    between the Governments of the United States of America and the Russian Federation

    concerning the Procedures for the Customs Documentation and Duty-free Entry of Goods

    Trans?orted within the Framework of U.S.-Russian Cooperation in the Exploration and

    Use of Space for Peaceful Purposes, signed ar Moscow on December 16, 1994

    (hereinafter the "Agreement").

    In accordance with Anicle 5 of the Agreement, the Embassy, on behalf of the

    Government of the United Scates of America, proposes that the Agreement, which

    encered into force on August 26, 1996, be extended for an additional five year period.

    the Government of the United States of America concerning the Procedure for Customs

    Processing and Duty-Free Entry of Goods Transported within the Framework ofU.S.

    Russian Cooperation in the Exploration and Use of Space for Peaceful Purposes signed

    in Moscow on December 16, 1994 (hereinafter referred to as the 1994 Agreement), has

    the honor to propose on behalf of the Government of the Russian Federation that the

    1994 Agreement be extended pursuant to Article 5 thereof for an additional five-year

    period from August 26, 2006, through August 26, 2011. If this is acceptable to the U.S.

    side, the Russian side proposes that this note and the Embassy's note in reply thereto

    constitute an Agreement between the Government of the Russian Federation and the

    Government of the United States of America Extending the Agreement between the

    Government of the Russian Federation and the Government of the United States of

    America concerning the Procedure for Customs Processing and Duty-Free Entry of

    Goods Transported within the Framework ofU.S.-Russian Cooperation in the

    Exploration and Use of Space for Peaceful Purposes of December 16, 1994,

    to the Federal Space Agency (Roskosmos).

    compliments to the Embassy of the United States of America and, referring to the

    Embassy's note No. 154-07 of December 26, 2007, which states that the Embassy, on

    behalf of the United States of America, accepts the Ministry's proposal to extend the

    Agreement between the Russian Federation and the United States ofAmerica on the

    Procedure for Customs Processing and Duty-Free Entry of Goods Transported within the

    Framework ofRussian-U.S. Cooperation in the Exploration and Use of Outer Space for

    Peaceful Purposes signed in Moscow on December 16, 1994 (hereinafter referred to as

    the 1994 Agreement) for an additional five-year period from August 26, 2006, through

    August 26, 2011,, and to regard the Ministry's note No. 10663/dvbr of December 14,

    2007, and the Embassy's aforesaid note in reply as an agreement on this matter, which

    will enter into force upon the date of the Ministry's receipt of this note, has the honor to

    report the following.

  • The Ministry confirms receipt of the Embassy's aforesaid note in reply of

    December 27, 2007. Thus, under the agreement reached, that date shall be the date of the

    entry into force of the agreement to expend the 1992 Agreement ..

    The Ministry further notes that the Embassy has taken cognizance of the

    notification, contained in the Ministry's note No. 10756/dvbr ofDecember 14, 2007, that

    the Russian Aerospace Agency has been converted into the Federal Space Agency

    (Roskosmos), and that all references in the 1994 Agreement to the Russia Space Agency,

    which had previously been regarded as pertaining to the Russia Aerospace Agency,

    should be regarded as pertaining to Roskosmos.

    The Ministry avails itself of this opportunity to renew to the Embassy the

    assurances of its highest consideration.
