Full Scope Simulator
• Full scope simulator (FSS) is required to
fulfil Regulatory Body training
requirements and to adequately train
operations personnel on a variety of
operational scenarios
• The FSS must be delivered, installed,
tested, and validated in time to train the
initial operations crews
• The operating organization should have
contract terms with the FSS vendor/
supplier to ensure off-site training will be
completed (and expenses covered) if the
FSS is not delivered and fully operation as
per the contract terms/timing (raises the
topic of “claims management”)
• Similar contract terms should be in place
for the delivery of training to the operating
organization by the vendor/supplier

Large Equipment Mock Ups
• Many vendors provide large
equipment mock ups for training
purposes; some can be delivered
to the NPP/client location, others
are too large to move and are
located at the vendor’s training
facility
• There are many types of mock
ups used in the nuclear power
industry:
▪ Reactor head
▪ Steam generator
▪ Fuel handling
▪ Steam Turbine
▪ Generator
▪ Etc.
• Schedule the training at the
vendor’s facilities to ensure your
time requirements will be met

Equipment Workshops
• These workshops have replicas/mock ups of specific equipment such as:
▪ Diesel generators
▪ Pumps
▪ Valves
▪ I&C equipment
▪ Electrical switchgear
▪ Etc.
• These facilities are used to train both maintenance and engineering personnel
• Due to ongoing training demands, these workshops will need to be located
on-site/adjacent to the site

Training Must Include ApproachesFor Responding To Unusual Events
• A European NPP promoted a plan for responding
to beyond-design-basis conditions
• The plan was submitted to the national regulatory
body for approval
• The plan was not tested prior to submission
• Procedures for unusual conditions (Alternate Operating
Procedures, or AOPs) were not tested
• Operations crews did not receive training for
beyond-design basis events, nor for some existing AOPs
• Training did not normally include field exercises outside the simulator control room for operations
• You must ensure that you meet or exceed all regulatory requirements for training, and conduct
training exercises that are realistic, and use the Systematic Approach to Training (SAT) to ensure
objectives are met and continuous improvement is always pursued

Timing & Location of the Training Center
• The Training Center is typically the first
permanent building completed in the NPP site
• Early completion is necessary to ensure that the
full scope simulator, training equipment, mock
ups, classrooms, etc. are available to Operating
Organization personnel as soon as possible
• It is normally outside of the Protected Area (PA)
security boundary, but within the Owner
Controlled Area (OCA)
• This location outside the OCA also allows for “off-
site” meetings that are close to the NPP
• Because it is not part of the nuclear or turbine
island, it is not subject to the same:
• Security access requirements
• Seismic construction codes
