By now, the installed electric capacity in China has reached 1.3GW,every household in China has electricity. In addition, Wind powerand solar power in China are ranked the first in the world.

China Power New Energy (CPNE) aims to become a “lightbringer”. We have established large thermal power stations andhydro-power stations. The installed capacity of our company ismore than 23,000 MW, total assets are 120 billion RMB.

leave clean water and blue skies for the future generations.”

Currently our company’s installed capacity is nearly 3,600MW, and itstotal assets are more than 22 billion RMB. CPNE conducts business inover 25 provinces, including wind power, biomass power, hydroelectricpower, natural gas power, solar power, and build green health cities.

For instance, our investment on biomass station in Haikou,Hainan Province, is a great model. Our CO2 emissionstandard exceeds the EU. The effects on environment,ecology and economy have been praised by the society.

CPNE is a new energy power operator by dominating thewidest new energy, the most effective strategies, and thegreatest influence the Chinese new energy development.

As the first domestic professional new energy company listed in HongKong, not only we cooperate with large central state-owned enterprises,but also we actively carry out international cooperation with the worldfamous investment foundations such as Infrawind and the World WideFund for Nature (WWF) for strategic development.

Last year, as the honorary chair of the IEEE Smart GridConference, my proposal is to combine new energy withsmart grid.

At the CPPCC this year, I made two proposals. One is againabout combining new energy with smart grid, and the other isabout constructing green health cities.

Key words： Low-Carbon, Smart,Healthy and Ecological.

This year, the State Councilof China approved ourproject, LechengInternational MedicalTourism Pilot Zone. Thisproject is located in Bo’ao,Hainan Province. This isour first pilot city forpromoting a green andhealthy modern life. TheChinese governmentstrongly supports us withfavorable policies, such asregistration, taxation,licensing, foreign capitals,land acquisition, and thefinancing channels.

In Lecheng city, greenand smart grid powersystem will be fullydeveloped as we initiatedthe theories of the“IntellectualManagement System ofHousehold Energy” and“Green EnergyEquivalent”. We collectand analyze the data ofthe households energyusage, in order to manageand save energy withoutaffecting the comfort ofpeople’s daily life.

To be able to achieve the object, we have initiated the world’sfirst ecological standard system of zero carbon, that consists 123control specifications in 8 categories. Among these tasks, 63 arecompulsory and the other 60 optional.

We fully aware theimportance tointegrate design,operation andmanagement to ourproject, so we use thephilosophy ofFive Elementsin traditional Chineseculture in the planningand designing thisproject.

As we found thesimilarities inthe urbanelements; suchas architectures,highways,woods, watersand so forth,also need to bebalanced for theharmonizedworld.

The health industryhas become theimportant sector tolead a balancedglobal economicdevelopment andsocial progress inthe 21st century.This is so calledsunrise industry isgiven its new rolefor the preventionand service sector.

In Bo’ao, we have three such projects, the diagnosis center forpreventative diseases, the stem cell therapy center, and therehabilitation center. Our diagnosis center will use the mostadvanced medical technology such as DNA detection, 3D viewtechnique, and main and collateral channels monitoring technologyto analyze preventative diseases. The stem cell therapy center will beusing translational medical treatment for intractable diseases. Therehabilitation center will focus on patients’ recovery and nursing care.

Numbers of world wise medical agencies with highreputation have showed their great willing tocooperate with us. The first project will belaunched within this year.

We will establish state-of-art medical and touristindustry by making full use of internationalcooperation and local unique eco-resources in Hainanprovince; we’ll construct an international high-endmedical and health care centers base on medical care,scientific research and training projects, nursingtraining, and pharmaceutical research.

we will launch other green health cities in Thousand IslandsLake, Poyang Lake, Fuding, Guiyang, Dalian, Beidaihe andother cities in China to make merits for more people, and abright future for our generations.

I sincerely expect this win-winplatform can boost CPNE’scooperation with more globalpartners. Let us work on thegreen energy and health projectstogether, to give our motherearth a greener and healthierland and cities.
