SOLE SOURCE DETERMINATION The Purchasing Division has been requested to approve a sole source purchase for the commodity or service described below. Pursuant to West Virginia Code 5A-3-10c, the Purchasing Division is attempting to determine whether the commodity or service is a sole source procurement. If you believe your company meets the required experience and qualification criteria stated below, please e-mail the Purchasing Division Buyer at [email protected] with a copy to [email protected] to express your interest in the project. Please forward any and all information that will support your company’s compliance with required qualification and eligibility criteria along with any other pertinent information relative to this project to the Purchasing Division no later than 1:30 PM on April 21, 2014. Requisition Number: DEP16518 Department/Agency: Department of Environmental Protection Detailed Description of Project: One-time purchase of twelve (12) Partisol PM2.5 Air Samplers with expendable supplies. The WVDEP, Division of Air Quality, uses these samplers to collect fine suspended particulate matter of < 2.5 micrometers in diameter from several locations across the State to determine compliance with EPA health-based air quality standards. Proposed Sole Source Vendor: Thermo Environmental Instruments, Inc. 27 Forge Parkway Franklin, MA 02038 Basis for Sole Source Consideration: The model of the PM2.5 sampling instruments must be USEPA approved and meet all applicable EPA standards for Federal Reference/Federal Equivalent Methods. It must: - Have flexible sequential manual sampling platform from PM-2.5; - Have 16-filter cassette supply and storage magazines; - Have built-in software support for multi-point flow rate calibration; - Measure and store ambient temperature, pressure and relative humidity - Have connector for wind speed and direction from an optional wind vane/anemometer; - Have three analog inputs for data from other sources translated into engineering units; - Be capable of meeting EPA data reporting requirements; - Be capable of providing this data in an electronic output to be downloaded via phone, PC, or handheld personal digital assistant; - Be capable of bi-directional communication using AKComm, or equal; - Be capable of running multiple filters in sequence; - Be capable of flexible scheduled sampling (e.g., daily, every 3 rd day, every 6 th day, etc.)
