Europe’s roads are getting busier and busier. Did you know that the number of private cars in the EU has increased by 30% over the past 15 years? Keeping building new infrastructure is not an option. Transport needs to become smarter, through the roll-out of intelligent transport systems (ITS). And solutions do exist. But how can they be transferred successfully from the lab to the market?

Under its motto «Triggering ITS deployment», the ITS Conference 2013 will bring together high-level representatives from the European institutions and key stakeholders from both public and private sectors of the ITS community in the EU and beyond to discuss this question.

Siim Kallas, Vice-President of the European Commission in charge of Transport, will open the Conference, together with representatives of the Lithuanian Presidency, the European Parliament, the European Economic and Social Committee and the Finnish Ministry of Transport.

The sessions that follow will focus on three topics: Panel 1, “Major ITS developments”, will give an update on promising projects aimed at rolling out ITS services and applications across the EU. Panel 2, focussing on «Seamless travel», will show how ITS services and applications can help people plan their journeys from door to door. Panel 3 will provide insights into the benefits of «Cooperative ITS», interactive technology that allows, for example, to inform all road users in real time about traffic jams, road blocks and alternative itineraries.

Opening session To kick off the discussions, Siim Kallas, Vice-President of the European Commission in charge of Transport, will outline the Commission’s policy on Intelligent Transport Systems. Subsequently, the Vice-President of the Transport and Tourism Committee of the European Parliament, the Lithuanian Vice-Minister of Transport and Communications and the representative of the European Economic and Social Committee will take the floor to present the views of the Parliament, current Presidency of the Council of the European Union and organised civil society on the benefits of ITS services and applications as well as on fostering their deployment.

Building the bridge to the 10th European ITS Congress that will take place in Helsinki in June 2014, the Finnish Minister of Transport will present Finland’s Second Generation Intelligent Strategy for Transport.

Panel I: Major ITS Developments

A lot has happened since the adoption of the ITS Directive in July 2010. Stakeholders and Member States in particular have shown that they are very committed to ITS and willing to foster its roll-out throughout Europe, notably to support services continuity and smarter mobility. A lot of ITS applications have been developed, responding to the needs of both private road users and transport companies.

This session will illustrate this trend by giving the floor to key stakeholders of the European ITS community, who will present recent achievements or developments:

• The Amsterdam Group will present the Cooperative ITS Rotterdam-Frankfurt-Vienna project, which plans to install cooperative ITS roadside infrastructure on this Corridor by 2015.

• The Easyway project will outline its common Guidelines for coordinated and harmonised ITS deployment activities in countries, regions and Europe-wide.

• ERTICO – ITS Europe will present its recent activities, notably the establishment of the ERTICO Network.

• The Polish General Directorate of National Roads and Motorways will present the National Traffic Management System project.

Panel II: Seamless Travel

How much easier would it be to plan a journey if it was possible to compare all itineraries and means of transport in one place! EU-wide multi-modal journey planners will not only make a big difference to people’s travelling experience, they will also generate benefits for society, for the economy and for the environment. Multimodal travel information and planning services can make seamless multimodal door-to-door mobility possible. They make travellers aware of all possible travel options, empowering them to make fully informed choices according to their needs, in terms of modes and routes, as well as assisting them in successfully completing the journey.

The panel will discuss the contribution of comprehensive and accurate real-time travel and traffic information to an enhanced travel experience and optimal modal choices. In this sense real-time traffic information services could be fully integrated with multi-modal travel information and planning services. This would allow travellers to switch between transport modes whenever it turns out that another mode would get them to their destination more quickly or more comfortably. The paradigm shift regarding the role of end-users, i.e. the transition from being pure recipients of a service to being a source of information, will be also addressed in the discussion.

Panel III: Deployment of cooperative systems

Cooperative ITS, such as systems providing real-time traffic information, are expected to dramatically transform road transport. If they are used systematically, they can substantially reduce the number and severity of road accidents. They can make traffic management more efficient; fuel efficiency of vehicles will increase by reducing congestion and eliminating unnecessary stops. Keeping all participants in the transport system up-to-date with traffic information will enable them to make optimal choices regarding the mode of transport they use, the time they start their journeys and the itinerary they follow.

This perspective opens up a whole lot of new possibilities, but also puts on the table many questions regarding critical issues such as safety issues linked to driver distraction, liability or privacy. These policy issues together with other questions linked to market development, existing and new business cases, are being carefully looked at by different stakeholders in view of the deployment of cooperative ITS.

The session will reveal the perspectives of industry representatives such as vehicle manufacturers, but also the perspectives of those concerned in other ways, such as infrastructure managers and insurance companies. A close look at relevant developments in Japan will add an international dimension to the debate.

Opening sessionSiim Kallas

I was appointed Vice-President of the European Commission in charge of transport in February 2010. From October 2004 until February 2010 I served as Vice-President responsible for administration, audit and anti-fraud. In May 2004, I was appointed as the first Estonian member of the European Commission, working in the field of economic and monetary affairs.

Before coming to the Commission I was an active participant in the restoration of Estonian statehood and I served in Estonia as Prime Minister, Minister of Finance, Minister of Foreign Affairs and President of the Central Bank. I was elected to the Estonian parliament three times. I also held the position of the Chairman of the Estonian Reform Party since the party’s creation in 1994 until November 2004, after which I became the Honorary Chairman of the party.

I graduated cum laude from the finance and credit department of the University of Tartu in 1972 and continued my studies as a post-graduate student until 1975. I also currently have the honor of being a visiting professor at the University of Tartu.

I was born in Tallinn, Estonia, on October 2, 1948. I am married and have two children.

Silvia-Adriana Ticău, member of the European Parliament

Silvia-Adriana Țicău is a Romanian Member of the European Parliament, from 1st January 2007. She is Vice-Chair of the Committee on Transport and Tourism in the European Parliament, a substitute member of the Committee on Industry, Research and Energy and a member of the Science and Technology Options Assessment (STOA). With the beginning of the 7th EP legislature, Silvia-Adriana Țicău is also the Chair of the “MEP Danube Forum”, initiated and established, in 2009, together with colleagues from all political groups within the European Parliament. Prior to becoming an MEP, she was Member of the Romanian Senate (Nov 2004-Dec 2006), Minister of Communications and Information Technology (July-Nov 2004) and Secretary of State for Information Technology (Sept 2001- July 2004). She also served as a General-Director for Information Technology and Information Society Development Strategy at the Ministry of Communications and Information Technology (Jan-July 2001). Before 2001, Mrs. Ticău was Director of Operations, Director of Information Technology Department, Software Director, and analyst-programmer in the private sector.

Arijandas Šliupas, Vice-Minister of Transport and Communications, Republic of Lithuania

Arijandas was born in 1973 in Šiauliai (Lithuania). He obtained a Master‘s Degree in International transportation and logistics of Vilnius Gediminas Technical University and one in International management and Business Administration of ISM University of Management and Economics.

Arijandas became Vice-Minister of Transport and Communications in December 2012.

In his role as Vice-minister, A. Šliupas is in charge of the civil aviation, information society policy, international co-operation and also of the following institutions, which fall within the regulation of the Ministry: Civil Aviation Administration, Information Society Development Committee, SE “Air Navigation” SE Vilnius International Airport, SE Kaunas Airport, SE Palanga International Airport, JSC Lithuanian Post, JSC Lithuanian Radio and Television Centre.

Before entering the post of Vice-Minister, Arijandas Šliupas headed the SE Kaunas Airport. Over his career Arijandas has held a variety of positions - Director of Commerce at JSC Litcargus, General Manager at JSC Balti Logistika and Operating Manager at JSC “Nordnet“.

Arijandas is married with one son. He likes spending his free time on downhill skiing and other active outdoor activities.

Josef Zbořil received a degree in polymer science (chemistry), retired after almost 40 years in paper making. He started his career in technical development of paper and board converting operations and in the beginning of nineties, he served seven years in a position of the CEO and Chairman of the board of the South Bohemian group of paper mills. In addition, he served 10 years on the Board of Directors of Spolchemie, a Czech chemical company. He is a member of the EESC since 2004, working in sections TEN and NAT and in the CCMI, and he represents the CZ Industry & Transport Confederation on various bodies of the BusinessEurope in Brussels, CEPI in Brussels and BIAC in Paris, mostly related to energy and environment. He is a member of the Transport Category (EESC) and represents the Czech Confederation of industry in the European ITS Advisory Group.

Merja Kyllönen, Minister of Transport

During the final stretch of her studies, Merja began her political career in local politics. She returned to Suomussalmi and was elected to the Suomussalmi municipal council in the 2000 local elections. In the 2004 local elections, she gained the highest number of votes of anyone in Suomussalmi. In addition to the municipal council, Merja served for a few years as a member of the education and culture board and the municipal board. In the 2004 regional elections, she was elected to the Assembly of the Regional Council and later as a member of the Board of the Regional Council. Merja also holds a number of positions of confidence - she has been on the Tradeka Board of Representatives since 2004 and the equivalent for Service Union United PAM since 2006.

Merja stood as a candidate in parliamentary elections for the first time in 2003, in the Oulu electoral district. The doors to Parliament did not open for her then, but she was elected in 2007 with more than 7,000 votes. Merja’s political career was extended in 2011 when, in April, she was elected for her second term in Parliament and, after a lengthy process of government formation talks, appointed as Minister of Transport in June.

Fotis Karamitsos is Acting Deputy Director General and Director within the Directorate General for Mobility and Transport (DG MOVE) of the European Commission.

His Directorate is responsible for the development and follow-up of the implementation of Maritime transport policy, maritime safety, environmental protection, as well as logistics, land transport and passenger rights.

Recently he has also become acting Director for the Innovative & sustainable mobility Directorate, covering clean transport & sustainable urban mobility, research & innovative transport systems, intelligent transport systems and road safety.

He has also been responsible for the setting up the European Satellite Navigation System GALILEO as regards policy, infrastructure and applications, and for setting the Regulatory framework for the Intelligent Transport Systems.

He is with the European Commission for over 30 years, where he has worked on various Transport issues, as well on Telecommunications, Information society, Environment, Tourism and Research and Development.

Before joining the Commission he worked with the World Health Organisation’s programme on Greater Athens Pollution Control and on the Greek Academic and Public Sectors.

He holds degrees in Civil Engineering and Transportation planning from the Technical University of Athens and from Leeds University.

Panel I: Major ITS Developments Frans op de Beek is the principal advisor for Traffic Management for roads and waterways for the Board and management of the Ministry of Infrastructure and the Environment, Rijkswaterstaat. Currently he is working on the new policy and strategy for traffic management for the Netherlands where cooperative services/systems and public-private partnership play a major role.

He is the chair of the Amsterdam Group and member of the International Strategic Coordination Team of the Cooperative ITS Corridor The Netherlands-Germany-Austria.

He is a member of the CEDR taskgroup N7 “utilizing ITS for National Road Administrations” and co-chair of FEHRL “Forever Open Roads – automated roads”.

His experience in ITS and traffic management started in 1986.

Roberto Ferrazza, born in Rome in 1954, is Chairman of EasyWay and CORVETTE as of May 2012.

He graduated in architecture “summa cum laude” in 1981 at the School of Architecture in Rome and is member of the Italian Association of Architects and Town Planners. Mr Ferrazza holds a Master degree in the management of public investments.

Since 1990 he is civil servant in the Italian Ministry of infrastructures and transport and director of the TEN-T Unit since 2003; also expert in the Common Foreign and Security Policy (CFSP) committee for the European Union, with NATO Security Clearance Certificate.

Mr Ferrazza is the Italian representative in the administrative board of the European GNSS Agency for Galileo and EGNOS and Member of the TEN-T Financial Assistance Committee. He has over 30 years of professional experience in the supervision of international projects at home and abroad.

Dr. Hermann Meyer, Chief Executive Officer, ERTICO – ITS Europe

Hermann Meyer works at ERTICO – ITS Europe, a Public-Private Partnership initiative to support the development and deployment of ITS in Europe. He is a member of the Board of Directors of the ITS World Congress, Co-Chair of the iMobility Forum and a member of the Coordination Committee of the Network of National ITS Associations.

Prior to joining ERTICO, he represented the interests of the Volkswagen Group in the EU institutions in Brussels as Head of the Government Relations Office. He joined Volkswagen in 1995 serving as Manager in the “Sustainability Strategy” Department and as Head of the “Technology and Science” Department in the Government Relations Offices in Bonn and Berlin. He was seconded in 1996/1997 to the Principal Policy Department in the German Federal Ministry of Transport and from 2003 to 2006 to the European Car Manufacturing Association (ACEA) as Director of Environmental Policies. Between 2001 and 2003, he headed the “Vehicle Technologies” Working Group of the “Sustainable Mobility 2030” Initiative of the World Business Council for Sustainable Development.

Andrzej Maciejewski, the Deputy General Director of the General Directorate for National Roads and Motorways, supervises management of national roads, ongoing maintenance, repairs and redevelopment of the road system in place. He is responsible for preparation and implementation of cutting-edge technological solutions on the roads, including development of traffic management centers. His competences also cover road safety monitoring.

Aged 34, Mr Maciejewski graduated from the Warsaw University, using a scholarship of the US State Department in the field of modern management models.

Panel II: Seamless Travel

Olivier Onidi is Director for the “European Mobility Network” within the Directorate-General for Mobility and Transport at the European Commission (from 1/11/2013).

Mr Onidi oversees the Directorate with responsibility for the promotion of the Trans-European Transport Network policy, the implementation of the single European rail area, inland navigation and port policy and the development of infrastructure innovation and investment strategies.

His last assignment was as Director for Innovative and Sustainable Mobility within the Directorate-General for Mobility and Transport. Before, he was Deputy Head of Cabinet of the Energy Commissioner, Mr Günther H. Oettinger. He also worked as Head of Unit for air transport and Head of the satellite navigation system programme – GALILEO, as assistant to Directors-General in the areas of Energy & Transport, External Relations, the Secretariat General and in the cabinet of the Commissioner for Research and Development, innovation, education and training.

Before joining the Commission, he worked as adviser to the Executive Committee of Belgacom and as public policy Manager at American Express International.

Mr Onidi holds a Master of Science in Economics, a Master in European Studies and in Business Administration.

Sir Peter Hendy CBE, President of UITP, was appointed Commissioner of Transport for London (TfL) in 2006, having previously served since 2001 as TfL’s Managing Director of Surface Transport. He led, and played a key role in preparing for, the successful operation

of London’s transport for the 2012 Olympic and Paralympic Games.

He was formerly Deputy Director UK Bus for FirstGroup and previously MD of CentreWest London Buses, managing it in London Transport (LT) ownership, leading it through a management and staff buyout with venture capital backing, and subsequent expansion. He started his transport career in 1975 as an LT Graduate Trainee. Sir Peter was President of the Chartered Institute of Logistics and Transport in 2011/12, and was also Chair of the Commission for Integrated Transport from 2005 to 2010. He was knighted in the 2013 New Year’s Honours List, having been made CBE in 2006.

Jane Lappin is a Senior Social Scientist and Program Manager at the John A. Volpe National Transportation Systems Center, a research and development division of the USDOT Research and Innovative Technologies Administration (RITA). Her work is focused on measuring the impact of advanced transportation technologies on mobility, network performance, and consumer behavior. Her portfolio also includes road vehicle automation, ITS field evaluations, survey research, and support to ITS international research activities.

Ms. Lappin chairs the National Academies Transportation Research Board ITS Committee and co-chairs the TRB summer workshop series on road vehicle automation. She is a founding member and past Chair and Vice-Chair of the ITS International Benefits, Evaluation, and Costs Working Group (IBEC), and has served on and chaired various PIARC and ITS America committees and task forces. Prior to joining the Volpe Center in 1992, Ms. Lappin worked for Abt Associates in its business strategy practice, focused on marketing and organizational behavior. She studied sociology as an undergraduate at Boston University and earned a Master’s degree in business administration at Simmons College Graduate School of Management.

Thierry Elkaim is Head of Smarter Mobility worldwide business for Transdev.

Transdev, born out of the merger of Veolia Transport and Transdev, is a subsidiary of Caisse des Dépôts and Veolia Environment and is an international leading public transport operator. Transdev advises and supports regional authorities, from the pre-project stage to the daily operation of public transport networks, including project management assistance

Smarter Mobility is a solution developed through a partnership with Ibm, providing real-time, predictive information enabling the world’s major cities to streamline traffic flows and individuals to optimize their travel time, across all transport modes (auto, bus, tramway,train, subway, bicycle...). The offer positions Transdev as a global leader in digital innovation in the multi modal mobility market.

Thierry Elkaim was previously with Microsoft where he held the positions of Public Sector Sales Director and Director of Partnerships. Prior to Microsoft, he had held several management positions at Sun Microsystems including Public Sector Director.

He holds an engineering degree from ESME and an MBA from HEC.

Liam Breslin is from Co-Westmeath in Ireland and studied Agricultural Sciences at University College Dublin.

He has worked in the Irish Department of Agriculture and Food and the National Farm Advisory Service.

He joined the European Commission in 1984 and from 1984-1990 he worked in FEOGA Guidance Fund - dealing with Structural Funds and support for Marketing and Processing of Agricultural and Fishery products. He was responsible for grant aid to the Irish Food Industry.

In 1990 he joined DG Research and worked as a scientific officer on food and agricultural research programmes in the 2nd, 3rd and 4th Framework Programmes.

In 1999 he became Head of Unit with responsibility for key actions “Food, Nutrition and Health” and “Environment and Health” in the 5th Framework Programme; and for “Food Quality” in the 6th Framework Programme.

In 2004 he moved to the Transport Directorate of DG Research – responsible for Aeronautics Research.

During 2008-2009 he was interim Director – responsible for the interim phase and launch of the “Clean Sky” Joint Technology Initiative.

Since 2011 he has been responsible for “Surface Transport” in FP7, within DG Research and Innovation.

Panel III : Deployment of cooperative systems

Claire Depré

After some years as assistant of the Director General of Mobility and Transport, Claire Depré has been appointed Head of Unit in charge of Intelligent Transport Systems in Directorate-General for Mobility and Transport. Before joining the European Commission in 2001, she worked in the European Parliament with responsibilities encompassing industry, research and ICT.

Eric-Mark Huitema is responsible for Smarter Transportation Solutions in IBM Globally. He is also the chairman of the IBM Global Intelligent Transportation Solutions (ITS) board and member of the ERTICO (ITS Europe) supervisory board.

As a manager and a specialist in Intelligent Transportation Solutions he has experience in helping cities, regions, governments and the private sector to manage all transportation modes safely and efficiently- on the ground, on water and in the air. This is achieved by implementing city command centres and traffic management centres, systems for asset management, multi-modal transport and road or congestion charging.

Before, he was Partner in IBM’s Business Process Outsourcing division, where he led the sales organisation in Europe. Previously he led IBM’s Strategic Outsourcing practice in the Netherlands for several sectors.

He has experience in managing teams in Public sector, Travel and Transportation, Automotive, Insurance and the Banking. He brings with him strong technology and management skills, developed in local and global operating companies

Eric-Mark joined IBM in 2001 from internet provider Chello of Liberty Global, where he was co-Founder and Global Vice President. Before he worked at EDS International and started his career at Philips Electronics.

Eric-Mark studied technical chemistry at the Technical University of Delft and at INSEAD in Fontainebleau where he finalised his Master degree. He is fluent in Dutch, German and English.

Eric-Mark is married and has 4 children, plays hockey and practices kite surfing. He also is a member of the Lions Club Bollenstreek and the Private business club; Littéraire Sociëteit De Witte.

Bruno Praunsmändel is in charge of Advanced Technology at General Motors Europe.

He started with Adam Opel AG more than 30 years ago, in a fellowship program for electrical engineering.

During his career at GM he has gained experience in various automotive disciplines, such as testing, validation, development of IT-Solutions, purchasing, series development, advanced vehicle development, research, advanced engineering, pre-competitive collaboration, Public Private Partnerships and consortia work.

In the last ten years, he has focused on Advanced Driver Assistance Systems, Collision Avoidance, Automated Driving and Intelligent Transportation Systems, especially cooperative systems.

Bruno Praunsmändel has also been a steering committee-member of several publicly funded projects, such as Invent, AKTIV, DIAMANT, C2C-CC, simTD, DRIVE C2X, and UR:BAN.

Koichi Sakai

Mr. Koichi Sakai is Senior Researcher, Intelligent Transport System (ITS) Division, National Institute for Land and Infrastructure Management (NILIM), Ministry of Land, Infrastructure, Transport and Tourism (MLIT), Japan since April 2008. He joined Ministry of Construction (currently MLIT) in 1998.

Mr. Sakai has been involved in the ITS research, development and deployment activities especially in the field of safety and mobility application using vehicle-to-infrastructure cooperative system on expressways. He has also been involved in the international cooperation such as European Commission and US Department of Transportation especially in the field of Probe Data, Evaluation Tools and Methods, International Standards, and Automation in Road Transport.

Mr. Sakai has 15 years of experience working in the area of road transport planning and intelligent transport system in road transport. He has a master’s degree in Civil Engineering from Tokyo Institute of Technology.

Mr. Sakai was seconded to Directorate H – Sustainable and Secure Society, Directorate-General for Communications Networks, Content and Technology, European Commission, to promote international cooperation in the field of ITS between EU and Japan for six months from October 2012 to March 2013.

Mr. Sakai worked as a second secretary at the Embassy of Japan in the Philippines for 3 years prior to joining the ITS Division, NILIM, MLIT in 2008. He was involved in the official development assistance projects in the field of road improvement and disaster prevention.

Torbjörn Magnusson is president and CEO of If P&C Insurance, the leading Nordic insurance company. If P&C is part of Sampo Group where Mr Magnusson is on the Executive Committee. Torbjörn Magnusson is the vice-president of Insurance Europe, the European insurance and reinsurance federation.

Torbjörn Magnusson holds a Licentiate of Engineering from The Royal Institute of Technology in Stockholm. He started out in insurance at Skandia 1990 and has been with If since the company was established in 1999. He became CEO in 2002. Torbjörn Magnusson was born 1963 and lives in Stockholm, Sweden.

Marko Jandrisits is with ASFINAG, the Austrian road operator of the high level road network. He is delegated to ASECAP, European Association of operators of toll road infrastructures, where he is chairing the permanent working group on ITS. Mr. Jandrisits has a long experience in the field of road ITS and has contributed to work in EasyWay, the eCall implementation platform, field operational tests on cooperative ITS etc. He is co-chair of the Amsterdam Group on behalf of ASECAP and within ASFINAG he is leading the Expert Group on Cooperative Systems.

Wolfgang Höfs

Team leader for „ICT for Transport and Mobility“ in EU Commission’s Directorate General CONNECT (Communications networks, Content and Technology), is taking care of transport and mobility research projects in the Smart Cities and Sustainability unit’s portfolio. His team manages a portfolio of around 60 research and innovation projects focusing on the information and communication technologies’ aspects of transport and mobility. He is in particular engaged in international research cooperation issues, acting as European facilitator of the EU-US cooperation on ICT for transport research.

Before joining the Commission’s services in 2001, he worked for major players in transport and software industry on the implementation and integration of mission-critical IT systems in different European countries.

He studied in London [UK] and Dortmund [DE] and holds a Master’s Degree (Dipl.-Inform.) in Computer Sciences (Informatik) and Business Administration from Technical University Dortmund. His personal research interests are focused on sustainable transport systems, smart mobility and networked societies.

Matthias Ruete

Since 2010 Matthias Ruete has been Director General of the Directorate General for Mobility and Transport (DG MOVE). Between 2006 and 2009 he was Director General for Energy and Transport. 2005 he worked as Director in DG Enterprise and Industry for “coordination for competitiveness’’; from 2000 to 2004 he was Director in DG Enlargement dealing with the coordination of negotiations, pre-accession and financial instruments, first for the ten countries that finalized negotiations in 2002 and then for Bulgaria, Romania and Turkey. From 1998 to 2000 Matthias Ruete was Director in DG Transport in the area of international relations, trans-European transport and infrastructure networks.

His initial post at the European Commission was in DG Social Affairs (Health and Safety) before moving to DG Internal Market (administrator for media legislation, then assistant to the Director General), becoming Head of the Industrial Cooperation Unit in DG Industry in 1993. Before being appointed Director, he was Member of Cabinet, afterwards Deputy Head of Cabinet of Edith Cresson, the Commissioner for Research, Innovation and Education (1995 to 1998).

Mr Ruete’s academic background is in the field of law and political sciences. He holds a Master (London) and doctorate (Giessen) in law and the German state exams in law. Before joining the European Commission, he lectured in Constitutional, European and International Public Law at Warwick University.
