South Section 4-H Council General Meeting Minutes, September 13, 2014 Agricultural Sciences Complex, Mt. San Antonio College --Draft-- The South Section Council Meeting was called to order by President Noel Keller at 10:09 am. Pledge of Allegiance and 4-H Pledge was lead by Steven Johnson. Introductions were made by everyone in attendance. Everyone stated their name, their county, and ideas on how to incorporate science into a project. A motion to accept the meeting agenda was made by Shannon Penicks, seconded by Mary Ann Smith, and passed. Minutes of June 14, 2014: A motion to accept the minutes made by Beverly Schrieber, seconded by Judylynn Pelling, and passed. Correspondence: None. Officers Reports President: Noel Keller reported. Welcome to everyone who is attending today. Our goal is to have full representation of our nine South Section counties at our meetings. We are currently having some problems updating our South Section website. We appreciate your patience during this period of trying to get the situation fixed. Please contact me or the other council officers if you have any questions or need information. We do have a meeting snack rotation chart on the section website so counties know when they are responsible for bringing the council meeting snacks. If you are unable to provide the snacks on your day, consider swapping with another county and letting me know about the swap arrangement. I am pleased to announce that we again have good South Section representation on state advisory committees for this year. I think it is important to have South Section representation on all the state advisory committees, if possible. I will have John put up a listing of our representatives on the new 2014-2015 state advisory committees on our South Section council website. The listing also will include other South Section representation we have on other committees above the section level. Please contact these representatives if you have questions, suggestions and/or comments for their committees or positions. Although our next South Sectional council meeting will be in January, there will be a special South Section meeting at the State Leaders’ Forum in Sacramento in November. If you are attending the Forum this year, please come to our South Section meeting. Today we will again be trying some new techniques to try to quicken the business portions of our meeting to allow more time for discussions. We will be trying to not duplicate the presentation of information about 4-H activities. In this effort, towards the end of the meeting I will try to wrap up any 4-H matters or topics that were not covered in the reports or discussions during the meeting. Submitting written versions of reports is also very helpful to recording information for the meeting minutes. We encourage brief, concise reporting. We still want everyone to have a chance to be heard about their concerns and questions. Sharing ideas and networking is very important here. This is our first meeting of the South Section 4-H Leaders’ Council meeting of the 2014-2015 4-H Program year. but we are looking forward to another great year of 4-H opportunities and events for our South Section youth. We’ll be trying TO MAKE THE BEST BETTER. Thank you for being part of it. Vice President: Mary Ann Smith reported. As your South Section Council Vice President, I have been and will continue to attend state council executive board meetings with Council President, Noel Keller. Continue to encourage “Youth Presentations” and “Make It and Take It Sessions”. Forms are available on the South Section Site and I have made them available today as well. Arrangements can be made via email if you are more of an e-mail person. I have been very pleased with the presentations and I really like the fact that we are reaching out to our youth by providing this opportunity and experience to them. I was appointed to serve on the Nominating Committee for the State 4-H Leader’s Council. I have literally asked everyone that has been at the past two meetings if they were interested in serving as President or Secretary most of them said NO before I could even finish my sentence. However, as of right now we have our very own Paulette Sauln, San Diego County in the running for President and Stephanie Barrett, Riverside County for Secretary. So South Section will be represented in the election. In addition to asking everyone – Noel and I contemplated on submitting this request to the State Newsletter and we finally decided to go for it, and thought that it could open it up to new volunteers, maybe not to run for a position, but come to the meetings to become involved. Noel wrote a little something up and the state said they would submit it and they did on page (9) nine of the September State Newsletter. It reads: Noel appointed myself, Stephanie Barrett and youth representative Eric Barrett to be on the State Presentation Task Force. I am very pleased that this manual is going back to the table. The last time it was revised was 2005 so we are ready for revision. I would like to bring to everyone’s attention there is a Presentation Survey being circulated to gather more information about the presentation program. When you start this survey I found it best to have gone through the manual and highlight the area you would like to recommend to be modified. You will be asked

· “What modifications would improve Section 1 of the Presentation Manual”. So you understand  the importance of going through the manual prior to doing the survey.

·         “Are the Demonstration and Illustrated talks instructions clear?

·         “Are the Prepared Speech instructions clear?”

·         “Are the Cultural Art directions clear?”

·         “Please explain an No’s. What would help make the instructions more clear?

The questions continue for each of the rubrics. I know that our council has lots of constructive critics on the rubrics. One of them being they are not age appropriate – The wording is confusing – and

most judges thinking in their heads what score they want to give the member – then go back and make sure the rubrics add up to how they want the member to place.

·         “How are judged prepared in your county/section? What resources are provided to them?”

So if presentations are in your line of 4-H Work, please fill the survey out. If all you do is judge, your comments would certainly be appreciated. If you have information for me to convey and the survey isn’t your cup of tea, please fill free to email me your personal comments. Our first meeting is via phone conference on September 25 then the three of us will be flying to Sacramento for a meeting at the State 4-H Office. I am also trying to wrap up the new SLF Manual / Links. I still need comments from a few of you that are in the room. And if I can get those from you before the state meeting in October I would appreciate it. I am also heading SLF 2015 with John Trammell and an awesome committee, but that is on the agenda and I will report on it then.

Treasurer’s Report: Kay Strothman reported. Treasurer’s report can be found on the South Section 4-H Council website. A motion to accept the treasurer’s report and send it to audit was made by Paulette Sauln, seconded by Rick Herbert, and passed. The 2014-2015 South Section budget was discussed. The council added a youth fund, made changes to TIC 2015, and added a $350 expense item to State Leaders’ Forum. A motion to approve the 2014-2015 South Section budget was made by Rick Herbert, seconded by Steven Johnson, and passed. Program: Youth and volunteers that attended the 2014 State 4-H Leadership Conference at UC Santa Cruz shared their experiences to the council. In the 2014-2015 program year, the State 4-H Office is convening a Presentation Task Force, consisting of youth, adults, and staff from across the state to review the 4-H Presentation program. The Task Force is charged with the following: 1. Review and revise the California 4-H Presentation Manual (2005) including but not limited to: presentation types, terms, and requirements; judging criteria; rubrics (review inter-rater reliability statistics of the rubrics). 2. Recommend a standard judge orientation/calibration and explore options for an online orientation. 3. Recommend modifications to the multi-level contest (county-sectional-state).Please help the Presentation Task Force by completing this survey.

County Representatives: In order presented. Riverside: Amanda Penicks reported. Summer camp was July 7th to 11th. Members attended the Orange County Fair in July. Record Book Judging was on August 9. Two members from Riverside County attended the State Leadership Conference held at UC Santa Cruz from August 14-17. Riverside County was well represented at Norco Fair August 31 to September 1. The two clubs that showed there were Alvord Aggies and Woodcrest Pacers. County Awards Ceremony is September 13. Members will be participating at the Southern California Fair in October. Ventura: Terri Hargleroad reported. Had County Record Book Judging yesterday. Successful County Fair in August. Eight members and 1 adult went to SLC. Planning Super Field Day for April at

Ventura County Fairgrounds. Open to other counties. Showmanship, knowledge tests, educational posters, photography, cupcake wars, and iron chef competitions. Ribbons and pins. Silent Auction. Orange: Jan Tubbiola, Beverly and Dick Schrieber, and Kay Strothman reported. We had a fun Summer Camp. Had an active Orange County Fair. Large animal auction prices came in higher this year. The member’s add-ons were helpful. All of the Record Books have been judged and are preparing for state competition. Officer books and the Emerald Star Projects remain to be turned in and judged. Eight Orange County members attended State Leadership Conference at Santa Cruz. San Diego: Paulette Sauln reported. Held elections. New board members: President- Mary Bradley, Vice President- Lindley Mason, Secretary-Robin Phillips, Treasurer- Colleen T., and Policy Secretary- Diana Oswald. A calendar was set up. Members are participating in 2 different fairs. County is had a bus for SLC. Worked well. Slater’s 50/50 Burger of the Month was a fundraiser for 4-H. San Diego and Orange County 4-H received $2,500 from the fundraiser. San Bernardino: Barbara Crane reported. San Bernardino County is hosting a Small Animal Fair later in September. It is open to each county. It will be held at Mt. SAC in the same building that our section meetings are held. All information including registration, event schedule, and more can be found on the section website. John Trammell reported that 4-H Summer Camp, hosted by Los Angeles and San Bernardino 4-H, set tentative dates of June 21 to 27, 2015. Staff applications are open, and any 4-H member from any county is welcomed to be staff. Get updates about camp at http://facebook.com/4hcamp. Imperial: Mary Ann Smith, Steven Johnson and Bryanne Sanchez reported. welcome our Imperial County Program Representative Shanna Abatti. She has been with us since January and she is so full of energy and ideas and she works well with both with members and leaders. We are really blessed to have Shanna and I know everyone in the county would agree with me that she is doing a tremendous job. She is being escorted today by our Imperial County All-Stars. Most of you probably recognize Steven Johnson and our other outstanding All-Star with us here today is Bryanne Sanchez. In addition to being All Stars, they have been elected as our new Imperial County representation for the South section. So are new elected Representatives from Imperial County will be Carlos Lopez, Bryanne Sanchez and Steven Johnson and Advisor, Linda Sanchez. I love the fact that we have 3 youth elected. Since our last meeting in June we had record book judging. Probably around 100 books were submitted. Each member was eligible to receive one county winner and three medalist, so there were lots of opportunities to achieve awards. In Imperial County, we have optioned to keep it project based. Family Camp was held at Pinezanita Campground June 27-29th. The weather was seriously beautiful. There were a total of 30 that attended camp and the focus this year was survival skills. We were a small group so we did everything together so it turned out nice. Everyone learned

about avoiding poison ivy and poison oak, First Aid Kits and First Aid. We practiced making splints for arms and legs using what we could find around camp. Members and leaders were really into it and they were being very creative. We also practiced on how to carry people. Then we went on to tying knots. Something I picked up from Jaylynn and also made para-cord bracelets and we even gave a shot at geocaching which turned out to be very competitive. We had team building activities, scavenger hunt and we had recycled arts and crafts challenges. And we had a lot of really good food. We got back from camp just in time for Achievement Night and Star Awards. Both events were held June 30th and hosted by the All Star team. The emcee was a gentleman by the name of Mike Kelly. He is one of our Board of Supervisors in Imperial County. The event was well attended. We had three members attend California Focus. Baylee Rose, Amy Sanchez and Marty Cortez. They came home feeling like they had really learned more about California government. It is always exciting to meet your senator and they were able to meet with Senator Ben Hueso. For their plan of action they will be applying for the “Revolution of Responsibility” funds which is coming up September 15th. Their plan of action is to help the community through a program called Santa's reading workshop for preschoolers. Their goal is to reach 100 children giving each one a book. The group is asking for book donations from all 4H clubs in Imperial County, but I’d like to open up that invitation to this council as well. All 3 (three) of our All Stars attended the State Leadership Conference in Santa Cruz. Had a great time and came back pumped. Our 4-H Kick-Off was held on September 6th at the Imperial Valley Mall (Yes we have a mall) The All Stars invited all current, returning and new member to the event. Everyone enjoyed a free movie. The had there choice of Teenage Mutant Ninja Turtles or When the Game Stands Tall. There was a wonderful turnout for the event over a hundred members participated. Members brought displays and members also assisted with registration and encourage new members. Something new this year that is happening in Imperial County is Sustainable You! Teen Camp Council. The Teen Camp Council will set up a five-day "day camp" to teach kids about the environment. They will target fourth through sixth graders and the Teen Camp Council will run the camps. They just a meeting this past week. Coming up in a couple of weeks on September 27th is Leader Development Day. On the agenda is Officer training. Most club by then will have had their election of officers. New Leader Orientation, The in’s and Out’s of being a Community Club Leader, Officer Advisor Workshop (This will be focusing on the new Treasure Book guidelines (Chapter 9, Section V,2.), Intro to Record Books for adults, Advance Record Books and they will have a Leaders Round Table. I believe they will also be having a mass Officer Installation on this day. Our All Stars are organizing the National 4-H Week Poster Contest. We are relieved that the National 4-H Week them has finally been released, which is #iam4-H. Awards will be given and the top winners will have their posters displayed at a public businesses and facilities. During National 4-H Week, All Stars have made arrangements to go to City Councils to read and declare it National 4-H Week and to have majors sign the proclamation. We will have a few clubs participate in the 4-H National Youth Science Day. Rockets to the Rescue the mission is to design and build a food transportation device that can deliver food to disaster victims..I know our club usually does this and

they are excited about the theme this year. Our annual Bike Ride is going to be held on October 11th. It will begin at McCabe school and end at Sunbeam Lake Park. This ride is usually around 10 to 15 miles. At the end of the ride there will be food and swimming. Our 38th Annual 4-H Barbecue fundraiser will be held on Sunday October 19th. This is a huge event for Imperial County and it is our major fundraiser. The money we profit from this event goes toward running county events, sending members to conferences, Scholarships and Incentives & Recognition. All of the clubs work together on this fundraiser and though we are running into new challenges this year, we are looking forward to another successful and profitable fundraiser. We have a couple of new county wide projects, Skateboarding and Beginning 4H that will start up toward the end of this month. To wrap this report up. Before our next meeting in January, Imperial County 4-H members will have had their Judging Day and Small Animal Clinic on November 15th, All of the animals will have been purchased for the 2015 California Mid-Winter Fair and we are going to have a Holiday Hoopla which raises fund for our Still Life Exhibit Building. Even further down the line, Our All Stars are going to have the Color Me Green Fundraiser on March 21, 2015. Anyone from Imperial County like to add anything? Santa Barbara: Sierra Aigner reported. In July, members participated in the county fair. Camp Wahoo was held. New All-stars were selected. The county will be participating in the National Youth Science Day. Their activity will be held in October. San Luis Obispo: Judy Birks reported. 7 members from SLO attended SLC. Record books were judged on August 23. County Awards Night will be held October 4. 7 New All-Stars for the 2014-2015 program year. Family Day at the Garden hosted by the UCCE Master Gardeners. Stations for composition, kitchen garden, fire safety, and cuttings. SLO Scientists offered 1 hour program in 9 libraries through the summer. SLO hikers had a night hike with owl calls at Lopez lake on July 26. 3 scholarships offered for citizenship, leadership, and life skills. Aps taken now. Given out at awards night. SLO 4-H “Youth of Distinction” boards displayed at Mid-State Fair, county libraries, county government center. Jr/Teen Leader and officer trainings in SLO Vets Hall will be October 25. Treasurer’s training on October 30 and/or Nov. 2. Community Service Award nominees sought- given out at awards night. Youth Leadership Key Leader needed. New Shooting Sports Key Leader in place. Los Angeles: Judylynn Pelling reported. 4-H Summer camp was help June 22-28, 2014. camp was very successful and a lot of fun. We had 160 campers. August 14-17: members attended State Leadership Conference. LA County FTF committee started meeting during the summer and hopes to have a recommendation in October for the County Council to review. Antelope Valley Fair was held August 15-24. LA County Council met September 6 to discuss updates to County Field Day and voted on updates to the county 4-H calendar. LA County Fair will be August 29 to September 28. September 20 to 27- County Record Book and Officer Book Judging. County planning a science

activity for 4-H week in October. County Awards event and Pet Symposium and Science Day will be held October 11. Our county All-Star Holly Whipple is planning a Junior Leadership Conference for January 31. September 25- Biggest Loser Riding it Forward Initiative. Former Biggest Loser contestant and 4-H Joe Ostazawski is partnering with National 4-H to ride his bike from Maryland to the Biggest Loser ranch in Calabasas, California. He has been speaking with young 4-Hers about childhood obesity and healthy living all throughout his ride. Will start at 5:00 pm. A bike ride from Manhattan Beach Pier to Hermosa Beach Pier and back. September 26 at 1:00 pm- Riding it Forward Finale in Calabasas at Biggest Loser Ranch. Joe will complete his ride, and we are trying to get as many 4-Hers to attend as possible! More details to come, but please strongly encourage all members to attend the 25th bike ride! Teen Council: Amanda Penicks reported. We decided on a theme (Finding the Power Within) which is a superhero theme and are working on creating a logo for the conference. A guest speaker was found at reasonable price. The nurse has been confirmed. We are working on finding a community service project and a few more sessions. The registration forms should be out at the end of September or the beginning of October. In the month of November and December, we will be having a fundraising event that all 9 counties can participate in. We will be attending as audience members at Paramount Studios. National 4-H Week is just around the corner Express your 4-H pride with this year’s theme, “#iam4H.” From October 5 - 11 post a picture of yourself with your #iam4H sign, which can be downloaded at the link below. Please encourage youth, volunteers, professionals, and alumni to share their pride photo on Face book, Twitter or Instagram, along with the #iam4H and #4HWeek hash tags. Spread the Word! Beyond social media, spread the word about National 4-H Week by distributing bookmarks and flyers at local events, hang posters at retail stores, and fill out our press release template to notify your local newspapers and television news stations about the six million young people empowered by 4-H every day. Incentives and Recognition: Fern Vacca submitted. State Record Book Competition:State Record Book Competition will occur the weekend of November 7-9, 2014, using the current manual and forms. Remind your members that they must take the Quick Start Course and the quiz every year. The deadline for completing the course this year is October 1st if they plan to submit their Record Books to state competition. All information related to the State Competition including process guidelines, county check sheet, cover sheet and judges application process are on the CA 4-H website. Applications for State Record Book Competition judges are being sought. If you are interested in being a state judge, please visit the website to apply online. 4-H Uniform Update: The polls closed on June 30, 2014. The 4-H State Recognition and Incentives Committee will analyze and evaluate the results and make recommendations to the Associate Director of 4-H Program and Policy in early 2015. The new uniform selection is a process and will take time to implement. We anticipate that there will be a transition period to the new uniform and an implementation process will be developed in the coming months. The California 4-H policy that states that the uniform is not required for participation will remain in place, regardless of the options chosen. State Leaders’ Forum 2015: Mary Ann Smith and John Trammell reported. Right on schedule with planning. Will be November 6-8, 2015, Crowne Plaza Mission Valley, San Diego, California. Beautiful location for the forum. Parking fee was cut to $6.00 a night. Rooms will be $105 a night for

the conference rate. This rate will last for a few days before and after the forum. There is a shuttle from the airport to the hotel for a fee. We will receive the room rate code 4 months before the forum. The committee did a promotional video that will be shown at SLF 2014 in Sacramento. Our theme is “Keepin it Fresh”. We are working on guest speakers. We will have a SeaWorld speaker on Friday. Those who arrive on Thursday will get a behind the scenes tour of SeaWorld. We will also have a speaker from Texas A&M who was a past 4-Her from Romona 4-H and was a Diamond Star. The committee is also looking into having Joe Fingerhut as our capstone. We plan to have a food drive again as our community service. We will be passing out luggage tags at SLF 2014 with the logo and dates. More details will be released later on as the forum gets closer. State Policy Advisory Committee:  No report.

State Citizenship/Service Learning Advisory Committee: No report. Camp Advisory Committee: Dennis DeYoung submitted. Regarding the State 4-H Camp Conference, that was at Camp Campbell in Santa Cruz Mountains in March. The conference went well and had lots of excellent sessions and a great keynote speaker. If was well attended by both youth and adults and the location was ideal. The camp conference is only held every other year and the next one will be in 2016. The next Camp Conference meeting will be on Saturday September 27th at UC Davis. Collegiate 4-H: No report. California 4-H Technology Leadership Team: Amanda Penicks reported. Members assisted with California Focus from June 13 to 17 with technical support and assemblies. A member attended Texas 4-H Congress in Austin, Texas, from July 13-16. The entire tech team attended State Leadership Conference at UC Santa Cruz from August 14 to 17, conducting workshops, providing technical support, and taking photos. The orientation meeting was held in Davis on September 6. Members will be hosting workshops, technical support, and photography support for the State Leaders' Forum November 14 to 16. State Ambassadors: No report. State Animal Sciences Advisory Committee: No report. State Shooting Sports: No report. Volunteers expressed a need for an archery training. Healthy Living: Ru Ekanayake submitted. As the California National Healthy Living Ambassador, I attended a three-day conference at the National Conference Center in June, in Chevy Chase, Maryland. 4-H Partner evaluation revisions Anti-bullying movement with Cartoon Network; most likely severed because their programs do not reflect 4-H values. Katie Rush from the National Institute for Health Program to educate 4-Hers about the social and psychological impacts of our media-centric world. NIH is willing to partner with 4-H to provide resources and grants to get this program started across America. I’m currently in contact with the facilitators, more info soon, as it can possibly be a county-wide service project! Biggest Loser Riding it Forward Campaign: Former contestant and 4-Her Joe Ostazawski is partnering with National 4-H to ride his bike from Maryland to the Biggest Loser Ranch in Calabasas, California to promote healthy living and combat childhood obesity. September 25th 5:00 pm: Bike ride from Manhattan Beach Pier to Hermosa Beach Pier and back. Encourage your members to come! This is a huge, well-publicized event for 4-H to make a difference in our youth’s health. This is a great opportunity to meet Joe, an extremely inspirational hero and to engage in healthy exercise for a healthy cause. SPREAD THE WORD!! September 26th, at 1 pm: Riding it Forward Finale in Calabasas, CA at the Biggest Loser Ranch. Joe will complete his ride, and we are trying to get as many 4-Hers to attend as possible! More details to come, but PLEASE PLEASE PLEASE strongly encourage all your members to attend the 25th bike ride! WRLF: 2015- No report. Will be an e-forum 2018- Paulette Sauln reported that they are looking into locations. San Diego will most likely be the forum location. Old Business Calendar: Please send any future county dates that are open to other counties to John Trammell. We will add information about the date to our website. Constitution and By-Laws: No update. Section Meeting with State Office: It was discussed at our last meeting about having a meeting with the state office to express our concerns about the future of the 4-H program and the sections. Noel talked to Sandy Cohen during the summer. There are concerns that this is not the right time for this type of meeting. Futures task force will be moving forward. A State Management Board may be put into place. This will mean changes for South Section as well. It was decided that we withdraw the suggeston for such a meeting to take place since we will ot know the outcome to th structure change. New Business Section Field Day: No discussion needed. Historical Section Records: How long do we keep past section records? A committee was formed to go through the historical records gathered from a handful of people to see what the section needs to keep. Dee Keese made a motion to form a committee to go through historical records. Paulette Sauln seconded and motion passed. Barbara Crane volunteered as Chair. Elections: The position of President, Secretary, and two State Representatives were up for election.
