He was appointed Minister of Information in the so-called transitional Government of the Republic of Serbia, October 2000 – January 2001. Lieutenant General Milan MojsilovićLieutenant General Milan Mojsilović commenced his rich military career in 1986 as a soldier serving a compulsory military service at the School of Reserve Officers of Armoured and Mechanized Units of the Yugoslav People’s Army.He has advanced from the lowest soldiers rank to the rank of Lieutenant General of the Serbian Armed Forces. He performed duties from platoon leader to the commander of a service of the Serbian Armed Forces, mainly on command and operational posts in the

commands and units.He graduated from the Military Academy – Armoured and Mechanized Units, and later from the Command and Staff Course and the National Defence School in Belgrade. Of the most important international courses, he completed the four-month executive program at the European College of Security Studies.He served in Banja Luka, Vršac, Kruševac, Pančevo, Belgrade, Vranje, Prokuplje, Kragujevac and Niš.He served as Chief of the Operations Section of the SAF Operating Forces Command, as Deputy Commander of Joint Operations Command of the General Staff as well as Army Commander.From 2013 to 2017 he served as the Head of the Military Representative Office in the Mission of the Republic of Serbia to NATO. Prior to his appointment as Chief of the Serbian Armed Forces General Staff, he served from 2017 to 2018 as Assistant Defence Minister for Defence Policy.Lieutenant General Milan Mojsilović is married to Slavica. Arne Sannes BjørnstadHe joined the Ministry of Foreign Affairs as desk officer (legal affairs) in the Shipping Department in 1990. After postings to Ankara (1994- 97), Rabat (1997) and Paris (1998-2001), he was Coordinator for Norway’s Foreign Policy and Justice/Home Affairs cooperation with the European Union 2001-2003. From February 2003 through September 2006 he was Senior Adviser at the Office of the Prime Minister and secretary to the Government Security Council. Minister Counsellor for European and Economic Affairs at the Norwegian embassy in London 2006-08, then Deputy Head of Mission in London 2008-11. Senior Adviser attached to the Foreign Service Control Unit from 2011, becoming Inspector General of the Foreign Service in 2013.Ambassador of the Kingdom of Norway to the Republic of Serbia from September 2015, to the republic of Montenegro from November 2015 and Macedonia from December 2015.

Dominik JankowskiDominik P. Jankowski is a security policy expert, diplomat, think-tanker and social media aficionado. Currently he serves as Political Adviser and Head of the Political Section at the Permanent Delegation of the Republic of Poland to NATO. Previously he served as Head of the OSCE and Eastern Security Unit at the Ministry of Foreign Affairs of the Republic of Poland, Head of the International Analyses Division at the National Security Bureau of the Republic of Poland as well as Senior Expert at the J5-Strategic

Planning Directorate of the General Staff of the Polish Armed Forces. He is an experienced StratCom project manager. Among others, in 2016 he was managing the Twitter campaign of the #NATOSummit #Warsaw.He graduated from the Warsaw School of Economics (Poland), the National Defense University in Warsaw (Poland) and the Diplomatic Academy of Vienna (Austria). His publications appeared in the most renowned think-tanks in 20 countries in the world.

Sven SakkovDirector of the International Centre for Defence and Security ICDS.International Centre for Defence and Security is a foreign affairs and defence think tank based in Tallinn, Estonia. Besides conducting wide-ranging research ICDS is also organising Lennart Meri Conference, Annual Baltic Conference on Defence (ABCD), publishing monthly “Diplomaatia” magazine and running Estonian National Defence Course.Before joining ICDS Sven Sakkov served for 2 years as the director of NATO Cooperative Cyber Defence Centre of Excellence (NATO CCDCOOE), an international knowledge hub specialising in research, training and exercises in the areas of technology, strategy, operations and law.Between 2008 and 2015 Sakkov served as an undersecretary for defence policy (policy director) of the Ministry of Defence of Estonia. During his tenure as a policy director Sven Sakkov was responsible for policy planning, threat assessments, NATO and EU policy, international cooperation and arms control. Jeffrey GedminDr. Jeffrey Gedmin is editor-in-chief of The American Interest, print and online, a publication of politics, public policy, and international affairs. From 2015 to 2018, he was senior adviser at Blue Star Strategies. From 2011 to 2014, Gedmin was President and CEO of the London-based Legatum Institute. Prior to joining the Legatum Institute in early 2011, Gedmin served for four years as President and CEO of Radio Free Europe/Radio Liberty (RFE/RL) headquartered in Prague. Before RFE/RL, Gedmin served as President and CEO of the

Aspen Institute in Berlin. Before that, he was Resident Scholar at the American Enterprise Institute (AEI) in Washington, D.C and Executive Director of the New Atlantic Initiative.He is the author/editor of several books, including The Hidden Hand: Gorbachev and the Collapse of East Germany (1992). H.E. Sem FabriziAmbassador and Head of Delegation of the European Union to the Republic of Serbia. Sem Fabrizi has been Ambassador of the European Union to Serbia since July 2017. From September 2013 to June 2017 he was Ambassador of the EU to Australia.An Italian career diplomat, he has served as an advisor on international relations to the President of the European Council in Brussels and to the Prime Minister of Italy in Rome.His earlier postings included Geneva, at the Italian Permanent Mission to the WTO and UN, and the Italian Embassy in Beijing. At the Ministry of Foreign Affairs in Rome he has held positions in the EU Department and the Secretary General’s Office.He holds degrees in International Law and International Economy from “La Sapienza” University in Rome, and he has served as a lieutenant in the Italian Army.Sem has been awarded the honour of Cavaliere Ufficiale dell’Ordine al Merito della Repubblica Italiana. H.E. Thomas SchiebAmbassador of the Germany in Serbia. Thomas Schieb earned his Masters’ degree in macroeconomics at the University of Gottingen, Germany, and then gained a diploma from the Diplomatic Academy in Bonn.From 1992 to 1994 he was a correspondent at the Special Staff of the German Ministry of Foreign Affairs for Bosnia, and in 1996 served as the second secretary of the German Embassy in Sarajevo.

From 1996 to 1998 he was the first secretary in the Department of Culture and Media at the embassy in Dar es Salaam, Tanzania, and then, until 1999, served as a correspondent for South Africa in Bonn.From 1999 to 2002, Mr. Schieb held the position of a correspondent of the Department for Basic Issues of Defence and Security Policy in Berlin, and then, until 2005, served as an advisor to the Political Department of the Permanent Mission to the EU in Brussels.From 2005 to 2009 he held the function of deputy chief of the EU Department in Berlin, and then, until 2011, as spokesmen of the Embassy of Germany in London, UK.

Adam ReichardtEditor in Chief of the New East Europe, Poland.Adam Reichardt is the Editor-in-Chief of New Eastern Europe – a bimonthly magazine dedicated to issues relating to Eastern Europe. He also serves as a member of the editorial board of the Central European Journal of International and Strategic Studies (CEJISS) and a member of the executive team of the Three Ukrainian Revolutions project – a research project undertaken by the College of Europe, Natolin campus in Warsaw. Mr Reichardt spent eight years in public policy in Washington DC as well as a large portion of his studies in Krakow, Poland, where he now permanently resides. He has an MA in Public Administration in Public and Nonprofit Management from the George Mason University in Fairfax Virginia USA, and a BA in Political Science and International Relations from the University of Wisconsin – Stevens Point. His research interests include the development of public policies in Central and Eastern Europe (with a particular focus on decentralization) as well as understanding reform efforts of the transition. He is also interested in security issues, transatlantic relations and European foreign policy, particularly the EU’s Eastern Partnership programme. Mr Reichardt has extensive experience working on projects in a variety of roles. He has given lectures and participated in various academies and summer schools including, among others, the Solidarity Academy in Gdańsk, The European Values academy in Chernivtsi, Ukraine and the Jozsef Antall Summer School in Budapest. He most recently concluded a research study for the Levan Mikeladze Foundation on the lessons learnt from Poland’s accession to NATO and the European Union which could be useful for Georgia’s pro-West policies. The results of the study will be presented in Tbilisi in December 2018.

Giampaolo di PaolaFormer chief of Defence of Italy, former chairman NATO military committee, former minister of Defence of Italy member of the steering committee of GLOBSEC study on NATO Adaptation Initiative.Born in 1944, Admiral Giampaolo Di Paola joined the Italian Navy in 1963 and graduated from the Naval Academy in 1966. Soon after the graduation in 1967 he attended the Submarine School and underwent fleet training onboard submarines.He served in junior officer appointments in conventional submarines and commanded the submarines “Cappellini” (1974-75) and “Sauro” (1980-81).In 1981 he attended the NATO Defense College in Rome. From 1981 to 1984 Giampaolo Di Paola served as Anti Submarine Warfare and Undersea Warfare Program Officer, Long Term Planning Branch, in the Supreme Allied Command Atlantic in Norfolk, Virginia (USA).In 1984 he assumed command of the frigate “Grecale”. Thereafter, in 1986, he was appointed to the Navy Staff in Rome as Plans and Programs Branch Chief in the Directorate of General and Financial Planning.From 1989 to 1990, as a Captain, he commanded the aircraft carrier “Garibaldi”. At the end of 1990 he returned to the Navy Staff and was appointed as Executive Assistant to the Deputy Chief of Staff (1990-91), then as Chief of Naval Plans and Policy Branch (1991-92), and finally as Assistant Chief of Staff for Plans and Operations (1993-94). During this period the Italian Navy was involved in supporting NATO arms embargo operations (Operation Sharp Guard) to contain the conflict in the former Yugoslavia, and in the U.N. operation Restore Hope in Somalia.With the rank of Rear Admiral (lower half) in 1994 he was assigned to the Defence Staff in the

Ministry of Defence where he became Chief of the Directorate of Defence Policy (1994-98). In this position he took active part as far as the planning of the italian contribution to the NATO effort for the stabilization of the Balkans and for the italian-led Operation in support of Albania in 1997. As Polmil Advisor to the Minister of Defence and to the Italian Chod he was actively engaged in NATO PfP initiative and in the Mediterranean Dialogue. He was also the italian representative to the HLG on nuclear and proliferation issues.From 1998 to 2001, with the rank of Rear Admiral, he assumed the position of Chief of the Cabinet Office of the Ministry of Defence. On the 1st of January 1999 he was promoted Vice Admiral. In this position he took active part in supporting the political decision making for the italian contribution to the NATO initiative in Kosovo, the NATO enlargement process and outreach policy and in the development of the ESDP and NATO-EU relationship.In March 2001 he was appointed Secretary General of Defence / National Armaments Director. In this capacity he held national responsibility for major developments and procurements programmes such as AGS, ALTBMD, NATO Airlift Capability, NATO SATCOM Post 2000, Meads ,Eurofigther, JSF, SKY.MED Cosmos,VTLM,,Futuresoldier 2000,netcentric Brigade, Predator,Horizon and FREMM Frigates and others.He was promoted Admiral on 10 March 2004 on becoming Chief of Defence. In this capacity he had the overall responsibility for the policy and planning of the Italian Armed Forces and - as CINCFOR – he did hold planning and command responsibility for Italian Forces participation in NATO, EU and Coalition operations conducted in Afghanistan, Iraq, the Balkans, the Mediterranean, Pakistan and in the United Nations Operation in Lebanon.On 27 June 2008, he became Chairman of the NATO Military Committee,Nato top senior military Post that he held until 16 nov 2011. During this tenet he was responsible for managing and coordinating nato military operations in Afghanistan, The Balkans, and Libia.On 18 Nov 2011 he was appointed Minister of Defence of Italy under Government Monti, position that he held until 26 April 2013. Under his tenet the Italian Parliament approved the Law of reform and reorganization of the Italian Military. Stefano StefaniniAmbassador Stefano Stefanini is a nonresident senior fellow with the Scowcroft Center for Strategy and Security. He has been diplomatic adviser to the President of Italy, Giorgio Napolitano, Italian permanent representative at NATO and deputy chief of mission at the Italian Embassy in Washington. He had previously served at the United Nations in New York and Moscow. He began his diplomatic career as consul in Perth, Western Australia.

Throughout his career, Ambassador Stefanini has developed a substantial expertise in transatlantic affairs, international security, defense capabilities, and the defense industry, as well as in Western and European relations with Russia.Posted in Moscow in the early ‘90s, Ambassador Stefanini experienced the economic and political transition from the Soviet Union to the Russian Federation. He then deepened his understanding of US-European relations while at the Embassy of Italy in Washington from 1993 to 1998 as a counselor on political and military affairs, where he followed and advised on US foreign policy and specialized in the Balkans, European Security and NATO, and US-Russia relations.As ambassador of Italy to NATO from 2007 to 2010, Ambassador Stefanini contributed to the drafting of NATO’s New Strategic Concept, the shaping of NATO’s “comprehensive approach” in Afghanistan, the enlargement and partnership policy, the military structure review, and the advancement of missile defense. He was actively involved in the NATO-Russia Council.From December 2010 to July 2013, Ambassador Stefanini served as a diplomatic adviser to the President of Italy, providing analysis of international and security affairs and spearheading presidential visits to Beijing, Jerusalem, Washington, Warsaw, Paris, Berlin, New York, and other strategically important cities.Ambassador Stefanini is Vice Chairman of OTO Melara, a Finmeccanica defense company and a consultant to the Podesta Group, Washington, DC.Ambassador Stefanini earned his law degree from the University of Pisa and his master’s degree from the Institute for International Political Studies in Milan. He served as lieutenant in the alpine corps of the Italian army. He is a recipient of the Grand Cross of the Order of Merit of the Italian Republic and has received honors from several foreign governments, including France, Brazil, Germany, and South Korea.

Edward P. JosephHe brings a dozen years of war-time and post-war field experience to his analysis of the Balkans. Edward served during the wars in each conflict-afflicted country, including nearly throughout the war in Bosnia-Herzevonia, as well as in neighboring Croatia, Kosovo and Macedonia. His conflict assignments have taken him to Iraq, Afghanistan, Pakistan, and Haiti as well. Highlights include:Bosnia: In July, 1995 – contemporaneous with the massacres in neighboring Srebrenica – Edward and one UN colleague coordinated the evacuation of the fallen ‘safe area’ of Zepa. This required face-to-face dealings with Serb commander Ratko Mladic and his high command. Edward has twice testified at the Hague Tribunal in associated prosecutions.Kosovo: In April, 2012, as the US-nominated Deputy Head of the OSCE Mission in Kosovo, one of the largest democracy and human rights missions in the world, Edward negotiated an end to a rapidly brewing, potentially violent confrontation between Belgrade and Pristina. His eleventh-hour role was cited by Secretary of State Hillary Clinton and OSCE Secretary-General Lamberto Zannier. Both Serbia and Kosovo highly praised the unique, last-minute OSCE role.Pakistan: In Peshawar on December 27th, 2007, Edward held the last international meeting with Benazir Bhutto, an intensive, 90-minute discussion on her anxieties about the upcoming elections.Afghanistan: In 2008-9, Edward was part of a three-person expert team that evaluated USAID’s largest program. The mission took the team to the country’s four corners, including Kandahar.Haiti: Over 2005-6, Edward led the USAID-funded election observation mission; after the devastating earthquake in 2010, Edward led InterAction’s precedent setting NGO coordination mission.A foreign policy analyst and adjunct professor at Johns Hopkins School of Advanced International Studies, Edward has been published in virtually all major outlets. His Foreign Affairs article, ‘The Balkans, Interrupted’ was selected as one of ‘The Best of 2015.’ He is currently Executive Director of the National Council on US-Libya Relations.Edward earned his J.D. at the University of Virginia School of Law, and his B.A. and M.A., respectively, from Johns Hopkins University, and its School of Advanced International Studies. Ivan VejvodaBefore joining the IWM as a Permanent Fellow in 2017, where he heads the Europe’s Futures project, Ivan Vejvoda was Senior Vice President for Programs at the German Marshall Fund (GMF) of the United States. From 2003 until 2010, he served in Belgrade as Executive Director of GMF’s Balkan Trust for Democracy, a project dedicated to strengthening democratic institutions in South-Eastern Europe. Vejvoda came to GMF in 2003 after distinguished service in the Serbian government as a senior advisor on foreign policy and European integration to Prime Ministers Zoran Djindjic and Zoran Zivkovic. Prior to that, he served as Executive Director of the Belgrade-based Fund for an Open Society from 1998 to 2002. During the mid-1990s, Vejvoda held various academic posts in the United States and the U.K., including at Smith College in Massachusetts and Macalester College in Minnesota, and the University of Sussex in England. Vejvoda was a key figure in the democratic opposition movement in Yugoslavia during the 1990s, and has published widely on the subjects of political theory, democratic transition, totalitarianism, and European Union . Furthermore, he is a member of the Serbian PEN Club. Vejvoda has been awarded the French National Order of Merit in the rank of Officer (2006) and the Order of the Italian Star of Solidarity, rank of Commendatore (2007).

Tanja MiščevićAs Associate Professor at the Faculty of Political Sciences in Belgrade, Ms. Miščevic teaches International Organizations, UN System, EU Enlargement Policy and History of European Integration. She lectured as a Visiting Professor at the Military Academy of the Ministry of Defence, at the Centre for European Integrations of the University of Bonn, Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Croatia and the Faculties of Law and Economics of the University of Montenegro. From 2004 to 2012, she was Head of the

International Organizations course at the Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Serbia.From 2005 to 2009 she was the Director of the European Integration Office of the Government of Serbia, member of the Negotiating team for Stabilization and Association Agreement negotiations, and Head of the Negotiating team for Readmission and Visa Facilitation Agreement between Serbia and the EU. During 2011 and 2012, Ms. Miščević served first as Advisor to the Minister of Defence, then as State Secretary for Defence Policy at the Ministry of Defence of the Republic of Serbia. Previously, from 2009 to 2010 she was a member and Vice-President of the Board of the Anticorruption Agency. Prior to her appointment as Head of the Negotiating team, Ms. Miščević served as Special Advisor to the Deputy Prime Minister responsible for foreign trade in the Serbian Government.She is the author of many articles on the theory and practice of functioning of international governmental organizations, the reform of the founding acts of the European Union, the historical development of European integration, EU enlargement policy, the Stabilisation and Association process, the relations between Serbia and the European Union and the Common Foreign and Security Policy. She wrote three books: “Association to the European Union” (2005), “Association to the European Union” (2009), and “A New Era of International Organizations” (2012).She received the “Contribution of the Year to Europe” award in 2006, then in 2014, as well as “The best European of the Balkans” award and “The Rainbow” award for promotion of LGBT rights and fight against homophobia in Serbia.Ms. Miščević is the Vice-President of the European Movement in Serbia.

Anna WieslanderAnna Wieslander serves as director for Northern Europe at the Atlantic Council. She concurrently serves as secretary general of the Swedish Defence Association, a non-political NGO which for more than 125 years has promoted knowledge on defence and security among the Swedish public. She is an experienced manager, moderator, and commentator who has published extensively. Her expertise covers security and defence policy, NATO and PfP, the transatlantic link, and defence

industry issues. Wieslander has a strong background from the public and private sector. From 2013 to 2016 she was deputy director at the Swedish Institute of International Affairs, a leading think tank on foreign policy in Sweden, where she also headed the communications department. From 2003 to 2008 she held the position as head of Speaker’s Office at the Swedish Parliament. From 1996 to 2003 she held various positions at the Swedish Defence Ministry including: secretary of the Swedish Defence Commission; deputy director; and head of section responsible for NATO and Partnership for Peace, France, and Great Britain. In 1995, she conducted the Government Offices Trainee Program. Wieslander has also held positions as international affairs director at Saab, communications director at Carlsberg Sweden (2011-12), and at the Swedish Postcode Lottery (2008-10), and as such been part of corporate top management. She started her career as a newspaper journalist in Sweden in 1987. She is a member of the board of Institute for Security and Development Policy (ISDP), a Stockholm-based think tank with a focus on Central Asia and Asia. She holds an IB exam from United World College of the American West (1987), a BA degree in journalism from Gothenburg University (1990), and a MA degree in political science from Lund University (1995). She is a PhD candidate in international relations at Lund University, and has pursued doctoral studies at University of California at Berkeley. She is a 2015 alumni of the Georgetown University Leadership Seminar.

Ian BondIan Bond joined the Centre for European Reform as director of foreign policy in April 2013. Prior to that, he was a member of the British diplomatic service for 28 years. His most recent appointment was as political counsellor and joint head of the foreign and security policy group in the British Embassy, Washington (2007-12), where he focused on US foreign policy towards Europe, the former Soviet Union, Asia and Africa. He was British Ambassador to Latvia from 2005-07, receiving a CVO

(Commander of the Royal Victorian Order) for his work on the Queen’s state visit in 2006. He was posted in Vienna as deputy head of the UK delegation to the Organisation for Security and Co-operation in Europe (OSCE) from 2000-04, working on human rights and democracy in the OSCE area, and on conflict prevention and resolution in the Balkans and the former Soviet Union. His earlier career included postings in Moscow (1993-96) and at NATO HQ (1987-90), and working in the Foreign and Commonwealth Office on the former Soviet Union, on the EU’s Common Foreign and Security Policy and on NATO and UK defence policy. Ian holds an MA in classics from Oxford University.

John CappelloJohn Cappello, a 25-year veteran of the United States Air Force, is a senior fellow for military affairs at FDD where he leads the Military Affairs program, researching and publishing on Russian hybrid warfare capabilities and information operations - focus on the Balkans and East Europe.A career pilot and political-military officer, John has extensive experience in Eastern Europe and Israel. Most recently, he served in Israel as the U.S. Air Force attaché to the U.S. Embassy in Tel Aviv, Israel, where he was responsible for all operational, logistical, and technical issues between the Israel Air Force and the U.S. Air Force. He also served as a senior analyst at the U.S. Missile Defense Agency annex office in Tel Aviv, where he worked closely with the Israel Missile Defense Organization, providing program support for the Iron Dome, David’s Sling, and Arrow anti-missile programs. Vladimir PetreskiVladimir Petreski is a long time Macedonian journalist and editor, working in numerous national media outlets for three decades. He specialized in covering national politics and economics, as well as the intersection of the two. In 1989 he worked as an editor at country’s first newspaper (Demokratski forum) published outside the then socialist political system. In 1990 he was a section editor at the first privately owned daily newspaper in the country (Republika) at the age of 22 and in the mid-‘90ies he was working as an editor-in-chief of

an English language news agency covering Macedonia for the international audiences (Macedonian Information Centre). In 2009 he was appointed as a business editor of the largest circulation daily in the country (Spic).Since 2013, with the onslaught of disinformation phenomenon, he works at the Metamorphosis Foundation as the only full time fact checking editor in the country covering media content fact checking, as well as public accountability fact checks - mainly fulfillment of the political parties’ election promises and the truthfulness/spin in the politicians’ statements for the only two specialized fact checking publications in Macedonia (Crithink.mk and Truthmeter.mk).

Milica KovačevićMilica Kovacevic is the President of the Center for Democratic Transition (CDT). She has been active in civil society organizations for almost two decades, and she joined CDT in 2001. Her expertise includes elections, parliamentary development, political and security integration, institutional capacity development, civic participation, campaigns and communications. As trainer and consultant she worked with many NGOs and civic groups in Western Balkans, Eurasia and Middle East, helping them to develop strategic goals and plans,

design civic actions and campaigns, build partnerships and contact internal reforms. Since 2012 she is coordinating the work of Info-Center on Euro-Atlantic Integration in Podgorica.
