Question from Stephen Foster in relation to the sale of MySouthwest.

Treasurer explained that MySouthwest had be sold to Geoff Finlay for a

token sum of $1, with the Chamber keeping the forward subscriptions paid

as at 30 June 2015 and Geoff servicing those subscriptions until they expired

or where renewed.

Comment from Paul Vukelic in relation to the the net surplus. Paul

expressed his concern at the budgeted amount saying the chamber should

be run as a viable business. He questioned whether there should be a

greater increase in membership subscriptions as this was the main source of

revenue.

12.1. Carol from CineFezOz promoted the Bunbury events and the business card draw for

the MOJO’s event.

12.2. Incoming President David Kerr addressed the meeting. David identified developing

leadership and a strong membership base as key to his time in the role. Also he was keen

to improve customer service throughout the business community and continue his focus on

the CBD being more about the experiences, activities and vibrancy.

Presidents Report AGM 2016

Another busy year and I would like to thank the executive committee who have volunteered to find the extra time in their busy business days to support the wider business community through their commitment to the Chamber. I have appreciated your commitment and support in helping shape the day-to-day activities of the Chamber and our positioning for the future. Your executive for the last year has been Fiona Skilbeck IPP, Mark Seaward VP, Vern Merchant VP, Colette McEntee- Secretary, Steve Down – Treasurer, Anthony Congdon, Katie van den Brand, Doug Green and Leslie Nelson. Thank you on behalf of the broader membership who benefit from your input. To those of you who are moving on to new challenges I wish you all the best and to those renominating for the executive thank you for putting yourself forward.

I would also like to make particular mention of Past President John Saunders, who continues to make a strong contribution to the Chamber through his advocacy around planning issues as they impact the business and not for profit sectors of our community. Thanks for your insights, energy and commitment John.

A significant amount of work has been done on updating our constitution as required with the enabling of the new Associations Act, which came into effect in July. A particular complication has been that we also need to ensure we comply with the Liquor Act so we are working across two legislative requirements with an iterative process to going back to the two agencies to ensure that each stage of the process complies. We hope to be able to present this work to members for endorsement after we are happy that we have met the needs of both agencies.

The executive committee has also been considering how we best position the Chamber to meet the needs of our members and the business environment of tomorrow. An element of this has been designing an internal structure that encourages members to become engaged in developing Chamber policy and services and the recognition that we represent members from across the four local government regions in Greater Bunbury. We are not far off being able to circulate documents that outline our thinking around the structure for member endorsement. To support this process we have developed draft MOU’s with the Bunbury Wellington Economic Alliance and the Geographe Wine Industry Association that establish a framework for increased cooperation in policy development, joint destination marketing and other synergies. The success of the Bunbury Marine Alliance in bringing groups together for joint benefit evidences the potential of this model as it led to the Transforming Bunbury’s Waterfront Project and subsequent strategic funding into our region.

A major exercise over the year has been our involvement in the Transforming Bunbury’s Waterfront Project that has seen $46million in funding injected into our region so far under the Royalties for Regions Program for Stages One and Two. We have been actively engaged in the committee under the Chairmanship of local MP John Castrilli and supported by all the key government agencies, the City of Bunbury, Southern Port Authority and members of the Bunbury Marine Alliance. Work on Stage 1 has commenced, Stage 2 planning and the EPA process for marine infrastructure are underway and the multifaceted Stage 3 is expected to be ramped up in 2018 when existing leases at the outer harbour expire and the EPA work receives approval.

Another exercise that the Chamber and individual Chamber members have been involved with over a number of years has been support for the relocation of a State Government Department to the city. The $29million Royalties for Regions funding commitment for the relocation of the Department of Parks and Wildlife to Koombana Drive is the realisation of that work and representation by Member for Bunbury John Castrilli. Initial roadworks and landscaping has commenced with the installation of a roundabout on Koombana Drive to enable access and it is anticipated that an initial 100 administration and research staff will relocate to Bunbury and that this will grow to 300 over time. The development will include a Visitor Centre that will specifically promote the National and State parks across the State.

Another major strategic involvement over the year has been the Regional Centres Growth Planning exercise, which extends over the four local government areas that constitute Greater Bunbury. This exercise has involved wide ranging forums and consultancies that have analysed the drivers of our local economy and our strategic positioning for the future. Many Chamber members have been involved in this process through the Futures Forum, Motivated Contributors and Cluster groups. A great outcome has been that through the process there has been improved communications and increasing cooperation at all levels of local government and the community. The final report is due at the end of October and we look forward to the implementation of strategies that will take our region forward.

The Chamber has also been an active supporter of funding applications to the State and Federal Governments that have been successful for the development of the Busselton Margaret River Airport which will have significant implications for our region.

As well as these watershed strategic exercises the Chamber has remained active in delivering a range of other advocacy services and participated in and organised networking events and forums for our members.

We have held 12 Business After Hours Events that have allowed member hosts to showcase their businesses to 996 members and have worked to ensure that these have included a number within the light industrial areas. We have also organised 3 meetings in Davenport to identify issues impacting that industrial estate and invited the Mayor and CEO of Bunbury along with representatives of the Police to these forums to improve understanding of the issues and to try and get quick solutions wherever possible.

Over the year our 27 member forums were attended by 1350 people on topics that included:

We have also had regular meetings with Mayor Gary Brennan and CEO Bunbury Andrew Brien, representatives from all political parties (State and Federal), surrounding shires, Regional Chamber of Commerce & Industry, CCI WA, SWCCI and many other groups including BWEA, CME and GIWA over the course of the year. On your behalf I would like to thank Ray, and his team of Alison and Bernadette for their ongoing support. From the outside people do not necessarily see the amount of work that goes into running an organisation such as the Chamber or the many times that staff go beyond reasonable expectations to ensure the future of the organisation. To our members can I say thank you for your contributions over the year, not only through maintaining your membership but through your feedback and ideas that help shape the organisation. In tough economic times it is all too easy to drop organisational memberships as a cost cutting exercise but isolation makes us weaker not stronger and our future becomes less assured. We look forward to your ongoing support and new member growth as we build a stronger voice for business in our region. The Chamber continues to advocate on your behalf and I am confident that the strategies we are proposing to put in place will help deliver a direct benefit to our members and the community in which we do business. We are hoping to formally present an updated constitution and proposal for a restructure and trading name change to the members for endorsement within two months. We are also planning a new customer service support strategy for members and a range of other initiatives including a window dressing expo, in the lead in to Christmas, and a redesigned communications strategy. CEO Report AGM 2016 It is with pleasure I present my report for 2015 – 2016.

Membership – We have made a slight increase in our membership numbers however did not meet our objective set at the beginning of the year to significantly improve these numbers. The membership sub-committee initiated a number of strategies such as the ‘mate’s rates’ campaign, targeted mail-outs, increased use of the media and lifting the public profile of the chamber in general, to promote membership value that I believe will be a solid platform to work from in the coming membership year. We are not alone in the challenge of holding our membership numbers in a changing economic environment and need to be focused on delivering the value businesses require from their membership.

Membership growth is directly related to the value we can provide to members through services, networking and advocacy. The work done this year by the Executive Committee in putting together a proposed new structure that will position the Chamber to be able to leverage opportunities that will come from the implementation of the Regional Centres Grown Planning project. This project has encouraged closer working relationships between the Greater Bunbury Local Governments, State Government Departments and business and industry community groups such as the Chamber, BWEA, Geographe Wine Industry Association etc. The report will be finalised later this year and we look forward to being involved in the implementation strategies going forward.

In relation to Membership Value our membership alliance benefits with CCIWA is seeing a significant increase in our members using the free phone advice hotline to CCI’s employee Relations and Occupational Safety and Health specialists. CCI offers discounted member rates for specialist business services however our members have the choice of using CCI or local providers. Our close working relationship with CCIWA extends through their International Trade Services and we are the only regional office that processes ‘Certificates of Origin’ that will be a growth service with the increased international trade through the Busselton Airport and hopefully through containers via the Bunbury port. We also receive the benefits of CCI’s Policy Development and Advocacy work both directly and indirectly through the Regional Chambers of Commerce and Industry. We are currently working with RAC WA for our members to become a partner in their ‘Membership Benefits’ programme. They have over 800K members in WA and this will be an excellent marketing opportunity for our members as well as capturing some of the through traffic to locations further south. For members looking to try TV advertising GWN has put together a very attractive package backed up by chamber member Lomax Media with a special offer to put together your advertisement. We are also working with a new member in relation to Perth hotel accommodation discounts. Our members also have access to the long established club bar facilities at Chamber House (South Western Club) that also gives you reciprocal membership entitlements at the WA Club, Albany Club etc.

The Chamber through the current leadership of our President David Kerr and previous Presidents, executive committees and staff has a strong platform to work from. Chamber House is a great asset

as the HQ for the business community and our main tenant Business South West provides great support for new and established businesses through business advice and workshops. The Chamber of Mineral and Energy’s SW manager Erin van Noort also has an office at Chamber House and this is a very important linkage into the resources sector. The Chamber is currently negotiating MOU’s with the Geographe Wine Industry Association and BWEA. The Chamber is also represented on the Bunbury Jiaxing Business Office, Bunbury Cruise Ship Committee, CoB Events Committee, Worsley Community Liaison Committee, South West CCI and Regional CCI Executive Committees and many more. Through our sub-committees Business Development and Planning – chaired by John Saunders and the Hospitality, Retail and Tourism chaired by David Kerr we have been able to influence and participate in a number of activities/ forums/ decisions/ events for the benefit of our members and the business community in general.

Chamber House and our licensed Club (South Western Club) has had reasonable use throughout the year for both Chamber functions/meetings/events as well as a Chamber revenue stream for member and external users. There is still a lot more opportunity to use our facilities for the benefit of members and we will be looking for more opportunities such as the initiative one of our members Graham Harvey (Service EQ) has put together ‘Friday with Friends’.

As we have communicated we are in the process of updating our constitution to meet the new Associations Incorporations Act 2015 and using the ‘Model Rules’ will facilitate the update of our procedures especially around Annual General Meetings and nominations and voting.

An exciting new opportunity that we have engaged with through a contract between RCCIWA and the Department of Training and Workforce Development is the provision of ‘Aboriginal Youth Transition Strategy – Employer Engagement’. This will allow us to employ a person to raise local employers’ awareness of the potential benefits of employing Aboriginal people and the various types of assistance/ incentives available for that purpose. This person will also facilitate strategies with the aim of ‘how do we get employers to give youth a go’ so we ensure our future employees are job ready when they leave school. Another important role is to feedback to the AWDC and the Department about the employer perspectives on the barriers to their take up of Aboriginal employees. The Chamber will have an additional employee who will be able to promote the benefits of being a Chamber member. They will also provide a strong working relationship with the South West AWDC and existing and new Aboriginal businesses.

One of the major challenges throughout the year has been around communications with our members and stakeholders. Our Communications sub-committee chaired by Katie Van Den Brand has implemented a number of initiatives including ‘Business Snippets’, a number of Social Media platforms, regular meetings with media and monthly ‘Presidents update’ in the SWT’s to name a few. Our monthly flagship magazine (BFM) has now an online option, thanks to Donna at The Print Shop. Over the next couple of months, the committee will be surveying our members to get their feedback in relation to our future communications strategy.

I would also like to take this opportunity to thank our GOLD members and Partner members. The Chamber still relies very much on the significant contribution from our GOLD members as is evident

in our financial report. Current Gold members AMD (8 years) and Commercial Realty (8 years) were two of the inaugural five Chamber members who took up the sponsorship in 2008. Our other current GOLD members are MGIB (5), Sonic Health Plus (6), LGM Industries (4), Commonwealth Bank (1), McDonalds (1) and South 32 (6). This contribution helps us keep the membership costs down for the majority of our members who are very small businesses.

Our Partner members support the Chamber in the following ways –

1. CipherTel – maintenance and Internet usage for the Bunbury CBD WiFi 2. My SouthWest – Chamber website and graphics support 3. Bartercard - $5000 trade dollars. 4. ProcessWorx – Hosted portal with managed HR system. 5. West Australian Regional Newspapers - monthly half page advertisement run as newsletter

for the Presidents update, special advertising offer new members, local project support.

I am excited about the coming year, especially being an election year and the focus that will be on the Greater Bunbury region. I look forward to working with the new Executive Committee and the internal sub-committees, external committees and the collaborative partnerships we form as we play a significant part in supporting business and economic development for our region’s future prosperity.

Finally, I would like to thank Allison and Bernadette for their support and contribution to the Chamber operations. We have a big year ahead of us and encourage Chamber members to get involved, even if it is just to give us feedback or suggestions on how we should be doing things better.

2016 Treasurer’s Report SWBA Inc It is with pleasure that I table the financial report and auditor’s report for the year ended 30th June 2016.

Highlights for the year:

1. Overall results for the year were a net surplus of $2,235. We had originally targeted a surplus of $25,253. Unfortunately, our revenue was below budget mainly in the area of membership subscriptions – we had planned on a growth in net subscriptions of $20,000 but fell short of that growth with a flat membership position.

2. Overall revenue was up $6,001 from $459,648 in 2015 to $465,649.

3. Membership revenue was flat at $209k (2015: $205k) with additional income coming from our sponsors

compared to 2015 being up $12k.

4. Our function income with a corresponding decrease in costs was down on 2015 by a net $6k.

5. Cost wise our overall costs were $463,414 (2015: $441,674). Our wage cost was up $13k on last year with most of that the result of bringing a LSL provision to account of $6,252 (2015: nil) and the holiday entitlements increased by $6,858. Setting aside these non-cash costs we were on par with the previous year. Membership services costs increased from $12k to $23k and this includes CCIWA subscriptions of $7,687, Gold sponsor costs $8,965 and marketing costs of $6,565.

6. Our balance sheet remains strong with cash reserves of $201,128 (2015: $206,065). Our overall Net

Assets stand at $1.745m, the bulk of that is the land and buildings $1.606m. Overall the results for the Chamber were satisfactory by achieving a small surplus for the year. We are totally reliant on our membership and sponsorship which provides 59% of our revenue. Our gold sponsors are a vital part of our revenue providing $63k or 13.5% of our revenue. As we progress into the 2016/17 financial year we as an executive have resolved to have no increase in membership fees for this year. We continue to look to other sources of revenue to support the Chamber and this year we have been successful with the regional Chambers in running the Working Together Program in the region. Thank you to our hard working team at the Chamber in Ray, Alison, Bernadette and Peter for the support that they provide me in my role as Treasurer.
