Performance Levels on Mastery Testing for Special Education

What is AYP?
• Connecticut’s targets are based on the following:
CMT Grades 3-8• 95 percent of students who attend school in grades 3-8 take the test• 78* percent score proficient or above in reading• 82* percent score proficient or above in math and• 70* percent score basic or above in writing or the percentage at or above basic improves
from the previous year CAPT Grade 10
• 95 percent of students who attend school in grade 10 must take CAPT• 81* percent of students must score proficient or above in Reading• 80* percent of students must score proficient or above in Math and• School must have a 70* percent graduation rate, or improvement over the previous school
year
• * these percentages increase periodically with the target being 100% proficient or above by 2014
Safe Harbor
If a school does not make AYP outright, they can qualify under the safe harbor provision. To qualify under safe harbor, first the school has to meet the additional academic indicator (70% above basic in writing at the elementary and middle school – 70% graduation rate at the high school) The school and subgroups also have to meet the 95% participation rate. Neither of these two hurdles is hard.
The final hurdle is that the number of NOT proficient students (in the areas where the school missed AYP standard) has to decline by 10% over the previous year.
