This addendum, applicable to work referenced above, is an amendment to the bid proposal, plans and specifications

and as such will be a part of and included in the Contract Documents. Acknowledge receipt of this addendum by

entering the Addendum number and issue date on the space provided in submitted copies of the bid proposal.

RESPONSES TO QUESTIONS

1. Question: If the Loma Linda tank is out of service, when can the demo of this project occur?

Does it need to wait until the new tank is constructed or can it occur anytime within the confines of the

contracted date?

Response: The Loma Linda Tank Demolition can occur at any time during the specified contract duration. The only

restrictions are to maintain the site well in service during peak water demand periods and maintain site radio

communications. The proposed communication antenna must be constructed and working prior to the start of

demolition. Contractor is to coordinate with the owner to schedule site shutdown availability during low water

demand periods. Updated Special Conditions included in this addendum provide available shutdown times.

2. Question: We received this project today and we are not listed as an Approved Lightning Protection

Manufacturer. I have attached an approval letter about our company. We would like to be listed as an Approved

Lightning Protection Manufacturer for this project.

Response: Refer to SAWS procedure for Product Submittal Application at

http://www.saws.org/business_center/specs/product_submittal/ for inclusion in approved SASS produces for

consideration in future projects.

3. Question: It appears the fence remains in place, is that an accurate statement?

Response: The fence at the Loma Linda site is to remain or be restored to pre-construction conditions. The site must remain secure throughout construction.

4. Question: Please clarify, the plan sheet 81 of 82 states to remove concrete etc. 2 ft below, yet spec 02050 pg 5 states to remove concrete etc. 3'. Are we to remove it 2 or 3 ft?

Response: Concrete is to be removed to 2-feet below grade. Section 02050 has been updated to reflect this.

5. Question: I did not see a Geotechnical report included with the Bid Specifications or as a separate download. May we get a copy of this report?

Response: The draft Geotechnical Report was made available in Addendum 1. The revised Geotechnical Report will be made available by 10/26/2018.

6. Question: Will an electrical detail be released for the Prop Access Gate? Could you please provide a source an destination for the conduits and cables needed?

Response: The access gate is manual operation only. No gate actuator is to be included.

7. Question: Referring to sheet 68 (detail B) and sheet 73 (detail C) - Please identify which detail is shown for which pole(s) on sheet 60.

Response: Sheet 60 of 82 and Sheet 68 of 82 have been updated as indicated in the “Drawings” section below to

correctly reflect the detail references.

8. Question: The Owner provided geotechnical report does not provide any recommendations for bidders to base

their bid on. Can a recommendation be provided for bidding purposes?

Response: Geotechnical recommendations are included in the revised Geotechnical Report to be available by

10/26/2018.

9. Question: Section 09500 - Can the level of containment per SSPC Guide 6 guidelines be provided? We

recommend Level 3 for this particular site.

Response: Section 09500 has been updated to require SSPC Guide 6 – Class 3A containment system.

10. Question: Sheet 48 shows the tank having a center roof handrail and an outer perimeter handrail, however

Section 13210, Item 2.06.I only specifies an 18 ft diameter handrail. Please confirm both an 18 ft diameter

handrail and an outer perimeter handrail is required.

Response: Handrails are to be provided as indicated on Sheet 48.

11. Question: Sheet 52 Roof Handrail detail – please confirm the (4) 7.5’ high pipes at 90 deg are only required on

the 18 ft diameter roof handrail – not the outer handrail.

Response: The outer, perimeter handrail does not require 7.5-foot high pipes.

12. Question: Sheet 52 Roof Handrail Detail shows (4) 1 ½” pipes 7.5 ‘tall, Sheet 49 shows (4) 2” pipes 6’ tall. Please

clarify.

Response: Sheet 49 has been corrected to reflect (4) 7.5’ high ground lugged pipes w/ 1/5” caps.

13. Question: Sheet 48 shows an offset platform at 40 ft above grade, however Section 13210 Item 2.06.E.2 describe

a straight run ladder. Please clarify.

Response: Rest platform is to be provided for offset ladders. Section 13210 has been updated to reflect this.

14. Question: Sheet 48 Exterior Elevation shows a 2’x3’ painters rail access louver, however Section 13210 Item

2.06.J.1 specifies a 36’”x36” louver. Please clarify. We suggest industry standard 2’ x 3’.

Response: Provide the removable louver with opening size 24” x 36”. Section 13210 has been updated to reflect

this.

15. Question: Sheet 52 shows the access tube extending down to the upper landing with a door in it. This is another

manufacturers standard and is used to support the upper platform. Our standard construction detail does not

permit the access tube to be taken past the tank floor and we do not require the access tube to support our

upper platform. Either tank manufacturers standard will provide continuous ladder access from the upper

platform to the tank roof. Please confirm that individual manufacturers standard details will be acceptable.

Response: Reference the note on Sheet 52 that provides for omitting the access tube between the tank dome and

the upper platform.

16. Question: Sheet 49 Roof Plan shows a 36” Vent, Sheet 52 says the vent is 24” minimum, Section 13210 Item

2.06.M says we are to size the vent as required by flows. Please clarify.

Response: The final vent size is to be designed as specified in Section 13210. A minimum vent size is 24-inches.

Sheet 49 has been updated accordingly.

17. Question: Sheet 49 Roof Plan shows a note”48” wide balcony with 42” high handrail” which is pointing to the

roof handrail. I believe this note is describing the 48” wide upper platform shown shaded on the adjacent Floor

Plan. Please confirm.

Response: Correct. The callout has been corrected on Sheet 49.

18. Question: Sheet 49 Roof Plan – what is the limit of the slip resistant walking path?

Response: A limit of the slip resistant walking path has been added to Sheet 49.

19. Question: In the specifications section 17500-2-D the Input / Output Capacity is asking for the physical I/O to be

the following:

The P&ID drawing (sheet 71 of 82) only has minimal I/O required for the EST, specification section 17500-2-F1

calls for only 15% spare to be wired to terminal blocks.

Can you please clarify how the PLC Control Panel shall be configured?

Response: Section 17500 has been updated to clarify the I/O requirements. See below.

1. Special Conditions. Replace the Special Conditions Section in its entirety and replace with the attached Special

Conditions.

2. Section 02050. Replace Section 02500 in its entirety with the attached revised Section 02050 – Steel EST

Demolition.

3. Section 02215. Insert new paragraph 2.04 as follows and re-number the existing 2.04 – 2.06 to 2.05 – 2.07.

“2.04 Select Clay Earthfill

Special Conditions Insertions

SC1. Reports:

A Geotechnical Report has been developed for SAWS on this project and has been made

available for Contractors for informational purposes only. SAWS will require the execution

of a SAWS disclaimer form by the Contractor as a condition of and prior to the release of

the report.

SC2. Loma Linda Site Security:

The Loma Linda elevated tank site includes an active water well and pumping station

facility for SAWS. Contractor shall provide access to facilities designated to remain to

SAWS as requested.

SC3. Permits:

The Southwest Loop 410 Elevated Storage Tank site is subject to a City of San Antonio

Building Permit.

The Loma Linda Elevated Storage Tank is subject to a City of San Antonio Demolition

Permit.

SC4. Loma Linda Schedule Restriction:

The Loma Linda Elevated Storage Tank site contains an active water well and pumping

station facility. Radio Communications must be maintained throughout construction. The

proposed radio antenna must be constructed and radio services transferred prior to tank

deconstruction. The well facility and associated appurtenances can be taken out of service

for up to one month (30 days) for work that occurs between November 1 and March 31.

Contractor shall plan his demolition work to occur within the one month period, and the

contractor is to coordinate de-energizing the site with CPS energy. Site restoration,

including backfilling of excavations, topsoil, and final seeding can occur beyond the one

month limitation for the well to be out of service.

SECTION 02050 STORAGE TANK DEMOLITION

PART 1 GENERAL

1.01 DESCRIPTION

This item includes demolition and removal of existing materials and equipment as shown in the Contract Documents. The work includes demolition and disposal of structural concrete, foundations, structural steel, metals, attachments, appurtenances, piping, electrical and instrumentation systems and equipment, and similar existing facilities.

1.02 RELATED WORK

Section 02503 Lead, Chromium, and Cadmium Containing Paint Handling

1.03 SUBMITTALS

A. Demolition and Removal Plan: Not less than ten days prior to starting demolition Work, submit acceptable plan for demolition and removal Work, including:

1. Plan for coordinating shut-offs, capping, temporary services, and continuing utility services.

2. Other proposed procedures as applicable.

3. Equipment proposed for use in demolition operations.

4. Recycling/disposal facility(ies) proposed, including facility owner, facility name, location, and processes. Include copy of appropriate permits and licenses, and compliance status.

5. Planned demolition operating sequences.

6. Detailed schedule of demolition Work.

7. Notification of Intended Demolition Start: Submit in accordance with part 02050.4.2 of this Section.

B. Safety Plan

1. Coordinate with requirements of Section 02503 Lead, Chromium, and Cadmium Containing Paint Handling.

2. Provide safety plan meeting requirements of part 02050.4.7.c of this Section.

C. Contractor Qualifications:

1. General qualification statement, which shall address the following:

b. Thorough knowledge of all relevant federal and state codes, regulations, and standards/requirements relating to the project, including knowledge of standards related to demolition and materials disposed.

c. Knowledge of current industry standards and techniques.

d. Knowledge of appropriate safety requirements.

2. List of five project references for projects of similar scope completed within the past seven years. At least three projects shall include demolition of elevated steel water storage tanks. Include specifics for any projects which included removal and disposal of scrap metal containing lead or other heavy metals. References shall include names and phone numbers.

3. Resume for project superintendent, including years of experience, representative description of similar project experience, and other information suitable to assess his qualifications.

4. Proof of licensing as a demolition contractor by the city of San Antonio.

D. Manifest: Submit to OWNER and ENGINEER within 10 days of disposal, manifests for all demolition materials sent to landfill.

1.04 CONSTRUCTION

A. STORAGE TANK DESCRIPTION:

1. The elevated storage tank is currently out of service. The multi-column welded steel tank has a capacity of approximately 1.0 million gallons and was constructed in the 1950s. The tank is approximately 71.5 feet in diameter and 130 feet tall. The tank is supported by ten steel legs bolted to concrete foundations. A study was prepared for the Owner and determined that the existing steel coatings include lead, chromium, and cadmium. Contractor shall adhere to the requirements of Section 02503 Lead, Chromium, and Cadmium Containing Paint Handling.

B. PERMITS

1. Contractor to pay for all permits required by authorities having jurisdiction.

C. NOTIFICATION:

1. At least 48 hours prior to commencing demolition or removal, notify ENGINEER in writing of planned start of demolition Work. Do not start removals without permission of ENGINEER.

D. SEQUENCE AND UTILITY OUTAGE:

1. Contractor shall schedule the work to be performed during periods of low use as identified in the Special Conditions. Contractor is responsible for

coordination with CPS Energy for de-energizing power lines as needed within the allotted outage period.

E. PROTECTION OF SURROUNDING AREAS AND FACILITIES

1. Perform demolition and removal Work in manner that prevents damage and injury to property, structures, occupants, the public, and facilities. Do not interfere with use of, and free and safe access to and from, structures and properties.

2. Protect existing soils from further contamination as required in Section 02503 Lead, Chromium, and Cadmium Containing Paint Handling.

3. Closing or obstructing of roads, drives, sidewalks, and passageways adjacent to the Work is not allowed unless indicated otherwise in the Contract Documents. Conduct the Work with minimum interference to vehicular and pedestrian traffic.

4. In areas where flame cutting will be used, special attention shall be given to fire protection. All areas shall be dust free before flame cutting will be permitted. Dry chemical fire extinguishers shall be provided in such areas, and workers trained in their use.

5. Provide temporary barriers, lighting, sidewalk sheds, and other necessary protection in accordance with City of San Antonio requirements.

6. Repair damage to facilities that are to remain. Any damage to such shall be corrected to the OWNER’S satisfaction at the CONTRACTOR’S expense.

F. EXISTING UTILITIES:

1. Sanitary Sewer: Before proceeding with demolition, locate and cap all sewer lines and service laterals discharging from the building or structure being demolished.

2. Storm Water: Existing storm water system shall remain in place until demolitions of existing building or structure is completed. Upon completing demolition, cut and cap storm sewer laterals at locations shown on the Drawings. Remove existing storm water piping and related structures between points of cutting, and backfill, restore to grade, and stabilize the area over the removed facilities.

3. Water Piping: Before proceeding with demolition, locate and cap all potable and non-potable waterlines and service laterals serving the building or structure being demolished.

4. Other Utilities: Before proceeding with demolition, locate and cap as required all other utilities such as electric and communications, and service laterals serving the building or structure being demolished.

5. Shutdown of utility services shall be coordinated by CONTRACTOR, assisted by OWNER as required relative to contacting utility owners.

6. Concrete structures indicated on the drawings for demolition shall be removed to a minimum of 2 feet below grade.

G. DEMOLITION:

1. The Contractor shall make his own inspection and assessment of the condition of the tank prior to demolition as well as carry out any sampling or testing as necessary.

2. The Contractor shall prepare a demolition plan that details all procedures for demolition of the elevated storage tank. The demolition plan shall confirm that the tank has been structurally assessed and that the demolition plan and sequence of demolition will not result in a premature tank structural failure. Plan shall consider the potential for reduced structural integrity as the structure is dismantled and susceptibility of partially dismantled but still standing components from wind effects. Plan should provide the most expeditious dismantling of the structure safely feasible to minimize the duration of time partially standing structures remain.

3. Safety:

a. All demolition work shall be carried out in a manner which will prevent injury to workers and damage to existing facilities or construction. Demolition work shall be performed in accordance with all applicable laws and ordinances.

b. The Contractor shall comply with the requirements of OSHA Standard 1926.62 related to health and safety of employees exposed to lead, OSHA Standard 1926.1126 related to health and safety of employees exposed to chromium, and OSHA Standard 1926.1127 related to health and safety of employees exposed to cadmium. Contractor shall perform an exposure assessment and develop and implement a plan that includes appropriate safeguards, personal protective equipment, monitoring, documentation, and recordkeeping. Refer to Section 02503 Lead, Chromium, and Cadmium Containing Paint Handling for requirements.

c. The safety plan shall address the security and protection of the site to restrict access and to warn the public of possible dangers associated with the demolition. Portions of public roads and private residences are within the fall radius of the elevated tank. The safety plan shall address how the public is to be protected during the demolition. The contractor is responsible to provide and implement at the contractors cost any traffic maintenance plan thereby needed.

d. Contractor’s safety plan shall address how the contractor plans to comply with OSHA standards for removal and lowering of demolished material and fall protection for all staff and subcontractors working on the structure and site. The plan should address the OSHA standards applicable, training and certification of staff and subcontractors to safely carryout the work, the supervision requirements, and all equipment needed and procedures to be followed. The safety plan should envision possible site emergencies and provide procedures for handling same.

4. A demolition permit from the City of San Antonio Building Inspection Department will be required for all demolition work.

5. Blasting and open burning is prohibited.

6. Existing piping, equipment, structures or other facilities which are indicated or specified to be removed shall not be disconnected nor removed until such time as the item is scheduled to be removed in the construction schedule and such removal is accepted by the Engineer. Acceptance of the construction schedule itself does not constitute blanket acceptance for removal of existing facilities; such acceptance will be granted by the Engineer for each item after it has been determined that operations can be maintained.

7. Existing materials and equipment removed by contractor shall not be reused in the Work, except where so specified or indicated, and shall become the Contractor’s property, unless otherwise specified, and shall be removed from the job site. Remove demolition debris continuously as required.

8. Maintain a neat, clean appearance on the site at all times.

9. The existing elevated water storage tank shall be demolished including the tank, support legs, riser, influent/effluent pipe, overflow pipe, part of the foundations and appurtenances, and the debris shall be removed from the jobsite.

10. Methods of disassembly shall be submitted to the Engineer prior to the start of the Work. No explosives will be allowed. Cut sections should be lowered to the ground using a controlled or restrained method to prevent danger to traffic, persons, or property.

11. Contractor shall take all precautions during demolition and removal of the tank from the site to minimize chipping or flaking of the paint and deposit of paint particles on Owner’s property or adjacent property. Any particles which are removed from the tank, surfaces accidentally or otherwise shall be properly recovered, contained and removed from the site. Refer to Section 02503 Lead, Chromium, and Cadmium Containing Paint Handling for additional requirements.

12. Paint removal from the tank surfaces shall be in accordance with OSHA guidelines and Section 02503 Lead, Chromium, and Cadmium Containing Paint Handling.

13. Existing tank influent/effluent and overflow piping shall be removed to a point 24 inches below final grade. The remaining pipe below grade shall be abandoned as indicated on the drawings and as specified herein.

14. The tank foundations, at the legs and center pipe, are to be removed down to a point not less than 24 inches below final grade.

15. The tank valve vault shall be removed down to a point not less than 24 inches below final grade. Contractor shall break the bottom of the vault to allow for drainage of water and shall backfill the vault in accordance with part 8 RESTORATION of this specification.

16. Contractor shall plug with concrete all open ends of pipelines exposed during demolition operations. The open ends of abandoned piping shall be tightly sealed with at least 12-inch thick cast-in-place concrete plugs.

17. Piping shall be disconnected, dismantled, and removed as required and in such a manner as to minimize disturbing or damaging adjacent facilities. At any point or location where new work is to be connected or installed, the removal of existing work shall be done so as to facilitate the installation of new work to the maximum possible extent.

18. Use water sprinkling, temporary enclosures, and other suitable methods to limit emissions of dust and dirt to the lowest practical level.

19. All demolition equipment and activities shall be in conformance with the City of San Antonio Noise Ordinance.

20. Work must be confined to the property of the tank site or public right of way as shown; contractor shall be responsible to obtain permission and/or permits for any actions requiring off-site work.

H. RESTORATION

1. At the completion of the demolition work, the entire site shall be cleaned of all debris and rubbish.

2. All backfilling required by the demolition shall conform to the following requirements:

a. Use material that classifies as CL, SP, SC, GW, or similar material. CL and SC materials shall have a PI (Plasticity Index) between 5 and 20, a maximum particle size of 3 inches, and be free of organics and/or deleterious material.

b. Place material in 6-inch loose lifts and compact to 95% of the maximum dry density as determined using TxDOT Method 114-E or 113-E as appropriate for the selected material. Water content shall be within plus or minus 2% of the optimum moisture content.

3. Seeding of the areas affected by the demolition work shall be as specified in Section 02369 Vegetation Restoration.

4. Restorations shall be made as required and as indicated on the drawings to tie in new work to existing work, and to restore existing facilities to an equivalent or better condition. All restoration work shall be subject to acceptance by Owner and Engineer. All materials used for restoration work shall be new.

5. Existing concrete or asphaltic pavement, including walks, drives, and streets, which is removed or damaged during the progress of the work shall be replaced with new pavement to match as closely as possible adjacent existing pavement.

6. Clean adjacent structures, facilities, properties, and improvements of dust, dirt, and debris caused by demolition work. Refer to Section 02503 Lead,

Demolition will be measured by the lump sum.

1.06 PAYMENT

This item shall be paid for by the contract price bid per lump sum, which shall be full compensation for work herein specified, including the payment of permits, furnishing of all materials, equipment, tools, labor, and incidentals necessary to complete the work.
