Director’s Remarks Our mission at South Central Service Cooperative is to “empower our schools and communities to meet their educational goals through all available resources. By linking our schools together for success, our spirit of cooperation guides us to practice what we teach.” Empowering our schools and communities to meet their educational goals through all available resources is a guiding principle for South Central Service Cooperative. Since our beginning in 1985, the staff continues to strive to put students first. To do that, we work to address the needs of licensed and non-licensed employees in our districts. This includes teachers, administrators, counselors, cafeteria workers, bus drivers, board members, and parents. To inform our public, the staff at South Central Service Cooperative researched and composed this annual report of services delivered to our schools during 2012-13. This report will document services and products delivered by each department; it will also provide extensive financial information. The purpose of this report is to inform participating school personnel, local district board members, area legislators, Arkansas Department of Education personnel, the Governor and his staff, and other interested parties about the services of the South Central Service Cooperative. We trust that by providing this information we will make people aware of services that they may not use because of a lack of awareness of their availability. We also hope that those who utilize these services on a regular basis will be made aware of the depth of offerings, so they can utilize all that is available and also give us feedback on strengths and areas of concern. The South Central Service Co-Op area includes thirteen school districts in four counties; this equates to approximately 1,267 public school teachers and administrators and 15,544 students. Some services are provided to several private schools, home schools, etc. in the area in keeping with federal rules and regulations concerning federal funds also generated by those students. A close working relationship has also been established between the co-op and SAU in Magnolia. South Central Service Cooperative also works with Henderson State University to coordinate Pathwise Mentoring training for our districts and with the University of Central Arkansas and SAU to offer Common Core State Standards Mathematics instruction to teachers through a grant from the ADE. This grant is a Math/Science Partnership Grant. The staff members of the South Central Service Co-Op have carefully prepared this report in compliance with A.C.A. § 6-13-1020 which requires, “In an annual meeting of the board of directors, . . . the education service cooperatives shall report to their constituent school districts on the year’s operation.” This document represents a wide range of services and activities. Included below is a list of services jointly shared by our member districts and by some districts outside the SCSC boundaries; districts outside our co-op purchase their share of the services.

In 1985, four employees staffed the co-op; however, in 2012-13, there are 62 full-time employees and 9 part-time employees. SCSC hires, on a consultant basis, speech therapists, occupational therapists, physical therapists, psychological examiners, interpreters, etc. based on IEP specified needs for our 3-5 year old students. Consultants are also employed to provide summer, after-school, and specific-topic workshops; classroom demonstrations; grant writing; etc. A revenue spreadsheet is included with this report that represents a five-year span of account revenues. On January 13, 2011, South Central Service Cooperative moved into its new home at 2235 California Avenue. From a space standpoint, our old home had approximately 7,800 square feet of space compared to approximately 13,500 square feet in the new facility. The parking lot is a popular item at the new building. No longer do teachers have to park in the cemetery when the parking lot fills! We are very thankful for the partnership with the City of Camden on this building. Common Core State Standards and Arkansas’s new teacher evaluation process are huge endeavors for our schools in the coming years. South Central Service Cooperative is investing people, time and money so our schools and students will be successful in these efforts. As our mission guides us, the staff at South Central Service Cooperative will strive to “link our schools together for success.”

VI. Anecdotal Reports
South Central Service Cooperative Arkansas History Sesquicentennial Training: A one-semester Arkansas History course was provided for iPad Mini participants, which is a way to provide training in new methodologies for teaching. The Arkansas History Sesquicentennial training is long-term and is designed toward continuous improvement. Each participant received an iPad Mini and a cover along with instruction on how to use the iPad Mini and the iMovie App to create lesson plans that integrated technology into a lesson focusing on Arkansas history since this year is the state’s sesquicentennial. Harry Dickens, a private consultant for Corwin Press, provided a full day of instruction on developing Arkansas History videos using the iMovie App. Dr. Ben Johnson, Professor of History at SAU, provided a three-hour session on Arkansas History to provide content support for the group. Anna Warriner, SCSC K-12 Literacy Specialist, Jo Ann Womack, SCSC Interim Technology Coordinator, Carmen Borne, SCSC Distance Learning Coordinator, and Christa Brummett, SCSC Biology Instructor, worked with the group for a semester as they developed their on-line content which included videos. These lessons are housed on the SCSC website under the link entitled, “Arkansas Sesquicentennial Film Project.” Districts that belonged to this consortium were able to send teachers for no additional registration fee to workshops throughout the summer that addressed science, mathematics, social studies, technology, etc.
South Central Service Cooperative Administrators’ Conference: The SCSC Administrators’ Conference was held July 18-20, 2012. The focus of the conference was increasing student achievement by leading their districts and schools through the state initiatives. Presentations were provided to guide the participants through each of these programs: Arkansas Teacher Excellence and Support System (TESS), the Arkansas Leader Excellence and Development System (LEADS), Common Core State Standards (CCSS), PARCC Assessments, the Arkansas Induction Mentoring Model (AIMM) and incorporating technology in the classroom. Additional training will be provided for TESS, LEADS, CCSS and PARCC during the 2012-2013.

Co-op personnel may write the reports, or the descriptions may be written by local schools served by the co-op. These reports may also include letters sent to the co-op or evaluations of a co-op activity.

The South Arkansas Mathematics Standard Partnership: In July 2011, South Central Service Cooperative partnered with Southern Arkansas University’s Educational Renewal Zone (ERZ) to write a federal grant proposal entitled The South Arkansas Mathematics Standards Partnership. This grant was approved for Year 2 during the 2012-13 academic year. Grant writers were Tim Daniels, Associate Professor of Biology from SAU and Pre-K-12 Science Professional Development Consultant for SCSC, and Roger Guevara, SAU ERZ Director. The partnership was designed as a three-year project to create and provide professional development activities to enhance both teacher content knowledge, as measured by approved pretests, and instructional skills in two learning progressions identified in the Common Core State Standards for Mathematics. Instructional skill growth was measured by the use of an instrument called the Revised Teacher Observation Protocal (RTOP). The focus group for the training was teachers of mathematics in grades 3-8. For Year 1, the two learning progressions identified in a needs assessment were the Measurement and Data domain in grades 3-5 and the Statistics and Probability domain for grades 6-8. The total amount of the grant for FY12, Year 1, was $167,807.04.
For Year 2, the two learning progressions identified via a needs assessment device completed by Year 1 participants for extending learning to Year 2 were Number and Operations, Fractions for grades 3-5 and Operations and Algebraic Thinking for grades K-5. The Measurement and Data domain from grades K-5 and the Statistics and Probability domain from grades 6-8 continued to be used as a context when meaningful and appropriate. The total amount of the grant for FY13, Year 2, was $178,001. Funding will be continued for one additional year, Year 3, based on the progress of the teachers in content knowledge and in the use of the revised instructional methods taught.
The partnership is a collaborative effort of Southern Arkansas University, the University of Central Arkansas, South Central Service Cooperative, and 14 public schools including: Ashdown, Camden-Fairview, Emerson-Taylor, Foreman, Fouke, Genoa Central, Harmony Grove, Hope, Junction City, Magnolia, Norphlet, Smackover, Strong-Huttig, and Texarkana. A total of forty teachers are participating in the training. Linda Griffith, Professor of Mathematics at UCA, and Tim Daniels, Associate Professor of Biology at SAU, delivered training at SCSC during three Saturdays in the fall of 2012 and during three Saturdays in the spring of 2013. An additional ten days of training will take place in June and July 2013. Half of the class will meet at SCSC in Camden, and the other half will meet in Texarkana. Compressed interactive video will enable the two professors to team teach both groups, even though the sites are in two separate co-op service regions.

Goal The goals of the South Central Service Cooperative’s ABC preschool program is to identify qualifying 3-‐5 year old students and provide a quality preschool education in a safe, nurturing, age appropriate environment. Program Summary The South Central Service Cooperative provided ABC preschool services to 217 students in seven school districts in the Cooperative area. The curriculum is aligned with the Arkansas Early Childhood Framework to promote student readiness upon entry into kindergarten. Students are presented hands-‐on activities using manipulatives and technology that, when coupled with teacher guidance, encourage social, adaptive, cognitive, language, and motor development.

Major Highlights of the Year Two early childhood staff members have been trained as a presenter of PreK ELLA, an ABC required literacy program. One staff member has been trained to present Common Core Curriculum as it relates to early childhood. The South Central Service Cooperative’s early childhood program has collaborated with local and regional early childhood programs to provide quality professional development to early childhood professionals in the area including Conscious Discipline, Gross Motor for Early Childhood, and Development of Fine Motor Skills. The early childhood program also partnered with local agencies such as HIPPY and Headstart to provide activities for families in celebration of Arkansas Children’s Week. The use of technology has been extended to enhance evaluation and observations for the use of student portfolio and data collection. Training has been provided to support the use of digital technology as assessment tools.

Program Summary The Financial Applications Field Analyst provides services to districts within Arkansas that utilize the FMS statewide Financial Management System software. Financial Management Systems Applications computer software is used primarily to process and record financial transactions. The SunGard Pentamation financial management system application provided by APSCN includes the following integrated modules: Fund Accounting, Human Resources, Fixed Assets, Personnel Budgeting, Budget Prep, Purchasing and Warehouse. The Financial Field Analyst provides technical, practical and accounting assistance for all of the modules as well as for the statewide reporting cycles or Statewide Information Systems. This vision was developed by the National Association of State Directors of the Career and Technical Education Consortium (NASDCTEc) to emphasize the critical role that CTE plays in our nation’s educational advancement and economic competitiveness. The theme for this new vision is “Reflect…Transform…Lead.” It is based the following five principles:
. CTE is critical to ensuring that the United States leads in global competitiveness.
. CTE prepares students to succeed in further education and careers.
. CTE is a results-‐driven system that demonstrates a positive return on investment.
. CTE is delivered through comprehensive programs of study aligned to The National Career Cluster framework.
. CTE actively partners with employers to design and provide high-‐quality, dynamic programs.
This new vision for CTE charts an innovative and challenging path to ensure CTE will provide the education and training necessary to prepare the workforce for a global economy. Arkansas Career and Technical Education embraces this new vision and the principles on which it is based. Through strong CTE programs, our state and our nation are developing our most valuable resource—our people. The technical knowledge, workplace skills, and real-‐world experience gained through CTE prepare our current and future workforce for the high-‐skill, high-‐wage, high-‐demand careers so vital in today’s economy.

Program Summary
The South Central Service Cooperative’s Career and Technical Education Department provides supporting resources to enable the thirteen public schools and two secondary centers in our Cooperative area to initiate and maintain quality CTE programs in accordance with the Arkansas Department of Career Education’s Strategic Plan, Goals and Objectives. School districts in the South Central Carl Perkins Consortium are allotted funds through the Carl D. Perkins Career & Technical Education Act of 2006, usually referred to as Perkins IV. The amounts of these funds are determined by a state distribution formula. Once funds are assigned to a consortium, the funds lose their identify. The South Central Service Cooperative’s Perkins Consortium consists of eight school districts. The CTE office encourages the development, implementation, and improvement of CTE programs for “all” districts in the cooperative service delivery area by providing: data collection and reporting; evaluation of CTE programs in schools; technical assistance in the form of professional development, new teacher assistance policies and procedure interpretation, resource distribution, support services for special populations, and start-‐up grant support. The CTE coordinator provides support for programs of study, curriculum frameworks, career planning systems, end-‐of-‐course competency testing, and academic attainment of CTE students. The Coordinator also is responsible for preparing and administering the Carl D. Perkins Consortium Application which includes the preparation and submission of the application, budget management, implementation of Perkins activities, proposal accountability, technical equipment purchasing, distribution, and inventory, and preparation and submission of completer and placement reports for member schools. The CTE Coordinator also represents the education cooperative at local, state and national events and activities.

Major Highlights of the Year Perkins Activities for 2012-‐13 included the following
A. “Mobile Technology in the Agriculture Classroom” -‐ Taylor High School. I purchased 10 iPad2 tablets, 10 Otterbox Defender cases, 2 PASCO Pasport airlink2 Bluetooth-‐enabled radios, 1 PASCO Pasport Soil Moisture Sensor and 1 PASCO Pasport Force Platform to enable students to perform various classroom projects and math/science based experiments. These iPad2 tablets enabled students to take part in interactive lectures, wirelessly perform research within the agriculture classroom, and provided the mobility to conduct experiments anywhere around the agriculture facility to further their understanding in the following areas: Students in animal science classes used the mobile technology to research various topics in the animal science industry, performed health management labs by using the PASCO Pasport temperature sensor along with the PASCO Pasport Airlink2 Bluetooth-‐enabled radio to wirelessly transmit information to the iPad2 while checking vital signs in livestock. The PASCO Pasport Force Platform was used to weigh and record various items such as feed samples, young animals, and small animal breeds. In plant and horticulture sciences, the iPad2’s were used in a variety of research projects and classroom activities, as well as laboratory projects in the greenhouse. The PASCO Pasport pH and soil moisture sensors were used to test soil and water conditions during experiments in the greenhouse and the community garden. Each of these sensors were also used in conjunction with PASCO SPARKvue software, which is a free application available for download through the Apple Store. This technology has been used throughout the Agricultural Sciences & Technology curriculum at Taylor, from interactive lectures in the classroom to in-‐depth lab experiments in the mechanics laboratory, the animal science facility, and the greenhouse laboratory.
B. “Making Wise Decisions About Parenting” -‐ Norphlet High School, Family and Consumer Sciences. We purchased a 5-‐Baby Total Parenting Experience Package which included 5 Real Care babies, 1 Real Care Shaken Baby, 1 Real Care Drug-‐Affected Baby and 1 Real Care Fetal Alcohol Syndrome Baby, storage cases, curriculum and baby supplies. This project provided resources for the teacher to use in helping students see the importance of avoiding dropping out of school due to pregnancy, learning best practice parenting skills and understanding the consequences of actions, before and after becoming parents.
C. “Formative Assessments for CTE” – Emerson-‐Taylor, Harmony Grove-‐Sparkman, Parkers Chapel and Smackover High Schools. SCSC entered into an Agreement with PCG Company to provide on-‐line formative assessments for the CTE classes that are tested by the Arkansas Department of Career Education for these schools. These tests were created by teachers in the Wilbur Mills Education Cooperative area and are being marketed by PCG as a way to increase EOC test scores. The tests and results are delivered using the same software as the CTE EOC testing.

D. “CAERT Lesson Plans” – Harmony Grove, Sparkman, Emerson, Taylor, Smackover and Junction City. Renewed CAERT lesson plan subscriptions for all consortium Ag teachers for two programs of study each. Ten Dell computers and an HP printer were purchased for the Ag program at Emerson in order for them to be able to efficiently run this software. These computers will also be used for EOC testing and other research projects in the Ag classrooms.
E. “Classroom Management in CTE” – Bearden High School, Computer Tech, Keyboarding and Career Orientation classes. An update to the Synchroneyes Software, which is now called Smart Sync, was purchased. This software enables the teacher to easily monitor and guide lesson activities so pupils stay focused on learning in a computer-‐based environment. Features of the Smart Sync Software include monitoring, broadcasting, capturing and locking of students‘ computers, and the capability to create quizzes.
F. “Industry Certifications” – Bearden and Harmony Grove Business Classes. An Adobe Certified Associate classroom site license was purchased for both schools. This license, which includes practice tests allows students and teachers to obtain their certifications in various Adobe products, such as Photoshop, Dreamweaver and Flash. We also purchased a 5-‐seat GMetrix license for the full Office Suite for Harmony Grove that includes certifications in Word, Powerpoint and Excel.

It is the goal of the Early Childhood Special Education Program to address the needs of children with disabilities through speech therapy, occupational therapy, physical therapy and teacher facilitated direct instruction to assist students in achieving their maximum potential.

Program Summary
The Early Childhood Special Education Program serves children with disabilities ages three through five. The program includes the following delivery options: preschool classroom, itinerant and homebound. Students receive educational and related services designed to meet their unique needs. Services provided include: screening, diagnostic services, specialized instruction, speech therapy/language development, physical and occupational therapy. The number of children served on December 1, 2012 Child Count was 253.
Major Highlights of the Year Child Find, Developmental/Speech Screenings, Hearing/Vision Screenings, Developmental Assessments, Speech Assessments, Referral/Evaluation/Annual Review Conferences with Parents, Quarterly Progress Reporting. The use of technology has been extended to enhance evaluations and observations for the use of data collection. Training has been provided to support the use of digital technologies as assessment tools. Coordinated with GT teachers and put together a GT Program Guide. GT coordinators can use the guide as a resource for forms and how to meet the GT standards. Coordinated with the GT programs that were being monitored using the new online system. It was wonderful working with such professionals. Each school received their program approval from ADE.

Program Summary The SCSC Literacy Program is funded through grants from the Reading Department of the Arkansas Department of Education. Legislative Act 44 of 1983, which established the need for an increase in student achievement scores, initiated the funding. It was then continued through Act 999 of 1999, the Arkansas Comprehensive Testing and Assessment Act, which established that in Arkansas, all in-‐service training should be geared toward teaching Arkansas standards and reading student achievement. Early Literacy Learning in Arkansas (ELLA) is a two-‐year professional development opportunity aligned to the Common Core State Standards, designed to assist teachers in Grades K-‐1 in implementing instructional techniques that support emergent learners. Effective Literacy (ELF), a component of ACTAAP, is a two-‐year professional development opportunity aligned to the Common Core State Standards, focusing on a comprehensive literacy approach for instruction assessment, and intervention in grades 2-‐4.

Disciplinary Literacy is a professional development opportunity designed for content areas teachers in social studies, science, and technical subjects in grades 6-‐12. This workshop is designed to help integrate content learning with research-‐based literature aligned to the Common Core State Standards. Comprehensive Learning for Adolescent Student Success (CLASS) is a two –year professional development designed for grades 5-‐12 to implement a framework to teach the Common Core State Standards. Literacy Design Collaborative (LDC) is a program that gives support to 9th and 10th grade collaborative teacher teams (including literacy, social studies, science, and CTE) in the implementation of modules to help meet Common Core State Standards. These modules use the backwards design model to allow students to reach their learning goals. The Common Core Big Shifts workshops are also offered during the summer. These include Close Reading, Explanatory/Informative Writing, Argument Writing, Foundational Skills, Phonemic Awareness, and Vocabulary. Major Highlights of the Year: The Literacy Department will once again facilitate the Annual SCSC Reading Fair in May 2013. Students in grades 4-‐6 will share their passion for reading with each other. During the past year, we have hosted quarterly Literacy Instructional Facilitator’s Professional Learning Communities. Area Literacy Coaches and Specialists attend to hear the latest updates from ADE, CCSS, and PARCC. We also address strategies and resources that best meet the needs of our districts and students. Technology has also been introduced during these trainings. We have both attended Capacity Building Coaches Training by Diane Sweeney. Next year, we will offer this course to our coaches (literacy, math, and science) in our co-‐op area.

in Math and Science Goal The goal of the South Central Service Cooperative Mathematics Instructional Specialist Program is to assist all participating education institutions in meeting the goals and state standards established by the Arkansas Department of Education by promoting and supporting effective, research based mathematics practices for all students by providing opportunities and technical assistance to teachers, instructional facilitators, curriculum specialists, administration, instructional interventionist and parents in the areas of curriculum, instruction and assessment. Program Summary South Central Service Cooperative, in partnership with the Arkansas Department of Education Mathematics Program for grade K-‐12, was established by ACT 1392 of 1999 for the improvement of mathematics instruction throughout Arkansas. Assistance is provided to schools through professional learning opportunities, model lessons, lesson study, teacher observation and technical assistance to improve the teaching and learning of mathematics through increased content understanding and improved instructional practices across the curriculum. Professional learning opportunities for 2012-‐2013 include: Curriculum Alignment-‐The focus of this opportunity is to align the local curriculum with the state curriculum documents by creating detailed curriculums maps, pacing guides, and lesson plans that include classroom assessments that are aligned with the state framework.

Data -‐Disaggregation and Analysis-‐This opportunity promotes and helps develop of a comprehensive understanding of test data. Teachers look at the school level data as well as their classroom and student data. Analyzing and planning next steps including interventions for students are addressed. Assessment Wall creation and usage is also a focus. Data Modeling-‐This course will develop statistical concepts for middle grades. It will explore representational competencies by examining what characteristics of data different displays make evident or even hide. Participants will then use data to determine a “best guess” of a real measurement using data, which leads to the development and understanding of measures of center by engaging an important mathematical practice—inventing an algorithm. Participants will then invent and explore methods for measuring the precision—the consistency—of a collection of measurements. Fraction Concepts: Equal Sharing Grades 1-‐6 This course uses as a required text the book Extending Children’s Mathematics: Fractions and Decimals by Susan B. Empson and Linda Levi. The sessions will delve into the mathematics available for instruction when students engage in equal sharing problems. Developing Fact Fluency Grades K-‐3 This class will focus on the development of children’s understanding of single digit operations using manipulatives/pictures to applying properties of operations to solve fact problems in addition, subtraction, multiplication and division. We will study children’s development, how to press students to make symbolic connections to their informal strategies and focus on (and generalize) the properties of operations that are in play in their work. We will ultimately define what it means for a student to be fluent and the steps to facilitate students’ growth to that end. Program Summary
From 1985-‐2013, the South Central Service Co-‐Op has administered the Dwight D. Eisenhower Math/Science Professional Development Consortium (now entitled Math/Science/Technology Consortium) for its member schools. This consortium provides funding to support in-‐service training and retraining of teachers in grades K-‐12. The emphasis of that training is in the areas of mathematics, science, Arkansas History, and technology.
Major Highlights of the Year With this consortium, the co-‐op has provided various types of training for teachers and administrators. Demonstration lessons in PreK-‐12 classrooms, Saturday and summer workshops, a one-‐semester Arkansas History course that provided an iPad Mini for participants, and integrating technology into the classroom are some of the ways that these funds have provided training in new methodologies for teaching. The training is long-‐term and is designed toward continuous improvement. One example is the Arkansas History Sesquicentennial training. Each participant received an iPad Mini and a cover along with instruction on how to use the iPad Mini and the iMovie App to create lesson plans that integrated technology into a lesson focusing on Arkansas history since this year is the state’s sesquicentennial. Harry Dickens, a private consultant for Corwin Press, provided a full day of instruction on developing Arkansas History videos using the iMovie App. Dr. Ben Johnson, Professor of History at SAU, provided a three-‐hour session on Arkansas History to provide content support for the group. Anna Warriner, SCSC K-‐12 Literacy Specialist, Jo Ann Womack, SCSC Interim Technology Coordinator, Carmen Borne, SCSC Distance Learning Coordinator, and Christa Brummett, SCSC Biology Instructor, worked with the group for a semester as they developed their on-‐line content which included videos. These lessons are housed on the SCSC website under the link entitled, “Arkansas Sesquicentennial Film Project .” Districts that belonged to this consortium were able to send teachers for no additional registration fee to workshops throughout the summer that addressed science, mathematics, social studies, technology, etc. Samples of workshops that were provided during the June-‐August 2012 timeframe included “Hands-‐On Performance Assessments for Grades K-‐5,” “6th Grade Dissection and Accompanied Assessments,” “MSP Common Core Math,” which was a 16-‐day training for teachers of grades 3-‐8 mathematics, and “Using the iPad, Twitter, and Facebook in the Science Classroom.” Finally, K-‐8 demonstration lessons in classrooms have also been a major focus of the consortium. Over 450 lessons were delivered to classrooms that represented teachers of grades preK-‐12 and their students.

Goal
The goal of the SCSC Media Center is to provide a wide variety of up-‐to-‐date multi-‐media and internet resources for administrators, teachers, students, and staff along with an effective and efficient delivery system to each member school.
Program Summary The SCSC Media Center provides audio/visuals and other items that can be scheduled by participating member districts and makes weekly deliveries and pick-‐ups to 53 school buildings. A complete listing of available resources is listed at the cooperative website where teachers may place requests on-‐line. In addition, the Media Center supports the Traveler Project funded by the Arkansas State Library, and provides information and workshops on resources. The Media Secretary maintains an email distribution list and an online wiki to keep all schools advised of information and resources available. Major Highlights of the Year The Media Center was relocated from the Annex Building on Maul to the new SCSC Building on California. A new Media Secretary was hired to maintain the media collection and fill requests. New shelves were purchased for the Media Center and the media was organized accordingly.

Program Summary
PD opportunities target the focus areas as outline by the ADE, and PD sessions are offered to meet the requirements of law regarding the required 60 hours of PD, as well as meeting the needs of schools based upon needs assessment survey results, SAI data, and CWT data from the 13 districts served. The Teacher Center Coordinator has the primary responsibility for reviewing, along with the Teacher Center Committee, the data sets from the districts in planning PD to meet the major needs of the districts. Districts in specific levels of school improvement were required to participate in DLT meetings this year through Smart Accountability. Technical assistance was provided to districts by the SCSC’s state specialty team.
Major Highlights of the Year South Central Service Cooperative completed their five-‐year cooperative evaluation on April 8, 2013. Teacher Excellence and Support System (TESS) training was provided to administrators, teacher leaders, and teachers. Common Core State Standards (CCSS) Professional Development opportunities continued for grades K-‐2 in literacy and mathematics. CCSS began for grades 3-‐8 in literacy and mathematics and provided opportunities for all curricular areas to be part of the CCSS for grades 6-‐8. Preparation for CCSS in grades 9-‐12 began for administrators and teachers leaders. Capacity building will continue with Instructional Facilitation Training and Literacy Instructional Facilitation. The annual SCSC Administrators’ Summer Conference was in July. Tier I training was held at Southern Arkansas University in August. A separate PD activities report is included.

In an effort to assist schools in preparation for online Common Core State Standards testing in 2014-2015, ADE awarded a grant to the education cooperatives for the purchase of EtherScopes. Originally, there were eight EtherScopes purchased and each cooperative area partnered with a "sister" cooperative to share an EtherScope. Since there have been eight more purchased so that each cooperative received one. Our goal is to evaluate all of the schools in our cooperative to see if their networks are capable of connecting 1 to 1 computer to student for the CCSS testing. When we visit each school, we save reports from the EtherScope for evaluation purposes and inform the school technology coordinator of the findings.

The use of walk-through data, in a PLC setting, to examine the use of high yield instructional strategies was the project goal. Participants have access to the High Yield Strategy course in Arkansas IDEAS and worked to plan for differentiating support to teachers. Training materials were provided to all participants to assist them in sharing the information with other educators.
Cognitively Guided Instruction (CGI) is a teacher professional development program that has teachers exploring a framework for how elementary school children learn concepts of number operations and early algebra. This knowledge is used to drive instruction. Years 2 & 3 of training builds upon the previous year’s training—resulting in a true, long-term sustained professional development program. What teachers learn in a CGI institute enhances how they implement any curriculum or resource materials into their daily classroom instruction.

The purpose of the TIE project is to increase technology integration across the state of Arkansas. This program was originally funded when Southwest Arkansas Education Co-op wrote a comprehensive partnership EETT grant to develop a statewide professional development module system to embrace all forms of technology, meet the needs of teachers and administrators, and address State standards while enhancing instruction through integrated technology practices. The cooperatives and ADE have partnered to continue this funding. All education cooperatives across the state were offered the opportunity to train teachers from their area to become TIE Cadre members. There are currently approximately 120 TIE Cadre members impacting over 70 districts across the state. Cadre members have conducted over 450 workshops across the state on 78 different technology modules. The trainings have impacted over 5,000 teachers and administrators. The modules are all project based and have been developed by teachers. Modules include trainings on things such as Common Core State Standards, Blogs, Classroom Wikis, High Yield Strategies with Technology, Internet Safety, Podcasting and Video Editing. Modules are housed on the TIE website at http://lms.swsc.k12.ar.us By sharing these modules across the state, we are able to offer the same quality in technology trainings that we did not have before. The cadre members not only train for the education co-ops in the summer but are also able to help train in their buildings and districts. Goals and Description
The goal of this training was to engage participants in collaborative, reflective learning utilizing the new Teachscape Algebra II modules. These seven modules, posted on the Arkansas IDEAS Portal, include: Quadratic Functions for Algebra II; Transformations of Quadratic Functions; Linear Functions and Inequalities for Algebra II; Linear Systems; Proportional Reasoning; Data Analysis; and Transformations of Linear Functions. Participants utilized the Arkansas student achievement data to delve deeply into the modules based on identified areas of need. A fully blended approach of face-to-face learning and online resources was modeled by the facilitator with accessing the available resources appropriately and efficiently as a training priority.
Goals and Description
Instructional Facilitating Training is based on Dr. Jim Knight’s Instructional Coaching Institute from the University of Kansas Center for Research on Learning. This year Diane Sweeney’s work on Student Centered Coaching was incorporated also. The training refines the Instructional Facilitator’s understanding of their various roles and distinguishes between effective and ineffective coaching practices. The training also provides leadership skills for reform, fostering internal commitment in others, and determining when it is or is not appropriate for modeling in a classroom.

Goals and Description
The LDC/MDC is an on-going professional development process which consists of tasks aligned to the Common Core State Standards that target those skills needed in reading, writing, and mathematics. Formative assessment is used as a tool for monitoring what students are learning and identifying misunderstanding or skill weaknesses in students. These tasks work together to provide robust learning opportunities for students that are evaluated with a scoring rubric that helps educators across our state and nation calibrate high expectations. The LDC/MDC work is implemented in literacy, social studies/history, mathematics, science and career education classes for students in grades 9 and 10.
Goals and Description
The Framework for Teaching by Charlotte Danielson provides the foundation for the Arkansas Teacher Excellence and Support System (TESS). Teachscape partnered with Charlotte Danielson and Educational Testing Service (ETS) to develop FOCUS, software that provides district evaluators with comprehensive training and scoring practice, followed by a scientifically designed assessment of ability to accurately and consistently apply the Danielson rubric for teaching performance. All current administrators in Arkansas were required to attend a one-day training for the Teacher Evaluation Support System (TESS) during the months of January through March, 2013. The Arkansas Department of Education provided training for representatives from the educational cooperatives to offer support for administrators going through this process. Facilities for the face-to-face training were provided by cooperatives. A representative was sent from each educational cooperative to participate in a week-long intensive study on the Danielson Framework. Opportunities have been provided for administrators to participate in support days as they prepare for this new evaluation system.

Goals and Description
In July 2011, South Central Service Cooperative partnered with Southern Arkansas University’s Educational Renewal Zone (ERZ) to write a federal grant proposal entitled The South Arkansas Mathematics Standards Partnership. This grant was approved for Year 2 during the 2012-13 academic year. Grant writers were Tim Daniels, Associate Professor of Biology from SAU and Pre-K-12 Science Professional Development Consultant for SCSC, and Roger Guevara, SAU ERZ Director. The partnership was designed as a three-year project to create and provide professional development activities to enhance both teacher content knowledge, as measured by approved pretests, and instructional skills in two learning progressions identified in the Common Core State Standards for Mathematics. Instructional skill growth was measured by the use of an instrument called the Revised Teacher Observation Protocal (RTOP). The focus group for the training was teachers of mathematics in grades 3-8. For Year 1, the two learning progressions identified in a needs assessment were the Measurement and Data domain in grades 3-5 and the Statistics and Probability domain for grades 6-8. The total amount of the grant for FY12, Year 1, was $167,807.04.
The partnership is a collaborative effort of Southern Arkansas University, the University of Central Arkansas, South Central Service Cooperative, and 14 public schools including: Ashdown, Camden-Fairview, Emerson-Taylor, Foreman, Fouke, Genoa Central, Harmony Grove, Hope, Junction City, Magnolia, Norphlet, Smackover, Strong-Huttig, and Texarkana. A total of forty teachers are participating in the training. Linda Griffith, Professor of Mathematics at UCA, and Tim Daniels, Associate Professor of Biology at SAU, delivered training at SCSC during three Saturdays in the fall of 2012 and during three Saturdays in the spring of 2013. An additional ten days of training will take place in June and July 2013. Half of the class will meet at SCSC in Camden, and the other half will meet in Texarkana. Compressed interactive video will enable the two professors to team teach both groups, even though the sites are in two separate co-op service regions.
For Year 2, the two learning progressions identified via a needs assessment device completed by Year 1 participants for extending learning to Year 2 were Number and Operations, Fractions for grades 3-5 and Operations and Algebraic Thinking for grades K-5. The Measurement and Data domain from grades K-5 and the Statistics and Probability domain from grades 6-8 continued to be used as a context when meaningful and appropriate. The total amount of the grant for FY13, Year 2, was $178,001. Funding will be continued for one additional year, Year 3, based on the progress of the teachers in content knowledge and in the use of the revised instructional methods taught.
