This article starts with a brief comparative analysis of China and East Europe in terms of their stark differences in approaching economic reform and social welfare. Perhaps China has the benefit of learning, from the 1989 Tiananmen Incident, of the undesirable social costs incurred by economic reform. Henceforth, it has adopted a pragmatic and gradualist approach towards economic reform. This article reports the findings of an attitude survey in Shanghai, which by and large are compatible with the gradualist approach of the Chinese Government towards economic reform and social welfare. The survey finds that the Chinese in Shanghai positively rate economic reform in light of the benefits that it has brought about, but they are also aware of the large income disparities caused as a result. In the light of the evidence, the article suggests that China's economic reform has not transformed peoples's beliefs to be in line with the market system. The Chinese are still, in general, in favor of a large role for the state in welfare and they themselves are not willing to shoulder heavier welfare responsibility. In the concluding section, the article explains this mixed pattern of public perceptions and pinpoints the likely developmental trend of China's welfare system. (J Contemp China/DÜI)

In recent years, the People's Republic of China introduced a number of major reforms of its labor and social insurance laws which are described in detail in this article. These reforms reflect the efforts of the Chinese government to introduce (at least in the economic and non-political field) a transparent and reliable legal system. The introduction of the Labor Law on January 1, 1995 has certainly been the most remarkable reform in this area in recent years. The Labor Law provides for a new definition of the relation between employer and employee in the People's Republic of China based on an individual labor contract to be agreed upon between employer and employee rather than allocation of a working place and working conditions of an individual by the state. This results in the advantage of more flexibility in the labor market but also in the risk of substantial unemployment. China tries to address this problem by efforts to establish a social insurance system which is presently still in its early stages but will almost certainly be quickly developed over the next years. Ungeklärt ist, ob sich die Kluft zwischen rechtlichem Regelwerk und tatsächlichem Handeln der Akteure in China bereits allmählich zu schließen beginnt. Im Hinblick auf die Einhaltung arbeits- und sozialrechtlicher Vorschriften stellen wir in unserer empirischen Untersuchung fest, daß nur in den Regionen, wo die Vorschriften die Sanierung der Staatsbetriebe fördern können, eine relativ einheitliche Handlungsrelevanz des Rechts zu beobachten ist. Obzwar dies auf die traditionelle Rolle des Rechts als Herrschaftsinstrument hinweist, ist Recht bereits mehr als das: Recht ist zu einem zweiseitig hilfreichen Instrument geworden. Neben der politischen Führung nutzen zunehmend auch die Bürger den Rückgriff auf Recht. Dies kann als ein Rückgang der Kluft in bestimmten Regionen Chinas interpretiert werden. Mit der verstärkten Industrialisierung der VR China im Zuge der Globalisierung ließ sich mit Beginn der 90er Jahre eine deutliche Zunahme von Arbeiterprotesten und Arbeitskonflikten beobachten, in deren Mittelpunkt die Unternehmen mit Auslandskapital (UmA) standen. Die Gründe lagen weniger im Fehlen von Schlichtungskomitees, wie sie bei Staatsbetrieben üblich sind, sondern mehr in den ausbeuterischen Löhnen und schlechten/gefährlichen Arbeitsbedingungen in vielen dieser aus Hongkong und Taiwan stammenden Firmen. So wichtig wie ausländische Unternehmen für das Wirtschaftswachstum und den Arbeitsmarkt Chinas waren, so wenig konnte sich die Staatsführung soziale Unruhen im Prozeß der ökonomischen Transformation leisten, war doch auch die Versorgung der aus den Staatsbetrieben entlassenen Arbeitskräfte aufgrund fehlender Sozialversicherungssysteme völlig unzureichend. Umschulungsmaßnahmen konnten das prinzipielle Problem steigender Arbeitslosigkeit, die offiziell bei 3% liegt, in städtischen Regionen aber z.T. 20% betragen dürfte, lindern, aber nicht lösen. Das 1995 in Kraft getretene Arbeitsgesetz, das Arbeitsverträge, Arbeitszeit, Entlohnung und Sozialversicherung etc. auch für Beschäftigte in ausländischen Unternehmen regelt, darf als Beitrag zur sozialen Stabilisierung gelten, für den rückläufige Auslandsinvestitionen in Kauf genommen werden. Through field trips and interviews, which took place in June and November 2000, this article discusses recent developments in the economic restructuring of five large and medium-sized state-owned enterprises (SOEs) in one city in Liaoning. The authors found that most of the firms they interviewed have attempted to compete in the market and upgrade technologies. This is most apparent in attempts to separate the production and social welfare functions of the enterprise and related progress in the areas of housing, medical care and pension reform. However, they also found that the SOEs they interviewed are still heavily dependent on preferential government policies. In particular, several of the SOEs interviewed for this article appear to be primarily profitable due to government policy favors (debt-for-equity swaps, outright debt write-offs and subsidized loans). This paper explores the impact of layoffs on the lives of 29 urban couples in Wuhan, China, based on in-depth interviews conducted in the year 2000. One or both members of each couple was classified an off-post worker, despite having grown up believing in lifelong employment and job security. The author examines their coping strategies and their successes and failures in job creation and job searches, as well as the relationships between these strategies and demographic variables: gender, age, education, class, social and family networks, whether or not the respondent was "sent down" during the Cultural Revolution, and whether or not the respondent received a government-mandated living stipend. The data reveals a relationship between success in re-employment and the variables of gender, the send-down experience, networks and living stipends. The author found that the least successful interviewees were working-class, poorly-educated males who had never worked in rural areas and who received financial assistance from the state. Auch in der Bevölkerung Chinas wächst die Zahl der über 60jährigen schnell. Im Jahr 2000 wird bereits jeder Zehnte das Rentenalter erreicht haben. Die materielle Versorgung der alten Leute, die traditionell, besonders auf dem Land, noch stark von den Familien der Kinder geleistet wird, stellt Staat und Gesellschaft vor Probleme. Im städtischen Raum wurde das System der Altersrente, das sich hier auf die Staatsunternehmen stützte, im Zuge des strukturellen Wirtschaftswandels zu einem Pflichtsystem der Grundrentenversicherung mit Pensionsfonds und ergänzenden freiwilligen Beiträgen umgewandelt. Schon Ende der 1990er Jahre standen 85 Mio. Beitragszahlern über 26 Mio. Rentenempfänger gegenüber. Zusätzlich war die Finanzlage der Rentenkassen wegen hoher Beitragsrückstände und missbräuchlicher Mittelverwendung angespannt. Auf dem Land wird erst seit 1992 ein einheitliches Rentensystem aufgebaut, das auf freiwilligen Mitgliedsbeiträgen und kommunalen Zuschüssen basiert. Im Gegensatz zu den Städten, wo viele Männer (allerdings weniger Frauen) über ein eigenes Renteneinkommen verfügen, haben auf dem Land bislang nur 2% der über 60jährigen Rentenansprüche. Hier leben alte Leute trotz vieler Spannungen zwischen den Generationen und gewandelter Wertvortstellungen fast zwangsläufig bei ihren Kindern. In den Städten ist dagegen ein Trend zur allein lebenden Kleinfamilie zu beobachten, die ihre Fürsorgepflicht für die alten Eltern noch ernst nimmt, aber nach Möglichkeit getrennte Wohnungen bevorzugt. The aim of this paper is to chart the demographic transition in China, identify its proximate causes and analyze its socioeconomic implications with reference to, first, the proportion and composition of the dependent population, second, the age structure of the labor force and, third, the size and composition of households. Defined as a steady deceleration in population growth to a nonrising total, the onset of the demographic transition in 1970 predates the one-child policy. Thus far the transition has had its largest impact on the proportion of children in the population, which has fallen. Next in magnitude is a rise of in the share of working-age adults. (DSE/DÜI)

In the 1990s, as fertility fell below replacement, China's state birth planning program began reforms, first to improve its state-centric approach to birth limitation and then to incorporate some elements of a more client-centered approach. In 2000 and 2001, as part of a regime shift toward "rule by law", China both further institutionalized and further reformed the program. A March 2000 Decision and a December 2001 Law reaffirm the need for state planning of population and births but mandate a shift in both methods and goals. Methods should shift from direct to indirect regulation, reducing negative effects such as coersion and corruption and increasing positive benefits such as helping poor women develop. Goals should shift from just limiting births towards also delivering reproductive health services. (DSE/DÜI)

Beijing attributed the decline of fertility to the successful implementation of the government's one child policy (OCP). Having undergone two successful fertility transitions, China's total fertility rate (TFR) - the average number of children born alive to a woman - was around 1.8 by the early 1990s. The most critical issues is whether China has also undergone a third fertility transition since the late 1990s - from below-replacement fertility to a substantially lower level. Chinese demographers, and perhaps even the Chinese government, are not in total agreement among themselves over the actual TFR level. The goal of this research is to estimate China's current TFR. This paper finds that the figure could well stand at 1.7, and may be moving toward 1.6. (Issues Stud/DÜI-Sch)

According to the author, the rigidity of Chinese family planning programmes has been controversial both in China and around the world. However, there are very few studies, which consider in detail how family planning policies are implemented at the local level, under a particular, concrete, social, economic and cultural context. Using quantitative data from observations and interviews collected for a project on economic reforms and fertility in rural China, the author shows that the implementation of family planning policies is not uniform but varies with the institutional context. Seit 1980 verfolgt die VR China eine reformierte Wohnungsbaupolitik, die auf die Schaffung privaten Wohneigentums orientiert ist. Im Jahr 1998 befand sich jedoch erst ein Viertel des neu gebauten städtischen Wohnraums in Privatbesitz. Positive wirtschaftliche Effekte und eine Förderung der Urbanisierung als Voraussetzung für die industrielle Entwicklung sind die wichtigsten Argumente für eine Wohnungsbaureform. Daß trotzdem nur langsame Fortschritte erzielt werden, liegt an der zurückhaltenden Einstellung der Bevölkerung zum Erwerb von Wohneigentum, Implementationsbarrieren auf der Ebene der Kommunalverwaltungen sowie den hohen Hauspreisen. Neben den hohen Kosten sind eine zu geringe Wohnfläche sowie Qualitätsmängel häufige Anlässe für Klagen von Verbrauchern. (BIOst-Wpt)

Social movements have been important driving forces behind the social and political development in Hong Kong over the past twenty years. This paper traces the development of such movements from the late 1970s to the present moment and attempt to investigate how such seemingly destabilizing forces have evolved to generate a dynamically stable environment in which both the provision of social services and the political system have been enhanced. Yet, political development in the 1990s and the changeover of sovereignty have brought new parameters to the social and political arenals. Party politics and radical movements have emerged in the urban social movement scene. The government has also initiated its own participatory mechanism in collective consumption areas, and a new strategy is beginning to take shape. (Issues Stud)
