The growing availability of hackers for hire, zero days exploits for sale, hacking toolkits, and the possibility of buying attacks as a service generate a new economy for criminals and terrorists, thus raising the likelihood of sophisticated attacks on our digitalized infrastructures. Based on this trend, the lines between these groups and their interactions are often blurred. Further, malicious cyber-acts are rarely limited by sovereign borders. Thus, information sharing and international action along with strong national frameworks are paramount to developing deterrence, protection, and response measures to counter malicious cyber-acts against energy infrastructure.

SAFEGUARDING CRITICAL ENERGY INFRASTRUCTURE IN THE CONTEXT OF REGIONAL AND GLOBAL

SECURITY: STRATEGIC AND DIPLOMATIC ASPECTS

Given the importance of critical energy infrastructure to national prosperity and security, as well as an increasing reliance on information and communications technology (ICT) to run them, the likelihood of tensions arising between states over cyber-incidents involving them is rising. Consequently, efforts to enhance cyber-stability between states, which can prevent tensions and even conflicts, must focus on effectively protecting critical energy infrastructure from cyber/ICT security threats. Exploring the potential threats to critical energy infrastructure and the impact on regional and international peace and security as well as effective mechanisms and processes in the political and strategic sphere to prevent the escalation of events, will be key topics of Day 2 of the Vienna Cyber Security Week 2018.

The cross-border nature of many attacks and the limited ability to identify the responsible attacker may result in friction between States. International instruments and measures can assist in promoting uniform and predictable response that may assist in preventing undesired side effects including conflict escalation.

On this day, the organizers of the Vienna Cyber Security Week 2018 host cyber range and policy table top tutorials and the Cyber Security Cluster Austria (CSCA) Day 2018. The cyber range and policy table top tutorials offer insight into the hot topic of cyber ranges, of cyber policies and showcases the CSCA Day 2018, a cyber security exhibition on the latest technology.

CONCEPT, DEMONSTRATION, EXERCISES, TRAINING AND THE CYBER RESEARCH PROJECT

The Cyber Range Tutorial introduce into the concept of cyber ranges and cyber security policies and how they improve cyber security capabilities. Three cyber range case studies will be presented by giving an indication of how they are beneficial to an organization. Further, an example threat scenario will be presented, which can be realized on a cyber range and used for training and exercises. Finally, the cyber range tutorials showcase how the AIT cyber range is being used to support research activities in the IAEA Cooperative Research Project (CRP) on computer security incident response and analysis.

Cyber Security Scenario-based Exercise Developing an effective computer security strategy is key in developing protection against cyber-threats. Scenario-based exercises are a proven method for developing insight into the threat, protection, and associated response. Energypact will lead participants on a mini-exercise based on a realistic scenario in the development of crucial aspects of policy and regulation to address the growing cyber-threat to the energy sector. Adopting realistic roles in a fictional setup, participants will be lead in team through a scenario to challenge their knowledge and assumptions about the role of cyber security in the industry.

SECURING THE ENERGY ECONOMY: OIL, GAS, ELECTRICITY & NUCLEAR Low and zero-carbon energy generation represents a diverse collection of technologies including but not limited to solar, wind, geothermal, hydro, and nuclear. While individual energy sources rely on unique technologies, they are also often bound by similar equipment and components. Day 4 of the conference will examine the cyber security of not only power generation, but also of energy management and transmission through “smart grids.” The infrastructure that supports agile and dynamic energy production, distribution, and consumption of energy on a micro-scale basis will present a core topic in terms of skills, processes, and common strategies for a more sustainable energy economy.

Agathonos Philipp

Philipp Agathonos is an Austrian career diplomat currently posted at the Austrian Embassy in Beijing as Minister Plenipotentiary and Director of the Office for Science and Technology since November 2016. 2011 to 2016 he worked at the Security Policy Directorate in the MFA in Vienna and was responsible for all non-military EU security and defence issues, including Cyber Security and Conflict Prevention. 2004 to 2011 he served at the Permanent Representation of Austria to the EU working on the one hand with civilian CSDP and conflict prevention and on the other as a liaison to the European Parliament. Before joining the MFA in January 2003, Mr Agathonos has worked at the Federal Ministry for Social Affairs and Employment, at the Secretariat General of the European Commission and as a Director of a pro-European NGO. He holds a degree in political science.

Bartocci Ezzio

Assistant Professor at the Faculty of Informatics at TU Wien. He is one of the project leaders of the Austrian lighthouse project "IoT4CPS - Trustworthy IoT for CPS”. The primary focus of his research is to develop formal methods and computational tools which support the automated analysis of safety and security properties in cyber-physical systems. www.eziobartocci.com

Bertozzi Roger

Roger Bertozzi, Vice-President of the EnergyPact Foundation, has in-deep and extensive experience in Government affairs, institutional relations, international conferences and multilateral negotiations, with a focus on relations with the European Institutions and in trade diplomacy. For more than 17 years he has been advising GCC Governments and Industries on Free Trade Agreements, the World Trade Organisation, the UN System and Euro-Arab cooperation. He has been a senior advisor and negotiator for the UAE's Ministries of Economy and Planning and then of Foreign Trade. He has been the Permanent Representative for the GCC of the Parliamentary Association for Euro-Arab Cooperation and, as an expert, he has been regularly consulted by the EU Commission and the EU Parliament on EU-GCC relations. He has also been Member of the Board of the CCMO (International Middle-East Researchers Association), President of the European Institute for Research on Mediterranean and Euro-Arab Cooperation ( MEDEA ), a Brussels-based think-tank. His international experience has covered the fields of defence and security, research and technology, industrial development, international trade negotiations, the United Nations system and Multilateral Affairs, energy and climate change, cultural institutions and international conferences. In 2015 and 2016 he advised the Moroccan Government in the context of the Presidencies of the UN Climate Conferences COP21 and COP22 during the cycle of negotiation, ratification and entry into force of the Paris Climate Agreement. He co-founded FACE, the Federation of Aluminium Consumers in Europe and has since 1999 advised aluminium producers and users in the areas of industrial, competitiveness, competition and trade policies.

After a career in laser spectroscopy at the EPFL, CH, Andrea won a JPO fellowship to join the International Atomic Energy Agency in 2004. There he specialized in nuclear security with focus on information and computer security, capacity building and project management. He was the lead author for IAEA Standards NSS17 and 23 and established the IAEA Computer Security training series. In 2012 he started his own consultancy focussing on advisory services and capacity building in nuclear and cyber security. He has lectured for the Brandenburg University; delivered IAEA trainings on IT/Cyber Security; participated in research in nuclear and cyber security with US universities; and cooperates with the UN and EU on CBRN risk mitigation. In 2017, he joined the Energypact foundation to direct their training and education programme.

Deckenbacher Peter

Brigadier General Deckenbacher started his military career in 1980 in 1988 served nine months in the Golan Heights. He completed the 13th General Staff Course at the National Defence Academy in Vienna. Deckenbacher served in the armament planning division followed by a 20-year period in the Foreign Intelligence Service. He joined the NATO Defense College in Rome and held the position as DCO/COS of the Multi National Task Force (MNTF) “S” in Kosovo. In 2015 Deckenbacher set up a strategic IT project directly subordinated to the Chief of General Staff. Since December 2016, Deckenbacher holds the position as the DCO of the CIS & CD Command. He was promoted to the rank of Brigadier General in December 2017. He holds a postgraduate degree in military and economic science and was awarded the “Grand Decoration of Honour for Services to the Republic of Austria”.

Dielacher Franz

Since 1999 Dr. Dielacher is with Infineon Technologies in various positions in circuits and systems for communications. Currently he is a Senior Principal Engineer and Chief Scientist in the RF-Power Group. His international involvement includes ISSCC TPC member and subcommittee chair, ESSCIRC TPC member and TPC chair, IEEE SSCS AdCOM member and distinguished Lecturer and TPC member for EuMIC, COMCAS and VLSI-TSA.

Drobics Mario

Mario Drobics is Senior Research Engineer at AIT. He received his PhD in applied mathematics in 2005 at the Johannes Kepler University Linz in Austria. Since 2007 he is working in the Center for Digital Safety & Security at AIT. His research focused on IoT security in different application areas, including industry, autonomous driving and health. Currently he is coordinating the national Austrian IoT flagship project IoT4CPS and work-package leader in the H2020 project symbIoTe.

Dudenhoeffer Donald

Donald Dudenhoeffer is a Senior Information Technology Officer for the Division of Nuclear Security (NSNS) at the IAEA. He possesses over 30 years of experience working in both the nuclear and information security fields. He leads NSNS’s Information and Computer Security programme which provides Member States with guidance and support in developing their security programmes for their nuclear facilities and associated operations. Immediately prior to coming to the IAEA, he was the Senior Vice President of Priority 5, a software company devoted to Critical Infrastructure Protection applications development. He is a retired Commander in the USNR, with experience in nuclear engineering including nuclear instrumentation and control and nuclear weapons security. He was also the Department Manager for Human Factors and Nuclear Instrumentation and Control at the Idaho National Laboratory, a US Department of Energy Laboratory. Mr Dudenhoeffer holds a Master’s Degree in Operations Research and Bachelor’s degrees in both Computer Science and Mathematics.

Findrik Mislav

Mislav Findrik is a Scientist in the Center for Digital Safety and Security at Austrian Institute of Technology. Mislav has received PhD degree in Electrical and Electronic Engineering from Aalborg University, Denmark in 2016. He has participated in several EU funded research projects on topic of cyber security for electrical power system. His interests lie in the development of novel cyber security solutions for critical infrastructures based on machine learning and artificial intelligence techniques.

Frumento Enrico

Enrico Frumento works as researcher at Cefriel (www.cefriel.com) in European and private-funded innovation projects on ICT Security. His research focuses on unconventional security, cybercrime and social engineering. He is author of subject-related publications. He is the scientific coordinator of the project DOGANA (www.dogana-project.eu) which focuses on the contrast to the modern social engineering.

Georgiev Jordan

Jordan Georgiev is Managing Director of JKG Advisory Vienna, specialized in the energy and telecommunication sectors in CEE, with more than fifteen years of experience in the consulting business and management. He was CEO of a large state-owned energy holding and chairman of the board of several natural gas pipeline project companies. Mr. Georgiev holds a Master degree from the Vienna University of Economics and Business and is a certified ITIL expert.

Gerhard Jandl

Born in 1962, Gerhard Jandl holds a doctorate in law from Vienna University and a degree in economics from Graz University. After entering the Austrian Diplomatic Service in 1986, he was posted to the Embassies in Cairo and Tunis, and to the Austrian Mission to the UN at New York where he served, inter alia, as Austrian delegate to the Security Council. Later, he was the Balkans Director at the Foreign Ministry, and the Austrian Ambassador to Sarajevo (2000-05) and to Belgrade (2005-08). Since 2009, he has served as the Security Policy Director at the Foreign Ministry. In March 2018, he will take up his new assignment as the Austrian Ambassador to the Council of Europe in Strasbourg.

Hazelzet Hadewych

Currently at the EU Delegation to the International Organisations in Vienna, Dr. Hazelzet – a Dutch national- has worked for the EU for almost 20 years. Over time, she held different positions dealing for instance with development and trade cooperation, human rights and then common foreign and security policy in the Council of Ministers. She served two years in the security policy department of the German Foreign Office during the German Presidency of the EU. In the EU External Action Service, she lead numerous strategic planning and review missions for civilian and military operations; and set up the EU early warning system in the conflict prevention division. At the EU Delegation in Vienna, she coordinates and speaks for the EU on non-military security issues and was, inter alia, the chief negotiator for the cyber/ICT confidence building measures and Ministerial texts that have been developed in the OSCE over the past 2 years. She holds a PhD from the European University Institute in Florence and Master Degrees from the University of Chicago and the Vrije Universiteit Amsterdam

Helmbrecht Udo

Prof. Dr. Udo Helmbrecht has more than 40 years of professional management experience in the IT sector. Udo Helmbrecht was born in 1955, in Castrop-Rauxel, North Rhine-Westphalia, Germany. He studied Physics, Mathematics and Computer Science at Ruhr-University, Bochum, and in 1984 he was awarded a PhD in Theoretical Physics. In 2010 Udo Helmbrecht was appointed honorary professor at the Universität der Bundeswehr Munich, Germany. His experience in the field of security has been acquired through work in a variety of areas, including the energy industry, insurance, engineering, aviation, defence, and the space industry. He became the president of the German Federal Office for Information Security (BSI) in 2003. Udo Helmbrecht took office as Executive Director of the European Union Agency for Network and Information Security (ENISA) in October 2009.

Hiller Ben

As Cyber Security Officer, Ben Hiller is the OSCE’s focal point for cyber/ICT security issues. In his role he provides policy advice to the Secretary General, all 57 participating States and the OSCE Chairmanship, and is responsible for assisting States with the implementation of Permanent Council Decision 1106 and 1202 on OSCE Confidence-Building Measures (CBMs) to Reduce the Risks of Conflict Stemming from the Use of Information And Communication Technologies; as well as developing additional CBMs. In his previous role at the OSCE Secretariat’s Action against Terrorism Unit, Ben was responsible for issues related to countering the use of the Internet for terrorist purposes as well as for the portfolio dealing with the security of electronic travel documents and pertinent ICT infrastructure. Ben holds a Masters in Conflict Resolution and Management with a focus on Defense Policy.

Huemer Ulrike

Ulrike Huemer (40) studied law. She started to work for the City of Vienna in 2003. She was at first responsible for a committee for creating a new constitution for Austria. After 10 years in the department of finance administration she has been CIO of the City of Vienna since 2014 with a focus on digitization and innovation. She started two initiatives www.digitalcity.wien and www.digitalagenda.wien. She also works as a lecturer at the university of applied sciences and arts Campus Vienna, with the focus on Open Government Management.

Janda Alexander

Dr. Alexander Janda is member of the board in the Austrian Security Research Program KIRAS. Vice-President of the Association for the promotion of research (GFF) in Vienna. Since 2014, Dr. Janda is the Secretary General of the KSÖ (Board for a safe and secure Austria). Klimburg Alexander

Dr. Alexander Klimburg is Director of the Global Commission on the Stability of Cyberspace (GCSC) Initiative and Secretariat, and Director Cyber Policy and Resilience Program at the Hague Centre for Strategic Studies (HCSS). He is a former associate and research fellow of the Science Technology and Public Policy Program and Cyber Security Project at the Harvard Kennedy School's Belfer Center. Dr. Klimburg is a nonresident senior fellow with the Atlantic Council, and an associate fellow at the Austrian Institute of European and Security Policy. His most recent book, “The Darkening Web: the War for Cyberspace” was published by Penguin Press. Dr. Klimburg has worked on numerous topics within the wider field of international cybersecurity since 2007. He has acted as an adviser to a number of governments and international organizations on national cybersecurity strategies, international norms of behavior in cyberspace and cyber-conflict (including war, cyber-crime, and cyber-espionage), critical infrastructure protection, and Internet governance.

Lechner Stephan

Dr Stephan Lechner, based in Luxembourg, is Director of Euratom Safeguards at the European Commission's Directorate General for Energy. Before this appointment to this position in July 2016 he was Director of the Institute for the Protection and the Security of the Citizen at the European Commission's Joint Research Centre in Ispra, Italy, for more than 8 years. Before this responsibility, he held various management positions and spent more than 18 years in the hi-tech sector of private industries, at large international enterprises and at telecommunications operators. He managed international expert teams in Germany and in China and has more than 25 years of experience in collaborative European projects. Dr Lechner holds a degree in mathematics and computer sciences and a doctoral degree in cryptography.

Nigel Mackie is the Head of Cyber & Intelligence at MASS, a UK consulting company in electronic warfare and intelligence. Before, Nigel Mackie worked for Group Cyber Security Strategy Director at Ultra Electronics, developing their cryptographic and cyber capability working with clients in the UK/US and Middle East. At Lockheed Martin UK engaged in the UK’s Radiation Incident Management system. He also worked with AWE, Hunting Engineering, and UK MOD.

Maloor Preetam

Preetam Maloor is a Strategy and Policy Advisor at ITU, the United Nations specialized agency for ICTs, and an expert on international Internet-related public policy matters. Since 2008, he has been a key member of the ITU Secretariat .He serves as the Secretary of the ITU Council Working Group on international Internet-related public policy issues. Prior to joining ITU, Preetam spent nearly 10 years in the private sector, working primarily at research organizations such as Intelligent Automation Inc, a Rockville, Maryland-based research think-tank focusing on Artificial Intelligence-based applications, and at AT&T Research abs, Florham Park, New Jersey. He holds Master’s degrees in Computer Science from Texas A&M University, College Station, and in Engineering and Public Policy from the University of Maryland, College Park. Dr. Reinhard Marak is the Chief Executive of the Austrian Defence and Security Industries Group (ASW) and the Austrian Industrial Cooperation & Aviation Technology Group (AICAT) of the Austrian Federal Economic Chamber (WKO). Nemanja Malisevic

Nemanja Malisevic joined Microsoft in 2014 and leads GSSD’s engagement in Germany. Prior to joining Microsoft, Mr. Malisevic worked more than 10 years for the Organization for Security and Co-operation in Europe (OSCE) where, be was the Organization’s first Cyber Security Officer. In this capacity he was deeply involved in the negotiation of the first set of OSCE cyber/ICT security related confidence building measures (CBMs), adopted in December 2013. Before that, he led the Organization’s efforts dealing with combating terrorist use of the Internet. Poppe Andreas

Andreas Poppe heads the experimental group of quantum cryptography at Huawei in Europe with the main goal to integrate CV-QKD in commercial telecom infrastructure. Since 2003 he has been working in the field of quantum optics, first at the University of Vienna, then at AIT. His main achievement was the first QKD-secured bank wire transfer. His approx. 40 papers have been cited roughly 4000 times.

Posch Reinhard

Reinhard Posch studied at Graz University of Technology mathematics, worked at Graz Research Center (now Joanneum Research) on the topics operating systems, terminal concepts, networking, and automates road construction and planning. He got his PHD in 1976, served as assistant professor and worked with Sperry Univac (Roseville, MN, USA) researching in the field of physical network layers. In 2007, He suggested the creation of the European Organisation for Security (EOS) and coordinated its establishment. Until 2016 and for 6 years, he has been an advisor to the European Commission for the EU Security Research Programme and President of the Steering Board of the French ANR for security research.

Rom Werner

Dr. Werner Rom heads the department of Integrated Vehicle Development, and the Safety & Security area at the VIRTUAL VEHICLE Research Center in Graz. Römer Kay

Ingrid Schaumüller-Bichl is professor at the University of Applied Sciences Upper Austria (UASUA), Campus Hagenberg, and the head of the Information Security Compliance Center (ISCC) of UASUA. Her R&D topics include Information Security Management, Privacy, Cryptography, eID, and Critical Infrastructure Protection. She is also working in security standardization and research and technology development. Schnitzer Helmut

Dr. Helmut Schnitzer is the head of Division IV/6 at the Federal Chancellery of Austria, which is the Chancellery’s Security Policy Department. Before Dr. Schnitzer was head of the Secretariat of the Austrian National Security Council, and worked at the Federal Chancellery’s division for the coordination of total defence. Senol Yilmaz

Mr. Senol (Shen) Yilmaz serves as Programme Officer with the United Nations Office of Counter-Terrorism in New York. Dr. Daniel Slamanig is a scientist at AIT Austrian Institute of Technology. His main research interests are in the field of cryptography with a focus on public key cryptographic primitives, their foundations and applications. He is one of the designers of the Picnic family of post-quantum digital signature schemes, a candidate submitted to NIST's post-quantum crypto standardization project.

Smith Paul

Dr Paul Smith is a Senior Scientist in the Center for Digital Safety and Security at AIT Austrian Institute of Technology. Paul’s research is targeted at developing applied solutions to ensuring the security and resilience of critical information infrastructures. Stadler Andreas

ANDREAS STADLER, born 1965, is an Austrian diplomat and academic. He currently represents Austria at the Organization for Security and Cooperation (OSCE) in Vienna and is responsible - among other portfolios - for its Economic and Environmental Dimension and Cyber Security policies. He also teaches cultural diplomacy at the Vienna University and the University of Applied Arts and publishes on international relations and cultural politics. From 2007 to 2013 Mr. Stadler was the director of the Austrian Cultural Forum New York, Austria´s cultural diplomacy flagship. During his work as Deputy Ambassador of Austria in Zagreb, Croatia (1995-99), he was publicly recognized for actively promoting post conflict reconciliation policies and human and civil rights. He received high decorations from the Mayor of Warsaw and the Polish Minister of Culture in 2004. From 2004 to 2007 Mr. Stadler served as the first advisor for science and arts to the President of Austria, Dr. Heinz Fischer. Dr. Petar Stanojević is professor at the School of Security Studies at the University of Belgrade, Serbia. Dr. Stanojević was Deputy Minister of Energy for Oil and Gas, director of Jugopetrol, and of development and investment at Petroleum Industry. He managed investment programs of up to $100m and built and reconstructed 70 petrol stations. As a technical lead he headed the biggest world project of RBI introduction in Power Industry in South Africa.

Stierle Martin

Dr. Martin Stierle heads the Security and Communication Technologies Competence Unit at AIT Austrian Institute of Technology, where he is in charge for strategy and business development. His unit’s research focuses on reliable wireless communication, quantum optics, dependable system engineering and cyber security. Before, Dr. Stierle managed Telekom Austria’s wireline infrastructure. He completed a PhD in Physics at the Vienna University of Technology and a MBA in International Strategic Management at LIMAK.

Stubbings Thomas

Dr. Thomas C. Stubbings is Senior Security Expert working as Strategy Consultant. Thomas is Chairman of the Cybersecurity Plattform of the Austrian Government, Member of the Partnership Board of ECSO, and Member of Standardisation Bodies for Security & Privacy. Before Thomas was 12 years Chief Security Officer at Raiffeisen Bank International AG. He holds a PhD in technical sciences and several certifications in information security and risk management.

Treppel Alison August

Alison August Treppel is the Executive Secretary of the Inter-American Committee against Terrorism (CICTE) of the Secretariat for Multidimensional Security of the Organization of American States where she is responsible for promoting the Organization’s counter-terrorism agenda throughout Latin America and the Caribbean. In addition to managing the day-to-day operations of the CICTE Secretariat, she leads technical assistance efforts in such areas as cybersecurity, effective border control management and the prevention of terrorism finance, among others. A native of the United States, Mrs. Treppel has held numerous other posts within the OAS over the past 20 years, including Deputy Director of the Department of Public Security where she lead efforts to prevent and combat threats to citizen security, including transnational organized crime. She also served as political liaison to numerous OAS security-related bodies, including the Committee on Hemispheric Security.

Vrailas Ioannis

Ambassador Ioannis Vrailas is the Deputy Head of the Delegation of the European Union to the United Nations since July 2011. He is on secondment to the European External Action Service from the Foreign Ministry of Greece, which he joined in 1985. He served in the Greek Permanent Mission in New York, the Greek Permanent Representation to the EU (twice) and was Deputy Chief of Mission in Teheran and, most recently, in Washington (2009-2011). He is married to Christiane Bourloyannis and has three children. He speaks English, French, Italian and Spanish.

Wiander Timo

Timo Wiander’s professional certificates include CISA and ead Auditor of ISO/IEC 9001 and 27001 systems. Currently, he is the Information Security Manager of ENORO Oy. Timo Wiander held a similar position in Fennovoima Oy which engages in a construction license for a new nuclear power plant. Previously he worked for the Radiation and Nuclear Safety Authority of Finland where he developed cyber security regulation and supervision. He has more than 20 years of practical experience in cyber security.

Wimmreuter Wilhelm

Wilhelm Wimmreuter is the Vice President for International Operations of InCharge Systems Inc. He worked in Siemens-AG, telecom and power-grid network operators. Currently, he is dedicated to network security, identity management and related services, including the design and validation of sustainable business cases for IP-based services and applications. He also serves various startup companies in identity management, public-key-infrastructure, network security and authentication to turn their technology into business value.
