1.0 Introduction

The power system in country is organized in five electrical regions for operation purpose

system namely North, South, East, West and North-east. Eastern region consists of

seven states i.e. Bihar, Jharkhand, Orissa, West Bengal and Sikkim. Regional Load

Despatch Centers are responsible for scheduling and measuring power within and across

the regions. Measurement of electric energy is being carried out by interface meters

called Special Energy Meters (SEMs) installed at the peripheries of states and regions

according to Metering regulation notified by CEA. POWERGRID being Central

Transmission Utility (CTU) is responsible for installation of SEMs throughout the

region and Eastern Regional Load Despatch Center is responsible for collection and

processing the metered data.

1.1 Objective

This document is intended to provide the required details of a metering system together

with the capabilities of the special energy meters along with meter configuration, data

collection, availability checking, processing etc, provided to meet the regional energy

metering requirements of the commercial mechanism adopted for bulk power supplies

and inter-State exchanges within and across a Region.

1.2 Ownership

These energy meters are owned by the CTU. All agencies/constituents ensure the

security of the energy meters installed in their respective premises.

1.3 Facilities to be provided at Metering Locations

Each agency/constituent makes available the required space and the required outputs of

the specified current and voltage transformers, to facilitate installation of energy meters

in their premises by CTU for regional energy metering.

1.4 Right to install energy meters

Each constituent/agency extends the necessary assistance to CTU for installation of the

energy meters by providing the required access to their premises and equipments. As and

when requested by CTU, the constituent’s agencies enable the representatives of CTU to

access, inspect, replace, and test etc. any of these energy meters installed in their

premises in the presence of an authorized representative of the constituent’s agencies if

deputed.

2.1 Special Energy Meter (SEM)

2.1.1 About SEM

Special Energy Meter (SEM) is a Microprocessor based Energy Meter. For

metering and data logging it is a handful tool along with data collecting device

(DCD) and personal computer. With the use of application software it allows the

user to process metered data.

2.1.4 SEM : Technical Specification

1.0 The energy metering system specified herein is used for tariff metering for

bulk, inter-utility power flows, in different Regions of India. One static type

composite meter is installed for each EHV circuit, as a self-contained device for

measurement of active energy (MWh) transmittals in each successive 15 minute

block and certain other functions, as described in the following paragraphs.

2.0 The meters is suitable for being connected directly to voltage transformers

(VTs) having a rated secondary line-to-line voltage of 110V, and to current

transformers (CTs) having a rated secondary current of 1 A (model-A) or 5A

(model-B). Any further transformers/transactions/transducers required for

their functioning is in-built in the meters. Necessary isolation and/or

suppression is also be built-in, for protecting the meters from surges and

voltage spikes that occur in the VT and CT circuits of extra high voltage

switchyards. The reference frequency is 50Hz.

3.0 The active energy (Wh) measurement is carried out on 3-phase, 4-wire

principle, with an accuracy as per class 0.2 S of IEC-62053-22:2003. In

model-A (for CT secondary rating 1A), the energy is computed directly in CT

and VT secondary quantities, and indicated in watt-hours. The meter

computes the net active energy (Wh) sent out from the substation bus bars

during each successive 15-minutes block, and stores it in its memory along

with plus/minus sign. It also displays on demand the net Wh sent out during

the previous 15-minute block, with a minus sign if there is net Wh export.

4.0 Further, the meter continuously integrates and display on demand the net

cumulative active energy sent out from the substation bus bars upto that time.

The cumulative Wh reading at each midnight is stored in the meter’s memory.

The register moves backwards when active power flows back to substation

bus bars.

5.0 The meter counts the number of cycles in VT output during each successive

15-minutes block, and divides the same by 900 to arrive at the average

frequency. This is stored in the meter’s memory as a 2-digit code which is

arrived at by subtracting 49 from the average frequency, multiplying by 50

and neglecting all decimals. For example, 49.89 Hz is recorded as 44. In case

the average frequency is less than 49.0 Hz, it is recorded as 00. In case it is

51.0 Hz or higher, it is recorded as 99. The average frequency of the previous

15-minutes block is also be displayed, on demand in hertz.

6.0 The meter continuously computes the average of the RMS values of the three

line-to-neutral VT secondary voltages as a percentage of 63.51 V, and

displays the same on demand. The accuracy of the voltage

measurement/computation is at least 0.5%, a better accuracy such as 0.2% in

the 95-105% range being desirable.

7.0 The meter also computes the reactive power (VAR) on 3-phase, 4-wire

principle, with an accuracy as specified in clause 11.0, and integrate the

reactive energy (VARh) algebraically into two separate registers, one for the

period for which the average RMS voltage is 103.0% or higher, and the other

for the period for which the average RMS voltage is below 97.0%. The

current reactive power (VAR), with a minus sign if negative and cumulative

reactive energy (VARh) readings of the two registers is displayed on demand.

The readings of the two registers at each midnight are stored in the meter’s

memory. In model-A (for CT secondary rating of 1 A), the reactive power

and reactive energy transmittals is computed in VAR/VARh directly

calculated in CT and VT secondary quantities. When lagging reactive power

is being sent out from substation bus bars, VAR display have a plus sign or no

sign and VARh registers move forward. When reactive power flow is in the

reverse direction, VAR display have negative sign and VARh registers move

backwards.

8.0 In the model-B (for CT secondary rating of 5A), all computations, displays

and memory storage is similar except that all figures is be one fifth of the

actual Wh, VAR and VARh worked out from CT and VT secondary

quantities.

9.0 The meters are fully complying with all stipulations in IEC standards 62052-

11:2003 and 62053-22:2003, except those specifically modified by this

specification. The reference ambient temperature is 30° C.

10.0 Errors are reasonable for all power factor angles from 0° to 360°.

11.0 For reactive power (VAR) and reactive energy (VARh) measurements, IEC

62053-23:2003 complies with. The accuracy of measurement of reactive

energy is as per class 2.

12.0 Each meter have a test output device (visual) for checking the accuracy of

active energy (Wh) measurement. The preferred pulsing rate is twenty (20)

per Wh for Model-A and four(4) per Wh for model –B. It is possible to couple

this device to suitable testing equipment also.

13.0 No rounding off to the next higher last decimal is done for voltage and

frequency displays. All 15 minute Wh figures is however be rounded off to

the nearest last decimal.

14.0 The three line-to-neutral voltage is continuously monitored and in case any of

these falls below about 70%, a normally flashing lamp provided on meter’s

front become steady. It go off it all three voltages fall below 70%. The time

blocks in which such a voltage failure occurs/persists is recorded in the

meter’s memory. The lamp automatically resumes flashing when all VT

secondary voltages are healthy again. The two VARh registers specified in

clause 7.0 remains stay-put while VT supply is unhealthy.

15.0 The meters normally operate with the power drawn from the VT secondary

circuits. The total burden imposed by a meter for measurement and operation

is not exceeded 10 VA on any of the phases. An automatic backup for

continued operation of the meter’s calendar-clock, and for retaining all data

stored in its memory, is provided through a long-life battery, which is capable

of supplying the required power for at least 2 years. The meters are supplied

duly fitted with the batteries, which shall not require to be changed for atleast

10 years, as long as total VT supply interruption does not exceed two years.

The battery mounting is designed to facilitate easy battery replacement

without affecting PCB of the meter. The meters don’t require any separate

auxiliary supply for their operation. All displays may disappear on loss of VT

supply.

16.0 Each meter has a built-in calendar and clock, having an accuracy of 30

seconds per month or better. The calendar and clock are correctly set at the

manufacturer’s works. The date (year-month-day) and time (hour-min.-sec.)

are displayed on the meter front (when VT supply has been connected), on

demand. Only limited clock adjustment is possible at site, using the DCD.

When an advance or retard command is given, six subsequent time blocks is

contracted or elongated by ten seconds each. The meter does not accept

another clock correction command for seven days. All clock corrections is

registered in the meter’s memory and suitably shown on print out of collected

data.

17.0 Each meter has a unique identification code, which is marked permanently on

its front, as well as in its memory. All meters supplied to POWERGRID as

per this specification have their identification code starting with “NP”, which

shall not be used for any other supplies. “NP” is followed by a dash and a

four digit running serial number, further followed by a dash and “A” for

Model-A, and “B”, for the use with CT secondaries of 1 A and 5 A

respectively.

18.0 Each meters have at least one seven (7)-character, seven-segment electronic

display, for indication of the following (one at a time), on demand:

i) Processor’s identification code and model : NP1234 A

19.0 A gold plated touch key or push button is provided on the meter front for

switching on the display and for changing from one indication to the next.

(The display shall switch off automatically about one minute after the last

operation of touch key/push button). When the display is switched on, the

parameter last displayed is displayed again, duly updated.

20.0 Each meter has a non-volatile memory in which the following is automatically

stored:

i) Average frequency for each successive 15-minute block, as a 2-digit

code

ii) Net Wh transmittal during each successive 15-minute block, upto

second decimal, with plus/minus sign

iii) Cumulative Wh transmittal at each midnight, in six digits including

one decimal

iv) Cumulative VARh transmittal for voltage high condition, at each

midnight in six digits including one decimal

v) Cumulative VARh transmittal for voltage low condition, at each

midnight, in six digits including one decimal

vi) Date and time blocks of failure of VT supply on any phase, as a star

(*) mark

21.0 The meters store all the above listed data in their memories for a period of ten

(10) days. The data older than ten (10) days get erased automatically.

22.0 Each meter has an optical port on its front for tapping all data stored in its

memory. Portable or hand held data collection devices is also be separately

provided for this purpose, one for each substation, to serve as the interface

between the meters specified above and the local personal computer (PC). In

addition to above each meter is provided with a RS-485 port on one of it’s

sides, from where all the data stored in the meter’s memory can also be

tapped. The overall intention is to tap the data stored in the meter’s memories

once a week from any of the two ports mentioned above and transmit the same

to a remote central computer using STD or other communication links,

through the local PC. It shall also be possible to obtain a print out (hard copy)

of all data collected from the meters, using the local PC.

23.0 The whole system is such as to provide a print out (both from the local PC,

and from remote central computer) of the following form:

24.0 The meters supplied are housed in compact and sturdy, metallic or moulded

cases of non-rusting construction and/or finish. The cases are designed for

simple mounting on a plane, vertical surface such as a control/relay panel

front. All terminals for CT and VT connections is arranged in a row along the

meter’s lower side. Terminals have a suitable construction with barriers and

cover, to provide a secure and safe connection of CTs and VTs leads through

stranded copper conductors of 2.5 sq. mm. size.

25.0 All meters of the same model is totally identical in all respects except for their

unique identification codes. They are totally sealed and tamper proof, with no

possibility of any adjustment at site, except for clock correction.

26.0 The meters are safely withstanding the usual fluctuations arising during faults

etc. In particular, VT secondary voltages 115% of rated applied continuously

and 190% of rated for 3.0 seconds, and CT secondary current 150% of rated

applied continuously and 30 times of rated applied for 0.5 seconds shall not

cause any damage to or mal-operation of the meters.

27.0 The meters also withstand without any damage or mal-operation reasonable

mechanical shocks, earthquake forces, ambient temperature variations,

relative humidity etc. They have an IP-51 category dust-tight construction,

and shall be capable of satisfactory operation in an indoor, non-air conditioned

installation.

28.0 The meters continue to function for the remaining healthy phase(s), in case

one or two phases of VT supply fails. In case of a complete VT supply

failure, the computation of average frequency (as per 5.0) shall be done only

for the period during which the VT supply was available in the 15-minute

block. Any time block contraction or elongation for clock correction also be

duly accounted for.

29.0 The harmonics preferably be filtered out while measuring Wh, VAR and

VARh, and only fundamental frequency quantities is measured/computed.

30.0 Either the meters have built-in facility (eg. test links in their terminals) for in-

situ testing, or a separate test block is provided for each meter.

31.0 Portable/hand-held Data Collection Devices (DCD) :

These are tailor-made for tapping all data stored in a meter’s memory, and

faithfully transferring it to the local PC. Each device are supplied complete

with

i) a lead with optical head for coupling it to the meter,

ii) a lead for plugging it to a personal computer;

iii) an internal battery for powering the devices;

iv) a case for safely carrying it about

v) a battery charger

The total arrangements are such that one (1) operation can carry out the whole

operation himself, in about five (5) minutes per meter.

32.0 The DCD has a key for starting the data tapping from the coupled meter’s

memory, a key to start data transfer to the PC, and a lamp, which would light

up on completion of data collection, remain ‘on’ while the data is held in the

device and would go ‘off’ when all data has been transferred to the PC. Data

tapping operation do not erase the data from the meter’s memory, or effect the

meter operation in any way. The memory of the DCD get automatically

cleared when the data has been transferred to the PC only then the DCD

accepts data from another meter. DCDs also have necessary provision for

meter clock correction. DCDs are compatible with earlier supplied meters of

L&T/SML make in regard to data downloading etc.

33.0 The Contractor provides the necessary software which would enable a local

IBM-Compatible PC to:

(i) accept the data from the DCD and/or from a interface device connected to

the optical port/RS-485 port and store it in it’s memory in binary read only

format in an user-defined file name(file name format must be ddmmsubstation

name-utility name),

(ii) Polling feature along with a task scheduler to run the data downloading

software at a pre-designated date and time repeatedly or by manually selecting

a meter. File naming for such downloaded data should also be in user-defined

format. A detailed activity log shall also be available for each downloading

operation,

(iii) upload/import meter data (binary files) in the software for further

processing. While uploading, there shall be provision to upload all selected

files with single key-stroke

(iv) Convert the binary file(s) to text file(s).There should be provision to

select multiple files based on filename, convert all selected files with single

key-stroke and store the text files in the same location where binary files are

stored.

(v) display the collected data on PC’s screen in text format, with

forward/backward rolling,

(vi) print out in text format the data collected from one or more meters,

starting from a certain date and time, as per operator’s instructions,

(vii) transmit the collected data, in binary format, through an appropriate

communication link to the central computer, starting from a certain date and

time, as per operator’s instructions, and

(viii) store the collected data, in binary format, on a floppy disc/CD/Pen

Device .

34.0 The above software further ensures that absolutely no tampering (except total

erasures) of the collected metering data is possible during its handling by the

PC. The software is suitable for the commonly available PCs, and supplied to

Owner in a compatible form to enable its easy loading into the PCs available

(or to be installed by the Owner/others) at the various substations.

35.0 Quality Assurance

The quality control procedure to be adopted during manufacture of the

specified equipment to be mutually discussed and finalized in due course,

generally based on the established and proven practices of the manufacturer.

36.0 Testing

All equipment, after final assembly and before dispatch from manufacturer’s

works, is duly tested to verify that is suitable for supply to the Owner. In

particular, each and every meter is subjected to the following acceptance tests:

i) Verification of compliance with Table 4 under clause 8.1 of IEC-

62053-22:2003, in both directions of power flow, for class 0.2S.

ii) Test of the register ratio and the impulse value of the transmitting

device, for both directions.

iii) Verification that VARh measurement errors are within values

permitted for class 2 in Table 6 of IEC 62053-23 for both directions of

power flow.

iv) Effect of +10% variation in measuring circuit voltage, on accuracy of

Wh and VARh measurement

v) Power loss.

vi) Dielectric properties.

vii) Starting and running with no-load for Wh and VARh, in both

directions.

viii) Functional checks for display and memory.

x) Accuracy of voltage and frequency measurement.

37.0 Any meter which fails to fully comply with the specification requirements are

liable to be rejected by the Owner. However, the Owner may purchase such

meters at a reduced price in case of marginal non-compliance, at his sole

discretion.

38.0 Acceptance Tests for DCD and PC Software

All DCDs, after final assembly and before despatch from

Contractor’s/Manufacturer’s works are duly tested to verify that they are

suitable for supply to the Purchaser. In particular, each and every DCD is

subjected to the following acceptance test:

i) Functional checks

ii) Downloading Meter Data from the Meter(s)

iii) Compatibility with PC Software

iv) Downloading the meter data on PC

v) Functioning of advance and retard time commands

vi) Per meter downloading time verification

vii) Capacity of DCD for data storage

39.0 Type Tests

One (1) out of every hundred (100) meters is subjected to the complete range

of type tests as per IEC-62053-22:2003, IEC-62053-23:2003 and IEC 62052-

11:2003, after final assembly. In case of any failure to pass all specified tests,

the contractor has to arrange to carry out the requisite

modifications/replacements in the entire lot of meters at his own cost. After

any such modifications and final assembly, two (2) meters selected out of the

lot by the Owner’s representative is subjected to the full range of type tests.

The lot is accepted by the Owner only after successful type testing.

40.0 The meters used for type testing are separately identified, duly marked, and

supplied to the Owner in case they are fully functional and as good as other

(new) meters, after necessary touching up/refurbishing. In case this is not

possible, the contractor provides their replacements at no extra cost to Owner.

41.0 The Contractor arranges all type testing specified above, and bear all expenses

for the same.

42.0 Installation and Commissioning

The static energy meters specified above are installed at various EHV

substations owned by the Owner, SEBs and other agencies. The exact location

and time-table for installation is finalized by the Owner in due course, and

advised to the contractor, such that contractor’s responsibility in this respect

ends within six (6) months of completion of all supplies.

43.0 The Contractor is responsible for total installation and commissioning of the

meters (along with test blocks, if supplied separately) as per Owner’s advice,

including unpacking and inspection on receipt at site, mounting the meters on

existing control and relay panels at an appropriate viewing height, connection

of CT and VT circuits including any required rewiring, functional testing,

commissioning and handing over. The Contractor’s personnel procure/carry

the necessary tools, equipment, materials and consumables (including

insulated wires, lugs, ferrules, hardware etc.)

44.0 As a part of commissioning of DCDs the Contractor loads the software

specified in clause 33 and 34 into the PCs at the respective substations, and

fully commission the total meter reading scheme. He also imparts the

necessary instructions to substation engineers.

2.1.5 Data storage

This 0.2 class accuracy static energy meter can record integrated average frequency and

active energy over every 15 min blocks. The SEM also stores the daily reactive energy

flows in low voltage & high voltage conditions. SEM can store data for 10 days. The text

file (*.NPC) made from coded files (*.MRI,*.DAT, *.DCD) etc includes data of one

complete day corresponding to the day on which reading is taken and 9 days of complete

data for the previous days.

2.2 Data Collecting Device (DCD)

It is basically data collecting device and used to transfer the tapped data from SEM to

PC. It has bi -communication with special energy meter along with personnel computer.

3.0 Metering Configuration

3.1 General

Meters have been installed so as to enable the measurement/computation of electrical

energy and other specified parameters. Additional 'check / standby' meters have been

provided at appropriate locations so as to facilitate the preparation of weekly regional

energy accounts in case any of the 'main' meters become unsuitable for the purpose.

3.2 Types of Meters

I) Interface Meter: Interface Meter is connected at the point of interconnection

with inter-state transmission system (ISTS) for the purpose of electricity accounting and

billing. Meter shall be owned by CTU.

II) Consumer Meter: Consumer meter means a meter used for accounting and

billing of electricity supplied to the consumer. Meter shall be owned by Licensee.

III) Energy Accounting Meter: Energy Accounting and Audit Meter means Meter

used for accounting of electricity to various segments of electrical system. Meter shall be

owned by generating company or Licensee.

3.3 Metering Arrangement

3.3.1 Metering arrangement for NTPC stations

Three sets of energy meter i.e. Main, Check and Stand-by energy meters are provided to

calculate the energy sent-out. One set each of Main & Check Meters is provided on all

outgoing feeders and stand-by meters are provided on the EHV side of the generator

transformer (GT) and station supply transformers

3.3.2 Metering arrangement for ICTs

For measurement of energy supply to a constituent/agency through an ICT, the Main

meter is provided on the HV side of the ICT and the Standby meter on the LV side of the

same ICT.

3.3.3 Metering arrangement for inter-State transmission lines.

In case of SEB-owned Inter-State transmission lines, say between State 'A' and State ‘B.',

the energy meters are provided at both the ends of the lines. The meter installed at end 'A'

is the Main meter for working out net drawal of SEB 'A' and that installed at other end 'B'

acts as check meter for SEB 'A', and vice-versa.

3.3.4 Metering arrangement for POWERGRID lines

On POWERGRID lines, unless an end is a regional energy accounting point, an Energy

Meter is provided only at one end of each line. The readings recorded by these meters are

being used for information and analysis only, and not for the energy accounting purposes.

3.4 Maintenance of Special Energy Meters

3.4.1 Testing and Calibration

All equipments are duly tested. In particular, each and every meter is being subjected to

acceptance tests as specified by CTU, at the manufacturer's works, before dispatch.

3.4.2 Periodic testing of accuracy

i) In-situ functional checking and rough testing of accuracy are being carried out for all

meters once a year by the CTU, with portable test equipment complying with IEC-60736,

for type and acceptance testing of energy meters of 1.0 class.

ii) Full testing for accuracy for every meter is being carried out by the CTU at an

accredited laboratory once every five (5) yrs.

The constituents/agencies may depute one authorized representative to witness the tests.

3.4.3 Meter Calibration

The meters normally need not to be recalibrated. However in case a meter is found to

violate any of its accuracy , functional requirements during the above periodic accuracy

checks, the same is replaced by CTU by a duly tested/certified meter, and the defective

meter is sent back to the manufacturer for appropriate recalibration and re-certification

3.6 FICTITIOUS METERS

Sometimes it is required to treat a combination of METERS as a single entity. e.g.

(i) Total drawal of an SEB

(ii) Total relief from a generating station

(iii) Total transaction of energy between two regions.

In this case, these items can be treated as just like a single meter, we call it as

FICTITIOUS METER (FICTMTRS). The following listed meters are called

FICTMTRS used to simplify the calculation process. Every fictitious meter consists

and basically summation of certain no of Real meters. Real meters are the actual

meters which are placed at different location and store the raw data. E.g.

3.8 PAIRS.DAT file

This file gives the LOC-ID of main meter and standby meter and the permitted

pair tolerance for each pair. Main meters are those which are connected on 400 kV side

of ICT or generator side of power station or sending end of inter state lines. The

standby/check meters are on the other end. Standby meters are connected in reverse

polarity so that sum of both MWh is zero in ideal condition. Suppose the power flow is

from main meter to standby meter, the main meter gives a +ve value and standby meter

gives a –ve value and vice versa. Tolerance value in MWh for a 15 min block in +ve

direction & -ve direction is given in this PAIRS.DAT, depending upon transformer /Line

loses & CT/PT errors.

The given tolerance value towards +ve side is called X value. The tolerance value

towards –ve side is called Y value.

4.0 PROCESSING & COMPUTATION OF DATA

4.1 Scheme for collection and dissemination of data

4.1.1 General

While CTU has the overall responsibility for supplying the meter data to ERLDC

on a weekly basis, the respective constituent’s agencies, in whose premises the energy

meters are installed, normally down-load the metered data from each of the meters on a

weekly basis or as and when requested by the ERLDC. The respective constituent’s

agency ensures that the data is down loaded in the specified time schedule. ERLDC, in

consultation with the constituents, prepares a scheme for the timely collection of the

metered data from each meter location and its further transmission to the ERLDC. The

constituent/agency shall also ensure the security of the metered data up to its delivery to

the ERLDC and seven days thereafter. All constituents shall provide the required

assistance/co-operation to ERLDC. Each station is also requested to keep back up of all

data systematically that are sent to ERLDC.

4.1.2 Data Collection from different location

At each metering locations data is to be collected from SEM once in a week. With

one data collecting device, data of about ten SEM can be collected sequentially and at

once dumped into PC. For dumping into PC the software given by supplier of SEM has to

be used. After downloading the metered data of seven days from each meter location, the

respective constituent’s agencies send the data normally through e-mail from specific

location to ERLDC. These data should reach ERLDC latest by Tuesday so that it doesn’t

cause any delay in processing. Special energy meters are either SECURE METERS

LIMITED (SML) or L&T Make. These raw metered data are non readable type (non

editable and naturally tamperproof). SML make meters have *.MRI or *.AMR file and

L&T make metres have *.DAT file. Since these files are non readable files, so these files

have to be converted to *.NPC file which is readable and editable. It is better to make

NPC file at RLDC to reduce human error.

4.1.3 Saving of Raw Data

Data after downloading attachments is saved in computer in a folder (e.g.

SEM_DATA). Since these data are in MRI or DAT file these files need conversion into

TEXT file (although some location sends NPC files along with both MRI and DAT files).

But it is better to convert MRI and DAT file into NPC file at ERLDC to reduce human

error. After converting into NPC file these are stored in a folder called as ‘READINGS’.

4.2 Conversion into Text File/Software for Data Viewing

After receiving the data, MRI file and DAT file is converted into TEXT file called NPC.

This conversion is done with the help of respective software. MRI file is converted into

NPC with the software called SMARTGRID supplied by the Manufacturers and DAT file

is converted into NPC with the help of VINCOM software.

For Secure Meter: SMARTGRID

For L&T Meter: VINCOM

A) SECURE METER (SMARTGRID Software): All mri files are

transferred to SEM_DATA folder in C: drive before converting to text file(i.e

NPC file). Following are the steps to convert mri file into text file

4.3 Viewing of npc file/structure of npc file

(i) There is one week heading for each meter data which gives the start date and end

date for which data is available e.g.

WEEK FROM 0000 HRS OF 12-10-07 TO 1230 HRS OF 22-10-07

(ii) For every day data there is a day heading that gives METER NO, three register

readings at 0000 HRS of the day, and date of the day e.g.

NP-4201-A 63895.0 97845.8 74358.6 12-10-07

Three cumulative registers are (i) WH register (ii) VAR register at high voltage (>103%)

(iii) VAR register at low voltage (<97%).

METER NO is of 9 characters, usually starting with NP (e.g. NP-0139-A). Character A

or B depending upon whether the meter is with 1 AMP CT or 5 Amp CT

(iii) One day data consists of 96 blocks. Each for 15 min is organised in 6 lines e.g.

Each line contains 16 blocks i.e. data for 4 hours. Time is followed by 16 blocks and

starting Time is in HOURS (2 digits) is given at the start of each line. Each block

contains a frequency code and WH for the 15 min. Freq code is of 2 digits and range is

from 00 to 99.

In between frequency code and WH there may be a “*” mark if there is any voltage

problem (V<70% during any instant in the 15 min). If any correction is done during the

15 min, there may be a “aa” or “rr” corresponding to advance or retard of the clock.

There may also be a case of voltage problem and time correction occurring in the same

15 min block.

At the end of 96 blocks the algebraic SUM of WH of all block is also given. One NPC

file may consist of data for one meter or more than one meter. Data for each meter starts

with a week heading. After receiving the data from all locations for a week, they can be

combined to make a complete file for the week. A program APPEND.EXE is given for

that purpose.

4.4 Modification/Editing in Text file

After conversion into Text file (NPC file) every file is renamed as ddmm.NPC

where dd and mm correspond to the week for which data is being processed. Also extra

meter readings to be deleted from the text file which is not required and if some

correction of date etc is required it is done in the text file and saved into corresponding

folder from where data have been received. These are normally saved in folder named as

“READINGS”.

4.5 Availability Checking

This is done to ensure whether data from all location has received or not. This is

checked by running software called REA2006 and we check for location from where data

has received or not received, if the data has not received, then the concerned agency or

person is contacted telephonically to send the data.

4.6 Methods used in case of Non availability of data

In case of non availability of data from any location, there are different alternative

methods to evaluate the data.

I. If Main meter reading is not available then check meter reading is used as

substitute for any particular location in FICTMTRS.CFG file.

II. Another alternative is to use other end data in case of non availability of data.

III. There is another approach to evaluate data by applying Kirchhof’s law at BUS

from where data is not available but this approach is not always valid..

Sometimes data are sent from different location by email attachment but required

proper data is not found in attachment. In that case the concerned agency or person is

asked to resend the data again.

4.7 Final Processing

APPEND.EXE simply combines all *.NPC files starting with the same “ddmm”.

The combined file name is ddmmSREA.NPC. It is better to make a single file

“ddmmSREA.NPC” which includes all the data for one week. This can be given as the

input to the data processing program. (REA2006 at the create DATA base option) This

total file can be stored easily as a back up file also.

MASTER FREQUENCY METER:

It is an special energy meter whose recorded frequency code is used as standard freq code

and is used for region, NR. ER, WR and NER ( NEW Grid) and the constituent within

the above mentioned Region for any calculation such as Unscheduled interchange (UI)

etc. This meter is installed at Korba (WR) end of Korba-Vindhyanchal line. Meter No is

NP-2465-A. This meter recorded data is sent by WRLDC to every other RLDC weekly.

Durgapur meter NP-6461-A is used as back up Master Freq Meter in case any block ,any

day or any week data is not available at Korba end installed Master Freq Meter due to

any reason such as opening of line or Meter Failure etc.

REA 2006

(i) REA 2006 processes the text file (NPC file) of SEM (special energy meter) for

completeness, correctness and computation. NPC file may contain Data for a few

METERS or ALL METERS in the region (ddmmSREA.NPC) which obtained

using append program for a few days (usually 9 days).

(ii) The program takes special care to check the data at every stage. The NPC file is

first checked for syntax correctness. Then creating a database by splitting the data

into day wise and meter wise files, so that further processing is easier.

(iii) Various checks can be carried out on the data to check both data validity and

strength of the meter to record data properly.

(iv) Energy in MWH and MVARH is computed from WH and VARH using

corresponding CTR and PTRs. Wherever a pair is available (e.g. 400 KV and 220

kV side of ICT) computed energy is compared and data correction is done,

accordingly (for “*” marked blocks). Load curve can be plotted if required,

Drawal, share and overdrawal/underdrawal are computed using the FICTMTRS

(fictitious meters) concept.

(v) Output file can be made as desired by the user by making appropriate

configuration file.

(vi) Option is made available to change the freq code tolerance (temporarily) for

frequency analysis and to modify temporarily each pairs to get approximate pairs

tolerance value for analysis of each pair.

Following are the activities before creating data base.

First it is checked for the location from where data has not been received. If data is not

received from some location then it is asked to send the data. After receiving all the data

from each and every location, again all NPC file is combined together by

APPEND.EXE command and SREA file is created. After that it is gone through data

correctness stage. If status is not found ok then corresponding data file is edited that has

caused the error. Then Data base is created.

So finally by running REA2006 software we go through final processing with the

following steps.

I. Location of data not received

II. Data Correctness

III. Create Data base

IV. Compute ENERGY

V. Compute FICTMTRS

VI. MWH output

After creation of data base ENERGY is computed (compute ENERGY option) and

computation of FICTMTRS is done for the seven days of the corresponding week. After

that MWH output is calculated for the week. With the above steps the constituent’s Net

Drawl, Regions Net drawl and ISGS Net Generation, etc for the week is calculated.

Regional loss is calculated after adding total bilateral of the week in net central sector

generation. Details of FICTIOUS METERS used for computation of Net injection as well

Net drawl is shown in Annexure-B.

4.8 Data check and its validation

By data checking and its validation we go through to verify or cross check that

whether meter is recording data correctly or not. So by going through all check files ie.

MWH output files, it is observed for any mismatch or discrepancies.

Following are the check files:

A. Net bus check of Substations

These provide the net bus of all important substations in the Region. In case any

discrepancies it is noted and observed.

B. Net bus check of Generators

These file gives the net bus of ISGS of the Region. In case any discrepancies it is noted

and observed.

C. Pair- Check (End to End)

By going through these pairs file we observe and check for any mismatch at the two ends

of transmission lines. It is investigated for any deviation other than tolerance value.

So Identification on metering error can be done broadly through three categories of check

files as mentioned.

I) Net Bus of Sub- Stations

II) Net Bus of ISGS

III) Pair Check of end to end

4.9 Discrepancies

If there is any discrepancy in the week’s data processing, it is listed out in register

for every week and these are used during final processing of data. These discrepancies

are forwarded to ERPC (Eastern Regional Power Committee) along with Raw and

processed data. These discrepancies are also uploaded on ERLDC web along with ISGS

injection and Constituent’s drawl.

4..10 Data forwarding to ERPC

Processed data of the week along with raw data and discrepancies is forwarded to

Eastern regional Power committee (ERPC). Contents of the data which is forwarded to

ERPC are:

1) Raw data of each location

2) Constituent wise processed data

3) Processed MWH data

4) Day wise meter data

5) Configuration file of the week

6) Discrepancies, if any

7) Any other information, if required

4.11 Uploading of data on ERLDC web

Constituent wise net drawl and central sector Net generation along with region

loss and discrepancies if any, is uploaded on the ERLDC web site (http://www.erldc.org)

for the concerned week. Weekly UI calculations are being done by ERPC. As requested

by constituents, processed meter data as per calculations of ERLDC are being uploaded

just for the sake of gross comparison only.

4.12 Data Archives

A data archive for processed data along with raw data of every week is

maintained on PC to take care of any future dispute. Back up for Data Archive is also

maintained either on CD or Hard disc. The data archive structure is as follows:
