1 INTRODUCTION
The Public Hearing for the proposed Pulangi Hydroelectric Power Plant Project was conducted in
accordance with the guidelines set in DENR Department Administrative Order (DAO) 30 series of
2003 and DAO 15 series of 2017. The Project involves the construction of a concrete faced rockfill
dam to impound water primarily for power generation. The proposed hydroelectric power project has a
capacity of 250MW and covers the Municipalities of Damulog, Dangcagan, Kibawe and Kitaotao.
Figure 1 shows the location of the Project while Figure 2 provides a summary of the project
components.

2 INFORMATION DISSEMINATION AND STAKEHOLDER ATTENDANCE
Information about the public hearing for the proposed project including follow-up visit and coordination
was conducted from August 24, 2019 to September 10, 2019. Newspaper notice was published on
August 24, 2019 and August 31 2019 (Annex 1). The Notice of Public Hearing was also posted in the
EMB website last August 22, 2019 (Annex 2). At the ground level, written invitations were distributed
to the Local Government Units, Barangay Officials, Tribal elders/council and other stakeholders. For
the some members of the Indigenous Cultural Communities, information about the schedule and
venue of the Public Hearing was transmitted verbally following the usual practice in the area.
Received invitation letters are attached as Annex 3. Table 2 shows the summary of stakeholders
attendance during the Public Hearing held in each municipality. Attendance sheets are included as
Annex 4.

3.1 Segregated Issues and Concerns
Table 3 to Table 6 shows the summary of the issues and concerns raised during the four public
hearings conducted.

Land There is already existing landslide in our area towards the river (Brgy Magsaysay). Will the establishment of the project worsen the landslide?
The needs to be further assessed. The conduct of a probabilistic seismic sampling has been required as a post-ECC condition. The results of these may be provided to the communities.
People For the land rental, how will the payment be (process on payment)?
A Resettlement Action Plan will be prepared which will contain details of the compensations scheme.
If the land is not titled, will there still be compensation/payment?
All affected properties will be compensated, including improvements. If there is no title,

The 28 households are too few. There are many others not included in the ragging/survey. There should be coordination with the tribal elders before the conduct of tagging/survey.

The bridges and other infrastructure to be affected will be included in the validation
EMB: A position paper on the proposed compensation scheme can be submitted to EMB for consideration.
Houses of higher value (than the proposed relocation unit) should have higher value compensation. Please also consider that in other cases (i.e., plantations) they can still have their land after the project. In your case, the land will be inundated and will not be usable.
The existing income from the land is about P70,000/ha/year.
If there are 3 barangays against the project, what will happen?
There will be continuing dialogue with the affected barangays.
They should talk to the people directly affected to explain to them the compensation package so they will be informed.
During the validation and the RAP, there will meetings with the directly affected persons.
What will be the rental for those titled and those not titled (stewardship only). Will they be the same?
All affected properties will be compensated, including improvements. If there is no title, proof of ownership should be presented such as Tax Declaration.

Way back in 2007, there was a “Save Pulangi Movement”. There was also a resolution passed opposing the project as well as in 2012. It was a surprise for us that in 2017, there was a resolution endorsing the project.
There should be an assembly of the affected and any resolution from the barangay should be done with consultation.
There was a mention of Dam height as 15 m only, now you are presenting a dam height of 147 m. Which is the real dam height?
Once the RAP and validation survey is on-going there will be more consultations with the directly affected persons.
For the dam height, to clarify the 15m height mentioned is the threshold to be classified as a large dam. For this project, the dam height is 143.1 m.

Who is the President of PHPC? Will there be compensation for house owners but not lot owners?
The President of PHPC is Mr. Josue Lapitan.
All affected properties will be compensated, including improvements. If there is no title, proof of ownership should be presented such as Tax Declaration.
When will the Project start?
There is no definite timeline yet for the project start as the necessary permits are still being processed.
People Resident Brgy Natulongan
If the project is implemented, we will lose our land which is our source of income/livelihood. Once the dam is there, the land will not be usable/available.
To compensate for the lost income/land productivity, there will be a land rental for the affected person. In addition, the qualified affected residents will be priority for employment and livelihood programs.
Datu Indao
There should have been a Letter of Intent with project proposal before they started with their activities. There should also be a MOA. It should be noted that the decision making of IPs is through consensus building.
PHPC will adhere to the required processes of the NCIP.
Marcial Sayson-Brgy Talahiron
There was a survey and most people are against the project. There should also be an assembly in Brgy Talahiron with the affected people. And where is the proposed relocation?
As for the assembly, there will be consultations with the Barangay Officials and Tribal Council on this.
As for the relocation site, this will be consulted the affected persons during the preparation of the RAP.
How about those who do not want to rent but want to sell their land instead?
If this is in private lot, this will be based on the negotiations between the company and the affected.
Bukang Liwayway Resident
Proposal/request to pay for the entire 25 years of rent instead of annual/5 year lump sum. How about payment for crops?
This will be taken up with the Board/Top Management for consideration.

A validation survey will be conducted to determine the exact number of affected houses/lots. The presentation does not show the exact number of affected per barangay. Although there is initial information from the first survey, it needs to be processed and validated.
There should be an option for cash instead of relocation.
The will be considered during the preparation of the RAP.

Among the issues raised during the Public Hearings conducted, the following are considered to be

The FPIC process currently being undertaken by the Proponent as a prerequisite for any
activity.
The exact amount of compensation for the land rental that should be followed.
