Alsoexpands eligibility tofoster mother,grandmother, andlegal guardians.Abolishes the rulethat the Servicemember had tohave been in thecare of the mothersince the age of 13.

Does not impactcasualty ops.This is pertinentto survivingmothers ifpassed, themembershipeligibility wouldexpand toinclude Vietnam,OEF, OIF,Operation NewDawn & futurecontingencyoperations.Grandmothers,foster mothers,& legalguardians wouldalso be allowedmembership.
