SOUTHERN NEVADA HEALTH DISTRICT

The Southern Nevada Health District (formerly Clark County Health District) is one of the largest local public health organizations in the United States. The health district serves a population of more than 1.8 million residents, which represents more than 70 percent of Nevada’s total population. Additionally, the district is charged with safeguarding the public health of more than 38 million visitors to the Las Vegas area each year. In recent years, the role of public health has expanded to include oversight and participation in areas such as bioterrorism and disaster/emergency preparedness.

The Southern Nevada Health District began operations in 1962, following statutory authorization from the Nevada State Legislature. The 14-member board is composed of two representatives of the Board of County Commissioners; two representatives of the governing body of the largest incorporated city in the county; one representative of the governing body of each other city in the county; and six at-large members, including licensed physicians, nursing, environmental health, business/industry, and the gaming industry. The Board appoints a Chief Health Officer to oversee District services.

The District operates with a $73 million FY12-13 budget and is funded roughly one-third from federal grants, one-third from fees, and one-third from local taxes. The state’s general fund contribution to the District’s public health services is less than 1 percent of the District’s budget.

The Health District employs more than 520 people and maintains a sizeable volunteer component, all of whom work in four divisions: Administrative Services, Clinic and Nursing Services, Community Health Services and Environmental Health.

THE COMMUNIT Y

Meaning “the meadows,” Las Vegas, Nevada is surrounded by mountains and desert, providing spectacular scenery and a warm climate. The Southern Nevada area has many progressive communities with strong financial bases and one of the lowest tax environments in the United States. Tree-lined streets, creative parks and abundant pedestrian/bicycle trails contribute to a great quality of life and make residential living in the area comfortable and pleasant in a variety of affordably priced neighborhoods.

As a result of expansion, Southern Nevada has become a diverse community, both culturally and ethnically. Congregations of 63 faiths and over 500 places of worship are found in the area. The Clark County School District (CCSD) provides public education for students in kindergarten through grade 12 in the Las Vegas Metropolitan Area and all of Clark County. The CCSD offers a wide range of programs to meet the broad spectrum of students’ educational needs. Institutions of higher learning in the region include the University of Nevada-Las Vegas, the University of Nevada Medical School, Southern Nevada College, Nevada State College, and the Desert Research Institute.

Southern Nevada residents have ready access to a variety of nearby recreational offerings, from water sports at Hoover Dam/Lake Mead and the Colorado River, to skiing, hiking, and camping in the Red Rock Canyon, Valley of Fire, and at Mt. Charleston. California beaches and coastal communities are a four to five hour drive from Las Vegas, as is the Grand Canyon. Locals enjoy excellent golfing facilities and competitive sports. For those preferring the arts and cultural activities, residents enjoy concerts, theatre, and related events sponsored by the University of Nevada-Las Vegas Performing Arts Center, the Nevada Symphony, and other entities.

Entertainment, gaming, and tourism are a large part of the history and economy of Southern Nevada. These activities bring a total annual economic impact of more than $28 billion to the region. Although still preeminent, the entertainment and gaming industries and destination resorts share the stage with cultural, social, educational, and community amenities of this very unique, modern American community. The metro area has much to offer, and the emphasis on quality of life, citizen services, and well-managed growth all point to very attractive living and working environment.

THE POSITION:

CHIEF HEALTH OFFICERThe Southern Nevada Health District (SNHD) seeks a public health physician with a MPH to replace the interim Chief Health Officer. The position reports directly to the Board of Health. The Chief Health Officer is responsible for the managerial and scientific oversight of the state’s largest metropolitan public health department and is appointed by the Board of Health.

QUALIFICATIONS

Candidates must meet requirements outlined in the Nevada Revised Statutes:

• Completion of accredited medical school and internship or residency.

• Master’s degree from an accredited college or university in public health, health care administration, public administration, business administration or a related field.

• Ten years of management experience in an administrative position in a local, state or national public health department, program, organization or agency.

• Ability to acquire a current license to practice medicine or osteopathy in the State of Nevada.

• Certification in public health and/or preventive medicine by the appropriate specialty boards is preferred.

• Possession of, or ability to obtain, an appropriate, valid Nevada driver’s license.

THE IDEAL CANDIDATE

Knowledge, Skills and Abilities• The successful candidate has extensive

knowledge of public health principles, assessment, surveillance, strategies, tools and techniques as they apply to public health practice.

• This person is a leader who:

— Develops, articulates, and implements the strategic direction for the district

— Builds consensus through effective team leadership

— Leads the engagement and marketing of the district to potential funding sources and represents the district in regional, state, and federal discussions which determine future funding possibilities

— Communicates essential and important public health information to the general public as well as to health professionals region-wide, and leads multi-sector partnerships to improve health status and protect against threats to public health in the region

— Directs and oversees the assessment and monitoring of the health of the Southern Nevada Health District’s population

— Manages the relationship between the various political entities and the district in inter-local agreements that provide operational governance for the district

— Enforces all state and federal public health statutes and requirements and has the authority to take actions as necessary to maintain health and prevent the spread of disease including broad emergency powers

— Develops short and long-term strategies to address public health issues throughout the district and directs the activities of the district in implementing these strategies

Management Style

The successful candidate is open to the community and staff, approachable and diplomatic, comfortable in engaging diverse and unique elements of the community in dialogue. This person is capable of handling difficult situations in a practical and considerate manner without undue stress. He/she is a team builder and leader with strong interpersonal and persuasion skills and the ability to mobilize and energize staff and colleagues. He/she has demonstrated understanding of how the impact of institutional programs and policies can sometimes cause resistance and stress. This person also demonstrates an understanding of health disparities and social determinants and associated work.

The person is tactful and politically astute without being political. He/she is an active listener who is sensitive to the needs, feelings and opinions of others and avoids excessive argumentation. The person possesses a high level of personal integrity and credibility and is able to achieve goals by adhering to the highest ethical standards.

The person thinks strategically and analyzes complex scientific and managerial problems, issues, opportunities, and challenges evaluating alternative solutions and adopting effective and practical courses of action. The person possesses strong follow-through on projects and is an effective and timely decision-maker. Finally, he/she has a good intuitive sense and strategic vision, and is a champion of public health and public health issues on a local, regional, and national level.
