From the Desk of the President…

I trust everyone’s holidays were wonderful times spent with friends and family. 2013 presented our Group with a string of unique challenges, but I am proud to say we rose to the occasion. During the past year, the SpecPro Group garnered four prime competitive wins, all of which gained us access to

new customers and markets. These included contracts with the U.S. Environmental Protection Agency, Texas State University, and the Air Force’s 90th Civil Engineering Squadron at F.E. Warren Air Force Base, WY. The collective value is more than $10.5 million, and we intend to develop these initial wins into more work as we get to know our clients and their needs.

These 2013 successes were made possible through the efforts of each and every person pulling through the tough times. We recently recognized our fourth-quarter Gold Standard Award winners for their significant contributions.

Matthew Tillman, for his professionalism in keeping our IT infrastructure running at all times. Matthew is currently the Senior Network Administrator and has been recognized by program managers at STS, GM’s in Glacier group and members of every company we support for his consistent, positive attitude and exceptional work ethic. Matthew frequently works over-time to meet project deadlines. Recently, he went above and beyond, working nights to reprogram fire walls to set up a higher bandwidth line which saved money for STS. He also worked close to 250 hours in a 14-day period to perform a complete network audit, create appropriate documentation, fix networking issues and migrate 20 live servers so all the networks will run on the same technology. Matthew’s diligence and extraordinary IT skills make him a highly valued asset to our company.

Ben Gamble, for his leadership of the proposal development team. Since Ben was hired, he has had a significant positive effect on the quantity and quality of proposals and win success. Most recently, the proposal team was able to produce and submit five separate successful proposals garnering two wins for BTS under the auspices of a new business target, the EPA, won a separate GSA contract for SpecPro, a new Texas State University contract, and in addition, an award to the existing TekPro contract with DOL. Ben recently led the charge on preparing two separate $60 million FOH proposals in a very abbreviated time frame of two weeks from RFP to submission, all while working several other proposals for SpecPro Group companies. Ben represents the SpecPro Group in the best light as SpecPro’s conscience on the content and character of the proposals to our potential customers and exemplifies the performance necessary for the Gold Standard Award.

Be sure to congratulate our winners! The process for receiving the Gold Standard Award is and will remain highly competitive, so I encourage all managers to review the nomination rules and ensure your packages are submitted in a timely manner; few things give our Group leaders more pleasure than recognizing jobs well done.

Hearing about the outstanding work of people like these Gold Standard Award winners reminds me that, no matter how difficult things get, it’s those of you reading this newsletter who will see us through it all. And so, after witnessing 2013’s victories, I’m confident in predicting 2014 will be a strong year for us as well.

Talk to Us has been a great communication tool that was inititated this past year. Because it is an anonymous program, the corporate office has been unable to address some issues because the location or

contract was not communicated. This has left some questions unanswered and for this we apologize. Our goal is to provide each employee with a way to reach out and talk to us. We strive to provide answers, find ways to solve problems and implement new ideas from the feedback we receive

from employees.

Lately, I have had several questions regarding the hiring process. We have a detailed process to support the decision of the hiring manager. We follow the company policy, code of ethics, labor laws and Equal Employment Opportunity Commission compliance guidelines. As a government contractor, the Office of Federal Contract Compliance Program (OFCCP) performs a yearly audit of our company to ensure we maintain Equal Employment Opportunity policy compliance. The audit includes compensation, benefits, transfers, termination, etc. A workforce analysis is prepared to track the entire company personnel by location, job title, and pay. The OFCCP performs this audit yearly. SpecPro has been in compliance every year. If you have questions or concerns please contact your manager or the corporate office.

Michael Ann Scecina was recognized with a spot bonus for completing a staggering volume of finance and task order accounting for the FOH

program contract. Recently, she doubled her efforts by creating policies and procedures for FOH program managers to ensure the government had effective controls in order to minimize wasted effort.

The SpecPro GroupCelebrates $41.5M in total wins

BTS received notification of an award for a prime, competitive contract with the U.S. Environmental

Protection Agency (EPA). Under this contract, BTS will provide Toxicological and Ecological Research Support (TERS) to the EPA’s Mid-Continent Ecology Division (MED) in Duluth, MN. The contract is valued at more than $8.5 million over five years and gains us entry into a new and important customer base at the EPA.

Krysty Tugatuk had a lateral move from a Data Entry Clerk to Audit. This move will allow Krysty to learn new skills and round-out her work experience.

Denise Coopchiak’s lateral move from the business exi-stence department to supervised recruitment, will enhance her job skills and broaden her experience.

Matthew Smith moved from a Records Manager position to Data Technician II (lateral) where he will optimize his skills to better support the customer.

Kristy Carender received a spot bonus for excelling in her Program Control duties on the DOL contract. In addition to her regular duties, Kristy assumed program controller

responsibilities for the DEA, BLS, and Patrick AFB follow-on work contracts for the SpecPro Group. These duties include creation and ownership of spend plans, invoicing, tracking, forecasting and financial analysis, essentially doing what previously took two employees to do. Kristy also learned to price proposals and

BTS, LLC (BTS), recently completed the permitting, design, and construction of an 18.4-kilowatt solar panel system

at the Badger Army Ammunition Plant. The system is designed to offset the utility cost associated with operating three landfill leachate lift stations. Energy production is reported continuously and can be monitored remotely. A bidirectional electric meter was incorporated into the design, allowing the Department of the Army to receive credit for excess power generated by the solar panel array. This is one of two similar projects completed by BTS. The second system is located at the Department of the Army’s main administrative building.n

Mentor-Protégé Program Continues to flourish

After 15 years of successful service in the central Florida coastal region, SpecPro and BTS will be wrapping

up our Environmental Support/Natural and Cultural Resource work at Cape Canaveral Air Force Station in early 2014. Steve Dyer, program manager since 2009, has led his team of up to 27 personnel in a wide assortment of regulatory compliance, hazardous waste management, environmental assessment, Geographic Information System, habitat management and restoration tasks for the Air Force. Our final project includes the restoration of 1,600+ acres of land back to its original coastal scrub habitat for endangered species. Current daily activities include

everything from spot-treatment of invasive plant species; to clearing hundred-acre parcels by hand/large equipment/controlled burns; to reducing football field-sized piles of brush to ash using air-curtain technology. It takes a lot of strength and focus to perform this kind of work safely, but the remaining crew of eight is up to the task.

The SpecPro Group is very proud of our team and the work they’ve performed over the years. In total, they’ve maintained over 16,000 acres. When asked what he thinks of the work, Steve Dyer said, “Our final

project at the Cape will be our legacy for future generations. This restoration has become a model for habitat management and successful turnaround of damaged land to its natural state and the birds and critters love it…where can you find a better job than that?” n

Environmental Decisions, Inc. (EnDec), recently completed a SpecPro- sponsored spill response training

course and received their Shoreline Clean-up Assessment Techniques (SCAT) team member certification. This National Oceanic and Atmospheric Administration-(NOAA) U.S. Coast Guard-recognized course was conducted by the Texas A&M University of Corpus Christi under the auspices of the Army Mentor-Protégé Program with SpecPro as the mentor. SpecPro has been training EnDec to prepare them to win a greater role in meeting the Army’s needs for environmental support. Other courses presented by SpecPro to EnDec included a course on unexploded ordnance

conducted by Jon Schouten from the Badger Army Ammunition Plant site clean-up effort, a toxic substances identification course and ground and water sampling courses taught by members of SpecPro’s environmental team, and Service Contract Act (SCA), project management, accounting, and contracts support courses conducted by Kevin Schnitzer in San Antonio.

The Mentor-Protégé Program exists to impact small businesses through incentivizing prime contractors to develop the technical and business capabilities of small businesses from a state of modest attainment to successful contributors to the defense of our nation.n

On November 13, the National Wage Processing Center team in Washington, D.C. came together

for a joint federal and contractor employee event. Laura Elibri, program manager, said they try to get together once or twice a year to take a break from their regular work routine. The event allows them to network, learn a little more about each other and inadvertently helps build a strong, dedicated team. In the spirit of “team-building,” all employees wore their favorite teams’ jersey. GO NWPC!n

Premier Service Dress ProgramIn its final stages

The Air Force Uniform Office has been very

busy the past few months. They have worked to align their business strategy with Air Force Acquisition programs. AF uniforms are now considered to be weapon systems and therefore must go through RFIs, RFPs, and source selections for acquisition of vendors. The Premier Service Dress program is in its final stages. Brooks Brothers is manufacturing the last prototype for the AF chief of staff. The goal is to acquire the chief of staff’s feedback on the way it fits and how it feels. RFIs are being released for cold weather boots and gloves for pilots to wear with the new Cold Weather Aviation System (CWAS) ensemble. The new CWAS ensemble reduces the bulk of the uniform while still providing warmth to Airmen. The boots and gloves have a very aggressive acquisition schedule that has them arriving by next fall for test. BTS personnel helped streamline the process to allow manufacturers to perform some of the needed testing which helps reduce the timeline by as much as six months for

prototypes. In addition, the office is continually updating clothing purchase descriptions to add manufacturing modifications to the patterns.n

SpecPro Introduces a New CompanySpecPro Professional Services (SPS)

SpecPro Professional Services (SPS) was created in November 2013 to support environmental professional services.

SPS is being established with an initial primary business line of hazardous waste treatment and disposal which the Group already performs. Additionally, the new company will perform several other environmental tasks such as inspecting buildings for hazardous materials, measuring and evaluating environmental risks, and recommending solutions. The new firm will be made up of scientists, engineers, and other technicians with expertise in air and water quality, asbestos contamination, remediation, and environmental law.

As general manager of SPS, Dr. Steve Alexander is committed to turning SPS into one of the

Joel Lucas was born, raised, and received his initial

educational experiences in Washington, D.C. He attended Virginia State College, Petersburg, VA, where he received his

Bachelor of Arts in Electronics Engineering and Education and his Reserve Officer Training Corps commission into the U.S. Army Signal Corps as a second lieutenant. He served 24 successful years in the U.S. Army and retired as a lieutenant colonel. In his next career, Joel worked as a contractor supporting the Department of Defense (DoD) community in Europe and Southwest Asia. Joel’s broad range of technical experience covers program and project management, telecommunications, information technology systems, network operation, and maintenance in the highest levels of the DoD market. He is currently the project manager for the Drug Enforcement Administration and Bureau of Labor Statistics task orders in Washington, D.C. He is married to Mrs. Jacqueline Lucas of Richmond, VA, and they have four sons and nine grandchildren.n
