My tocayo William Shakespeare, the great English poet and playwright or dramatist wrote a comedy play “Much Ado About Noth-ing “He also said “what’s in a name, a rose by any name still smells as sweet.” But we can’t blame self-styled critics and incurable detractors from making unnecessary fuss to raise an issue and fan some fire if there is. We remember how the false specter of abolishing the then pro-vincial hospital in Mantahan was circulated with the construction of a new one in Dongon. It turned out to be just a malicious alarm that fizzled out with the turn and twist of events. So, whats’ new? A recent “controversy” on semantics or nomenclature again surfaced with Southern Leyte or Leyte del Sur as the official provincial name. Needlessly, since RA 2227 mandates the official name as South-ern Leyte. But using Leyte del Sur has never been outlawed nor is there any attempt to change or amend the original. Whichever is more con-venient or comfortable was not discouraged by our founding fathers. However with some research and reference to anniversary souvenir programs since 1960 when the province was inaugurated, including historical books, features and related official communications, students of history would find constant use of either the English or Spanish name by presidents, vice presidents, senate presidents and house speak-ers, senators, congressmen and lesser mortals whether written or oral. Our founding fathers switched from both names frequently as a mat-ter of audio-visual facility and beauty. Even those who descended from the ancestry of political dynasties know how freely such nomenclatures were interchanged for decades without affecting the roots and meaning. No harm no foul. Promotional lang ang “Leyte del Sur: Ready to Soar”, nindot paminawon kay catching, creative and imaginative. Daghan ang napagan sa PDAF ug DAP nga mananap, some in fear and many others in tears. Those allegedly involved are of course having nightmares but are deemed innocent unless proven guilty be-yond reasonable doubt and with preponderance of evidence. But the shadow of suspicion over the Priority Development Assistance Funds into the greedy hands of politicians and bogus NGO’s of Janet Napoles has crept to mar the otherwise honest intentions of the Disbursement Acceleration Program for countryside progress thru more government spending for rural projects. The former in fear because some big fishes are now facing cases in court and more heads to roll in the on-going probe. But those in tears are the millions of marginalized sectors that were recipients of DAP funds also now being linked to corruption charges after an adverse Supreme Court decision. If DAP were to be abolished what will happen to the development programs in the grass-roots sectors which the incumbent administration has prioritized over their metro area counterparts. The local governments have no resourc-es to fund their programs without national government support thru the implementing national agencies. The income and the internal reve-nue allotment of LGUs’ are barely enough for basic services and needs of their constituents. The DAP if struck down will be a Moses who will not deliver. We join the voice of practicality in saying let us save and preserve the good pork while purging the bad cholesterol from govern-ment thru judicial incision and executive operation based on political will sparing no one even allies for the full force of the law to prosecute and execute.
