

that supports solar market development – at least on paper. Spain, a world market leader in 2008, had completely disappeared from the European PV map for many years: After stopping its FiT scheme, the Spanish Government not only implemented retroactive changes, it also hindered the emerging self‑consumption market with a solar tax and high fines for non‑declared prosumers. While it is good news that Spain more than doubled installations to 49 MW in 2015 from 22 MW in 2014, this is way below the country’s potential. The fate of solar in Spain is similar in several other former high FiT markets: Belgium, Bulgaria, Czech Republic and Greece. All are only a shadow of what they used to be when they were installing solar in the GW‑range per year. The solar markets in Slovakia and Slovenia have almost completely come to a halt; the same is true for Ukraine, though for a different reason.

There is a group of European countries that can be considered small in absolute numbers, but that are showing more or less stable demand. This includes Austria, which grid‑connected more than 150 MW in 2015, a level that is a little less than the 159 MW added the year before, and Switzerland, where additions decreased –adding 280 MW in 2015, compared to 320 MW in 2014.

Several European countries grew their solar power capacity additions in 2015 compared to 2014. This includes the UK, Netherlands, Turkey, Denmark, Romania, Hungary, Sweden, Poland and Spain (see figure 4).

In a rush to beat the end of the UK’s attractive incentive schemes in March 2016, grid‑connections in the British solar market grew 50% to about 3.7 GW in 2015 from 2.5 GW in 2014.

The strong growth in the Netherlands, estimated at around 25%, from 300 MW in 2014 to about

400 MW in 2015, was mainly driven by the country’s net metering scheme. Denmark’s new additions, which even grew 74% to 180 MW in 2015, were also mainly triggered by net metering. The country also added a 60 MW installation, the largest utility‑scale PV power plant in Scandinavia.

A few emerging European countries also notably increased demand for solar, even if each of them added less than 100 MW in 2015. Based on a combination of tax benefits, other incentives and self‑consumption, annual demand in the Nordic country of Sweden grew to an estimated 60 MW

in 2015. The Polish market was also up, but the political will to push for solar power remains uncertain; the investments were often financed using EU funds. A volume of 50 MW in 2015 is very disappointing for such a large country that, moreover, has basically no installed solar capacity.

On Europe’s south‑eastern borders, solar power received some appreciation, though less

than originally hoped for. Turkey (traditionally included in the European numbers in this survey) installed for the first time slightly more than 200 MW per year. Complex regulation, including trade regulations, and new taxation have been slowing Turkey from tapping its huge potential (high irradiation, growing power demand, energy security needs) and implementing the existing GW‑level project pipeline much faster.

The European solar sector is in the middle of a transition phase. The 15% market growth in Europe in 2015 should not distract from the big solar picture on the Continent: Without the enormous growth in the UK, the European solar market would have remained roughly at the 2014 level.

Despite the transition struggle of several of the advanced European solar markets, total installed capacities grew from 88.7 GW in 2014 to 96.9 GW by the end of 2015. With Europe approaching the 100 GW level of solar it maintained its title as the world’s largest solar continent in 2015.

Twelve countries in Europe have installed solar power capacities exceeding 1 GW (see figure 6). Adding up this volume results in a total on‑grid capacity of 92 GW. Germany’s PV capacity remains Europe’s largest by far, at nearly 40 GW. Italy follows at half the size, at close to 19 GW. While much smaller, 10 further European countries have also installed GW‑level capacities. This includes the UK (9.1 GW), France (6.7 GW), Spain (5.4 GW), Belgium (3.2 GW), Greece (2.6 GW) and Switzerland, Netherlands, Czech Republic, Romania and Bulgaria (ranging between 1 GW and 1.5 GW each).

2. Solar in the European Electricity SystemSolar is now supplying nearly 4% of electricity demand in Europe. Around 8% of the Italian power consumption is covered by solar. The top 3 European solar electricity consumers – Italy, Greece and Germany – are

producing each more than 7%. With 17 of the EU’s 28 members having solar contribute to more than 1% of their power needs, it is clear: Solar has established itself as an important part of Europe’s power portfolio.

In 2015, solar PV again belonged to the two power generation sources that added the largest capacities in Europe. Together with wind power, solar PV contributed nearly 21 GW, equal to 74%, of the newly installed total power generation capacity of over 28 GW in 2015. Unfortunately, in 2015 over 1.4 GW more coal power capacity was added than the year before

(3.3 GW) in Europe, while decommissioning of coal plants stayed at the same level. This shows that while policies to develop renewables are delivering, additional efforts are needed in order to accelerate the retirement of polluting and inflexible generation, which is currently prolonging a situation of overcapacities in Europe.

3. Evolution of European Solar Policies

3.1 Distributed Solar Power Policies – Obstacles & Solutions

In 2015, the European Commission put forward several initiatives towards a European Energy Union. After the Energy Union strategy was adopted in February 2015, which identified 5 key topics (Supply Security, Fully‑integrated Internal Energy Market, Energy Efficiency, Climate Action, Research & Innovation in the field of Climate), the European Commission (EC) launched a consultative communication on market design, a working document on best practices for self‑consumption of renewable energy, a legislative proposal designed to improve the performance of the European Emissions Trading System (ETS) and announced a revision of the Renewable Energy Directive for post 2020. The work on these will continue in 2016 and will affect the development of solar power in Europe. SolarPower Europe has published several position papers in response to the EC’s initiatives.

Several member countries have already started modifying their regulatory frameworks in preparation for a new market design. Germany and UK, for example, will use feed‑in premiums in addition to a remuneration based on electricity market prices to support parts of the solar market. As of 2016, systems between 100 kW and 1 MW in Germany are obliged to

sell excess electricity on the market. In an electricity market characterized by stagnating demand, Member States in the European Union are moving towards tender schemes as a new way of allocating support. Following France’s lead to implement tenders for solar power plants, the UK and Germany launched their first auctions for solar in 2015 as well. As far as this recent experience can tell, the design of tenders is crucial to avoid underbidding strategies as observed in the UK.

Distributed solar power, which has been the backbone for the bulk of the solar sector’s growth in Europe, is moving towards self‑consumption. Prosumers are on the rise. For the time being, however, there are several different policy schemes for distributed solar generation in Europe. The Netherlands are using net‑metering for residential installations. Self‑consumption schemes combined with a decent Feed‑in‑Tariff (or a similar scheme, feed‑in premium or green certificates) for excess solar electricity are applied for both residential and commercial solar systems in Germany and Austria, for example. Other countries have implemented net‑billing schemes, such as Italy and Portugal, but with limited success so far.

SolarPower Europe considers self-consumption the best mechanism to tap distributed solar’s growth potential in Europe in the rooftop segments, as it helps European consumers and businesses to control their energy bills, increases retail competition and makes consumers active players in the energy transition. Self‑consumption is also a key driver for demand‑side flexibility, steering storage, smart appliances and more flexible contracts.

The EC’s working document on self‑consumption of renewable energy from July 2015 clearly advocates for the application of self‑consumption and storage, emphasising that there should be no discriminatory charges for self‑consumption.

But the list of countries that are constraining solar power self‑consumption one way, or the other is long. Austria has imposed a tax on self‑consumed electricity. In Belgium, the region of Flanders has implemented an additional grid fee for

Utility‑scale solar is in the middle of a transition phase in Europe – from a strong growth fuelled by traditional uncapped feed‑in tariff schemes to national tenders with clearly defined volumes.

Europe’s top 3 markets have all prepared or are already using tender schemes for large‑scale solar power plants. The UK utility‑scale solar market, which has been powered by renewable energy obligations (RO), will not be renewed after March 2016 and is making space for an auction process, where a Feed‑in‑Tariff will be offered that is based on electricity market prices with a contract for difference (CFD) to keep a stable remuneration level. In April 2015, Germany started a pilot tender project with three rounds and a total volume of 500 MW for ground mounted systems up to 10 MW each. This awarded around 100 bidders, and lead to the first installations in the same year. France has been applying tenders for some time for

systems above 250 kW – nearly 70% of all French installations in 2015 belonged to that category.

Tender systems are a very good tool for creating transparency in power generation cost, especially for a technology where costs continue to decrease. Despite the burden of the Minimum Import Price (MIP), which kept prices for modules from the world’s largest manufacturing country, China, artificially high, European developers were able to bid at competitive prices. Without the MIP, European developers would offer an even more competitive option for European society to make the transition to a clean power economy. Even in Germany, with rather low irradiation levels, the pilot tender resulted in an average purchase offer from the regulator to the successful bidders at 0.092 Euros per kWh in April 2015, 0.085 EUR in August, and as low as 0.08 EUR per kWh in December.

SolarPower Europe recommends the following regulatory guidelines to unlock the self‑consumption potential cost efficiently:

• Member States should ensure that consumers – residential, commercial and industrial – can freely use the energy they produce while self‑consumed electricity should not be exposed to taxation

• Self‑consumption should be made easily accessible to all consumers

• Prosumer policies should facilitate the reduction of peaks and unlock demand‑side flexibility

• National regulators should design distribution grid tariffs fit for the energy transition

• Market rules should ensure that the excess power can be injected into the grid and properly remunerated

prosumers rather than revising its net‑metering scheme. France debates increasing the share of fixed grid costs and reducing the variable part. In Germany, commercial installations need to pay an EEG levy on self‑consumed electricity. And in Spain self‑consumption has been made de facto impossible.

These barriers are currently reducing the economic benefits for prosumers, very often without consideration for the real amount of money involved. The mutualisation of the unpaid taxes and levies represents for instance so little compared to the budgets of grid operators, that these measures appear as a way to constrain the market rather than fairness for non‑prosumers.

The following chart (see figure 9) shows how a 0.08 EUR/kWh solar power purchase price in Berlin (most of the German bids were awarded to systems in the state of Brandenburg) could be translated to other European capitals – with all other assumptions maintained equal (CAPEX, OPEX and cost of capital). The simplified model shows how cost‑efficient solar has become

throughout Europe under the current regulatory conditions and access to components with punitive import duties on the world’s largest supplying nation. In Madrid, it should be possible to generate solar power at a level of around 0.04 EUR/kWh, which is even less than the world’s lowest subsidy‑free solar PPA that was awarded in early 2015 in Dubai.

Unfortunately, several European countries, where utility‑scale solar provided the base of the solar growth in the past, have yet to establish solar tenders after they abandoned the traditional FIT schemes, such as Spain, Czech Republic or Bulgaria. In addition, these countries and a number of others in Europe have implemented retroactive measures that have damaged the confidence of investors as well as the country attractiveness for energy investments. These measures include FiT cuts for existing installations or later limitation to operating hours, like in Spain. In Belgium, the region of Wallonia has decreased the number of

years of payment for the Green certificates for existing installations. In consequence, the cost of capital for financing solar power plants in such markets is kept at much higher levels than in stable countries, like Germany, countering the cost reduction progress of solar technology and regional advantages.

SolarPower Europe has recently created a task force on solar tenders that strives to establish best practice recommendations in 2016, offering regulators easy access to information need to design well‑functioning auction schemes.

Global grid‑connected solar increased about 25% to an estimated 50.1 GW in 2015, from 40.2 GW in 2014. This means that solar market growth significantly gained speed over 2014/15, when grid‑connected capacity increased less then 9%.

The main countries driving global solar growth were again China, Japan and the US. 2015 marked a year that saw new emerging markets that will add notably to the worldwide demand for solar power, especially India.

With solar power being very high on China’s policy agenda, the Asian country connected 15.1 GW of solar power to the grid in 2015 – that’s a 43% year‑on‑year growth over the 10.6 GW added in 2014. This also represents more solar power than any other country added in a single year ever before. However, China’s official number includes several GW installed in 2014 but commissioned in Q1/2015. Supported by a Feed‑in‑Tariff program, around 90% of the new systems are large utility‑scale power plants; the

plans to diversify towards distributed solar have not further progressed in 2015.

Japan is the only other worldwide market with grid‑connections in the 2‑digit GW scale. It added 10 GW in 2015. While still backed by one of the world’s highest Feed‑in‑Tariffs, Japanese solar demand hardly grew from the 9.7 GW added in 2014.

The US kept its third rank, increasing grid‑connected capacity by 12% to 7.3 GW in 2015 from 6.5 GW in 2014. Driven by a 30% Investment Tax Credit (ITC), again over half of the new installations were utility‑scale power plants. Although the other incentive tool, net‑metering, is increasingly being challenged by utilities and regulators, the annual share of residential solar increased by nearly 70% to over 2 GW. The success of residential solar is also a product of innovative business models, such as third party ownership, which allows home‑owners to add solar to their roof without upfront investments.

Three European countries were ranked among the global top 10 in 2015: The UK ranked fourth, Germany was ranked sixth, and France landed at the 10th spot.

For the first time, India belonged to the top 5 solar markets in the world in 2015. It strongly upped its total solar power target to 100 GW by 2022, and created the International Solar Alliance, a group of around 140 countries that target universal access to clean energy, at COP21. The 2 GW of grid connected PV in 2015 is just the beginning of the Indian solar boom.

While the African on‑grid market has been dominated by South Africa, which added

only around 200 MW in 2015, the low cost of solar power has enticed several newcomers to implement this technology as well. Algeria added 270 MW, and Egypt installed a few utility scale PV plants, after announcing an ambitious program targeting 2.3 GW PV by 2017.

In the pacific rim, Australia remained a secure and stable market for solar power demand in 2015 – it added around 900 MW. While the residential market shows first signs of saturation, the market starts to develop toward commercial and industrial applications.

Europe’s share among global solar power markets continues to decline. In 2015, it represented around 16% of the annual global solar market, in 2013 it was almost double, at

29%. Last year, 2 countries, China and Japan, added more solar than the entire European Continent. In 2016, it could be even 4 (China, Japan, USA, India).

China also became the new number one in cumulative capacity additions in 2015. At 43 GW, it sent long‑time leader Germany to the second rank (with close to 40 GW). Japan was ranked

third, reaching around 33 GW, ahead of the USA with around 25 GW. With close to 230 GW, the world’s total grid‑connected solar capacity has increased by almost 30% in one single year.

With nearly 100 GW of solar power connected to the grid in 2015, Europe represented 42% of the total global PV capacity at the end of

2015. The share has been constantly decreasing since 2011 (see figure 12). In 2014, Europe still owned 50% of the global on‑grid solar capacity.

5. Outlook

Nearly 100 GW of solar grid‑connected solar systems in Europe at the end of 2015 is a truly impressive number. The 15% growth last year doesn’t mean a turnaround for the European solar sector after three years of decline. While the once leading European markets are still in a transition phase, the sector’s growth in 2015 is based on the attractive solar incentive program in the UK. In 2016, solar in Europe will again be characterized by large solar volumes supported by the British solar incentive scheme, but it is unlikely that the final three months of the program will suffice to bring demand for solar to the 2015 level. However, 5 trends will shape solar in Europe in 2016:

1. Solar Battery energy storage is evolving into a standard product that is offered in combination with new solar systems, offering a solution for ancillary services and other benefits to grid operators and an attractive tool for prosumers.

2. Self‑consumption is becoming the main incentive for distributed solar in Europe; with solar power prices being much lower than retail power prices in several countries.

3. Tenders are being established in Europe as the dominant scheme for large‑scale solar plants, transparently showing how low solar power prices continue to decrease.

4. New players are becoming very active in solar that have not played a role in the past. This includes traditional utilities or their off‑springs (like E.on) that are actively moving into the space, addressing everything from utility‑scale plants to residential solar. Big retail groups (like IKEA) are expanding into solar.

5. Europe continues to lose market share compared to both leading and emerging solar markets in Asia and America.

The European Commission under its President Jean Claude Juncker has stated the ambitious goal to be the world leader in renewables. While Europe has indeed been the cradle of the global success story of solar power, others have taken over the lead for a technology, that is now able to generate power at a cost lower than most fossil fuels, off‑shore wind, and quickly approaching onshore wind.

The key to the next solar growth cycle in Europe, however, is in the hand of policy makers – taxes or other obstacles will strongly limit self‑consumption, the crucial mechanism to empower prosumers. Tenders need to be restricted to large ground‑mounted PV power plants, organized transparently and regularly, and at volumes that are large enough to keep administration cost for participants as low as possible. The trade measures in place on solar modules and cells imported from China also need to be lifted to stimulate demand in the European market.

But importantly, driving down technology costs is not enough. The market design and the future RES Directive currently being discussed in Brussels in 2016/17 will be key to make solar a major contributor to Europe’s power mix – and the Continent a future global leader in solar again.
