Carita Blomqvist (FI)
Counsellor of Education, National Board of Education Finland
Ms Blomqvist works at the Finish national Board of Education since 1996 first as senior advisor and as from 2002
as counsellor of education.
He work focuses on issues of academic and professional recognition of qualifications, NARIC (National Academic
Recognition Information Centres) and ENIC (European Network for Information Centres on Academic Recognition
and Mobility) networks, Bologna Process, Finnish Qualifications Framework, Diploma Supplement, Europass.
She is also members of the Bureau of the Intergovernmental Lisbon Recognition Convention Committee (first
vice-president); member of several ENIC/NARIC working parties; as well as of international projects in the field of
professional and academic recognition of qualifications.
Alain Bultot (BE fr)
Coordinator of the Belgian Team of ECVET Experts (Be-Fr); ECVET National Contact Point for Belgium (Be-Fr)
Chargé de mission Leonardo da Vinci, Agence Education Formation-Europe
Until December 2011, Mr Bultot was an expert in the cabinet of the Minister of Compulsory Education of the
French Speaking Community of Belgium. He was in particular working on the development and implementation of
the reform of VET in the French Speaking Community of Belgium.
He was in the core leading team of the project OPIR.
He is a member of European Commission groups on ECVET since 2004. He is currently member of the ECVET
Users’ Group and the ECVET working group.
Neus Caufape (ES)
Principal of INS Escola del Treball since 2006; Head of studies for 10 years
Teacher at secondary and post-secondary education training centre for the past 30 years
Ms Caufape has long experience in working with European projects. She started managing Comenius projects,
both bilateral and multilateral and has been helping with Leonardo and Erasmus training mobility projects. Her
training centre is a member of the NETINVET network and she is a member of the steering committee. The centre
became interested in Recomfor about two years ago and started piloting learning mobility testing ECVET with a
partner VET school in France. Last school year they applied for Erasmus study mobility grants for some of their
students which gave them the opportunity to test ECVET.
INS Escola del Treball is a VET school in Lleida (Catalonia-Spain). The school currently covers five VET fields:
Chemistry /Administration and Management /Trade, Logistics and Marketing / Woodwork and, finally, Electricity
and Electronics.

Marie-Hélène Delobbe (FR)
Adjointe au Chef de département (Deputy head of department), Chargée de recherche et de développement (in
charge of research and development), Pedagogical department of ANFA (French National Association for
Training in the Automobile sector).
The French National Association for Training in the Automobile sector (ANFA) gave the impulse for the creation of
the project ECVET ASSET. The organisation was also actively involved in other ECVET-related projects such as
Eurotrucs. ANFA has for long been active in supporting mobility of learners.
ANFA was created in 1952 to collect and distribute the branch levy tax for the development of apprenticeships.
ANFA is directed by Employer and Employee organisations. ANFA’s goal is to set up and implement the
automobile services branch policy, focusing on increasing qualifications and the continuous adaptation of
employees to technological advances within the sector. Among other issues, ANFA has for its mission to take part
in updating of qualifications of the State and development and certification for qualifications of the Branch.
Sophie Dunoyer de Segonzac (FR)
Chargée de mission at CFPTS (Centre de Formation professionnelle aux Techniques du Spectacle)
At CFPTS (a vocational training institution for technicians in the performing arts sector), Ms Dunoyer de Segonzac
is in charge of these main activities: 1) creation of vocational qualifications together with national authorities and
professional organisations; 2) organisation of assessment committees open to candidates from vocational training
courses and from VAE (validation of experience); 3) coaching and follow-up of the VAE candidates.
Ms Dunoyer de Segonzac was the coordinator and promoter of the first ECVET project for CFPTS, CAPE-SV. In
the past she has been actively involved in running mobility programmes for apprentices and learners in the field of
performing arts.
Christiane Eberhardt (DE)
Christiane Eberhardt is a researcher at Bundesinstitut für Berufsbildung (Federal Insitute for Vocational Education
and Training, BIBB) in Bonn. Her focus is on educational technology, educational staff and learning cooperation
(national and international).
Ms Eberhardt lead the project CREDCHEM. In parallel, Ms Eberhardt was involved in the project coordination,
technical management and administration of the German DECVET pilot initiative that had been conducted and
coordinated by the Federal Institute for Vocational Education and Training (BIBB) on behalf of the Federal
Ministry of Education and Research (BMBF) 2007-2011.
She is also currently involved in the quality assurance and scientific monitoring of another ECVET related project
(EASYMetal).
She is an expert on VET and author of several publications on strategies for lifelong learning, DECVET, ECVET
and flexible training pathways.

Michel Galloy (FR)
Training Advisor, Délégation Académique à la Formation Continue, Loraine, Groupement d'Intérêt Public
Formation tout au long de la vie
Mr Galloy took active part as a project partner in the project VaLOGreg. He has been involved in other projects
related to skills and competence development as part of the Lifelong Learning Programme but also the Equal
community initiative. He works in particular in the fields of validation and recognition of experience (VAE) and
training of adults.
Wolfgang Huebel (DE)
Principal and Manager of SBG (Saechsische Bildungsgesellschaft fuer Umweltschutz und Chemieberufe)
Dresden
SBG (Saechsische Bildungsgesellschaft fuer Umweltschutz und Chemieberufe) Dresden is a Saxon Education
Company for Environmental Protection and Chemical Occupations. It is a non-profit institution which works in the
fields of initial training and continuing training as well as professional preparation and orientation.
This training centre was involved in the pilot project CREDCHEM by testing ECVET tools during mobility
exchanges. SBG is also involved in other ECVET projects in particular ECVET Ma-Flo, ECVET Ma-Flo and
Recognition of competences gained abroad with the handling of a customer order (ECVET for painters).
Katrin Jaeser (DE)
Department of project management, IBS - CEMES Institut GmbH
Coordinator of the ESyCQ project ECVET pilot projects which started in 2011. Participant in the ECVET-
Monitoring activities of BIBB (Federal Institute for Vocational Education and Training, Germany).
The IBS-Cemes Institute was founded in 1996. It is a private provider of training in the field of IT. Since early
stages the training institute profiled itself as a modern service provider and has for many years served the
companies in the region. Through its activities it became a recognised partner for professional qualifications when
it comes to both provision of standard courses as well as company-specific training. The institute is actively
involved in many European projects.
Thierry Joseph (FR)
Director, Espace formation des métiers et de l’artisanat (EFMA). This training centre depends on the Chamber of
Crafts of the region Isere
Mr Joseph was the leader of the project ECVET ASSET.
EFMA (Training Centre of the Trades and Craft industry) is a training centre settled in Bourgoin-Jallieu (near
Lyon) and managed by the Chamber of craft of the Vienne district. The EFMA specificity is the offer of work-
based Initial Vocational Training and especially of apprenticeships. It hosts each year more than 1000 learners in
various trades and among others the car maintenance. For 15 years EFMA belongs to a network of pilot training
centres managed by the Automobile Services branch.

Riitta Karusaari (FI)
Head of Education at Lapland Tourism College, Rovaniemi Municipal Federation of Education
Lapland Tourism College took part in the FINECVET project initiative by the Finnish National Board of Education
as well as in the M.O.T.O project. Ms Karusaari tested the ECVET tools developed by the M.O.T.O project in
practice for supporting mobility of students of the Lapland Tourism College. Participation in FINECVET has been
a great opportunity for the training centre to learn and prepare for the use of ECVET.
Lapland Vocational College was established 1. January, 2006. At that time the six separate educational
establishments of Rovaniemi Municipal Federation of Education were united into one vocational college.
Rolf Aslaksrud Kristiansen (NO)
Oslo and Akershus University College of Applied Sciences; Member of the Board; Faculty of Teacher Training;
Teacher training with a special focus on facilitation and internationalisation of vocational education and training,
ECVET and permeability
Chairman of the board at EUROMASC Ltd
Mr Kristiansen was a member of the technical advisory groups on the European transparency tools as from 2000.
He took part in the ECVET pilot projects SME Master (2005-2008) and SME Master Plus (2008-2012). He was
also actively involved in projects PERMEVET, Skillsbank and YOMTOOL which all focus on learning outcomes as
building blocks in qualifications, structuring them in a variety of matrix solutions to facilitate permeability between
different strands of learning and training pathways, also including the recognition of all types of prior learning.
EUROMASC Ltd which is a vocational research and development consultancy
Richard Maniak (FR)
General Inspector, French Ministry of National Education, Senior advisor for VET in the field of Commerce &
service sector
Core member of the ECVET Team.
Mr Maniak is a core member of the ECVET team which supports the ECVET Network. In this role he takes part in
the ECVET Users Group and the working group.
In the past he was the French representative in technical working groups on EQF and ECVET.
In France he is a member of the national committee in charge of qualifications - Commission nationale de la
certification professionnelle
He was a leader of Leonardo pilot projects COMINTER and RECOMFOR. And in this role a promoter of shared
references methodology for ECVET experimentation.

Alfredo Menichelli (IT)
Ministry of education, higher education and research (Ministero dell'Istruzione, dell'Università e della Ricerca),
Directorate general for technical education and training (Direzione generale per l'istruzione e formazione tecnica
superior)
Mr Menichelli was actively involved in the ECVET pilot project M.O.T.O coordinated by the Istituto per lo Sviluppo
della Formazione professionale dei Lavoratori (ISFOL). He is also member of the European Commission Advisory
Committee for Vocational Training.
Paivi Niska (FI)
Head of Education at Lapland Tourism College which is owned by Rovaniemi Municipal Federation of Education
Lapland Tourism College took part in the FINECVET project initiative by the Finnish National Board of Education
as well as in the M.O.T.O project. Ms Niska was involved in the practical testing of ECVET in this context.
Lapland Vocational College was established 1. January, 2006. At that time the six separate educational
establishments of Rovaniemi Municipal Federation of Education were united into one vocational college.
Audrey Noble (FR)
European project coordinator, Fédération de la Plasturgie
Ms Noble has contributed to two studies on ECVET (ECVET Reflector and ECVET Connexion) while at CIEP
(Centre International d’etudes pedagogiques). She implemented ECVET in the framework of the case study in the
field of plastics as part of the project Be-TWIN.
She is actively involved in promoting mobility of students as part of training pathways in the field of plastics
industry.
Jos Noesen (LU)
Ministère de l’éducation nationale et de la Formation professionnelle du Luxembourg, Service de la Formation
Professionnelle (Ministry of national education and vocational training, Department of vocational education and
training)
Mr Noesen was the coordinator of the ECVET pilot project VaLOGreg.
He is involved in ECVET development since the set-up of the first technical working group by the European
Commission.
He is a member of the ECVET Users’ Group and the ECVET Working Group. He is also a member of the EQF
Advisory Group.

Henri Paris (BE fr)
Principal of Ecole Henri Maus in Namur
The Ecole Henri Maus took part in the project OPIR, one of the ECVET pilot projects. Students aiming at
becoming hairdressers went for an exchange in Romania, where they spent several weeks, acquired the
identified learning outcomes which were assessed and recognised on return. Mr Paris was specifically involved in
the organisation of the mobility phase and the use of the Learning Agreement.
The training centre Henri Maus provides vocational training in the fields of construction and industry but also in
the area of services.
Anne Potters (NL)
Coordinating consultant - European Lifelong Learning Programme at CINOP
Ms Potters is working on the implementation of the Lifelong learning programme (LLP) since 2005. She is in
particular involved in the Leonardo sub-programme of the LLP. Prior to this she worked as advisor at the Ministry
of education.
She is a member of the ECVET Users’ Group and the ECVET working group. CINOP has been designated by the
Dutch ministry of education to act as national contact point for ECVET and Ms Potters takes part in these tasks.
She is also actively involved in the network of LLP agencies on ECVET – Netecvet.
Maarit Saarenkylä (FI)
International Coordinator, Omnia, the Joint Authority of Education in Espoo Region
Ms Saarenkyla was involved in testing ECVET in the context of the FINECVET initiative but also the project Ecvet
Unit for Vocational Studies in Child Care (EVOC). The latter was a project run by Omnia, funded by the Lifelong
learning programme which developed a transferable unit for child care workers’ qualifications.
Omnia, The Joint Authority of Education in Espoo Region is a multisector joint authority of education offering
vocational training at 10 locations around Espoo area. Omnia offers vocational training to young people and
adults who have completed comprehensive school or have passed the matriculation examination. The range
includes twenty vocational qualifications, dozens of vocational and special vocational qualifications, extension and
career training, apprenticeship training and youth workshops.
Sophie Salin (FR)
Chargée de mission Formation (Project manager – Training), CGI - Organisation professionnelle du commerce
interentreprises (Professional organisation for Business to Business trade)
Since 2005, Ms Salin is highly involved in VET cooperation throughout Europe and development of ECVET. She
started working on Leonardo da Vinci Lifelong Learning projects for the French Ministry of Education (CIEP), in
particular on COMINTER. This project was a pioneer in the construction of shared references and common
description of learning outcomes. Its methodology has been widely spread and used since.
Ms Salin is now working for CGI, the French organization of wholesale and international trade. In the past two
years she coordinated the project RECOMFOR, an ECVET pilot project aiming at developing a European mobility

Sophie Salin (FR)
network implementing ECVET principles. She is now coordinating the NETINVET network (www.netinvet.eu), one
of the first examples of ECVET oriented network of training centers in favor of mobility. She works in close link
with European competent authorities, VET providers and social partners.
Andreas Saniter (DE)
Research Assistant University of Bremen in the field of educational research; i.e. technical education; evaluation
and conceptual structuring of vocational training programs.
Mr Saniter was the coordinator of the ECVET pilot project AEROVET. He was also involved in a previous project
focused on identifying competences required for aircraft maintenance qualifications – AERONET. He is currently
leading a research project for Cedefop entitled ‘From credit systems to permeability in education and training’.
Furthermore, Mr Saniter coordinated the project ‘Move Pro Europe’ (BMBF, 2004-2008). In cooperation between
EADS Deutschland GmbH and the Institut Technik und Bildung at the University of Bremen industrial working
processes were analysed in order to tap into their full learning potential for the design of a workplace based
apprenticeship.
Anja Schwarz (DE)
Head of division Lifelong Learning, DIHK Deutscher Industrie und Handelskammertag (German Chamber of
Industry and Commerce)
Ms Schwarz was member of the advisory board of the project Credchem in Germany. She is an expert in the
German Chamber of Industry and Commerce focusing on European transparency instruments (EQF, ECVET,
Europass).
She is a member of the ECVET Users’ Group.
Christian Sperle (DE)
Head of Unit European VET policies, Department VET, Zentralverband des Deutschen Handwerks (ZDH),
German Confederation of Skilled Crafts
Mr Sperle was the coordinator of two projects directly testing ECVET in the field of crafts qualifications: SME
Master (2005-2008) and SME Master Plus (2008-2012).
He is a member of ECVET user’s group on behalf of UEAPME.
He is also actively involved on behalf of ZDH in the developments concerning other transparency instruments, in
particular EQF and the German Qualifications Framework.

Peter Thiele (DE)
Head of Division for Vocational Training Policy, Federal Ministry of Education and Research, Germany
Mr Thiele was involved in ECVET development since the early stages as a member of the European technical
working groups set up by the European Commission.
At the German Federal Ministry of Education and Research he is in charge of: National VET policy and reform,
VET programmes, VET research; VET budget; European VET cooperation/ Copenhagen process, International
VET cooperation such as OECD; Member of several national VET committees.
Mr Thiele is a Member of CEDEFOP Governing Board, Member of European Commission Advisory Committee
Vocational Training, Member of OECD VET group.
Rob van Wezel (NL)
VET-specialist at Kenniscentrum Handel (KCH)
KCH describes itself as a centre of expertise on vocational education, training and the labour market for the trade
sector. KCH sits between employers and industry and education providers in order to define qualifications and
standards and assist in the delivery of apprenticeships and traineeships. They work with employers, employees
and trade organisations to deliver this work and act similarly as sector skills councils in other countries. They are
a commercial organisation delivering against a publicly funded education programme with a sectoral focus in
retail, wholesale and international trade.
Rob van Wezel manages international projects and is an expert on competence-based learning. He was involved
in several projects related to ECVET and is also an advisor to the ECVET team.

European Commission
Hélène Clark (EU)
European Commission, Director in charge of the Directorate for Lifelong learning: policies and programme in the
Directorate-General for Education and Culture.
Before joining DG EAC in the position of a Director, Ms Clark has worked at DG ‘Employment, Social Affairs and
Equal Opportunities’ from 1994 to 2008, where she has been especially involved in the employment policy field. In
particular she has been Head of Unit in charge of EURES (mobility of workers) and European Employment
Services from 1997 to 2000, of the European Employment Strategy from end 2000 to end 2003, and of the
implementation of the European Social Fund in Austria, Germany and Slovenia from 2004 to 2008. In 2004, she
spent six months as a lecturer about EU policies - in particular in the field of employment - at the University of
Washington, Seattle, USA.
Allison Crabb (EU)
Deputy Head of Unit and Leonardo da Vinci Coordinator, DG Education and Culture, European Commission
As deputy head of unit, Ms Crabb is currently actively involved in the development of the programme that will
success the current Lifelong Learning programme, in particular when it comes to activities in the field of vocational
education and training.
She has been working in the European Commission since 1999 and in the DG Education and Culture since 2001.
Before that, she was in charge of the Comenius (school education) and Grundtvig (adult education) EU
programmes.
Ute Haller-Block (EU)
Head of Unit, Lifelong Learning: Leonardo da Vinci, Grundtvig and Dissemination, Education, Culture and Audio-
visual Executive Agency
EACEA manages the centralised actions of the Lifelong Learning programme. Ms Haller-Bock is head of the unit
in charge of ECVET pilot projects. Before joining the executive agency, she was a deputy-head of unit at the
European Commission, DG Education and Culture (since 2005) in charge of VET policies and programmes
including ECVET. Earlier (since 2002) she was a policy officer in charge of aspects of the Leornardo programme
and has been working in the field of VET and mobility for a decade.
Erik Hess (EU)
Policy Officer - Vocational Education and Training: European Credit System for Vocational Education and
Training (ECVET), European Commission, DG Education and Culture
Mr Hess is a seconded national expert at DG EAC. Since 2010, he is in charge of ECVET. He coordinates the
ECVET Users’ Group and working group and is in charge of developing the ECVET Users’ guide and other
instruments supporting the implementation of ECVET.

Erik Hess (EU)
Prior to joining the European Commission he worked at the German National Agency for the Lifelong Learning
Programme in the field of VET. Among other things he was involved in activities on transparency of qualifications,
validation and recognition of non-formal and informal learning and credit transfer.
Isabelle Le Mouillour (EU)
Expert at Cedefop
At Cedefop, which she joined in 2008, Ms Le Mouillour is in charge of ECVET, in particular monitoring European,
national, regional and sectoral developments in the field of credit systems. She is currently Cedefop’s
representative in the ECVET Users Group.
Building upon her past experiences, she is researching the relationships between VET and higher education,
reflecting about transition, validation and permeability. She is steering Cedefop comparative studies in the field of
credit systems and permeability between VET and Higher education. She is also working on linking the European
tools in view of their better understanding and relevance to learners and workers, especially focusing on Europass
and guidance.
She is a member of Cedefop Qualifications Team which has been set up to develop and carry out research
activities on issues such qualifications, learning outcomes or standards in Education and Training.
She has been involved in the development of ECVET at European level since 2003. Before joining Cedefop, she
worked in the European Research and Policy Department of Federal Institute for Vocational Education and
Training (Bonn, Germany) and prior to that as a researcher at the Centre for Research on Higher Education and
Work (University of Kassel, Germany).
Risto Raivio (EU)
Policy Officer - Head of sector – Vocational Education and Training Policy, DG Education and Culture
Mr Raivio is head of sector of the VET policy team in charge of ECVET, EQAVET, Copenhagen process,
interaction with the Advisory Committee on VET and other policy initiatives in the field of vocational education and
training. In this role he chairs the ECVET Users’ Group.
Previously Mr Raivio headed the Citizenship Unit of the DG EAC in particular promoting active European
Citizenship. From 1996 – 2002 he worked for the Committee of the Regions. Before joining the EU institutions Mr
Raivio was researcher at the University of Tampere in Finland.

Pilot projects’ monitoring team
In order to pool together the experience of the ECVET pilot projects, the European Commission has commissioned a contractor to carry out thematic monitoring of this group of projects. As part of this contract, GHK Consulting organised eight seminars in which all projects took part, carried out regular reviews of documents’ production, undertook project visits and disseminated information about projects’ work through a website www.ecvet-projects.eu. The core team members are presented here.
Daniela Ulicna
Principal Consultant (GHK Consulting), Project Director for the assignment on monitoring ECVET pilot projects
(project manager in the past)
Ms Ulicna is public policy analyst and evaluator. Her work concerns predominantly the policies and programmes
of the European Commission, in particular in the area of education and training.
Since 2007, she has worked on several assignments directly concerning ECVET. She has followed the work of
the 11 ECVET pilot projects since 2009 and supports the work of the ECVET Users’ Group since 2010.
Outside the work on ECVET, she is currently involved in assignments on work-based learning, fostering
excellence in VET as well as a review of skills policies of EU Member states.
Anette Curth
Senior Consultant (GHK Consulting), Project Manager for the assignment on monitoring ECVET pilot projects
(since 2010)
Ms Curth is a project manager and researcher. Her main areas of expertise are education and training policies in
VET. She is the project manager for the contract through which GHK currently monitors the eight 2nd
generation
pilot projects ECVET pilot projects. She is also a member of the GHK team that supports the work of the ECVET
Users’ Group and its working group to develop the documents that form the ECVET Users’ guide.
Previous to joining GHK in 2011, Anette has worked on VET policies in Germany. In several projects, she has
worked together with relevant national stakeholders on the design of qualifications and flexible learning pathways
(modularisation/transition between preparation system and dual system of VET, lifelong learning and continuing
vocational training).
Karin Luomi-Messerer
Coordinator of 3s research laboratory, Austria, External expert to GHK
Ms Luomi-Messerer conducts research and consulting projects in the fields of lifelong learning/transparency
instruments on national and European level. She cooperates with GHK in carrying out monitoring and
dissemination activities related to the ECVET pilot projects (1st and 2nd generation) and provides - also together
with GHK - support to the ECVET User's group and its working group. She has conducted several LLP projects
focussing on ECVET and provides expertise to the thematic network NetECVET of the National Agencies of the
LLP. On national level, she is involved in preparatory activities for the implementation of ECVET (feasibility study,
National ECVET User's Guide, ECVET-website, ECVET-workshops and conference) and is member of the
National Team of ECVET Experts coordinated by the Austrian LLP Agency.
