INTRODUCTION , Haryana, the green land of India, is rich in special libraries, both quantitatively and qualitatively. Haryana has a number of resea~ch orqanisations like the National Dairy Research Institute, Karnal; Central Soil Salinity Research Institute, Karnal and many others. A library is attached to each and every research organisation. To obtain information regarding the condition of these libraries a questionnaire (Appendix J) was circulated, but only a few of them responded. Some of the libraries were, however, personally visited by the author. The important special libraries of Haryana are : 1. National Dairy Research Institute Library, Karnal 2. Haryana Agricultural University Library, Hissar 3. Regional Engineering College Library, Kurukshetra 4. Government Medical College Library, Rohtak 5. Extensi on Educa tion Institute Library, Nilokheri 6. Central Soil Salinity Research Institute Library, Karnal. Besides these there are 7 technical libra- ries attached to 7 polytechnic institutions in Haryana. These are : 1. Haryana Polytechnic, Nilokheri 64 ROSHAN RAINA Wadia Institute of Himalayan Geology Dehra Dun-24800i 2. Government Polytechnic, Ambala City 3. Government Polytechnic for Women, Ambala City 4. Government Polytechnic, Sirsa 5. Government Polytechnic, Jahajjar 6. Chhotu Ram Polytechnic, Rohtak 7. Vaish Polytechnic, Rohtak. Detailed information regarding these special polytechnic libraries has already appear- ed in IASLIC Bulletin 25(2) pp.57-67, June,1980. Hence there is no need to repeat the same here. RESULTS OF SURVEY Questionnaires (Appendix IIJII)were circu- lat~d among all the special libraries but only 6 11braries responded. The information, although based on the responses received from these six libraries only gives the overall picture of special libraries of Haryana. Library Collection (Appendix "A") In book collection, Nehru Library of Haryana Agricultural University, Hissar, estab- lished in 1962. tops the list. stocking the lar- gest collection of 1.05.463 volumes. 1n periodical collection, the National Dairy Research Institute Library, Karnal tops the list stocking 13,479 bound sets of back volumes of periodical publica~ tions. The smallest collection was seen in the Extension Education Institute Library, Nilokheri stocking about 4,500 volumes. Only a few bound sets of back issues of periodical publications figure in its entire collection. In periodical subscription (current) Haryana Agricultural University Library tops the list subscribing to 1,400 periodical publications. This is followed by National Dairy Research Institute Library, Karnal subscribing to about 625 periodical publications. INTRODUCTION,

Haryana, the green land of India, is richin special libraries, both quantitatively andqualitatively. Haryana has a number of resea~chorqanisations like the National Dairy ResearchInstitute, Karnal; Central Soil Salinity ResearchInstitute, Karnal and many others. A library isattached to each and every research organisation.To obtain information regarding the condition ofthese libraries a questionnaire (Appendix J) wascirculated, but only a few of them responded.Some of the libraries were, however, personallyvi sited by the author.

The important special libraries of Haryanaare :

1. National Dairy Research InstituteLibrary, Karnal

2. Haryana Agricultural University Library,Hissar

3. Regional Engineering College Library,Kurukshetra

4. Government Medical College Library,Rohtak

5. Extensi on Educa tion Institute Library,Nilokheri

6. Central Soil Salinity Research InstituteLibrary, Karnal.

Besides these there are 7 technical libra-ries attached to 7 polytechnic institutions inHaryana. These are :

Nature of the book as well as periodicalcollection differs from library to library depend-ing upon their respective areas of coverage as,for instance, NORI Library covers Oairy Science,hence its collection is on Oairy Science. Simi-larly in HAU Library, the coverage is Agricultureand hence its collection on Agricultural Science~

Technical Processing (Appendix "B")Libraries of NORI and CSSRI follow UDC

scheme for classification purposes. Librariesof HAUL and RECl follow DOC scheme for the pur-pose. For cataloguing, the libraries of NDRI,HAUL and CSSRI follow CCC and RECK libraryfollows ALA Rules. Collection is not fully pro-cesied in Extension Education Institute Library,Nilokheri, that adopts CC for classification andCCC for Cataloguing purposes. Medical CollegeLibrary, Rohtak follows A A C R for cataloguingand DOC for classification purposes.

• Circulation Processes (Appendix "B")Libraries of HAUL, CSSRI, NORI follow

Browne system for issue and return of books.CSSRI and MCR Libraries follow Newark system &EEl Library follows ledger system for the pur-pose. The average circulation rate per day ismaximum in NDRI Library and that is 2,500 issuesand 2,000 returns per day , NORI Library isfollowed by HAU Library where the ratio is 250/300:250/300. Minimum average circulation ratiois seen in the libraries of CSSRI and EEl whereit is 30:25 and 10:10 respectively. In RECKLibrary the ratio is 250:230.

Library Hours (Appendix "C")a) Working hours in these libraries differ

from library to library. In NORI librarythe working hours are 16, the maximum ofall, followed by HAU Library with 13 hourson all working days and 7 hours on Sundaysand other holidays. The working hours areminimum i.e. 7, in EEl Library, where theywork during the office hours i.e. from9.00 a.m. to 4.30 p.m. with 1 hour lunchbreak.

b) Peak hours of these libraries differ fromlibrary to library. In NORI Library thepeak hours are from 11.a.m. to 1 p.m., inRECK Library these are from 4 p.m. to 6 p.min HAU Library from 10 a.m. to 11 a.m, andfrom 4.30 p.m. to 6.30 p.m., in CSSRILibrary from 11 a.m. to 1 p.m. and in EElLibrary from 12.30 to 1.30 p.m .. 12 to2 p.m. are the peak hours in MedicalCollege Library, Rohtak.

Access SystemAll the libraries follow open access sys-

tem, except EEl Library, where it is closedaccess.Clientele Strength (Appendix "0")

The number of clientele is maximum in HAULibrary, where it is 3,540, followed by NORILibrary having a clientele strength of 1,715comprising of 250 scientists, 250 technicians,800 students and 415 others. The clientelestrength is minimum in CSSRI and EEl Librarieswhere it is 80 and 20-25 respectively.Library Building (Appendix "E")

NORI and HAU have separate buildings fortheir libraries where as the libraries of REtK,CSSRI, MCR and EEl are housed in some otherdepartment/section of the organisatioQ/institute,HAUL has the largest seating capacity for 650readers, followed by NDRI Library having a seat-ing capacity for 250 readers.RECK Library has aseating capacity for 128 readers. Minimum seat-ing clpacity is seen in the libraries of CSSRI &EEl where it is 35 and 15 respectively. MCRLibrary has a seating capacity for 100 readers.Library Sections (Appendix "F")

The libraries of NDRI, HAUL, RECK, MCR andCSSRI have set up their acquisition sections,technical sections and periodical sections. Bind-ing section has been set up in HAU Library only.No such sections were found in EEl Library.Library services

All the libraries except EEl Library haveprovisions of reference service. Simple docu-mentation services such as xerox and other repro-graphic services are also provided by these1ibrari es ,Library Staff (Appendix "G" & "H")

HAU Library has a maximum staff strength·of40 with 9 professionals, 18 semi-professionalsand 13 non-profession~ls, followed by the libra-ries of NOR! and RECK where it is 18 in each. Thestaff strength of CSSRI is 5. EEl has only assingle do-all librarian.

a) Librarian : Qual'ifications. Graae & Statusof librarians differ from library tolibrary depending upon the nature and typeof the organisation to which these areattached. However, these are in tune withthe entire organisationa1 set up. Librari-ans are well qualified. professionally as

well as academically. Almost every libra-rian is with a Masters degree in LibraryScience.

b) Library Supervision: Overall librarysupervision. in almost all these speciallibraries. lies in the hands of t~e libra-rian and he is directly answerable to the

·Head of the organisation/institution. InEEl Library. however they have made a non-professional as officer in-charge of 1ib-r.ary. The situation is rea11y pitiablewhen they have got a professionally quali-fied librarian with them.

Library Budget (Appendix "I")'HAU Library has-a maximum annual budget

that ranges from 12-15 1akhs of rupees annually,followed by NDRI and MCR Libraries where it is10 1akhs.in each. The budget of RECK Libraryand CSSRI Library is 1,34,000 and 1,80,000 res-pectively. All these libraries exhaust maximumpercentage of their annual budget on periodicalsubscription.

CSSRI Library, for instance, spends about70% of its annual budget on periodical subscrip-tion only.PROBLEMS

On-the:"asis of survey conducted and per-Lsona1 visits to some of these special Hbrariesand interviewing their clientele, the authorcould observe following problematic factors pre-vailing in these libraries, requiring timelyconsideration to overcome them.1. a) There seems to be a considerable time-lag

between the publication of a document andits receipt in the library; and

b) There seems to be considerable time tagbetween the receipt of a document in thelibrary and its actual display on the shelf

2. Non-professionals outnumber professionalsin almost all these libraries.

3. Lack of subject spectal tzatton among staffmembers serving in these special librarieswas observed. Persons with arts back-ground serve in these special and scienti-fic libraries.

4. Adequate back log of work was observed inalmost all the libraries due to inadequatestaff strength.

5. Libraries do not have separate buildings insome of the very important organisations/institutions.

6. Lack of uniformity in various librarypractices carried out in these librarieswas observed;

and professional qualifications only mustbe recruited for carrying out professionaljobs,in these libraries and the alreadyservlng non-professionals must be deputedfor undergoing professional training.

3. Librarians and library staff members mustbe encouraged to attend professional meet-ings, seminars, conferences, thereby gi~ngthem an opportunitj to understand the pro-fession and acquint themselves with thelatest trends in the profession for devel-oping their libraries on modern lines.

4. As far as possible, separate buildings forthe libraries be established. Librarybuildings, easily accessible to their res-pective clientele. be constructed on cer-tain set standards and norms laid down forthe purpose.

5. Clientele be made aware of the servicesthat their libraries render.

6. Services like CAS & SDI etc. be introducedin every special library without any fur-ther delay.

7. A documentation unit rendering variousdocumentation services like Indexing,Abstracting. Translation, Reparographl.etc.be set up in each and every special lib-rary. Nominal or no charges be chargedfor such services from the clientele.

8. Librarians must familiarize themselveswith the problems of the clientele andmust find methpds to overcome the same.This can be done by frequent and fruit-ful discussions between the librarian andthe representatives of the clientele.

CU$S various library problems and findmethods/alternatives to improve the libraryservices, and their respective parentbodies should encourage and sponsor suchmeetings.

10. Publication of Union Catalogue of the hold-ings of these libraries may be undertakenby any of these libraries that is moreresourceful, and same may be circulatedamong the participating libraries. Theideal library to tak~'up this job is NDRILibrary.
