Executive Summary
Since the Children & Families Act 2014 came into force in September 2014, and the corresponding regulations
and SEND Code of Practice 2015, there has been an exponential rise in requests for statutory assessment and
in the number of Education, Health and Care Plans issued both nationally and in Northamptonshire. In the 4
years since implementation Northamptonshire has seen a 95% growth in requests for assessment and a 16%
growth in the number of EHC Plans maintained.
In the same time period there has been a move for more children and young people with EHC Plans to be
educated in special rather than mainstream schools.
This has led to increasing demand for, and pressure on, places in in-county special schools and unit provisions.
Since 2014 the number of school places in special schools or units has increased by 534 with the opening of
new special schools in Corby, Northampton and Daventry; and an annex to a primary special school in East
Northants. There has also been an expansion of places in 4 existing special or designated unit provisions.
Further planned expansion for 2019 and beyond will provide 145 additional places in a new all through free
school in East Northants district. Despite this increase in capacity all the special schools are now at or over
capacity and the authority are unable to place all children, whose parents request a specialist placement, in a
local state funded special provision.
This report is the most comprehensive review of specialist provision and demand undertaken in
Northamptonshire. The report shows, by district, the number of children and young people in specialist
provision, both special schools and units within mainstream schools. One of the key principles of the 2017-
2020 SEND Strategy, co-produced with parents, is for localisation; ‘Children and young people should be
educated as close to their home as possible to support meaningful engagement in their community.’
41.4% of children and young people with an EHCP are supported within mainstream provision, however, there
is some movement from mainstream to special provision especially around Key Stage change e.g. the move
from primary school to secondary school.

In order to future proof place planning, this report recommends that the funding of a spare capacity is considered to facilitate swifter placement of children in local state funded schools and thus reduce the demand for out of county placements. The report recommendations are to form a 5 year plan for local special school places for local children. As new provisions are commissioned in areas where there are gaps this does not mean children will be removed from current provision, this would only occur with parents’ agreement following a consultation. For children and young people with a primary need of ASD, further analysis of the impact across the spectrum of autism needs to be carried out. For example a young person in a secondary school who has ASD with learning difficulties is likely to require a different placement / support to a young person with no additional learning difficulty. The figures for children and young people with social, emotional and mental health needs have been
separated from other needs within this report as a) there are only 3 special schools for this need in the county
and therefore travelling across districts is the norm and b) a full review of provision for children with SEMH
needs, whether as a recognised SEN or as a level of vulnerability e.g. excluded pupils, will be carried out and
subject to a separate report.
Overview of provision gaps (Excluding SEMH and 5% spare capacity and assuming children are
accessing locally)
East Northants – RAG Rating of Red Primary: East Northants has one primary phase unit provision for children with an Autistic Spectrum Condition and a special school for primary pupils. All local primary aged children access local provision and 2 children from a different district are educated in these provisions. There is a deficit capacity within primary provision of 6 places. Secondary: There are currently no special provisions for secondary phase in the district. A special free school is planned, Friars East, but work on this has not started yet. The shortage of places, 116 in this phase, is across all needs. South Northants – RAG Rating of Red Primary: South Northants does not have a special school or unit provision for primary phase. In the school year 17/18 there was a shortfall of 43 places in primary provision, the majority of these children were transported to Northampton. Secondary: South Northants has 1 special school specialising in SEMH and 1 ASD unit provision at secondary phase. There is a shortage of 107 places at secondary level. Daventry – RAG Rating of Amber
Primary: Daventry has one all-through special school which reaches full capacity in academic year 19/20. For
primary phase there is a shortage of 14 places for: ASD, MLD, PMLD and SLD needs.
Secondary: Daventry has one all-through special school which reaches full capacity in academic year 19/20.
For secondary phase there is a shortage of 27 places particularly ASD, HI, MLD, PMLD, SLCN and SLD.

Corby – RAG Rating of Green Primary: Corby has 3 units for primary pupils and 2 all-through special schools. One of the special schools is for SEMH, the other opened in September 2018 and will reach capacity in 3 years. Current shortfall of 14 places in the primary phase should be provided from this new provision. Secondary: Corby has 2 units for secondary phase and 2 all-through special schools (as above). The shortfall of 11 places in the secondary phase should be addressed by the opening of the new special school. Kettering – RAG Rating of Green Primary: Kettering has one special school for the primary phase which caters for most types of need. There would be excess places if children from out of area were not accessing the provision; 12 primary places. 28 children currently in the special school live within Corby district and may move to the new Corby special school. Secondary: Kettering has 2 special schools in the secondary phase catering for all types of need. There would be an excess of 48 secondary phase places if children from out of the area did not travel into Kettering to attend. 18 children currently in Kettering provisions live within Corby district and may move to the new Corby special school. Northampton – RAG Rating of Green Primary: Northampton has 4 special schools and 6 unit provisions, two of the special schools are all-through and one of the special schools is for SEMH only. This is the district with the greatest level of inward migration as historically it has had the greater number of places. If out of district children were educated within their locality there would be a surplus of 39 places at primary phase. Secondary: Northampton has 4 special schools and 2 units in the secondary phase. 2 of the special schools are all-through. This is the district with the greatest inward migration and if out of district young people were educated in their own localities there would be a surplus of 111 places in secondary phase excluding spare capacity. Wellingborough – RAG Rating of Green Primary: Wellingborough has one special school at primary phase. There are sufficient places at primary level. Secondary: Wellingborough has one special school at secondary phase. There is an excess of places at secondary level of 5 if Wellingborough young people only were educated in district.
Other Authority Special Schools and Independent Schools
There are 195 children in total attending either another authority special school or an independent school. 47
(24%) children and young people are in special schools across the Northamptonshire border, 87 (45%)
children and young people are attending in county independent schools and 61 (31%) are attending out of
county independent schools. The costs associated with these provisions have not been included in this report
however it is anecdotally known that the cost of attending other authority special schools is equivalent to in
county special schools whilst the cost of attending an independent school will be considerably higher. 78% of
the children attending these schools have SEMH (69, 35%) ASD (60, 31%) or MLD (23, 12%).
Primary: There are 19 children in other authority special schools or independent schools. The majority of
these (11, 57%) are in other authority special schools with 8 (73%) of these living in South Northants. Only 2
(11%) children are attending an in county independent school and 6 children (32%) an out of county
independent school. 63% of these children (12) have either SEMH or ASD (7, 37% SEMH – 5, 26% ASD).

Secondary: There are 176 children and young people in another authority special school or an independent
school. 36 of these (21%) are in another authority special school and 47% (17) are living in South Northants.
85 (48%) of children and young people are attending an in county independent school with 45% (38) of these
living in either Northampton (22, 26%) or East Northants (16, 19%). 55 children and young people (31%) are
attending an out of county independent school, the districts these children come from is evenly spread across
the county. 78% (138) have either SEMH (62, 35%), ASD (55, 31%) or MLD (21, 12%).
SEMH
The category of Social, Emotional and Mental Health needs was introduced as part of the new legislation in
2014, replacing the old category of Behaviour, Social and Emotional needs. This change was to remove the
focus on exhibiting behaviours and to encourage the greater understanding of the reasons for the behaviour
to better formulate strategy and provisions to meet needs.
SEMH is not just a category for special educational needs but impacts on a range of vulnerable groups e.g.
children looked after and excluded pupils. This requires an holistic understanding across all statutory services
of education, health and early help or social care.
A comprehensive review of needs, outcomes and provision for SEMH will be started in early 2019 and the
report completed by the end of 2019.
Conclusion
The unprecedented increase in the demand for assessment and Education, Health and Care plans has led to a
rising lack of capacity of the right places in the right district for children and young people with SEND. The
movement of children across districts to access suitable provision is likely to impact on the well-being of the
individuals as well as creating greater pressures on transport budgets.
In the current financial situation, it is more necessary than ever to deliver services that both meet the needs
of local children and young people but also offer best value for money. The recommendations below cannot
all be ‘quick fixes’ as due processes need to be followed however it is essential that the local area partnership
agree short, medium and long term plans to deliver local specialist places for local children and young people.
Recommendations
1) Process is started to provide additional specialist provision in South Northants. This provision to
cover:
a. All-through special school to meet the needs of the majority of local children and
b. Additional unit provision to enable children and young people who require access to the full
national curriculum and qualifications but in an environment that recognises their complex
individual anxieties and SEMH needs.
2) Interim plans are agreed to enable children and young people in South Northants to access local
provision from September 2019.
3) Interim plans are agreed to enable children and young people in East Northants to access local
provision from September 2019 while the agreed new free school is still under construction.
4) An exercise is undertaken to enable better understanding of needs across the ASD spectrum to ensure
the types of provision on offer meet the spectrum of needs.
5) Within districts and boroughs, commission additional unit provision as required to cater for children
and young people who need access to the full national curriculum and qualifications but in an
environment that recognises their complex individual anxieties and SEMH needs.

6) Holistic review of SEMH needs is undertaken across districts to identify provisions required, gaps or
new types of provision to meet identified needs that ensure a reduced reliance on independent
places thereby releasing revenue back into county provisions.
7) Review of ASD definition and provision to recommend any required change.
8) Review flexibility of capacity to enable swift placement of children and young people within their
districts which would include consideration of additional funding to support a 5% capacity gap,
however, this would be a significant cost. Without additional funding this would require savings
elsewhere in the DSG high needs block to fund and would also be a significant practical challenge
given existing provision is largely at capacity.
9) Consider district interim, short-term, placements by increasing/reorganising current provision
capacity to bridge need gaps until new provisions are operational.
10) Review of reasons for parental preference for independent placements, review current local offer and
recommend change to reduce the preference for independent placements.
3 INTRODUCTION
3.1 OBJECTIVES, SCOPE AND DELIVERABLES The aim of this work is to try to identify the number of places and types of special educational needs required
for special schools and designated units in each district and borough. Ultimately the aim is to work towards
having the right provision in the right area so that children can stay in their community and do not need to
travel.

5 METHODOLOGY
This analysis has looked at the number of children accessing a special school or designated unit in the school
year 17/18 (January 2018 census). The capacity of the school is based on the number of children accessing
the schools regardless of where they live. The report also looks at how many children were travelling to other
districts and boroughs to access a school or unit. Additionally the number of children who were unable to be
placed have been included in the figures for each area and also the number of children in independent
schools and out of county special schools.
The figures below assume that all places are taken by local children and if this was the case identifying how
many more places would be needed for them to access provision locally.
* 5% spare capacity is based on the number of places currently taken up by children from all areas or where there is not any provision then 5% of the number of children in the area. * All figures for special schools are from the January census 2018 and designated unit figures are from Summer 2018. Next data refresh will be available End of October 2019 (January 2019 Census)

6 MAIN FINDINGS
6.1 SPARE CAPACITY OF SPECIAL AND DESIGNATED PROVISION IN NORTHAMPTONSHIRE When looking at all needs, except SEMH (see item 7.11), in the school year 2017-18, Corby had a shortage of
places however, since Red Kite opened in September 2018-19 this has resolved the shortage and they now
have enough places including 5% spare capacity. Additionally there will be continuing capacity with the
school’s expansion over the next two years.
Daventry has a shortage of places but Daventry Hill Special School will still expand by 20 places in 2019/20
which will reduce the deficiency from 39 to 19.
East Northants has a shortage of 6 places at primary level but is significantly under capacity at secondary level
which has no provision at all.
Kettering and Northampton would both have enough capacity if local children only were attending the
provisions.
South Northants is significantly under capacity as there is no provision at primary phase, one designated unit
at secondary phase and one SEMH school. There are more children in this area who access independent
provision and out of county special than in any other area (43, 22%).
Wellingborough has a small deficit of places at both primary and secondary level mainly only needing
additional spare capacity places.

6.2 SHORTAGE OF NEEDS
South Northants and East Northants have the largest shortages due to a lack of provision in the areas. The
five largest needs for all districts and boroughs are ASD, MLD, SLD, SLCN and SPLD. South Northants requires
more provision for ASD, MLD, SLD and SLCN. East Northants needs the new provision to particularly offer
support for ASD, MLD and SLD. Daventry needs more places for ASD, MLD and SLD.

The highest need for children attending another district, borough, county or attending an independent school
at primary school phase is ASD (53) with South Northants having the highest number (21). SEMH is the
second highest need (32) with Kettering (8), Wellingborough (8) and Northampton (7) having equal need.

SEMH is the highest need (178) for children who are accessing provision out of their home district or borough
at secondary school phase with Northampton having the highest number (54). ASD is the second highest (140
children) with South Northants (37) and East Northants (32) having the most children by District / Borough.

Overall; both Primary and Secondary phases, East Northants have the most children accessing special or
independent provision outside their home district or borough (158) and South Northants have the second
highest (156). This is because neither has enough provision in their areas. Kettering, Northampton and
Wellingborough would have enough if they did not have children and young people attending from other
areas. Daventry has got a small shortage of places and Corby has now got enough provision with the opening
of Red Kite Special School.

6.3 CORBY SUMMARY Corby – RAG Rating of Green due to the opening of Red Kite (Including spare capacity are 17 short in Primary and 10 short in Secondary but 59 extra places are now available at Red Kite)
Excluding spare capacity, Corby has a shortage of 14 places at primary phase and 11 places at secondary
phase and additionally needs a spare capacity of 4 places in primary school and 4 places in secondary school.
However Red Kite Special School opened in September 2018 (School year 18/19) which should provide the
places needed.
Red Kite supports all needs and is an all through school so should be able to provide the shortage of places for
ASD, MLD, OTH, PD, PMLD, SLCN & SLD.

The highest need for Corby primary school children is ASD followed by SLCN. The biggest need of children
accessing provision in Corby from out of the area is SEMH as there is a special provision with more capacity
than there are Corby Children with SEMH. The highest need for Corby children travelling outside the area is
SLD followed closely by ASD.

The highest need for Corby secondary children is SEMH. There is an SEMH school in Corby to support this
however there are more places available than are needed. There should be enough places for children with
ASD, PMLD and SLCN if only local children were attending in Corby.

6.4 DAVENTRY SUMMARY RAG Rating of Amber including spare capacity (12 short at primary level and 26 short at secondary, however
Daventry Hill School will offer 20 more places 2019-20 but will then be at full capacity)
Daventry has a shortage of 10 places at primary level and 23 places at secondary level and additionally needs
a spare capacity of 2 places in primary school and 3 places in secondary school. There are currently no
designated units and 1 special school. Daventry Hill School opened in September 2016 and a new leadership
team has recently been put in place. It is hoped that this will build its reputation and gain confidence with
local parents thereby encouraging Daventry children to access provision locally instead of Northampton. The
shortage of places is for ASD, MLD & SLD at primary school level and ASD, HI, MLD, PMLD, SLCN and SLD at
secondary school level.
6.4.1 Primary School
The highest need for Daventry primary school children is ASD. There are enough places locally if children from
out of area did not take up the places for SLCN but there is a shortage of places for MLD, PMLD, SEMH and
SLD.

6.5 EAST NORTHANTS SUMMARY RAG Rating of Red (Primary has a shortage of 10 places and secondary phase has a shortage of 122 places including spare capacity and the construction of the planned new school has not started yet)
East Northants has a shortage of 6 places at primary level and 116 places at secondary level. Additionally
there should be spare capacity of 4 places in primary school and 6 places at secondary. There is one
designated unit and 1 special satellite school both at Primary level. There is a special school planned for East
Northants, Friars East, but work on this has not started yet. The shortage of places is for MLD, PMLD, SLCN,
SLD & SPLD at primary school level and ASD, MLD, OTH, PD, PMLD, SLCN, SLD and SPLD at secondary school
level.
6.5.1 Primary School
There are only 2 children from outside the area attending provision in East Northants. 10 children are
accessing outside the area but generally there is almost enough provision.

6.6 KETTERING SUMMARY RAG Rating of Green – excess of 6 places at primary and 36 at secondary level including spare capacity. Kettering would have an excess of places if children from out of area were not accessing the provision, 12 at
primary level and 47 at secondary level excluding spare capacity. With the opening of Red Kite, the children
who are accessing places from Corby may move to Red Kite. There is a shortage of ASD and MLD at Primary
level and HI at Secondary level but an excess in other needs which should balance this out.

6.7 NORTHAMPTON SUMMARY Northampton – RAG Rating of Green – Excess of 21 places at primary and 89 places at secondary level including 5% spare capacity if funding is approved.
Northampton has an excess of places if children from out of area were not accessing the provision, 39 at
primary phase and 111 at secondary phase. However, there is a shortage of places at primary phase for OTH
and SLCN, 2 and 12 children respectively and at secondary phase HI (3) and SEMH (48). Spare capacity of 5%
would be 18 places at primary level and 22 places at secondary level.
6.7.1 Primary School
Most children go to Northampton for ASD, SLD and SEMH. There are on the main enough places for primary
school children with few needing to travel outside the area. The main shortage of places is for SLCN.

7 UNPLACED CHILDREN
In August 2018 there were 80 children who could not be placed in a Special School as there were no places.
Most of these children (56, 70 %) had either SLCN (29, 36%) or SEMH (27, 34%). The area with the highest
number waiting for a place lived in Northampton (33, 41%). If schools had spare capacity for movement /
new EHCPs through the school year it would avoid delays in placing children.

8 ALL INDEPENDENT SCHOOLS AND OTHER AUTHORITY SPECIAL SCHOOLS
8.1 CHILDREN ATTENDING INDEPENDENT SCHOOLS OR OTHER AUTHORITY SPECIAL SCHOOLS There are 195 children, including those with SEMH attending an out of county special or independent school or in county independent school. Most of these (45%, 87) are in Northamptonshire independent schools. Nearly a quarter (24%, 47) are attending a cross border maintained school which can be beneficial both in terms of support and distance travelled if the provision is the nearest special school to the child’s home. A cross border maintained school is anecdotally known to be more cost effective than an independent school.

When comparing the numbers of primary phase children with secondary phase children there are more
children from secondary schools, 19 versus 176. In terms of secondary school pupils the highest numbers are
attending an in-county independent school (44%, 85 young people).

8.3 SECONDARY SCHOOL Most children are attending an in county independent school (48%, 85). A smaller percentage of secondary school pupils than primary school pupils attend other authority maintained schools (20%, 36). 31%(55) of young people attend an out of county independent school. 35% (62) of the needs for young people attending other authority special schools or independent schools is SEMH followed closely by ASD at 31% (55). And most children live in either South Northants or Northampton each with 34 young people (19%).

9 CHILDREN WITH EDUCATION HEALTH AND CARE PLANS (EHCP)
Since 2015 there has been a move for more children and young people with EHC Plans to be
educated in special rather than mainstream schools.

This has led to increasing demand for, and pressure on, places in in-county special schools and unit
provisions.
10 SOCIAL EMOTIONAL & MENTAL HEALTH NEEDS
16% of all needs is for children with Social, Emotional and Mental Health needs at designated units and special
schools. Corby has more capacity than need in the local area for SEMH. They have an SEMH school but
children mostly travel from Wellingborough and East Northants to attend. Daventry, East Northants,
Kettering and Wellingborough do not have enough places locally for children with SEMH. A new school is
planned to open in 2020 in East Northants which should help both East Northants and Wellingborough
children to attend local provision if the school will offer places for children with SEMH.
Kettering has an over capacity of needs other than SEMH so it may be possible to use this spare capacity for
children with SEMH were all children to access provision locally. Northampton has spare capacity at primary
phase but has a deficiency at secondary phase. There are a shortage of places in South Northants at primary
phase. There is an SEMH school in South Northants for secondary phase children but is mostly used by
children from Northampton.

11 CONCLUSIONS
The unprecedented increase in the demand for assessment and Education, Health and Care plans has led to a
rising lack of capacity of the right places in the right district for children and young people with SEND. The
movement of children across districts to access suitable provision is likely to impact on the well-being of the
individuals as well as creating greater pressures on transport budgets.
In the current financial situation it is more necessary than ever to deliver services that both meet the needs of
local children and young people but also offer best value for money. The recommendations below cannot all
be ‘quick fixes’ as due processes need to be followed however it is essential that the local area partnership
agree short, medium and long term plans to deliver local specialist places for local children and young people.
12 RECOMMENDATIONS
Process is started to provide additional specialist provision in South Northants. This provision to
cover:
a) All-through special school to meet the needs of the majority of local children and
b) Provision to enable children and young people with an ASD to access national curriculum and
qualifications in an environment that recognises their individual anxieties and SEMH needs.
Interim plans are agreed to enable children and young people in South Northants to access local
provision in September 2019.
Interim plans are agreed to enable children and young people in East Northants to access local
provision while the agreed new free school is under construction.
An exercise is undertaken to enable better understanding of needs across the ASD spectrum to ensure
the types of provision on offer meet the spectrum of needs.
Within districts and boroughs, commission additional unit provision as required to cater for children
and young people who need access to the full national curriculum and qualifications but in an
environment that recognises their complex individual anxieties and SEMH needs. Review of MLD
definition and provision to recommend any required change.
Holistic review of SEMH needs is undertaken across districts to identify provisions required, gaps or
new types of provision to meet identified needs that ensure a reduced reliance on independent
places thereby releasing revenue back into county provisions.
Review of ASD definition and provision to recommend any required change.
Review flexibility of capacity to enable swift placement of children and young people within their
districts which would include consideration of additional funding to support a 5% capacity gap,
however, this would be a significant cost. Without additional funding this would require savings
elsewhere in the DSG high needs block to fund and would also be a significant practical challenge
given existing provision is largely at capacity.
Consider district interim, short-term, placements by increasing/reorganising current provision
capacity to bridge need until new provisions are operational.
Review of reasons for parental preference for out of county placements and review current local offer
and recommend change to reduce the preference for out of county.
