Hon. Laura Q. Del Rosario APEC 2015 SOM Chair
Ambassador Laura Quiambao-Del Rosario, a native of Angeles City, is a career foreign service
officer. Having joined the Philippine Foreign Service in 1979, she has been assigned as diplomatic
and consular officer in the Philippine Embassy in Vienna, Singapore, and Washington D.C.
In 2003 to 2007, she was appointed as the Philippine Ambassador to India and to Nepal on a
non-resident capacity. She then served as Ambassador to Vietnam in 2007-2009.
Mrs. Del Rosario started her professional life as a faculty member of Holy Family in Angeles City.
Invited to join the faculty of Maryknoll College in 1971, she became the Acting Department
Chairman of the Literary Studies Department. She subsequently assumed the Office of Director of
Admissions in 1973 to 1978 and Institutional Planning Officer in a concurrent capacity in the
same institutions.
She has maintained her links to the academic world by teaching in various schools such as St.
Benilde’s College (under De La Salle University), Ateneo de Manila, and Miriam College (formerly
Maryknoll College). She was designated as the Director of the Foreign Service Institute from
2009-2011.
She is currently the President of Pax et Lumen International Academy, a Science and
Math-oriented school in Angeles. She is also a member of the Board of Trustees of Miriam College.
Now serving as Undersecretary of Foreign Affairs in charge of international economic relations,
Ambassador Del Rosario was conferred the Gawad Kamanong Presidential Award of the Grand
Cross by President Benigno Aquino III in 2012 for her work in economic diplomacy.
Amb. Del Rosario is married to Dr. Raul Del Rosario with whom she has two sons.
Hon. Arsenio M. Balisacan Secretary, National Economic and Development Authority
Dr. Arsenio M. Balisacan is the Secretary of Socioeconomic Planning and Director-General of the
National Economic and Development Authority. Concurrently, he serves as Chairman of the
Boards of the Philippine Statistics Authority, Philippine Institute for Development Studies,
Philippine Center for Economic Development, and Public-Private Partnership Center.
Prior to his appointment in the Cabinet of President Benigno S. Aquino III in May 2012, he was
Dean and Professor of the University of the Philippines (UP) School of Economics and Executive
Director of the Philippine Center for Economic Development.
On secondment from UP, he served as the Director-Chief Executive of the intergovernmental
Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA,
2003-2009) and as Undersecretary for Policy and Planning of the Department of Agriculture
(2000-2001 and 2003). Before joining the faculty of the UP in 1987, he was Research Fellow at the
East West Center in Honolulu and Economist at the World Bank in Washington, D.C.
A highly recognized development economist in Asia, he has authored or co-edited seven books
and published about 100 academic papers and book chapters on various development issues,
including poverty, inequality, regional development, rural and agricultural development,
international trade, impact evaluation, and public governance. For his exemplary research and
professional achievements, he was elected lifetime member of the National Academy of Science
and Technology, the country's peer-elected group of select individuals who have made
outstanding contributions to science and technology, in 2008.
Secretary Balisacan earned his PhD (Economics) from the University of Hawaii in 1985 and his
Master of Science (Agricultural Economics) from the University of the Philippines Los Banos in
1982.
Amb. Manickam Supperamaniam Former Ambassador of Malaysia to the WTO
Amb. Supperamaniam was a member of the Malaysian Administrative and Diplomatic
Service. He was attached to the Ministry of International Trade and Industry for a
period of 34 years charged with responsibilities and functions relating to the
development of national trade policies as well as export strategies. Held various
positions including Senior Trade Commissioner to Hong Kong and China, Director
International Trade, Deputy Secretary General of the Ministry as well as Ambassador/
Permanent Representative of Malaysia to the World Trade Organisation. He also
represented Malaysia at various bilateral, regional and international conferences. He
was assigned a key role in representing Malaysia in various negotiations held under
the auspices of GATT/WTO/UNCTAD/APEC/ASEAN.
Since retirement from Government Service, he has assumed the role of speaker/
resource person to meetings, workshops, conferences organised by United Nations and
Agencies, regional and international organisations and foreign governments. Currently
he is a Distinguished Fellow at the Institute of Strategic and International Studies,
Malaysia, an Adjunct Professor in Management and Science University, Malaysia, as
well as Board Member of several Public Listed companies in Malaysia.
Hon. Steven Ciobo, MP Parliamentary Secretary to the Minister for Foreign Affairs
and the Minister for Trade and Investment, Australia
Mr. Steven Ciobo was sworn in as the Parliamentary Secretary to the Minister for Foreign
Affairs and Parliamentary Secretary to the Minister for Trade and Investment on 23
December 2014.
Mr. Ciobo was first elected as the Member for Moncrieff in the Australian Parliament in
2001.
He served as the Parliamentary Secretary to the Treasurer from September 2013 to
December 2014. During this time Mr. Ciobo made the ultimate assessment of Australia’s
national interest on some 800 applications for foreign investment worth around AUD150
billion. He also served as an Alternate Governor to the World Bank, Asian Development
Bank and European Bank for Reconstruction and Development.
Adopting a recommendation of the 2007 Inquiry into the current and future directions of
Australia’s services export sector by the House of Representatives Standing Committee on
Economics, Mr. Ciobo joined the Nelson Opposition frontbench as the Shadow Minister for
the Service Economy. He subsequently served on the frontbench of the Turnbull and Abbott
Oppositions, including in the small business and tourism portfolios.
Before entering Parliament, Mr. Ciobo built a professional career as an executive in the
economic reform unit at international firms Coopers & Lybrand and, later,
PricewaterhouseCoopers.
He holds a Bachelor of Commerce and a Bachelor of Laws from Bond University, as well as a
Master of Laws from the Queensland University of Technology.
Mr. Ciobo is married with two children.
Mr. Ho Meng Kit ABAC Member, Singapore
CEO, Singapore Business Federation
Mr. Ho is the Chief Executive Officer of SBF. The SBF is the Apex Business Chamber of
Singapore with membership from more than 21,500 top companies.
Prior to joining SBF in 2011, Mr. Ho held a variety of senior policy and executive
positions in Singapore Government including four years as Principal Private Secretary
to then Senior Minister Lee Kuan Yew; as Deputy Secretary in the Ministry of Trade
and Industry and the Ministry of Foreign Affairs. He was also Chief Executive of the
Singapore Broadcasting Authority, Land Transport Authority and Managing Director of
the Economic Development Board. Mr. Ho currently serves on Singapore’s APEC
Business Advisory Council and several Singapore public sector Advisory Councils and
Boards. He is a Board Member of the SBF Foundation. Mr. Ho is also a Fellow of the
Singapore Institute of Directors.
Mr. Anthony Nightingale, CMG, SBS, JP ABAC Member, Hong Kong, China
Director, Jardine Matheson Holdings Limited
Mr. Anthony Nightingale was a Managing Director of the Jardine Matheson Group from
2006 to March 2012, having joined the Board of Jardine Matheson Holdings in 1994. As
well as being a non-executive director of Jardine Matheson Holdings, he is a director of
Dairy Farm, Hong Kong Land, Jardine Cycle & Carriage, Jardine Strategic and Mandarin
Oriental and a commissioner of Astra International. He is a non-executive director of
Schindler Holding AG, Prudential plc, China Xintiandi Limited and Vitasoy International
Holdings Limited.
Mr. Nightingale is a director of UK ASEAN Business Council, Chairman of The Hong
Kong-APEC Trade Policy Study Group, a non-official member of the Commission on
Strategic Development, a member of the Securities and Futures Commission
Committee on Real Estate Investment Trusts and a council member of the Employers’
Federation of Hong Kong. He is a member of the Hong Kong University of Science and
Technology Business School Advisory Council, Chairman of The Sailors Home and
Missions to Seamen in Hong Kong and the Patron of the Hong Kong Tennis Foundation.
He is a past Chairman of the Hong Kong General Chamber of Commerce.
Mr. Peter Allgeier President, US Coalition of Service Industries
Mr. Peter Allgeier is the President of the U.S. Coalition of Services Industries (CSI), the
principal organization representing U.S.—headquartered global services enterprises.
Having spent 30 years as a trade negotiator at the U.S. Trade Representative’s Office
(USTR), he served as U.S. Ambassador to the WTO (2005-09) and as Deputy USTR
(2001-2009).
Prof. Christopher Findlay Executive Dean, The University of Adelaide, Australia
Vice-Chair, Australia Pacific Economic Cooperation Council (AUSPECC)
Professor Christopher Findlay, from June 2011 took up the position of Executive Dean
(acting) of the Faculty of the Professions at the University of Adelaide. The Faculty
includes the Schools of Business, Law, Economics and Architecture. Professor Findlay
is also currently the Vice-Chair of the Australian Committee for Pacific Economic
Cooperation (AUSPECC). From November 2005, Professor Findlay was Professor of
Economics and Head of School at the University of Adelaide, and before that he was
Professor of Economics in the Asia Pacific School of Economics and Government at the
Australian National University.
Professor Findlay has a PhD and MEc from the ANU and an Honours degree in
economics from the University of Adelaide. He became a Member of the Academy of
the Social Sciences in Australia in 2002 and a Member of the General Division of the
Order of Australia (AM) in 2007. Australia's economic relations with Asia are the
theme of his research. Professor Findlay has been a principal researcher in a series of
major research projects on impediments to services trade and investment.
Dr. Ernesto Ordoñez President, Alyansa Agrikultura
President, Cement Manufacturers of the Philippines
Dr. Ernesto M. Ordon ez is the president of the Cement Manufacturers of the Philippines
and the past president of the ASEAN Federation of Cement Manufacturers. He is also
chair of Alyansa Agrikultura composed of 42 federations and organizations, a weekly
newspaper columnist, and the Executive Producer of Saranggola, the Philippine movie
entry into the US Academy Awards.
Dr. Ordon ez was formerly Cabinet Secretary for Presidential Flagship Programs and
Projects, as well as Undersecretary for Trade and Industry, and Agriculture. In 1996, he
was a focal person in helping organize the APEC Women Leaders Network.
He took AB Economics at Ateneo de Manila University, MA in Administrative Sciences
at Yale University, and an MS and PhD in Business Administration at New York
University.
Mr. Guillermo Manuel Montinola Luz Private Sector Co-Chairman, National Competitiveness Council
Lead Coordinator for Private Sector, APEC National Organizing Council
Chief Operating Officer, APEC 2015 CEO Summit Host Committee
Mr. Guillermo Manuel M. Luz is the private sector co-chairman of the National
Competitiveness Council, a public-private body that develops strategy for the
long-term competitiveness of the Philippines through policy reforms, project
implementation, institution building and performance monitoring. He is associate
director of Ayala Corporation, the holding company of one of the oldest and largest
business groups in the Philippines, with business activities in real-estate development,
banking and financial services, telecommunications, water infrastructure development
and management, automotive dealership and distribution, business process
outsourcing, electronics manufacturing solutions, and new investments in power,
renewable energy and infrastructure.
He is the Lead Coordinator for Private Sector of APEC National Organizing Council
(APEC-NOC). APEC NOC is the government agency in charge of preparations for the
Philippines Chairmanship of APEC in 2015. He also serves as the Chief Operating
Officer of APEC 2015 CEO Summit Host Committee.
Ms. Vivianne Arnold President, Australian Services Roundtable
Ms. Vivianne Arnold is CEO of Franklin Phillips executive search. She is also the
President of the Australian Services Roundtable, the peak body for the Australian
services industries, with the key objective to secure Australia’s place in the global
services economy.
Ms. Jane Drake-Brockman Senior Services Advisor, International Trade Centre (ITC)
Ms. Jane Drake-Brockman is Head of the Services Programme at the International Trade Centre in
Geneva. She has a unique combination of deep trade in services experience in business, academia,
government and trade related technical assistance.
She was the founder and inaugural CEO of the Australian Services Roundtable (the peak industry
body and coalition of services industries in Australia) as well as Board member of the International
Chamber of Commerce in Australia. She has served on the Executive Committee of the Hong Kong
Coalition of Services Industries and as Convenor of the PECC Taskforce on Services.
She has held senior trade policy positions with the Australian government, including member of the
Taskforce for APEC 1 in Canberra 1989, Chief Economist for the Department of Foreign Affairs &
Trade and Minister & Charge d’Affaires at the Australian Delegation to the European Union in
Brussels.
She has extensive experience in international government organizations including with the
Commonwealth Secretariat in London and with the OECD Trade Directorate.
She has held a variety of Visiting Fellowships at the Australian National University, the University of
Adelaide and the Chinese University of Hong Kong, where she taught Macroeconomics for Business
Executives in the MBA programme while running a services trade and investment consultancy
focused on East Asia and the Middle East.
Jane Drake-Brockman has published extensively on trade in services as well as trade policy issues
more generally. She is a member of 3 of the ICTSD E15 Initiative Experts Groups, on Global Value
Chains, on Services, and on Trade, Finance and Development.
The International Trade Centre (ITC) is a trade-related technical assistance agency under the joint
auspices of United Nations Conference on Trade and Development (UNCTAD) and the World Trade
Organisation (WTO). Within the United Nations system, ITC has a niche mandate to support SME
competitiveness to achieve export success in developing countries.
Mr. Ark-Boon Lee APEC Senior Official, Singapore
Mr. Lee Ark-Boon is presently the Deputy Secretary (Trade) at the Ministry of Trade & Industry, Singapore. As Deputy Secretary (Trade), Mr. Lee is responsible for Singapore’s trade and external economic relations. This includes the negotiation and implementation of free trade agreements with Singapore’s key trading partners, as well as promoting Singapore’s interests at regional and multilateral fora such as ASEAN, APEC and the World Trade Organization (WTO). Mr. Lee is also Singapore’s Senior Official at APEC.
Mr. Lee holds a BA in Economics from the University of California, Berkeley (USA), and a MA in International and Development Economics from Yale University (USA).
Mr. Pei-Yung Hsu APEC Senior Official, Chinese Taipei
Ambassador Pei-Yung Hsu is the Director General of the Department of International
Organizations at the Ministry of Foreign Affairs and the Senior Official of Chinese
Taipei. He joined foreign service in 1986. Prior to his current position, he served
abroad in South Africa, the Philippines, Tuvalu, the United States and Canada. He also
worked in the Department of North American Affairs and in the Department of East
Asian and Pacific Affairs.
He received his Bachelor of Arts in Diplomacy from National Chengchi University in
1981, and Master of Arts in China Study from the same university in 1987. He studied
at Ottawa University, Canada in 1986 and attended the Senior Fellows Program at
Harvard University in 2009.
Mr. Toshiyuki Sakamoto APEC Senior Official , Japan
Mr. Toshiyuki (Toshi) Sakamoto has been a Deputy Director-General for Trade Policy,
Ministry of Economy, Trade and Industry (METI), Japan since June 2013. Under this
capacity he also serves as 1) Senior Official, APEC, 2) SEOM (Senior Economic Official
Meeting) Leader dealing with economic cooperation with ASEAN, and 3) Lead
Negotiator of RCEP.
After joining METI in 1986, Toshi Sakamoto has engaged in a wide range of policy
issues, including energy and environment, regional development, export controls,
SMEs, and manufacturing industries. Amongst them, he took senior managerial
positions at METI on climate change, energy efficiency, and paper & pulp and
recreational goods industries before moving to the current position. He also
experienced oversea posting twice: JETRO Brussels from 1995 to 1998, and the
Department of Trade and Industry (DTI), the UK Government, from 2006 to 2008.
As for educational backgrounds, Toshi Sakamoto earned the Master’s Degree of
Engineering from the University of Tokyo in 1986 and MBA from the University of
Michigan, Ann Arbor, in 1993.
Mr. Aaditya Mattoo Research Manager, Trade and International Integration
The World Bank
Mr. Aaditya Mattoo is a Research Manager, Trade and Integration, at the World Bank.
He specializes in trade policy analysis and international trade agreements, and
provides policy advice to governments. Prior to joining the Bank in 1999, Mr. Mattoo
was Economic Counsellor at the World Trade Organization. Between 1988 and 1991,
he taught economics at the University of Sussex and Churchill College, Cambridge
University. He holds a Ph.D. in Economics from the University of Cambridge, and an
M.Phil in Economics from the University of Oxford. He has published widely in
academic and other journals on trade, trade in services, development and the WTO
and his work has been cited extensively, including in the Economist, Financial Times,
New York Times, and Time Magazine.
Ms. Sinta Sirait President, Indonesia Services Dialogue
Ms. Sinta Sirait received her Bachelor’s Degree in Math and Sciences from University of Indonesia in 1990,
and she graduated with a Master’s Degree in Business Administration from University of Colorado at
Denver, Colorado in 1993.
While completing her graduate studies, she started working at the Greater Denver Chamber of Commerce
as Assistant to the Chief Economic Officer. In 1994, she joined Freeport-McMoRan Inc. with their
Management Training Program. The following year, she returned to Indonesia and later on became the
Senior Manager of Government Relations for PT Freeport Indonesia (PTFI) and promoted to Vice-President
of Government Relations and a member of the company’s Social and Local Development Task Force.
In late 2004, Sinta went to work for Standard Chartered Bank as Country Head & Vice President of
Corporate Affairs Indonesia and also as Member of Country Management Committee (ManCom). Two years
later, she returned to PT Freeport Indonesia as Director-Executive Vice President and Chief Administrative
Officer until early 2012 then as Director-Executive Vice President and Chief Communication & Public
Affairs Officer responsible for Corporate Communication, Government Relations and CSR until March 2013
when she decided to leave her Directorship with PTFI and continue as an Advisor the company until now.
Sinta is the founder of SSConsulting (www.ss-consulting.co) a consultancy in the area of HR Solution,
Strategic Communication as well as Sustainability. She is also the Executive Director of Indonesia Services
Dialogue, a tri-sectoral dialogue forum and coalition promoting growth and greater efficiency in the
Indonesian services sector with the support of The Employers’ Association of Indonesia (APINDO),
Indonesian Chamber of Commerce (KADIN) and Center for Strategic International Studies (CSIS).
Sinta is an active board member in community and professional organizations, some of which are the
Indonesian Employers Association (APINDO) as a Board Member and Head of America and Europe
Division, Indonesian Mining Association (IMA), Chairwoman of the Center for Local Governance Innovation
(YIPD) which focuses on best practices in Governance & Public Administration, one of the founders of
Indonesian Business Coalition on HIV-AIDS (IBCA) that promotes HIV-AIDS awareness and
non-discriminatory policy in labor-intensive companies and Math and Sciences Alumni Association of
University of Indonesia (ILUNI FMIPA UI).
Sinta is a keen global traveler including to remote destinations with unique cultures and colors while she is
also a sport enthusiast participating in of 5K, 10K and triathlon events in Indonesia and the South East
regions.
Mr. John Larkin Chair, APEC Committee on Trade and Investment
Mr. John Larkin is currently head of the APEC Branch in the Department of Foreign
Affairs and Trade (DFAT), Australia. He is also Chair of APEC’s Committee on Trade
and Investment, a position to which he was appointed in late-2012. He has been
involved in trade policy and negotiations with DFAT for over twelve years, including as
lead negotiator on services in the WTO Doha Round negotiations from 2000 to 2002,
Minister-Counsellor at Australia’s mission to the World Trade Organization from 2003
to 2006, where he covered industrial tariff and trade remedies negotiations, and lead
negotiator for Australia on services and investment for the ASEAN-Australia-New
Zealand FTA and Australia’s bilateral FTA negotiations with Malaysia and Indonesia.
Prior to joining DFAT, he worked for ten years in financial services policy and
regulation within the Australian Treasury portfolio.
Mr. George Barcelon
Co-Chair, Philippine Services Coalition
Mr. George T. Barcelon is the Director-in-Charge for Transportation, Logistics and
Services of the Philippine Chamber of Commerce and Industry and serves as the
Chamber’s representative to the Philippine Services Coalition. He also serves as a
Trustee for the Philippine Exporters Confederation and holds vital positions at the
Cardinal Medical Charities Foundation in San Juan City and the Greenhills West
Association.
Mr. Barcelon is the President of several corporations that are into manufacturing and
services which include Integrated Computer Systems Inc., ICS ICT Logistics & Service
Corp., Paramount Vinyl Products Corp., Interpolymer Corp., Key West Realty Corp.,
Interwood Inc., and Keywest Marketing Inc.
He graduated Cum Laude from the De La Salle University in Manila with a Bachelor of
Science in Chemical Engineering.
Mr. Don Campbell Co-Chair, Pacific Economic Cooperation Council (PECC)
Mr. Donald Campbell is Senior Strategy Advisor to the global law firm DLA Piper, Co-Chair of the Pacific Economic Cooperation Council (PECC) and Chair of the Canadian Committee of PECC, and a Distinguished Fellow of the Asia Pacific Foundation of Canada. He was formerly Deputy Minister of Foreign Affairs and the Prime Minister’s Personal Representative for G8 Summits (1997-2000), and Deputy Minister of International Trade (1989-1993) in the Department of Foreign Affairs and International Trade. In his career in the Canadian foreign service, Mr. Campbell held posts as Canada’s Ambassador to Japan (1993-1997); Assistant Deputy Minister (United States) (1985-1989); and Canada’s Ambassador to South Korea (1984-1985). Earlier diplomatic postings included Kenya, the United Kingdom, Jamaica and the United States. Mr Campbell entered the private sector as Group President of CAE, a Canadian high technology company, from 2000-2007.
Hon. Emmanuel F. Esguerra Convenor, APEC Group on Services
Dr. Emmanuel F. Esguerra is the Deputy Director-General of the National Economic and
Development Authority (NEDA). He heads the National Development Office (NDO) for
Policy and Planning. His office provides technical staff support to the NEDA Board,
which is headed by the President of the Republic of the Philippines, in coordinating the
formulation of national and sectoral policies, plans and programs. The NDO also
monitors macroeconomic and sectoral performance and conducts economic and
development studies on macro level plans and policies.
Esguerra is a Professor of Economics at the University of the Philippines School of
Economics (UPSE). Labor economics, development economics, and public economics
are his areas of research interest. Prior to his appointment to NEDA in July 2012,
Esguerra was chair of the Economics Department at the UPSE. He has also been the
editor of the Philippine Review of Economics from 2001 to 2007 and 2008 to 2010.
Esguerra has also done consulting work with multilateral agencies, such as the Asian
Development Bank (ADB), United Nations Development Program (UNDP), the
International Labor Organization (ILO), and the World Bank.
