PROFILE

The SOCIETY OF PHILIPPINE ACCREDITED CONSULTANTS (SPAC) Inc.

was established on ______________

The society is a member of NEDA-recognized umbrella organization: The

Confederation of Filipino Consulting Organizations (COFILCO). SPAC regular

members are individual consultants in their respective discipline and/or field of

expertise in various disciplines who are engaged in consulting services.

In view, however, of its desire to accommodate all sectors and expertise, the society

accepts junior members who are not necessarily engage in consulting services,

provided, that applicants manifest expertise in his/her own field of endeavor or

profession.

Anyone from any discipline who passed the criteria may be accepted as member with

the end in view of consolidating the various disciplines under one organization in order

to establish a NATIONAL CENTER OF EXPERTISE.

Other than professionals, craftsmen and undergraduates may be recruited as members,

provided their crafts and expertise are contributory and deemed necessary for national

development, e.g. inventors, scientists and highly skilled workers.

Anchored on this long term goal, SPAC is now in the process of recruiting members in

all categories of membership. Current members are encouraged to recruit and pre-

qualify professionals (whether regulated or non-regulated) and consultants and submit

their endorsement together with resume to the SPAC Secretariat.

At the moment, SPAC is in the process of designing its website. As soon as it is

operational, interested parties or individuals may apply for membership on-line.

OBJECTIVES

PRIMARY

To organize individual professionals and consultants who are engaged in

general consulting services in all types and level of project development in

the Philippines and other countries and to promote the highest ethical

standard and excellence in consulting practices in order to gain recognition

for the individual members as world class consultants;

SECONDARY PURPOSES:

1) To adhere to the international ethical standards embodied on SPAC

highly professional practices;

2) To provide a forum among individual members to strengthen its

relationship and open opportunities for technology transfer by

sharing experiences to learn from each other, settlement of inter-

disciplinary differences and formulate a wholistic approach to

national development;

3) To promote cooperation, camaraderie, teamwork, technology

exchange, interfacing and understanding between and amongst

professionals and consultants through social activities, seminars,

workshops, trainings programs and projects;

4) To instill and enhance in the hearts and minds of the members the

strict adherence to the Code of Professional Ethics in their

respective fields;

5) To enhance the growth of the local consulting industry, set the

highest standards, optimize the use of latest technologies and

expertise;

6) To promote, encourage, initiate, undertake, manage, evolve policies,

enhance, expand and accelerate programs, projects, scientific

researches and services for the benefit and welfare of the members

and the society as well, and in connection thereto, to cooperate and

to network with other individuals, groups, organizations, academe,

government agencies and instrumentalities, domestic and foreign;

7) To study, analyze, evaluate, formulate and recommend appropriate

methods and technology, contents and syllabus of learning

institutions, knowledge and skills required in the actual work-place

of the prospective professionals;

8) To serve as model for public and private institutional

complementation, improve cooperation and collaboration for the

delivery of integrated programs and services for national

development;

9) To seek assistance and cooperation of various agencies, public and

private, in the Philippines and abroad, and likewise shall assist in

the coordination and implementation of plans, programs, projects

and research activities of the government and non-governmental

organizations and agencies;

10) To establish Chapters and or Field Offices in key-cities in

every region throughout the Philippines;

11) To build, purchase, lease, acquire, own, hire or lease, and to

mortgage or otherwise encumber or dispose of any property, real or

personal, that may be necessary to carry out the objectives and

purposes of the society;

12) To extend assistance such as fellowships, scholarships,

exchange, travel and study grants, professorial chairs, etc., to

deserving grantees as may be approved by the Board of Trustees;

13) To establish community centers here and abroad and for this

purpose to build, purchase, lease, acquire, own, hold, use – office

buildings, schools, farms, factories, science techno parks, housing

and infrastructures;

14) In aid of the above purposes to solicit and to receive monies

in the form of gifts, grants, bequests, legacies, donations,

scholarships, sponsorships, endowments and other forms of

financial aids or support from all sources, whether this be in cash,

property, service of otherwise;

15) To invest any portion of its donations, earnings, revenues, or

capital in the purchase and acquisition of properties, whether real or

personal, shares of stock or bonds of other corporations which are

permitted by law, and in other kind of investments and to these ends

to deal in any of its holdings, properties, investments and shares of

stocks as the corporation may devise or need from time to time to

carry out the purposes and objectives of the society, provided that no

part of the income inures to any of the trustees, officers, members or

any private individuals;

16) Generally, to do all such other things, transactions and

exercise such powers and authority as my be directly or indirectly,

incidental or conclusive to carry out the purposes and objectives

above stated;

17) To enter into contract with corporations, organizations,

individuals and other entities in the private and public sectors

requesting for technical and professional advisory and/or general

consulting services in project development and implementation

assistance;

18) To provide technical assistance and project appraisal, product

planning and development, market identification and linkages,

funding solicitation and other related activities, including resource

inventory, utilization and conservation and networking, seminars,

research, surveys, and similar activities that profit will be derived

from such advisory and consulting engagements for specifically be

used for the operation of the society;

19) To unite individual professionals and consultants in

conceptual planning, designing, engineering, construction

management and project development packaging including Special

Studies, Technical Services, Advisory and Review Services of the

latest worldwide information and technical know-how to provide

imaginative, cost effective and high quality technical services to

hasten the realization of the need of the client.

BY – LAWS

MEMBERSHIP (Article III)

Section 1:Individual professionals and consultants shall be eligible

for membership. Individual professionals and consultants who are

practicing consulting services whether in government or private

consulting firms or as direct-hire of any clients.

Section 2: Membership is open to individual professionals and

consultants to both government and private sectors. All applicants for

membership shall pass the criteria for admission as prepared by the

Membership and Classification Committee and approved by the Board

of Trustees. There shall be three (3) categories of membership in the

society, to wit:

2.1 Regular Members – are individual professionals and

consultants who pass the qualification criteria for admission

as prepared by the Membership and Classification

Committee and approved by the Board of Trustees;

2.2 Junior Members – are individual professionals who just

completed their Bachelor’s Degrees who wanted to be in

the ranks of consultants after obtaining years of

professional practice and meeting other criteria which shall

be framed by the Membership and Classification

Committee and approved by the Board of Trustees;

2.3 Affiliate Members – are foreign consultants with

experience in consulting services who pass the

qualifications criteria for admission as prepare by the

Membership and Classification Committee and approved

by the Board of Trustees.

All National and Chapter members have equal rights and

privileges.

FEES AND DUES (Article IV)

Section 1:There shall be the following fees and dues to be paid

upon the approval of the application by the Board of Trustees thru the

recommendation of the committee on Membership and Classification.

1.1 Admission/Re-Admission Fee – the amount of the

Admission/Re-Admission fee shall be determined and

approved by the Board of Trustees for Regular, Junior and

Affiliate members, which may from time to time be

adjusted by the Board of Trustees. After payment of the

fee, a member shall receive a Membership Certificate and

Membership Card;

1.2 Annual Dues – the amount shall be determined and

approved by the Board of Trustees for Regular, Junior and

Affiliate Members which may from time to time be

adjusted by the Board of Trustees. Membership Card shall

be issued annually upon each payment of Annual Dues;

1.3 Revocation, Suspension, Expulsion, Termination.

Forfeiture, revocation, expulsion, termination of

membership for causes as herein provided shall be declared

pursuant to its guidelines by affirmative votes of the

majority of the Board of Trustees, namely:

2.2 Voluntary resignation in writing

2.3 Infraction of the rules or policies of the society

Section 3. Re-Admission: The condition prescribed for admission shall

also be applicable terms for re-admission

COMMITTEES (Article V)

Section 1. The Board of Trustees shall be assisted in the administration

and management of the affairs of the society by the following

working committees: the Membership and Classification

Committee, the Professional Service Committee with defined

functions, powers and duties shall be created by the Board of

Trustees. Membership to these committees shall be selected

from among the members of the society and the Chairmen and

members shall be appointed by the Board of Trustees. Additional

Committees may be created as the need arises.

Section 2. Membership and Classification Committee

The Membership and Classification Committee shall take charge of all

matters and activities pertaining to the application for

membership, criteria for admission, evaluation, categories, the

identification and classification of expertise, services and field of

professions and development of strengthening of membership. It

shall be responsible for all personal records and status of

individual members. It shall issue Membership Certificates,

Annual Membership or Identification Cards indicating their

Membership Certificate Numbers, categories, Professions,

expertise and classification. The 2nd Vice-President shall be the

Chairman of this Committee and there shall be four Division

Vice-Chairmen each assisted by four (4) evaluators one from

each profession as shall be elected or appointed by the Board.

Section 3. Professional Service Committee

The Professional Service Committee shall take charge of all matters

and activities pertaining to professional development, evaluation

of membership category, guidance and direction of its members.

It shall address itself to the placement of key staff with various

consulting firms. It shall serve as clearing house wherein

technological ideas, researches, progress and improvements are

evaluated and disseminated to all members of the society. The

committee will take charge of the technology phases for seminars

and conferences which the society may hold or attend; setting
