• Throughout the day National Officers or Chairmen may visit us. Since these men are doing the workof the National Organization this weekend and some of them sit on more than one Committee and /or Commission, their schedules don't allow a fixed time of attendance. Their input is invaluable soexpect and maybe anticipate these "interruptions.“
• The School is designed to give you both a broad and detailed view of the National Organization andhow it can help you be the best to your Detachment. There is so much information that this schoolcould easily last a week. Don't expect to process all of the information presented right away. Takenotes and follow-up later with a letter or phone call if needed to anyone you meet that you feel couldhelp you. No one expects you to be the expert. But you do have to know how to find and access theexperts.
• There will be no smoking during the sessions. However, feel free to excuse yourself wheneverneeded to have a "personal break." We want you to be comfortable. Come and go as you please. Justtry not to distract from the other Commanders if you can help it.
• Notice there are two scheduled breaks other than lunch. If you want a beverage (non-alcoholicplease) to sip on during the school, please bring it along. There will be water provided by the hotel.

• This individual is entrusted with the important duty ofteaching and protecting the cardinal principles of theSons of The American Legion and the supervision ofduties of all other officers of the Detachment. He isguided by the National and Detachment Constitution& Bylaws and by the decisions of the NEC and theDetachment’s governing body yet, responsibility forthe Detachment’s success rests largely upon hisshoulders.

the membership activities of the Detachment and other
duties as assigned by the Commander. There is nothing
more important to the lifeblood of the Detachment than
membership.
� The First Vice Commander should be willing and able to
fill in for the Detachment Commander if the need arises.

• Detachment 2nd Vice Commander� The responsibilities of this office are concerned primarily
with patriotic observances, the development of
Detachment activities, and planning entertainment and
social features that may be scheduled in conjunction with
Detachment meetings.
� Some Detachments may also place this officer in charge
of the Detachment’s Americanism Program.

Detachment to National Headquarters
� This officer is the secretary of the Detachment maintaining
contact with individual Detachment Officers as well as
Squadrons and the National Organization. The Adjutant also
keeps Detachment records and publishes any necessary orders,
announcements, and instructions to the Executive Committee
as well as the Squadrons.

– Chief Financial Officer– Keeps financial records & may approve disbursements– Handles receipts, deposits & disbursements if required– Works with Department Headquarters to track
disbursements for future budgets– Assist Detachment Finance Commission in preparation of
the Detachment yearly budget
� This officer has the responsibility of receiving Detachment
monies and paying all Detachment bills when the Detachment
Commander, and/or the Detachment Finance Commission has
given authorization for payment. The Finance Officer should
have financial reports ready for every Detachment meeting.

– Spiritual Officer– Offer prayers at all organization functions– Officiates at Memorial Services & Funerals– Sends condolences and get well messages– Conducts Memorial Services at Detachment Meetings &
Detachment Conventions
� This officer is responsible for the spiritual leadership of the
Detachment. In addition to attending all meetings, he should be
ready upon occasion to take part in the initiation of new
members, dedication ceremonies, and the funeral services of a
comrade. His opening and closing prayers should be in tune with
the type of meeting being attended. The Chaplain needs to be
aware of the sick and injured members of the Detachment and
take it upon himself to send the appropriate cards or well wishes.

• Detachment Historian– Archives Officer– Prepares the Commander’s Scrap Book– Maintains and preserves important historical records– Detachment Photographer
� This officer maintains a current record of the
activities of the Detachment as a means of continuing
a historical account of its endeavors over the years.
The Historian should start a scrapbook, take pictures,
send articles to newspapers, and could be the public
relations person of the Detachment.

• Detachment Sergeant-At-Arms– Security Officer– Maintains order and decorum during meetings– Has custody of the colors and other physical assets– Responsible for setting up the meeting room
� This officer is the sentinel or outer guard of the
Detachment. In addition to being the custodian of the flag
and Detachment standards, he should be ready at all times
to assist the Detachment Commander. During meetings he
is the eyes and ears for the Commander keeping the flow
of traffic to a minimum during meetings and announcing
and escorting any guests to the speakers table. This officer
is accountable for all Detachment Property.

– Legal Counsel– Offers rulings on parliamentary procedures,
constitutionality, etc.– Advises the Commander and other Officers about their
authority when asked.– Serves as Parliamentarian– Is familiar with Roberts Rules of Order– Writes Resolutions– Updates the Detachment Constitution and Bylaws
� This officer is the interpreter of the Constitution and By-Laws of
the Detachment and may at any time be called upon by the
Commander and other Officers and Members of the Detachment
to rule on the legality of their actions and decisions insofar as
they affect the good of The Sons of The American Legion.

National Commander – Jeff Frain (AZ)

On August 28, 2016 in Cincinnati, Ohio at the 45th National Convention, Jeff Frain was elected as The
National Commander for The Sons of The American Legion for the 2016-2017 Membership Year.
Jeff gains his eligibility in the Sons of The American Legion from his father’s service in the US Army and his
step-father’s service in the US Air Force during Vietnam. Jeff’s father, William Robert Frain, passed away in
1973. Jeff was raised in Michigan by his mother and step-father Earnest Pierson. Earnest Pierson is a
current member of American Legion Post 27 in Apache Junction, Arizona where Jeff is a member of
Squadron 27.
Jeff has served in every capacity at the Squadron level and numerous positions within the Detachment:
National Executive Committeeman, Alternate National Executive Committeeman, Detachment Commander,
Finance Chairman, Adjutant, Children & Youth Chairman, Public Relations Chairman (Department of Arizona),
POW-MIA Committee (Department of Arizona), Detachment Executive Board and Convention Committee
(both Detachment and Department of Arizona). Jeff has served on the National level as National VA&R
Chairman, National VA&R Vice Chairman, National Resolutions Chairman, National Child Welfare Chairman
and Committeeman.
Jeff is married to Patti Helen Frain, celebrating 25 years this year. Jeff and Patti have two children, Erica
Helen Frain and William Robert Frain and three grand children; Kianna, Myha, and Jasiri; All Legion Family
members. Jeff is employed as a Journeyman Mold Maker and enjoys spending spare time promoting
American Legion charities, hunting, fishing and golf.
The Detachment of Arizona proudly and enthusiastically endorsed Jeff Frain’s candidacy for National
Commander of the Sons of The American Legion.
During the 2016-2017 administrative year, Jeff’s theme is “KNOWLEDGE IS POWER” “KNOWLEDGE IS POWER” “KNOWLEDGE IS POWER” “KNOWLEDGE IS POWER”

For the last several years Candidate for National Commander Jeff Frain and our team
have been asking "R u Ready." On Sunday August 28th 2016 in Cincinnati, Ohio
Commander Frain and our team of Vice Commanders were sworn in as your leadership of

getting ready, to now a time for action. Our theme for this year is "KNOWLEDGE IS POWER"
and Commander Frain rolled it out in his acceptance speech soon after being sworn in.
Thomas Edison said, "Learn with both your head and hands."
We have rolled and sent out our "Knowledge is Power" booklet to each Detachment
Commander and Detachment Adjutant's. Now we have asked you to travel to Indianapolis,
IN. to further your education. This way we have asked you to "learn with your head". Next
we will ask you to carry in your "hands" these booklets back to your Detachment's with the
Knowledge you have learned here and pass it on to all your Detachment and Squadron
Officers.
With the KNOWLEDGE that Commander Frain and our Leadership Team have provided for
you, we believe we have empowered you with the learning tools, to work with your hands to
make a powerful contribution for a successful outcome with membership and programs

My Name is Ken Yanke. I was elected as your National Vice Commander, Aug 28th, 2016 at the 45th National Convention of the
Sons of The American Legion, to serve to next year’s election at National Convention in Reno, Nevada.
I am honored to represent the Midwest and to relay information from Nationals to your organization. Please disseminate this
information to your Districts and Squadrons for their review. An informed public makes informed decisions. By now you should
have heard about National Commander, Jeff Frain's "Knowledge"Knowledge"Knowledge"Knowledge isisisis PowerPowerPowerPower tour"tour"tour"tour"
Have you heard of the "Book of Knowledge'? Well that is what I am calling it. Commander Frain and his team of super heroes have
put a book together to help you perform your job. The book is intended to be used to help jump start your knowledge on The
American Legion Family and how to perform actions. Share this book with your Detachment team and filter it down to the
Squadron commanders. This year it cost you nothing to order the book, should you choose to utilize it, that is your choice. The Book
of Knowledge is but a guide. Use it and pass it on.
Along with the Triple Nickel and Blue Brigade Awards, Commander Frain has announced his membership theme. "Be a super hero,
Signup up your American Heroes today" He is asking each Sons member to signup up 3 Heroes or "our veterans" to help grow The
American Legion and The American Legion Family. This goal could almost increase the Legion to over 3 Million members, double
the Auxiliary and triple the Sons. And it is achievable. It starts by asking. my favorite saying is "They can't tell you no, "if", you do not
ask." And remember "GET THEM INVOLVED" to help retain them.
He has a goal of raising $1 Million for CWF. That is just $3 per member. Can you rise to the challenge? In 2015 and 2016, for
Commander Moss, each Detachment in the Midwest hit 100% by National Convention.
This year, the Central Region "Repeated the Feat." But a month earlier! Can the Midwest rise to the challenge and Repeat the feat
a third time? As you are here at this training, use the opportunity to challenge your neighboring Commander, whether Midwest or
not. But do it smartly, make your challenge to Detachments of like size. Make the Challenges, Commander to Commander,
Adjutant to Adjutant, NEC to NEC or Alternate to Alternate. Have fun! Challenge on amount or percentage of Donations, Who will hit
Membership percentages first? Be creative?
The American Legion Family still has a need for us to support their other programs, Oratorical Contest, (Local, Dept and
National) American Legion Baseball, Boys and Girls State/Nation, National Emergency Fund, National Endowment Fund, Operation
OCW, Junior Shooting. All are just some of the programs sponsored by the Sons of The American Legion. Plus thousands of hours
and millions of dollars donated to Veterans in the home and in Hospitals.
By now, all Midwest Commanders should be on distribution of emails from me, with info from the National Organization. You
should be aware of our monthly meetings the First Tuesday of every month at 6:00 PM Mountain Time, 7:00 PM Central time, if not

My name is Joseph Keiser. I had the Privilege and Honor of being elected the National Vice Commander for
the Western Region.
You have by now heard of the National Commander Jeff Frain’s membership goal. We the Sons, let us not
forget about the rest of the Legion Family!
The Commander has set a goal of recruiting 3 new American Legion members each! It will take effort but we
can do it.
The goal for the Western Region is to achieve 100% in membership by the American Legion Birthday in
March. Renewals are the secret to achieving this goal. We are looking for an average 90 % or better renewal
rate from our Detachments. Take care of the renewals early.
We are asking each Detachment to have at least 2 Blue Brigade awards, this entails an individual signing up 30
new members.
The Commander has set a goal of raising 1 million dollars for CWF this year, as well as supporting American
Legion Baseball and the other programs we have. If we reach the million dollars, the President of the
Foundation has agreed to shave his head at the National Convention in Reno on the stage.
These are HIGH GOALS, but just like high jumping in track and field competition anyone can step over a
2-foot-high bar but it takes effort to clear anything 4 foot or higher. So let’s all make the effort!!
Many of you hear us say that “Knowledge is Power”. The Commander’s motto. If you would like a copy of this

“The mission of the Sons of The American Legion Committee on Children & Youth is to formulate, recommend and
implement plans, programs, and activities of The American Legion. The Committee’s responsibility is to promote the care
and protection of the children of veterans; improve conditions for all children and youth with due concern for maintaining
the integrity of the family home; prevent social and physical ills of children and youth where possible, utilizing services and
cooperating with sound organizations and agencies for children and youth; maintain a balanced program that provides for
their physical emotional, intellectual and spiritual needs; and such other purposes as maybe assigned to it by The American
Legion and the Sons of The American Legion National Executive Committee; and to assist The American Legion Children
and Youth Program in carrying on for God and Country.”

Sons of The American Legion has lead the American Legion Family in donations. We raised a little over 50% of the
donations last year alone (2015-2016). I think we need to create more excitement and involvement with the Child
Welfare Foundation. I would like to incorporate the Leading Candidate’s other project with the Child Welfare Foundation.
Make American Legion Baseball the theme this year and revolve it around the Child Welfare Foundation. I know we can
have a successful year just by informing the Detachments and having fun along the way. I agree with the Leading
Candidate that knowledge is power. The more we encourage and inform our members the more they are likely to follow
through and succeed.

The Finance Commission is a low profile but extremely important part of your National
Organization. Much of our anonymity is because we do not have long elaborate reports or major
action items. Where we come in to the picture is that we provide the financial framework to
assure the Sons of The American Legion continues as a viable, high impact organization that
serves our Veterans and the children touched by our programs.
As with any business or organization, we must budget our funds to provide the maximum bang
for the buck. Overspending our resources will eventually bring us to a point where we are no
longer viable. Our budget is set at least one year in advance but can be modified to meet our
obligations. We do not exceed the budgeted expenses as sent forth in the adopted budget, but we
may move expenses around to reflect our actual expenditures for a better budgeting process in
future years. Since we are constantly monitoring income and expenses, we are looking after your
best interests to assure our continued existence.
To receive funding for programming, each Commission and Committee comes to us with a
request for funding. We try to provide those dollars, as long as they fit into the budget product.
Likewise, when resolutions are presented that require funding, we must approve the resolution to
be sure it fits into the overall funding/budget scheme before it is advanced to other Commissions
and Committees for final approval and presentation to the NEC.
We are here to serve you and provide for the Sons. If you have questions or need information,

The Sub Committee on Resolutions is responsible to receive, review and approve Resolutions. The approval
section is not for the Committee to approve the Resolution, but to approve the components of the Resolution.
So, what is a Resolution? It is a description of a problem or situation that is then followed by suggestion as to
how to correct it or make it better. It consists of two parts: the preamble (description of the problem) and the
resolving clause (how it is to be solved or supported). A Resolution in correct format should be one long,
continuous sentence with the preamble clause(s) first and the resolve clause(s) second.
Resolutions are comprised of five components:

perambulatory clauses or whereas clauses. The ‘whereas’ should set the ‘tone’ for the statement.
ActionActionActionAction:::: This is the most important part of the Resolution (operative clauses or resolved clauses). This
tells the reader what action(s) should be taken to solve the challenge set up in the preamble.
Language and tone will play a very important part in determining the strength of your operative
clauses.
SalutationSalutationSalutationSalutation:::: This section informs the reader who actually came up with the idea and should sign under
“Respectfully submitted”. This entity can be one or several people. You can also have a Co-signed
short list of a support group. A strong voice in a debate is far more important than a name on a
piece of paper.
As a general rule, pieces of legislation should be long enough to cover the subject, but short enough to maintain
interest. If in doubt, aim for the shorter side, especially in the background and perambulatory clauses.
The Committee will work for you with available materials and possible training classes at the spring and fall NEC

Volunteering for America’s Veterans speaks to the very heart of why the Sons were created. The Sons of The American
Legion are committed to volunteer service and assistance to the VA Hospitals, State Homes and to assist in Field Service.
It is through our Rep’s/ Dep’s , at the VA. Facilities, that keeps the Detachment informed on the needs at each VA.
facility. They report to the Detachment VA&R Chairman who sees that these needs are met. Many Squadrons can help
with these gaps if informed.
Family Support Network: When families of deployed service men and women find themselves unable to meet their
monthly obligations. They can call on The American Legion to help. Sons can be a big part in assisting these families by
helping with household chores or repairs to the house or car. When the need is financial, the Sons can help their Post in
that area too.
Operation Comfort Warrior: Helping our wounded warriors in their recovery. The American Legion contacts the military
Hospitals, VA hospitals, transition units to obtain lists of the most needed. Then they go to fill the needs of those items
that are deemed “Nonessentials” but are needed to aid in the rehabilitation of our Vets
Supporting The American Legion Charities OCW, Soldiers Wish, The Endowment Fund, Legacy Scholarship Fund, Child
Welfare Foundation and the National Emergency Fund will ensure the Charities are able to meet their needs for
America’s Veterans.
National Veterans Assistance Day: This is the 3rd Saturday in May that we have chosen to promote our commitment to
assistance. Each Squadron/member is asked to assist a Veteran with some task or maybe errands or host a luncheon at
the Post.
Charles B. Rigsby Volunteer of the Year Award: This award is given annually and the recipient is selected at our National
Convention. Each Detachment selects one member at their Detachment Convention and submits him to the National
Adjutant 30 days prior to National Convention. He represents them in this Award process. This award is based on the
applicants volunteering and assistance for the past year from Detachment Convention to Detachment Convention.
Consolidated Report Forms: We can all do a better job of reporting what we do for America’s Veterans. Better reporting
strengthens the American Legions voice before congress.
Make sure all of us do all we can to push the VA&R bar higher than ever.

Membership Training & DevelopmentThe National Membership Training and Development Committee is part of the National Internal Affairs
Commission. The Membership Training and Development Committee role is to insure all training material
is properly prepared and available for the Fall and Spring NEC Meetings.

Have conference calls as needed with the committee to insure all material is properly prepared in a
professional manner for presentation.

Convention CommitteeChairman – Jim Stewarty (NV)
2017 National Convention
Reno, NVAugust 18th – 24th, 2017
The Convention Committee expectations are to design agendas and programs outside of the actual
meeting agenda that will take place in conjunction with the annual National Convention. These are things
to do in the host city with the whole family to keep the spirit of the Legion Family alive throughout the
National Convention. The committee is also responsible for disseminating information about the
convention and its surrounding activities.
SAL Activities planned for the National Convention in Reno, NV
1. The annul SAL dinner will be on Friday, August 18th, tentatively to be held at the Reno Elks Lodge,
located at 597 Kumle Lane, across the street from the Reno Sparks Convention Center. The Lodge has a
full bar, an outdoor terrace area, and a pool. The tentative menu will be a tri-tip dinner.
2. If any National Vice Commander wishes to host a dinner meeting with their region, please have them
send me a request with a date, time, and potential type of venue. I will research local restaurants that
meet the request.
3. I will look into a possible golf scramble if there is any interest.
4. I am looking for any suggestions for any other types of activities, tours, or events.
More details to come once we have finalization on these activities and more! Thank you!

that the National American Legion Legislative Office is working on and reviewing. Working with the
Legislative Commission on resolutions to be brought forward and presented at NEC Meetings.
Washington Conference - The preparation of organizing the conference takes about 3 months with
communications with The National American Legion, SAL Liaison John Kerestan, United States Army,
Pentagon, Flower Shop, Bus Company, Box Lunch Provider, NEC and Legislative Commission. Process will
start in the middle of November.
Communication out to the NEC in regards to the GEORGE B. EVANS GRASSROOTS VETERANS' ADVOCATE OF
THE YEAR AWARD, National American Legion Legislative Priorities for the year 2016 – 2017 and any other
legislative issues that The National American Legion puts forward.
Work with all Committees and Commissions on any Legislative Issue requests that they might have

Veterans’ Employment & Education CommissionLarry ‘Bear’ Weinzirl (MD)
Our Mission Statement will continue to be reiterated.
Which is: “To assist The American Legion in ensuring that America’s Veterans have the opportunity to provide, with honor
and dignity, the economic necessities of life for themselves and their families.”
The American Legion sponsors dozens of “Hiring Our Heroes” job fairs each year, and their employment experts also provide
tips for writing resumes, networking and making a strong impression in the interview process.
Our Commission will once again be utilizing the National Vice-Commanders to distribute the dates and locations of these
hiring fairs down to the Detachments where they are being held. Then hopefully, the Detachments will continue to distribute
this info down to the Districts and Squadrons who will share this info with their Posts and the Veterans that need this
employment. We will also be requesting that Sons provide volunteer assistance at these fairs as it is requested. By the end
of the current fiscal year, I anticipate that we will have distributed out information on an estimated 80 of these job fairs and
we will continue to do so in 2016-2017.
Many states also offer Veterans education benefits and programs of their own ….in addition to ….or as an alternative to
…..Federal GI Bill benefits. The American Legion has a list of these benefits and programs on their website. I will once again
be assigning each of our Commission members a list of Detachments to distribute any additional info out to as it becomes
available.
A continued goal of our Commission this upcoming year will be to push for all Detachments, Districts and Squadrons to form
their own VE&E sub-committees under VAVS as a first step in eventually forming their own stand-alone VE&E Commissions.
Another of our major focuses will be to get info out on the “Veterans Preference” initiative and its success ….or lack of
success …in getting our Veterans jobs in the Federal Government ….including the VA. We will also be picking another area to
concentrate our efforts on. This will be determined by my future conversations with The American Legion’s VEE Chairman for
2016-2017 and how the SAL can best assist them.
With this being only the second year of this new SAL Commission, I understand that we have to walk before we can run. I will
be requesting that each Commission member provide me with where they see our Commission going in the future …….and
how best they feel that we can get there.
I truly believe that the SAL National Veterans Employment and Education Commission got off to a good start this year and I
anticipate that we will continue to develop into a very vital and important Commission of the Sons of The American Legion in
2016-2017.
