Special Economic Zone “Seaport Aktau”

• SEZ “Seaport Aktau” was established by theDecree of the President of the Republic ofKazakhstan № 853 dated April 26, 2002. Duration ofthe SEZ "Seaport Aktau“ is from 01/01/2003 till01/01/2028.

• Main reasons for creation of SEZ “Seaport Aktau”are necessity to increase economic growth in theKazakhstani part of the Caspian Sea and diversifyreal sector of the economy.

• Goals of SEZ “Seaport Aktau” are to developproduction base and facilities for oil and gas industry;production of consumer goods; attraction of smalland medium businesses.

• Location of SEZ “Seaport Aktau”: the territory ofa sea port and industrial zones of Aktau city.

• The total area: 2000 ha.

JSC “SEZ “Seaport Aktau” was established under the new Law of the Republicof Kazakhstan, “On special economic zones in the Republic of Kazakhstan”, for thefunctioning of SEZ “Seaport Aktau”.The founder is the Administration of Mangistau region.

The main functions of JSC “SEZ “Seaport Aktau”:

• Involving members to the special economic zone;• Assisting participants of SEZ in realization of their investment projects;• Signing and termination of contracts for the implementation of activities;• Attraction of investments for the construction of infrastructure facilities and for

other activities;• Accomplishment of facility’s infrastructure construction;• Operation of utilities and provision of utility services to participants of SEZ;• Confirmation of the actual consumption of imported goods.

Manufacture of household electrical appliances; Manufacture of leather; Manufacture of chemicals and chemical products; Manufacture of rubber and plastic products; Manufacture of other non-metallic mineral products; Iron and steel industry; Manufacture of fabricated metal products; Manufacture of machinery and equipment; Production of petrochemical products, as well as related products, related industries and

technologies; Warehousing and support activities for transportation.

Work is underway to include new priority activities: Manufacture of basic pharmaceutical products and preparations; Manufacture of computers, electronics and optical products.

•Subzones № 2, 4, 5, 6 – on these zones we are developing feasibility studies forconstruction of infrastructures.

Expansion of the SEZ The formation of a new sub-zone area of 500

hectares near Zhanaozen with view to processing minerals of enterprises (bentonite mineral salts, rare earth metals, coal, chalk), which will create up to 2.5 thousand jobs;

Giving SEZ status to the resort “Kenderli" and the creation of an integrated area with a gambling business at the world standard level.

• «EPONUR» LLP: Construction of a plant for the production of building materials;•Rated capacity: 60,000 tons per year, 15 000 tons of which are dry construction mixes form and epoxy materials, and 45,000 tons of liquid products of constructions.
