ESTADOS UNIDOS COMUNICA A LA UNIÓN EUROPEA QUE EXIGIRÁ VISADO ELECTRÓNICO A SUS CIUDADANOS

El Gobierno de Estados Unidos ha confirmado su intención de exigir visado electrónico a los ciudadanos europeos de la UE que visiten su territorio, incluidos los de los países, como España, libres hasta ahora de tales requisitos. Los detalles de la exigencia, enmarcada en un paquete de medidas antiterroristas, aún pueden variar durante su tramitación en el Congreso de EEUU. No obstante, y a pesar de que la norma puede profundizar la falta de reciprocidad en materia de visados entre la UE y EEUU, Bruselas no prevé plantear "objeciones de principio", avanzó el portavoz. En la actualidad la Unión no exige visado a los

estadounidenses para visitas de menos de 90 días, mientras que Washington sí lo pide a 11 de los 27 Estados de la UE. La nueva norma impondrá previsiblemente un trámite adicional a los británicos, españoles, franceses, alemanes y resto de europeos que no precisaban visados turísticos.

Bruselas se muestra comprensiva con la decisión estadounidense de elevar los requisitos de seguridad contra la amenaza terrorista. El comisario europeo de Libertad, Seguridad y Justicia

estudia proponer a los Estados miembros el establecimiento de un sistema similar de visado electrónico en la Unión. El Ejecutivo europeo, según fuentes comunitarias, desconoce aún si la nueva exigencia obligará a los ciudadanos de la UE que quieran viajar a EEUU a facilitar datos adicionales a los ya previstos en un reciente acuerdo sobre seguridad aérea. Este último convenio impone a los europeos que vuelen a EEUU a facilitar datos de 19 categorías relativas, entre otras cuestiones, al "origen racial étnico, la ideología política, creencias religiosas o filosóficas, afiliación sindical, y datos sobre la salud o la vida sexual", según ha criticado el Parlamento Europeo.

Bajo el título Cities of Light: The Rise and Fall of Islamic Spain, el canal público de la televisión estadounidense

PBS estrenará un documental, realizado por la productora Unity Productions Foundation, que explora las

causas que llevaron al declive de una civilización pluralista, tanto social como religiosamente, que era la que

convivía en la península ibérica desde el siglo VIII hasta el año1492.

Este trabajo sirve como ejemplo tanto de los puntos positivos de una sociedad multicultural como de las

tensiones que surgen en el momento en que una facción política o religiosa intenta imponer sus ideas a

dicha sociedad.

Dentro del equipo de expertos y consultores que prestaron su trabajo a la realización de este documental

se cuenta con la participación de Lourdes María Álvarez, la directora del Centro de Estudios Catalanes y

profesora de español en la Catholic Unversity de Washington, DC.

El estreno se realizará el miércoles, 22 de agosto, a las 21h, huso horario de la Costa Este de los Estados

(2002), James Earl Jimmy Carter está realizando una

visita a varias ciudades y capitales españolas durante

este mes de agosto.

El programa de visitas consistió de excursiones

programadas en su ultima visita a España, a modo de

despedida por motivos de edad. Dentro de este

recorrido ha destacado las visitas ya realizadas

dentro de la provincia de Toledo, en especial a la

localidad de Esquivias en donde recogió una docena

de guitarras de fabricación artesanal que subastará

para recaudar fondos para fines benéficos de la

Fundación Carter. En Toledo capital, el ex

mandatario recorrió la zona monumental

acompañado por su séquito personal y amistades

españoles.

El ex presidente, que está acompañado por su mujer,

Rosalynn, también visitará Navarra y Cantabria, en

UNA EMPRESA ESTADOUNIDENSE DE COMIDAS PRECOCINADAS SE LANZA A LA AVENTURA ESPAÑOLA

LAS OPERACIONES DE CUISINE SOLUTIONS, INC. SE LLEVARÁN A CABO DESDE SU OFICINA PARA ESPAÑA EN MADRID

Cuisine Solutions, Inc. una empresa estadounidense, con sede en Alexandria, estado de Virginia, dedicada a la venta de comidas precocinadas al sector hostelería y a las líneas aéreas, ahora ha abierto una oficina en España con el fin de lanzarse al mercado español. El Chef Andono Luis Aduriz del restaurante Mugariz de San Sebastián ha entablado negociaciones con Cuisine Solutions Inc. para lanzar una línea de comidas preconcinadas con recetas creadas por el Chef Aduriz y se espera que ya en el mes de septiembre se podrá contar con el catálogo de dichos productos. Según el Director Ejecutivo de Cuisine Solutions, Inc. Stanislas Vilgrain, los productos de su empresa

se venden mejor en los lugares en donde la gente aprecia comidas de alta calidad. “Opinamos que España es uno de estos mercados,”declaró Vilgrain, añadiendo que “muchos de los chef más innovadores y creativos del mundo proceden de España”. José Luis Herrera Cames, que llevaba dos años trabajando para Cuisine Solutions, Inc. en calidad de consultor y que cuenta con una gran experiencia en el sector, será el directorde la oficina para España, que se ubicará en Madrid.

APROBADA LA COMPRA DE COMPASS BANCSHARES

SUS ACCIONISTAS RATIFICARON LA VENTA AL BBVA

Tras una convocatoria especial de accionistas del banco alabamiense Compass Bancshares, el 97% de los mismos aprobaron su venta al Banco Bilbao Vizcaya Argentaria (BBVA). Dicha acción es de las últimas a realizar en el proceso de adquisición de la entidad bancaria y se espera que en el mes de septiembre se podrá dar por concluidos los últimos trámites en el próximo mes de septiembre. El presidente del BBVA, Francisco González, declaró que la compra de Compass Bancshares era un paso importante en el compromiso del BBVA de crear una presencia fuerte en el sur y sureste de los Estados Unidos de América.

WINE CRITIC SAVORS A GREAT NEW WINE FROM SPAIN

One of the great joys of being a wine drinker is the opportunity for discovery. I had an "a-ha" moment not so long ago when I purchased my first bottle of wine from a region in northwestern Spain called Bierzo. The area has been getting some buzz and Eric Asimov, the fine wine writer for The New York Times wrote a column about it that included notes on some of the wines he had tasted. Intrigued, I sought out a bottle and immediately became a fan. That first bottle was a 2005 Descendientes de J. Palacios Pétalos Bierzo and it was one of the most interesting wines I had tasted in quite some time. The first thing to catch my attention was the grape, mencia. I had never heard of mencia, but a little research showed that it is often compared to cabernet franc. Its origins are in dispute, but mencia is thought to have been brought to northwestern Spain centuries ago by French pilgrims who colonized and proselytized during the Middle Ages. Though cabernet franc has a reputation as a blending grape in Bordeaux, used to help along cabernet sauvignon and merlot, there is a history of great wines that are heavily reliant on the grape. The famed Bordeaux wines of Cheval-Blanc, for example, are dominated by merlot, but in some bottlings as much as 60 percent of the oh-so expensive juice derives from cabernet franc. That's not to say, however, that mencia is cabernet franc. There are those in Bierzo who will dispute that with vigor, thank you very much. But it is interesting to note that this grape of unknown origin has similarities to an old standby with regal roots. In the glass the mencia was a deep, ruby color. The first taste hit like a ton of big berries. While it was a very young wine, it held together nicely and was ready to drink straightaway. My first thought is that, though a little lighter, this wine would be a great alternative to shiraz or even zinfandel. But there was something different about the taste as well. Something, not necessarily dirty, or mineral-like, but something else that made this wine

taste of the place it was born. It was like nothing I had ever had before. Cool. And then there was the winemaker. Over the last 20 years Alvaro Palacios has made some of the world's most-prized wines, and his grenache-based L'Ermita from the Priorat region of Spain is said to be transcendent. It is perhaps no coincidence that he studied in Bordeaux, where he worked for the fabled Jean-Pierre Moueix at Chateau Pétrus, where they grow a little cabernet franc.

In the late 1990s, at a time in which Bierzo was still under the radar as a wine region, Palacios partnered with his Bordeaux-trained nephew, Ricardo Perez, to form Descendientes de J. Palacios, a new winery with a moniker that honored Alvaro's father and Ricardo's grandfather, Jose. Their goal was to create great wines from an indigenous grape that was, for the most part, unknown to the rest of the world. Bierzo is located in the province of Leon in a region bordered to the north and west by ocean. Approximately

100 miles from the sea, Bierzo is extremely mountainous and its grapes grow on steep, rocky hillsides. To date there are just 48 wineries in the Bierzo DO (designated in 1989), though there is growing interest among investors and winemakers. Because of the difficulty and cost of working these high-altitude vineyards, some of which are 2,000 feet above sea level, the wines will likely remain the domain of serious producers who see the beauty in this unlikely grape. That makes it perfect for Palacios and his young partner. If you want to try the 2005 Descendientes de J. Palacios Pétalos Bierzo, you can buy a bottle for around $25 at Of Grape & Grain. Catherine Store Wine & Liquor also has the 2003 vintage in stock for around $23 a bottle. Or you can order the Pétalos with a meal at either The Tavern at The Little Nell or Cache-Cache. For a treat, Montagna at The Little Nell has some of the very limited, single-vineyard wines from Descendientes de Jose Palacios on their list lately. It's nice to try something new.

A growing number of Spanish business leaders and policy makers are warning their country's devolution of powers to regional governments has gone too far, creating barriers to commerce and investment within the European Union's fifth-largest country. In the 32 years since dictator Francisco Franco's death, Spain has gone from being one of Europe's most centralized countries to one of its most decentralized. The country's 1978 constitution recognized 17 autonomous communities and launched a process to gradually devolve decision-making authority to them. European countries are working to strengthen EU institutions as well as rethinking the balance of power between their own central and regional governments. Countries such as Spain and the U.K. have been devolving competencies such as health care and education in an effort to assuage historical ethnic tensions and improve government accountability. Spain also has devolved wide powers for regions to legislate over transportation, commerce and the environment, among other areas. In recent years, Spain's devolution process has drawn attention. The Socialist-led government has encouraged regions to draft new charters granting them greater autonomy and sought to negotiate a settlement with the pro-independence Basque terrorist group ETA, prompting the bitter opposition of Spain's center-right Popular Party. As the European common market becomes a working reality, Spain's acceleration of devolution has sparked fears the country could rupture its own internal market, denying companies the economies of scale offered by a relatively large market of 46 million people. "The proliferation of regional legislation means that, in some cases, companies have to abide by 17 different regulatory frameworks in their domestic market, posing obstacles and higher costs," said Gerardo Díaz Ferrán, head of Spain's employer's association, Confederación Española de Organizaciones Empresariales (CEOE). Spain's retail sector is one of the most heavily regulated. More than 700 national and regional norms dictate opening hours, sales periods and other aspects of business, according to the Asociación Nacional de Grandes Empresas de Distribución, (ANGED), a Spanish association of 16 large retailers including El Corte Inglés SA, Carrefour SA and Ikea International AS. National law dictates that most shops can only open eight Sundays a year. Each region can then decide whether or not to allow more openings, though most do not. The regions also choose which Sundays they will allow store openings and when to let retailers hold sales. "We cannot coordinate marketing campaigns or logistics on a national scale, which translates into higher costs," ANGED Managing Director Javier Millán Astray said. Further, many Spanish regions have banned new-store openings of large retailers, usually defined as outlets of more than 1,500 square meters. The Balearic Islands has had a ban in place for 11 years. ANGED estimates that €3 billion, or more than $4 billion, in investment, which could create more than 10,000 jobs, is on hold as a result of these bans. Increasing retailer regulation reflects the political clout in regions such as the Balearic Islands and Catalonia of small-shop owners desirous of curbing the expansion of large national or multinational chains. In a 2006 report on the Spanish economy, the Organization for Economic Cooperation and Development explained the reasons behind these rigid regulations. "One is the desire to safeguard local shops, which play a positive role in the life of certain urban centers, " the report stated. "Restrictions on opening hours were also justified by the need to avoid

forcing staff to work late or at weekends, and also because of the competition, deemed unfair, that could also result for small shops," it said. More regulation also reflects growth of regional administrations that employ nearly three times the staff of Spain's central government. "The decentralization process has led to more interventionism," Madrid's Instituto de Empresa business school’s vice dean José María de Areilza said. The OECD says Spanish retail regulations are the third-most rigid among those of its 30 member nations, behind those of Greece and Belgium. It says inefficiency in this important sector contributes to Spain's low productivity and high inflation. To be sure, fragmentation of its internal market doesn't seem to have dented Spain's economic growth rate, the highest among the large countries of the euro zone for more than a decade. Spain continues to benefit from the massive stimulus of historically low interest rates and large immigration flows. Business leaders, though, warn excessive regulation will undermine the competitiveness of Spanish companies over the long run. Fernando Eguidazu, head of economic policy for Spanish business association Circulo de Empresarios, says it isn't easy to quantify the negative effects of decentralization on investment and efficiency. "But it's something that companies from all sectors are starting to complain about," Mr. Eguidazu said. Mr. Eguidazu also is managing director of the Fraternidad Muprespa, an agency affiliated with the Spanish health service, providing medical services to workplace-accident victims. He said it took two years for his company to obtain authorizations to operate in some Spanish regions for its Prevención unit, which advises companies on how to improve their workplace safety. Elsewhere, a spokesman for Spain's chemical-industry association, Federación Española de la Industria Quimica Española, or FEIQUE, said the cost of compliance with pollution-control regulation is 10 times as high in Catalonia, where most of the industry is based, as in neighboring Aragon. Spanish business leaders are calling on the central government to take steps to unify economic legislation. The CEOE has suggested it do so through the speedy application of future EU directives that have supremacy over national legislation. Circulo's Mr. Eguidazu said the government should not devolve further economics decision-making powers to the regions. The Spanish finance ministry is working on draft legislation to transpose the EU Services Directory in 2009, and the government has shown itself able to resist regions' demands for more economic autonomy, a spokeswoman said. The government, for example, refused Catalonia power to collect corporate taxes for the region's new tax agency. Catalonia is Spain's most industrialized region, and with the Basque Country has led calls for more autonomy. Spain's Parliament last year approved a new charter for the region, which has been challenged in the Constitutional Court by the opposition Popular Party. In a recent speech in Barcelona, Catalonia's capital, Bank of Spain Gov. Miguel Angel Fernández Ordóñez warned against rupturing the country's internal market. "Business leaders have raised the alarm about the impact of decentralization on market unity...we need to reflect and take the strong and positive aspects of decentralization and avoid those phenomena that hold risks for the efficiency of the economy," he said.

IN SPAIN, NO OLÉ FOR BULLFIGHTS

ANIMAL RIGHTS PROTESTERS CALL FOR THE ABOLITION OF BULLFIGHTS

Málaga, on the Costa del Sol, in romantic Andalusia, home to Antonio Banderas and the capital of one of Spain's most sophisticated resort areas, is also a city where bullfights hold a hallowed place. Every August the feasts bring thousands of bullfighting fans to the Plaza de Toros. But this year, the bullfights are also bringing in something more. On August 11 the pro-animal rights group Andalusian Collective Against Animal Mistreatment (CACMA in Spanish), will stage the first demonstration ever in Malaga against this most popular and gory of Spain's traditions. It is the latest manifestation of an emerging protest movement against one of the most archetypal — critics would say stereotypical — of Spain's symbols.

The demonstration is also sponsored by a couple of foreign groups, notably the League Against Cruel Sports from Britain and the Comité Anti Stierenvechten (CAS) which is based in the Netherlands and Belgium. But it follows Barcelona's groundbreaking move banning bullfights altogether in the city; 42 other cities and towns have declared their opposition to the sport. Spain's antitaurinos, as those opposed to bullfights are called, are gaining momentum, with scores of demonstrations and protests held across the country in places with a significant bullfighting tradition like Bilbao, Madrid and Seville. "In reality we are the real taurinos, the bull lovers," says CACMA president Antonio Vicente Moreno Abolafio. Animal-rights defenders also have found a well-placed ally in Cristina Narbona, Spain's Environment Minister. Narbona, herself the daughter of a bullfighting expert — her father used to write a regular newspaper column about the sport — does not hide her distaste for bullfights. "I am deeply ashamed of living in a country with such a tradition", she said last year at

a meeting of her Socialist Party Barcelona. That has allowed more Spaniards to come out of the closet and say they are against bullfighting. CACMA expects 3,000 people to gather at their Malaga demonstration. "This is not a tradition to maintain, but to eradicate," says Moreno Abolafio. "We must cast away the cliché of Spain represented by a man dressed as a bullfighter and a woman as a flamenco dancer." Although the Government seems divided over the issue, Narbona certainly speaks to a growing sentiment within Spain. According to a Gallup poll, only 8% of Spaniards consider themselves bullfighting fans, But the end of bullfighting as we know may not be around the corner. If anything, its appeal may be growing beyond Spain's borders. Many South American and other European countries like Portugal and France maintain a vibrant bullfighting tradition — French President Nicolas Sarkozy and former Socialist candidate Segolene Royal fancy the sport. Moreover, bullfighting has also been exported to places like China, as well as Armenia and South Korea. More than 13 million Chinese a week have been watching bullfights on TV since 2000 according to portaltaurino.com, a bullfighting website. And in 2004, Shanghai hosted the first bullfight ever in the country. "I have a letter from a Chinese business group saying that they want to keep organizing bullfights," says Carlos Ruiz Villasuso, editor-in-chief of mundotoro.com, a popular website for bullfighting aficionados. Asked about the growing debate in Spain, Ruiz Villasuso says that "bullfights are like the Church; they will be here for ever. The law says bullfights are a right of the Spanish aficionado." Not that this really matters to the determined activists of CACMA, who are convinced bullfighting is losing traction in Spanish society. That notion is disputed by Ruiz Villasuso, who says this year's attendance will hit record heights. Moreno Abolfario counters by saying that even more famous fighters will now perform in portable rings, temporary and therefore unprestigious corridas set up in smaller, less affluent towns. "Five years ago," he says, "none of the main stars would fight in a portable ring." With the decline in attendance, he argues, they are now forced to. "[In Spain] young people pass on bullfights.”

SPANISH WINEMAKERS GO COOLER TO STAY IN THE GAME

THE TORRES VINEYARDS IN TREMP HAVE BEGUN TO TAKE CLIMATE CHANGE INTO CONSIDERATION WHEN CHOOSING THE LOCATION FOR PRODUCTION.

The Torres vineyards stand above the town of Tremp, in the northern Spanish region of Catalonia. The winemakers have begun to take climate change into consideration when choosing the location for production .

Most of the time when we think about global warming, we think about dire consequences — disappearing ice caps, rising sea levels, more intense storms. Higher temperatures will have myriad ef-fects on our lives and culture. But not all of these effects will be catastrophic.

In Spain for example, winemakers are heading for the hills.

For a while, Pancho Campo of the Spanish Wine Academy had a message no one wanted to hear. He had conducted a climate study on a major wine-growing region called Penedes, near Barcelona and close to the Mediterranean coast.

"The first thing that we observed is that tempera-tures have increased an average of 1.5 to 2 degrees Celsius (3 to 4 degrees Fahrenheit). And that is a lot," Campo says. "Also, we have observed that rainfall patterns have changed. It rains more when it should be dry, and the way it rains is very aggres-sive."

At first, Spanish winemakers ignored his results — they said the weather was always changing. But in the past year or two, more have started to listen, and they've realized they are going to have to adapt.

Winemakers are thinking about changing their growing patterns to grape varieties that can toler-ate more heat, and they are also altering their wa-tering schedules. Some are even moving from the traditional wine-growing areas near sea level.

"They're going to higher altitudes – a place called Tremp. Higher altitudes, lower temperatures," Campo says.

Keeping Cool

About six years ago, Torres wine started growing pinot noir grapes about 5 miles and several hundred feet above the town of Tremp, located in the foot-hills of the Pyrenees, the mountains that divide Spain and France. The area is stunningly beautiful — high mountains to the north, and an undulating valley falls away to the south. And it's pleasantly cool, even in the bright morning sun. The natural landscape is dry and brown; the Torres grapevines are the only thing that's green.

"We were thinking about having a special flavor, special finesse that you cannot find in other, warmer areas," says Albert Puch of Torres wine.

He says climate change was far from their minds when they first began growing grapes in Spain.

"But now when the scientists said there is the global warming coming, this state has more rele-vance for us," Puch says.

Changing Tastes

Puch says it's not just the weather that's changing, but also the market. He says consumers are no longer interested in where a wine comes from, or what year it was produced. They're only interested in how it tastes.

It used to be different. For example, in neighboring France, the great wines of Bordeaux are still pro-duced according to strict rules about where the grapes come from. If the climate is bad and it rains when it should be sunny, then the grapes will be bad. French winemakers accept that some vintages will be better than others.

Puch says that attitude no longer works for many wine drinkers. He says Spanish winemakers used to be like the French, but now they're competing with winemakers from Chile, Argentina, California, Aus-tralia and New Zealand.

"They said 'I want to make a good wine, with a funny name, and that's it,' " Puch says. " 'And a good price.' And they rule the market. If it's a global warming, it's a global market, too."
