Hyett SPECIAL MEETING HELD AUGUST 7th Commodore Gahan called the meeting to order at precisely 7 PM Thursday, August 7th. He gave a brief overview of the purpose of the meeting before turning the floor over to Secretary Dave Hubbard to read the call of the meeting to the 83 members in atten- dance. The first matter before the membership addressed approving the additional 2003 Capital Improvement Expendi- tures as set forth by the Capital Im- provement Committee and funding of these expenditures by $130,000 in Member Bonds. Capital Improvements Committee Chairman, Gerry Nocton told the members that the current committee, consisting of L. Ball, M. Carney, D. O’Brien, E. Hardy, S. Merola, and R. Clark, was formed in May and has already had 6 meetings. Gerry re- viewed the capital expenditures com- pleted thus far in 2003, (roofing and gutters, Pilot house roof and HVAC, and Head Pier/Snack Bar fire and safety needs). He also described expen- ditures that have been authorized by the Board of Directors, (an engineering survey of the club underpinning and foundation, and sprinkler/fire needs for the main building). Lastly Gerry and Bob Clark described the condition of the Woodside property and accompa- nying corrections that are needed. A slide presentation helped the members understand the problems which include -numerous holes in the siding making it necessary to replace the siding, -windows leaking, rotting, or broken requiring replacement, -voids in the foundation, -porch underpinnings rotting causing it to sag and the need to be brought up to code, -deterioration of front hall ceiling requir- ing correction, -1st floor bathroom and kitchen need total renovation, and -waste pipe deterioration requiring cor- rection. The second floor is in much better shape but the bathroom and kitchen need spruc- ing up. Treasurer Norm Hyett reviewed the Capital Improvement financial forecast, outlining the 2003 expenditures and pro- posed spending shortfall. Dave Aloise outlined the plan for funding the capital improvement shortfall with member bonds and reviewed the proposed bond issue terms. The bonds are to be 5% fixed with simple non-compounding in- terest payable over 10 years in ten equal annual payments. Member bond sub- scriptions have a minimum of $3,000 and a maximum of $10,000. If the bonds is- sue is oversubscribed, there is to be a lottery. Discussion before voting on the bond issue covered many areas. There was clarification that the engineering survey was being done because there are some problems that are developing under the club, not because of any existing plans to change the location of the pilot house. Considerable discussion took place with respect to the Woodside avenue property. The discussed areas included whether or not is would be better to sell the property in the current high market, whether it would be advisable to hold onto the prop- erty, which has no debt against it, to fund future capital improvements, the question of water rights, future rent structure, and details of renovating the property. Nu- merous comments were made on the pro- posed bond issue especially with regard to the rate of interest. The Capital Improvement Expenditures and Bond issue passed with 73 votes in favor, 8 against and 1 abstention. The next matter before the membership was an amendment to the By-laws making the interior to the club house a non- smoking area starting September 1, 2003. Discussion centered on whether making the pilot house non-smoking would effect revenues favorably or adversely, on smoker verses non-smoker rights, on the time frame to begin the no smoking policy, and on doing the right thing. Points were made for either side of the question. There were 59 yes votes and 25 no votes making a 68% in favor of non-smoking. As 66% was required to pass the by-law, the club interior is NON-SMOKING as of Septem- ber 1, 2003. The last item on the agenda was the sale or disposal of club furnishings. The majority of items listed were abandoned by a Wood- side tenant upon moving. None of the arti- cles have any historical significance to the to the club. PIPELINE UPDATE According to the Tuesday August 12, 2003 Globe, (page F 1) Duke Energy Corpora-tion “is abandoning, for now, a $100 mil-lion proposal to build a seven-mile natural gas pipeline from Winthrop to Everett that could have required tunneling under run-ways at Logan Airport. “ The reasons Duke is putting the proposal on hold are reportedly financial problems for the Ex-elon power plant in Everett, a lower than anticipated demand for liquefied natural gas, and major safety concerns from the communities that would be effected by the pipeline. Massport had expressed some serious concerns, specifically catastrophic explosion or sabotage, and had asked Duke

Energy to provide them with comprehensi-ble risk assessment for the construction phase as well as the operations. While Duke energy has said that it is con-sidering other routes for the pipeline, the article implies that once the new owner of Exelon is known, there will probably be renewed consideration to building the pipe-line as the existing energy plants are not going away. While under a reprieve, it behooves CPYC and Winthrop to continue to be aware of what is happening with the pipeline pro-ject. Thanks to Dick Dimes for the heads up on this information.

ADULT SAILING LESSONS END

The very successful Adult Sailing lessons ended with an evening of sailing on some of the larger sailboats at the club. The students got to drive as they toured Boston Harbor while others enjoyed the views, beverages and snacks. Thanks to all of the students and instructors for making this such a successful CPYC program both on the water and socially. It harbors well for future years. In September students and instructors got together for a final dinner.

CPYC HOSTS 2003 Midgets by Christine Carr

On August 5 & 6, the Cottage Park Youth Sailing Program hosted the annual N-10 Association Midgets Regatta for sailors age 13 and under. Held only two days after the CPYC’s Make-A-Wish fundraising regatta, over 60 sailors and 30 sailboats from surrounding yacht clubs returned to Cottage Park Tuesday and Wednesday to com-pete in this event. The Cottage Park youth sailors paused only long enough for a quick photo with Club Commodore Michael Gahan (above top) before cooling off in the cold harbor waters. The Cottage Park youth sailors were well represented in the regatta. With 12 boats racing, CPYC secured six of the top ten positions. First Place winners, from CPYC, are Skipper Sam Roberts and Crew Matt Cesario; Second Place winners, also from CPYC, are Skipper Jessica Curley and Crew Gabrielle Gosselin. The coveted Merriman Trophy for the top-placing skipper age 11 and under went to Paige Burns of Hull Yacht Club. CPYC Commodore Mike Gahan, Youth Sailing Mentor Hatch Brown, N-10 Association President Ted Burns, CPYC Youth Sailing President Connie Goll, and Regatta Chairperson Kathie Roberts presented the trophies to the youth sailors. Regatta chairmen Kathie & Rick Roberts were assisted by many volunteers and parents from the Cottage Park Yacht Club including instructors Dan Vannoni, Chris Aiello and Liz Doherty, crash crew Chris Carr, Derek Curley, Matt Murray and Eric Ronan, and the Race Committee Hatch Brown, Dan Mullane, Dev Blodgett,,Jim Fraser, Pudgy Lally and Dave O’Brien. Thomas J. Donovan, currently # 14, has been a member of CPYC since July of 1956. A sailor, over the years Tom has been an active member of CPYC involved in many different capacities. Often he has been seen adorned with apron doing kitchen duty for one affair or another. Tom is one of the CPYC cooks extraordinaire. He also has been known to delight those in the Pilot House with an Irish story or song.

Taryn Pittman has been a member of the Frostbite Race Committee and is now join-ing the yacht club. Living in Somerville, she is a nurse and is in the U.S. Naval Re-serve. Scott Knowlton, his wife, Julie and son Aedan live in Winthrop. He sails a Hobie 18 and is interested in youth sailing when his son becomes old enough.
