Change India's Language Policy!

Language Activists of 40 Indian languages released “Delhi Demands of Language Rights” and held Candlelight Vigil at Jantar Mantar to highlight the pathetic condition of Indian languages and demand constitutional change to save them.

hailing from different states paid homage to their language martyrs and scholars in a candlelight vigil program in Jantar Mantar.

In a politically significant development, both the speakers of Hindi and non-Hindi speaking states and tribal and border regions, under the banner of Campaign for Language Equality and Rights (CLEAR), a pan-Indian forum of language rights organizations and individuals, collectively release the Delhi Demands of Language Rights. Maithili Bhojpuri Academy, a language development body in New Delhi, supported the initiative with sending representatives of native languages of the northern states, viz, Bhojpuri, Maithili, Vajjika, Bhageli, Magahi and Awadhi.

Major demands include making all 22 languages of the 8th Schedule of Indian constitution the official languages of the Union government, recognizing about 40 languages fighting for their inclusion in the above schedule and immediate support of hundreds of languages of tribal and less populated communities from extinction.

Speaking to the media. Sri Joga Singh, a prominent mother tongue rights activist in India, said, “Mother tongue is the key to successful education, efficient conduct of administration, delivery of services and inclusive development. It is essential foundation for learning a foreign language. This is strongly attested by facts and figures from the whole of world. We can ignore mother tongues at our peril.”

Sri Senthil Nathan, the Federal Co-ordinator of Campaign for Language Equality and Rights, said, “all those who endorse the charter of Delhi Demands are from languages with different legal status in India. We demand a complete revision and amendment of Part 17 of Indian Constitution and make it rewritten with the ideas of language equality and changing environment of language planning in India.”

Sri Anil Chamadia, the noted journalist, when introducing the charter, brought notice to how even the Hindi has been neglected today by the Union government and reduced to a translated language. He highlighted the time has come for all language communities to join hands to uphold the language equality.

Dr. P. Pavithran from Kerala, Dr. Deepak Pawar from Maharastra and Mr Priyank from Karnataka read out the Delhi Demands of Language Rights collectively.

Dr. Debendra Nath Mandal, 85, a veteran of 1952 language agitation in Dhaka in Bangladesh, participated in the press conference and recalled Feburary 21, 1952 protest. It was in the memory of the students killed in the agitation the world today observe the day as International Mother Language Day. In an emotional appeal, Sri Mandal urged the Indian government to uphold the language equality.

The charter release program is attended by the language activists from various states and regions in India. The list of participants and those endorsing the Delhi Demands includes:

Dr. Hemant Kumar Himansu Angika, Sri Jadav Kakoti Assamese, Sri Gokaran Singh Awadhi, Sri Yogesh, Sri Prasant Bhattacharya Baduga, Bengali, Dr. Ramesh Arya, Dr. Sanjay Singh Baghel Bhanjara, Bhageli, Dr. Sunil K Tiwari Bhojpuri, Sri Sumit Gupta Chattishgari, Sri Dheeraj Dogri, Sri Suresh Nautiyal Gharwali/Kumaoni, Sri Rajendra Bahuguna Gharwali/Kumaoni, Sri Balvant Shantilal Jani Gujarati, Sri Anil Chamadia Hindi, Sri Ashwini Kumar Hindustani, Sri Kunti Biruly Ho, Sri Priyank KS Kannada, Sri Faiyaz Dilibar

Breast-feeding in public: NYC library apologizesNew York: A library in New York has apologized to an Indian-origin woman after an employee of the public library asked her to stop breast-feeding her daughter in public. “We will be giving our staff additional coaching to remind them about the proper practice for maintaining a welcoming environment.” CBS New York online on Tuesday cited a library statement as saying, Sherry Singh, a regular visitor at the Forest Hills library, was last week end told to stop feeding her child in the library and breast feed her four-month old daughter in the restroom.

“Me and my other daughter were playing with puppets, when the little one started crying, I started nursing her,” Singh was quoted as saying.

“An employee came over and told me not to breast feed my daughter there,” Singh said. Donna Lieberman, executive director of the New York Civil Libraries Union, said the law allows breast feeding in public.

“It has been the law for quite a while. It is every woman's right to breast-feed in public, Lieberman said. Singh has accepted the library's apology and is not taking any legal action, but she wants the story to go out to educate others.
